18/54...APOLOGIES: Councillor Green sent his apologies. The Clerk informed the meeting that an apology had been received, from Councillor Green for the February meeting but had arrived after the Clerk had left for the meeting. The Council accepted the apologies from Councillor Green.

Councillor Tinsley, Councillor Holcroft and Councillor Marshall indicated a non-pecuniary interest in Item 18/58 Application 2018/0245/FUL
18/56...MINUTES
It was resolved that the minutes of the meeting held on Monday 5th March 2018 were a true and accurate record and should be signed by the Chair.

The meeting was adjourned at 7.34 pm to allow a period of public discussion.

1) Appeal against the Decision to refuse Planning Permission
APPEAL BY: Molyneux Kale Company
PROPOSAL: Variation of Condition No's. 5, 6, 7, 14 and 17 imposed on planning permission 2015/0477/FUL in accordance with the details provided in the supporting statement received on the 11th April 2017.
LOCATION: Land To The North Of Asmall Lane Scarisbrick
It was resolved to register an objection due to the lack of a detailed drainage plan
2) Application Number: 2018/0137/ARM
Proposal: Approval of Reserved Matters - Erection of four affordable dwellings including details of access, appearance, landscaping, layout and scale.
Location: Land To The East Of Vincents Garden Centre, Southport Road, Scarisbrick, Lancashire,
The Council raised no objection to this application
3) Application Number: 2018/0143/FUL
Proposal: Create new private driveway off Drummersdale Lane to Copelands Farm including 1m high wooden post and rail fence alongside the length of the driveway.

The Council raised no objection to this application
4) Application Number: 2018/0155/LDC
Proposal: Certificate of Lawfulness - Placement of three residential caravans.
Location: Black Moss Farm, Black Moss Lane, Scarisbrick, Ormskirk, Lancashire, L40 9RN
The Council raised no objection to this application but wished to note that caravans had been sited at this location for at least ten years.
5) Application Number: 2018/0201/FUL
Proposal: Single storey extension to rear and internal alterations.

6) Application Number: 2018/0091/FUL
Proposal: The sub-division into two dwellings of existing dwelling.

18/59... LOCAL GOVERNMENT TRANSPARENCY CODE 2015
Councillor Herbert informed the Council that there are areas of the Local Government Transparency Code that requires further work. In particular, a schedule of land ownership, a schedule of payments and timely publication of the agenda and minutes on the website require addressing.
18/60...GRANT APPLICATION
It was resolved to make a grant of £250 to Scarisbrick Village Matters
18/61... MEMORIAL BENCH:
It was resolved to appoint EA Formby to undertake the contract.
18/62... “THERE BUT, NOT THERE
Councillor Herbert explained the ‘There but, not there’ project and its connection with the Armistice commemorations due to take place in November.
It was resolved to contact the local churches with a view to creating a working group to plan the Parish Armistice commemoration.
18/63 ...TRAINING
It was unanimously resolved to pay for CilCa training for the Clerk
18/64...MEETING SCHEDULE
It was unanimously resolved to agree to proposed meeting schedule.
18/65...CO-OPTION APPLICATION
It was unanimously resolved to co-opt Mr Alex Blundell.
18/66 ... LALC SPRING CONFERENCE:
The information was circulated. No resolution was made
18/67...’BEST KEPT VILLAGE’ COMPETITION
It was resolved to enter the competition
18/68 ... CLERKS REPORT:
A new computer has been ordered, however the lack of a Government account has caused some considerable difficulty and the computer has not yet arrived. The External auditor has been in contact. The audit documents have been received and are in the process of completion The Clerk has sent a letter to the local Police Commander to highlight the issues of obstruction outside business premises on Southport Road, Scarisbrick. Further correspondence has been received relating to the use of Hall Road to access Scarisbrick Hall School.
18/69...COUNCILLORS REPORTS AND ITEMS FOR FUTURE AGENDAS;
It was resolved that the following items will be Agenda items at the next meeting;
1) An update on the proposed bollards at Turning Lane
2) Speed Limits – Moorfield Lane and Wood Moss Lane
3) GDPR Regulations
4) Armistice Day Service.
Councillor Holcroft thanked Councillor Ascroft and Councillor Hankin for their help, commitment and dedication to the Parish Council.
