The Programme primarily aims at imparting of spoken skill on the Karbi language among the Karbi and non-Karbi speakers and along with the skill of writing and translation from other languages into Karbi and vice-versa. The Programme consists of 3 (three) courses having 100 marks in each course. In the entire Programme, emphasis will be given on interaction on the lessons to make it more effective, easily intelligible, functional and practical. Application Form is available in the Assam University website (www.aus.ac.in). The classes shall be conducted at the Department of English, Assam University, Diphu Campus with help and support of the Society for Promotion of Karbi Language, Diphu, Karbi Anglong District. Eligibility: Student, Teacher, Service Holder or Businessmen residing in Karbi Anglong with minimum qualification of 10+2 pattern or Graduate in any discipline. Intake: 60 (Sixty) Admission Procedure: On Merit and First come First Chance basis. The Candidates shall have to submit the filled-in Application Form to the Academic Section, ASSAM UNIVERSITY DIPHU CAMPUS along with the self attested copies of the Marksheets, Pass Certificates, Assam University Registration Certificate (if any) and Caste Certificate (if any). They have to produce the original certificates at the time of admission.     Report on the outcome of the Workshop Held on 14th June, 2016 To discuss on the findings of the study titled ‘Flood Damage Mitigation Measure for Barak Valley In South Assam including effects of Climate Change’ 1. Introduction: Assam State Disaster Management Authority (ASDMA) had conducted a study “Flood Damage Mitigation Measures for Barak Valley in South Assam, including Effects of Climate Change” in collaboration with National Institute of Technology, Silchar. Moreover NIT, Silchar had partnered with IIT, Guwahati for undertaking the climate change componentfor the project. The final report of the study was submitted in the year 2014. The report comprised of study findings along with suggestions, short and long term for flood mitigation measures in Barak Valley. To take forward the study findings, the executive summery along with short and long term solutions were submitted to the concerned Departments viz. Water Resources Department, Soil Conservation Deptt, Agriculture Department, Department of Environment, Forest & Climate Change and Inland Water Transport Department for taking necessary action. To review and understand the actions taken by concerned department in this regard, ASDMA organized a half-day workshop on 14th June, 2016 at ASDMA Conference Hall where the finding of the study were presented by Prof P.S. Choudhry, Civil Engineering Department, NIT, Silchar and also discussed suggestions regarding the implementation of the same.ASDMA also presented regarding the short & long-term goals and highlighted department-wise modalities in its implementation. The workshop was attended by 34 officials from various concerned departments and participated in the group discussion held to take stock of the actions taken and explore the strategy for future planning that would be helpful towards mitigation of flood in Barak valley.

The political phenomena changed the entire infrastructure of the region. But the socio-cultural changes which occurred are not the result of the political phenomena, some extra forces might be alive that brought the region to undergo changes. By the advent of the Sufi saint Hazrat Shah Jalal, a qualitative change was brought in the region. This historical event caused the extension of the grip of Bengal Sultanate over the region. Owing to political phenomena, the upper valley and lower valley may differ during the period but the socio- economic and cultural history bear testimony to the fact that both the regions were inhabited by the same people with a common heritage. And thus when the British annexed the valley in two phases, the region found no difficulty in adjusting with the new situation. Keywords: Homogeneity, aryanisation, autonomy. It fructified the long-cherished aspiration of a large section of educationally and economically disadvantaged community and has carried with it the noble mandate to bring in this culturally rich region to the mainstream of national development. Its journey over the last sixteen years has been one of struggle towards meeting these aspirations and goals. The Act and the Statutes are the legal foundation on which the University system works. Over the period of time, some of the provisions of these rules undergo amendments. The functional requirements of the University demand that these changes are always in the fore of our knowledge, so that the legal standing of all its activities remains unquestioned. Cachar, Hailakandi and Karimganj situated between Longitude 92.15” and 93.15” East and Latitude 24.8” and 25.8” North and covering an area of 6,941.2 square Kilometres, this Indian portion of the valley is bounded on the north by the North Cachar Hills District of Assam and the Jaintia Hills District of Meghalaya, on the east by Manipur, on the south by Mizoram and on the west by Tripura and the Sylhet District of Bangladesh. These three districts in Assam, however, together form the Indian part of a Valley, the larger portion of which is now in Bangladesh. The valley was transferred to Assam from Bengal in 1874 and the Bangladesh part was separated by the partition of India in 1947. Research Publication Trends of the Scientists of Tezpur University: A Scientometric Study Rubi Goswami Tilak Hazarika Abstract Bibliographic records of 847 items retrieved from Web of Science were studied and increasing publication trends were seen in Tezpur University (T.U.). The average output of the organization was 60 publications per year; the peak was 200 items in 2012 and the minimum was 4 items in the year 1999. Single authorship publication accounted for 6%, while multi authorship publication of ar- ticles accounted for 94 %. The top 22 institutions which collaborated with T.U accounted for about 26% share. It was seen that the publications of T.U received a total of 4763 citations during the period of 14 years. The average citation per item was 5.7.
