2003 Chapter 2 Overall Strategy his chapter presents the proposed medium term Tdevelopment strategy for County Cork i.e. up to around the year 2011. It draws on recommendations from the Cork Area Strategic Plan (2001-2021) and the North and West Cork Strategic Plan (2002-2021). The main planning goals that underpin the strategy are 2.1 Growth and Development in to achieve: County Cork a. Enhanced quality of life for all, based on high 2.2 Main Planning Goals quality residential, working and recreational environments and sustainable transportation 2.3 Strategic Development patterns; Principles b. Sustainable patterns of growth in urban and 2.4 Overall Strategy - Key rural areas that are well balanced throughout the Elements county, together with efficient provision of social and physical infrastructure; 2.5 Strategic Aims for the Main Settlements c. Sustainable and balanced economic investment together with wise management of the county's environmental and cultural assets; d. Responsible guardianship of the county so that it can be handed on to future generations in a healthy state. CORK County Development Plan Issue 1: February 2003 2003 11 Chapter 2. Overall Strategy Overall Strategy and Main Policy Material 2.1 Growth and Development in County Cork 2.1.1 Cork is the largest county in Ireland with a total area of 7,454 km² and a coastline of over 1,100 km. The County lies within the South West Regional Authority area. There are also twelve town councils within the County (nine of which produce their own statutory development plan). General Context 2.1.2 The census population of the County in 1996 (excluding the Cork City Council area) was 293,323 and preliminary census returns for 2002 indicate that this has now risen to around 325,000. Indications are that by 2011, the population may increase to over 365,000 (see Section 2.2 below). 2.1.3 Although this is a significant population growth it should not be County Cork assumed that healthy growth will occur in a balanced way right across the County. Up to 1996 (the last fully completed census) the rural areas, particularly in North and West Cork, came across as being relatively weak in terms of both population numbers and age structure. This trend is likely to have significant implications for regeneration of the rural population and the rural economy unless it is redressed. 2.1.4 Otherwise, the County is characterised by a strong concentration of development around the City itself, the satellite towns on the edge of the long established City green belt and a number of prime industrial/enterprise locations around Cork Harbour including one of the largest concentrations of pharmaceutical industries in the world. 2.1.5 County Cork’s economy has performed quite well in comparison to the national average in recent years. Taken as a whole the economy is remarkably diverse and balanced, without over-reliance on a single sector.

On behalf of us all I extend sympathy, not only to the loved ones of all those who have died of COVID-19, but also to everyone who has been bereaved during this pandemic. Not being able to give loved ones the funeral we would really want to give them is one of the most heart-breaking aspects of the current times. Much in my prayers and yours, have been those who are ill with COVID-19 and all others whose other illnesses have been compounded by the strictures of these times. In a different way, Leaving Certificate students and their families have been much in my thoughts and prayers.

Introduction Strategic Environmental Assessment (SEA) is the formal, systematic assessment of the likely effects on implementing a plan or programme before a decision is made to adopt the plan or programme. This Report describes the assessment of the likely significant effects on the environment if the draft City Development Plan is implemented. It is a mandatory requirement to undertake a SEA of the City Development Plan, under the Planning and Development (Strategic Environmental Assessment) Regulations, 2004 (as amended). Since then we have had a whirlwind of change. Many have faced disappointments and great challenges. Still others find that the normality of their lives has been upended. For too many, illness they have already been living with has been complicated, and great numbers have struggled with or are suffering from COVID-19. We have not been able to give loved ones who have died in these times the funerals we would like to have arranged for them. Those working in what have been classed as ‘essential services’, especially those in all branches of healthcare, are working in a new normality that is at the limit of human endurance. Most of us are being asked to make our contribution by heeding the message: ‘Stay at home’ These are traumatic times for everyone.

W.S. 1.133 STATEMENTBY MISS ANNIE BARRETT, Killavullen, County Cork. I was born at Killavullen, County Cork, on 24th September, 1888. My father was a Fenian. He escorted O'Neill Crowley from his hiding place in Glenagare to Kilclooney Wood in 1867. I was educated at Killavullen National School where I attended until I was about 16 years of age. I then went to the Munster Civil Service College where I remained for about 11/2years. I entered the Post Office Service as a telephonist at Killarney in 1906.. After about six months I was transferred to Mallow. Early in 1919 I was appointed Supervising Telephonist at Mallow and I continued to serve in this capacity until I was superannuated in 1945. In the years prior to and following 1916 I took a keen interest in the national cultural organisations in the district. I was a member of the Gaelic League and was Captain of the Thomas Davis Camogie Club in 1914. My first contact with the Irish Volunteer Organisation was made through my brother who was a wireless operator. This was early in 1918 when he put me in touch with Tom Hunter and Danny Shinnick who were the Volunteer leaders in the Castletownroche-Killavullen area at the time.
