Gemeinsamer Brief Von 1.080 Abgeordneten Aus 25 Gemeinsamer Brief von 1.080 Abgeordneten aus 25 europäischen Staaten an europäische Regierungen und die politischen Führungen gegen israelische Annexion im Westjordanland 23. Juni 2020 Wir, Parlamentarierinnen und Parlamentarier aus ganz Europa, die sich für eine auf Regeln basierende globale Ordnung einsetzen, teilen ernsthafte Bedenken über Präsident Trumps Plan für den israelisch-palästinensischen Konflikt und die bevorstehende Annexion von Gebieten des Westjordanlandes durch Israel. Wir sind zutiefst besorgt über den Präzedenzfall, den dies für die internationalen Beziehungen insgesamt schaffen würde. Europa hat sich über Jahrzehnte für eine gerechte Lösung des israelisch-palästinensischen Konflikts in Form einer Zwei-Staaten-Regelung eingesetzt, die im Einklang mit dem Völkerrecht und den einschlägigen Resolutionen des Sicherheitsrats der Vereinten Nationen steht. Bedauerlicherweise weicht Präsident Trumps Plan von international vereinbarten Parametern und Prinzipien ab. Er fördert effektiv die dauerhafte israelische Kontrolle über ein fragmentiertes palästinensisches Gebiet, lässt den Palästinensern keine Souveränität und gibt Israel grünes Licht für die unilaterale Annexion bedeutender Teile des Westjordanlandes. Im Einklang mit dem Trump-Plan sieht der neue Koalitionsvertrag in Israel vor, dass die Regierung bereits ab 1. Juli 2020 mit der Annexion beginnen kann. Ein solcher Schritt wäre für die Aussichten auf einen israelisch-palästinensischen Frieden fatal und würde die grundlegendsten Normen internationaler Beziehungen einschließlich der Charta der Vereinten Nationen in Frage stellen. Wir sind zutiefst besorgt über die Auswirkungen der Annexion auf das Leben von Israelis und Palästinensern sowie über ihr destabilisierendes Potential in einer Region vor der Haustür Europas. Diese Besorgnis ist in einer Zeit, in der die Welt mit der COVID-19-Pandemie, dem größten kollektiven Notstand seit Jahrzehnten, kämpft, nicht weniger schwerwiegend. In Würdigung des langfristigen Engagements Europas für eine friedliche Lösung des israelisch- palästinensischen Konflikts fordern wir die europäischen Staats- und Regierungschefs auf, entschlossen auf diese Herausforderung zu reagieren. Europa muss die Führung darin übernehmen, internationale Akteure zusammenzubringen, um eine Annexion zu verhindern und die Aussichten auf eine Zwei- Staaten-Regelung und eine gerechte Lösung des Konflikts zu sichern. Europäische Vertreter, darunter der Hohe Vertreter der EU für Außen- und Sicherheitspolitik, Josep Borrell, haben erklärt, dass eine Annexion „nicht unangefochten vonstattengehen kann“. Wir unterstützen dies voll und ganz: Die gewaltsame Aneignung von Territorium hat im Jahr 2020 keinen Platz und muss entsprechende Konsequenzen haben. Die Unterlassung einer angemessenen Reaktion würde andere Staaten mit Gebietsansprüchen ermutigen, grundlegende Prinzipien des Völkerrechts zu missachten. Die auf Regeln basierende globale Ordnung ist für Europas eigene langfristige Stabilität und Sicherheit von zentraler Bedeutung. Wir haben ein starkes Interesse daran und die Verantwortung dafür, sie zu schützen. Eine dauerhafte Lösung des Konflikts muss den legitimen Bestrebungen und Sicherheitsbedürfnissen beider Seiten, der Israelis und Palästinenser, gerecht werden und ihre Gleichberechtigung garantieren. Europa verfügt über die diplomatischen Instrumente, um dieses gerechte Ziel zu fördern, und wir sind bereit, solche Bemühungen zu unterstützen. The previous US administration left the conflict farther away from peace than ever. The Biden administration presents a chance to correct course and creates greater space for meaningful European engagement and leadership. In parallel, the announcement of Palestinian elections to be held in the coming months offers an opportunity for Palestinian political renewal and reunification. The recent regional normalization agreements with Israel led to the suspension of plans to formally annex West Bank territory. However, developments on the ground clearly point to a reality of rapidly progressing de facto annexation, especially through accelerated settlement expansion and demolitions of Palestinian structures. Despite the coronavirus pandemic, last year saw the highest number of demolitions of Palestinian homes and structures in four years, including humanitarian structures funded by European donors. This included the demolition of nearly an entire community in Khirbet Hamsa al-Foqa, in what the UN described as the largest forced displacement incident in over four years. At the same time, the advancement of illegal Israeli settlements in the occupied Palestinian territory has skyrocketed, reaching the highest numbers since 2012, according to Peace Now. The recently approved construction of the Givat Hamatos settlement, previously referred to as Europe’s red line, is of particularly serious concern. Meanwhile, the humanitarian situation in Gaza continues to deteriorate under the Israeli blockade, which is compounded by intra-Palestinian divisions.

