I asked her why. She told me “Because they are different from the other shops. We own the Co-op. It’s for people like us.” I found this difficult to comprehend given our straitened circumstances, but I have never forgotten the message. I am a strong believer in co-operative ownership, the benefits it can deliver to individuals, the broader community activities it can support and the social goals for which it stands. I fully recognise the enormous strengths of the co-operative movement around the world. Co-operatives are a significant part of the global economy. That is why I care deeply about the future prospects for The Co-operative Group. My aim in carrying out this Review of the Group’s governance has been to develop recommendations that will strengthen its ability to recover from the traumatic shocks it has suffered over the last year and help position it for renewed success.     RESEARCH PAPER 06/31 The Fraud Bill [HL] 6 JUNE 2006 Bill 166 of 2005-06 This paper discusses the provisions of the Fraud Bill [HL] which has completed its passage through the House of Lords and was introduced in the House of Commons on 29 March 2006. The Bill is designed to implement the Government’s proposals for reform of the criminal law relating to fraud in England and Wales and Northern Ireland. The proposals are based on the recommendations of a 2002 Law Commission report on Fraud and the results of a parallel consultation in Northern Ireland. The Government has decided not to implement the Commission’s recommendation that the common law crime of conspiracy to defraud be abolished, at least for the time being. The Bill seeks to replace the current statutory offences involving fraud with a general offence of fraud, which may be committed in three ways. It also creates a number of new offences. This failure is rooted in the movement not developing an appropriate economics and in the misdirection of its original purpose to develop an alternative economy rather than simply presenting an alternative business model. These mistakes have been compounded the paper argues by a failure to focus on any definition of co-operative management or its development and to forget the early emphasis on character formation within the project of co-operative education. Introduction How was the Co-operative Bank lost? There are many ‘answers’ to this question. The immediate ones focus on management failure in the conduct of due diligence, dishonesty, and lack of the right leadership, culture, structure and purpose within the Co-operative Group. In their own terms all such answers hold elements of truth. A good summary of these answers and a strong advocacy for a back to basics focus on membership and members needs can be found at Edgar Parnell’s website (Parnell, 2013). My own approach whilst recognising and agreeing with much of the analysis to be found in these answers calls for a more fundamental exploration of the philosophy and economics behind the contemporary model of co-operation to explain the structural and individual ethical and moral failures that has led to the Co-operative Bank’s commercial failure.

The position paper states as follows; “The determination, participation, self-reliance and solidarity of the East African peoples and leadership are preconditions for the industrialization of the region, and hence the need to develop the critical enablers of regional transformation. This includes the continuous mobilization of the East African people and the Diaspora in various formations; employment of modern communication applications and outreach; co-operative research, innovation and development; and sustained and inclusive social dialogue on industrializing East Africa through co-operatives.” The paper questions whether the co-operative vision can be or should be contained and channeled in this direction? The paper cautions the co-operative movement in Africa not to lose sight of the global context and not to be too ready to accept the idea that economic growth as it is traditionally defined is either appropriate or desirable. The paper challenges the increasingly over-used idea of ‘sustainability’ and calls for an economics of ‘sufficiency for all’ as the best means to ensure against the threats to resource depletion, environmental degradation, climate change, and food security.

    The Oxygenation of Extraction and Future Global Ecological Democracy: The City of London, the Alternative Investment Market and Oil in Frontiers in Africa Jeremy Anbleyth-Evans CEDER—Centro de Estudios del Desarrollo Regional y de Políticas Públicas Universidad de Los Lagos [email protected] Paul R Gilbert School of Global Studies University of Sussex [email protected] Abstract This article explores how the governance of the City of London Corporation perpetuates the oxygenation of extraction, with a focus on oil frontiers and ecological impacts in Africa. It shows how this extractive system limits environmental justice through a spider’s web of tax havens linked to the notoriously under- regulated Alternative Investment Market. The contemporary success of the City of London Corporation is supported by an archaic membership system drawn from financial services. This has also allowed it to support the establishment of the most successful network of secrecy jurisdictions of ‘tax havens’ on the planet, supporting flows for illicit business in commodity frontiers. As extractive operations are given life by the financial flows that circulate through the City and its offshore empire, and take control of land, the potential for local communities to utilise their local ecological knowledge is asphyxiated, limiting the protection of food systems and endangered species. The article explains how this system functions, and why it needs to be reformed to limit Earth’s sixth mass extinction. It does so through case studies of the City of London, the Niger Delta and Turkana Kenya, using ethnography and semi structured interviews. A new system of ecological direct democracy is proposed, limiting global corruption flows into the City’s tax havens, allowing instead for a flourishing globalisation of ecological democracy.
