Murali Kumar The Balakot bombings that followed the terror strike in Pulwama have given an edge to the Bharatiya Janata Party’s (BJP)’s election plank of muscular nationalism and has, for the moment, at least, taken the spotlight off the failures of the Narendra Modi government. In this interview, former Information and Broadcasting Minister Manish Tewari — who is also a Distinguished Senior Fellow at The Atlantic Council’s South Asia Centre — talks to Smita Gupta, Senior Fellow, The Hindu Centre for Politics and Public Policy, New Delhi,about the impact of the BJP’s nationalism card in the upcoming general elections, the role of the media in amplifying the BJP’s message, why the Congress has been circumspect on the subject and whether it is appropriate to use national security as an election issue. He also points out that while the Balakot bombings appeased public opinion to some extent, it has also created a new strategic dynamic on the sub-continent that will make it tougher for future governments to deal with incidents of terror. Excerpts: ill the Pulwama attack, the opposition’s narrative of unemployment being at a 45-year high, rural distress, the negative impact of T demonetisation, etc appeared to be gaining ground in the public discourse. But after the Balakot air strikes, that narrative appears to have changed. Pakistan, war, terrorism appear to be the preferred subjects. Does this not give the advantage back to the BJP? There are two parallel discourses: there is a discourse in the ether which is about Pakistan, Kashmir and war hanging low over the subcontinent.

It is much the same story on the other side though the Pakistani Punjab is often hamstrung by political and military considerations. The border States in India and Pakistan have business, cultural and familial ties that must be harnessed by both governments to push the peace process, says Tridivesh Singh Maini. Prime Minister, Narendra Modi’s impromptu stopover at Lahore on December 25, 2015, on his way back from Moscow and Kabul, caught the media not just in India and Pakistan, but also outside, by surprise. (Though the halt was ostensibly to wish Prime Minister Nawaz Sharif on his birthday, the real import was hardly lost on Indo-Pak watchers) 1 . Such stopovers are a done thing in other parts of the world, especially in Europe. Yet, if Modi’s unscheduled halt was seen as dramatic and as a possible game changer, it was in no small measure due to the protracted acrimony between the neighbours, made worse by mutual hardening of stands post the Mumbai attack. In the event, the European style hobnobbing seemed to find favour with both PMs and as much is suggested by this report in The Indian Express 2 . However, such spontaneity is not totally alien in the Indo-Pak context. Former Prime Minister Manmohan Singh’s invitation to his counterpart, Yousuf Raza Gilani, for the World Cup Semi-final 2011, which faced domestic criticism was one such gesture 3 .

    December 2014 29 June 2017 Indian Federalism under Modi: States No Longer Mute Foreign Policy Spectators Tridivesh Singh Maini FDI Associate Key Points Prime Minister Narendra Modi’s approach towards Centre-State relations is driven by his personal experience and convictions. State government participation in foreign policy can no longer be restricted merely to the economic sphere. The State governments will need to have a clearer vision of the roles that they could (and should) play in economic and foreign policy. Summary In his three years in office, Indian Prime Minister Narendra Modi has repeatedly urged the states to emerge as drivers of the country’s growth story, and to play their part in strengthening ties with the outside world. The PM has often repeatedly invoked the concepts of “Co-operative Federalism” and “Competitive Federalism”. Co-operative Federalism is understood to be a purposeful relationship between the Central and State governments on issues pertaining to key economic and external policies. As Modi noted in a speech made to members of the Indian diaspora in the Netherlands: ‘India is about co- operative federalism. The Centre and States working together for the development of India, this is our effort.’ Competitive Federalism, on the other hand, is perceived to be the “competitive spirit” between states whereby they compete with each other for Foreign Direct Investment. Modi’s emphasis on a more significant role for the States is largely driven by his personal experiences as the Chief Minister of Gujarat state when, in that office, he reached out to investors outside India, especially in East and South-East Asia.

View Pics & Profiles : www.Muslima.com Ads by Google Topics: Parliament OBC NEW DELHI: The Centre is likely to come under intense political pressure over religious quota as it tables the Justice Ranganath Misra Commission report in Parliament which seeks an extension of Scheduled Caste status to Hindu converts to Christianity and Islam and calls for carving a sub-quota for minorities within the 27% OBC quota. UPA government is learnt to be considering the option of asking a new commission to study the demand of SC tag for minorities besides the alternative of not taking a stand on it. The issue is being heard by Supreme Court where Centre has to file an affidavit. Sources said while there was a strong view to reject the demand outright, the circuitous route of study may be politically correct. Social justice minister Mukul Wasnik is to decide on it. As Misra commission has said that SC status be made ‘‘religion neutral’’ and extended to minorities beyond Sikhs and Buddhists, the reluctance of UPA to move accordingly may expose Congress to attacks from ‘‘secular’’ outfits. SP and JD(U) are keenly watching Congress’s difficulty over minority quota to counter its outreach among Muslims in UP and Bihar. Congress is looking to revive itself in its twin fallen forts, with revival of appeal among Muslims top on its agenda.