We are being put to the test. We are suffering and mourning our losses, and this crisis is testing the limits of our system. It is also a test of our great European solidarity and of our institutions, which acted fast at the start of the crisis to deploy measures to protect us. The crisis is still ongoing, but we will see the light at the end of the tunnel, and by fighting together, we will beat the virus. Never have we faced such a challenging situation in peacetime. The fight against the pandemic is our top priority and everything that is needed to stop it and eradicate the virus must be done. We welcome and strongly support all the actions developed by governments, EU institutions, local authorities, scientists, medical staff, volunteers, citizens and economic actors. In this tremendously difficult situation, we are also facing another crisis: a shock to our economy tougher than the 2008 crisis. The major shock to the economy and workers created by the pandemic calls for a strong coordinated economic response. We therefore welcome the declaration of European leaders stating that they will do “whatever it takes” to tackle the social and economic consequences of this crisis. However, what worked for the 2008 financial crisis may not be sufficient to overcome this one. The economic recovery will only come with massive investments to protect and create jobs and to support all the companies, regions and sectors that have suffered from the economy coming to a sudden halt.

Nous sommes profondement́ preoccuṕ eś par le preć edent́ que cela creerait́ pour les relations internationales en geń eral.́ Depuis des decennies,́ l'Europe promeut une solution juste au conflit israeló -palestinien sous la forme d'une solution a ̀ deux Etats,́ conformement́ au droit international et aux resolutionś pertinentes du Conseil de securit́ e ́ des Nations unies. Malheureusement, le plan du president́ Trump s'ecarté des parametres̀ et des principes convenus au niveau international. Il favorise un controlê israelień permanent sur un territoire palestinien fragmente,́ laissant les Palestiniens sans souverainete ́ et donnant feu vert a ̀ Israel̈ pour annexer unilateralement́ des parties importantes de la Cisjordanie. Suivant la voie du plan Trump, la coalition israelienné recemment́ composeé stipule que le gouvernement peut aller de l'avant avec l'annexion des̀ le 1er juillet 2020. Cette decisioń sera fatale aux perspectives de paix israeló -palestinienne et remettra en question les normes les plus fondamentales qui guident les relations internationales, y compris la Charte des Nations unies. Nous sommes profondement́ preoccuṕ eś par l'impact de l'annexion sur la vie des Israelienś et des Palestiniens ainsi que par son potentiel destabilisateuŕ dans la regioń aux portes de notre continent.

This proves to be one of the more popular venues we visit with 88% of members rating it as an excellent or good venue for an autumn conference. We asked attendees how they felt about the earlier finish time on the final day. 60% of those that responded said they preferred the earlier finish time with only 9% saying they preferred to break for lunch.     Launch of the European alliance for a Green Recovery Press Release Under embargo until 14/04 7:00am At the initiative of Pascal Canfin, Chair of the Environment Committee at the European Parliament, 180 political decision-makers, business leaders, trade unions, NGOs, and think tanks have come together to form a European alliance for a Green Recovery. In the face of the coronavirus crisis, the biggest challenge Europe has faced in peacetime, with devastating consequences and a shock to the economy tougher than the 2008 crisis, Ministers from 11 countries, 79 cross-party MEPs from 17 Member States, 37 CEOs, 28 business associations representing 10 different sectors, trade union confederation representing members from 90 national trade union organisations and 10 trade union federations, 7 NGOs and 6 think tanks, have committed to working together to create, support and implement solutions to prepare our economies for the world of tomorrow. This first pan-European call for mobilisation on post-crisis green investment packages will work to build the recovery and transformation plans which enshrine the fight against climate change and biodiversity as a key pillar of the economic strategy. Sharing the belief that the economic recovery will only come with massive investments to protect and create jobs and to support all companies, regions and sectors that have suffered from the economy coming to a sudden halt, the alliance commits to contribute to the post-crisis investment decisions needed to reboot and reboost our economy. Covid-19 will not make climate change and nature degradation go away. The fight against this crisis will not be won without a solid economic response.

As in 2013 we received a superb welcome from the city. We continue to ask all attendees to complete an online feedback questionnaire. A good percentage complete this but I would urge all members to take the time to participate. It is incredibly useful to the conference office and FCC and does influence whether we visit a venue again and if we do, what changes we need to try and make. FCC Changes Following the committee elections at the end of last year there were a number of changes to the membership of FCC. Qassim Afzal, Louise Bloom, Sal Brinton, Prateek Buch, Veronica German, Evan Harris and David Rendel either did not restand or were not re-elected. All played a valuable role on FCC and will be missed. We welcome Jon Ball, Zoe O’Connell and Mary Reid onto the committee as directly elected members. FPC have elected two new representatives onto FCC and we welcome back Linda Jack and Jeremy Hargreaves in these roles. Both have previously served on FCC so are familiar with the way we work. One of the FE reps is also new with Kaavya Kaushik joining James Gurling as an FE rep on FCC.