    PUBLIC ACCOUNTS COMMITTEE Introduction In a parliamentary democracy like ours, the Committee system assumes great importance. Administrative accountability to the legislature becomes the sine qua non of such a parliamentary system. The check that Parliament exercises over the executive stems from the basic principle that Parliament embodies the will of the people and it must, therefore, be able to supervise the manner in which public policy laid down by Parliament is carried out. However, the phenomenal proliferation of governmental activities has made the task of legislatures very complex and diversified. By its very nature, Parliament, as a body cannot have an effective control over the government and the whole gamut of its activities. Administrative accountability to the legislature through Committees has been the hallmark of our political system. The Committee on Public Accounts enjoys the place of pride in our Committee System. Genesis of the Committee The Committee on Public Accounts was first set up in 1921 in the wake of the Montague-Chelmsford Reforms. The Finance Member of the Executive Council used to be the Chairman of the Committee. The Secretariat assistance to the Committee was rendered by the then Finance Department (now the Ministry of Finance). This position continued right up to 1949. During the days of the Interim Government, the then Finance Minister acted as the Chairman of the Committee, and later on, after the attainment of Independence in August, 1947, the Finance Minister became the Chairman. This naturally restricted the free expression of views and criticism of the Executive. The Committee on Public Accounts underwent a radical change with the coming into force of the Constitution of India on 26 January, 1950, when the Committee became a Parliamentary Committee functioning under the control of the Speaker with a non-official Chairman appointed by the Speaker from among the Members of Lok Sabha elected to the Committee.

    Rajiv Gandhi’s Cabinet 1987 Minister of Home Affairs: Buta Singh Buta Singh has been associated with the Indian National Congress since the time Jawaharlal Nehru, India’s first Prime Minister was in power. He has been a member of Parliament on a number of occasions and is effectively the number 2 in the Government today. Being Home Minister of India, his main priority will be to ensure the internal security of India. Irrespective of what the cabinet decides on Sri Lanka, he has to stive to maintain law and order across India and ensure that the cabinet’s decision doesn’t lead to any uprising. His biggest challenge will be dealing with the southern state of Tamil Nadu. Since the native population of the state and the Sri Lankan separatists share the same background and culture. A lot of people in the state sympathise with the Sri Lankan separatists and therefore any action against them can throw this state up into flames. Maintaining law and order here will be of utmost importance to show the world that India stands united. Minister of External Affairs: P. Shiv Shankar Hailing from the southern state of Andhra Pradesh, Shiv Shankar rose through the ranks of the Congress to become External Affairs minister of India. He will have a key role to play in whatever decision the Indian Cabinet takes regarding the Sri Lankan Civil War. On one hand he will have to prioritize national interests and support whatever is better for the nation’s security. However, he will also have to keep in mind India’s position in the global community and ensure that the Government doesn’t jeopardize relations with any key partners.

The minister termed it as a matter of great pride for Punjab that the MAKA Trophy has been awarded to the university by the President of the country in a glittering award ceremony at New Delhi. Mrs. Chaudhary also said that it speaks volumes about the sporting prowess of the universities and colleges of Punjab that has resulted in Guru Nanak Dev University Amritsar, Panjab University Chandigarh and Punjabi University Patiala winning the trophy a whopping 43 times. The Punjabi Suba came into Assistant Professor, being after various sacrifices and struggles. The Indian Government appointed ‘Shah Commission’ to Department of History, Guru demarcate the boundaries of Punjab and Haryana. The reorganization bill was passed on the basis of Nanak College, Budhlada, recommendations of this committee only. Punjab was divided into two states; Punjabi Suba and Punjab, India Haryana under Punjab Reorganization Act, 1966. Certain areas of undivided Punjab were given to Himachal Pradesh. However, Haryana was raised as a rival to the state of Punjabi language (which was to be made for Punjab). Common links had been made for Punjab and Haryana. Haryana was the area of Hindi-speakers. It could have been easily amalgamated with neighboring Hindi states of Rajasthan and U.P. But, the state of Punjab, which was demanding the areas of Punjabi –speakers, was crippled and made lame as well. Such seeds were sown for its future of economic growth that would not let it move forward. Haryana welcomed the Act of reorganization. As a result, the common forums were removed for Haryana and Punjab and Sant Fateh Singh and the Akali Dal welcomed this decision. Methodology: The study of this plan of action is mainly based on the available main material content.
