BE it enacted by Parliament in the Seventieth Year of the Republic of India as follows:— 1. This Act may be called the Constitution (Amendment) Act, 2019. Short title. 2. In the Eighth Schedule to the Constitution, entries 3 to 22 shall be re-numbered as Amendment entries 4 to 23, respectively, and before entry 4 as so re-numbered, the following entry shall of the Eighth Schedule. 5 be inserted, namely:— "3. Bhojpuri.". STATEMENT OF OBJECTS AND REASONS Bhojpuri language which originated in the Gangetic plains of India is a very old and rich language having its origin in the Sanskrit language. Bhojpuri is the mother tongue of a large number of people residing in Uttar Pradesh, Western Bihar, Jharkhand and some parts of Madhya Pradesh as well as in several other countries. In Mauritius, this language is spoken by a large number of people. It is estimated that around one hundred forty million people speak Bhojpuri. Bhojpuri films are very popular in the country and abroad and have deep impact on the Hindi film industry. Bhojpuri language has a rich literature and cultural heritage. The great scholar Mahapandit Rahul Sankrityayan wrote some of his work in Bhojpuri. There have been some other eminent writers of Bhojpuri like Viveki Rai and Bhikhari Thakur, who is popularly known as the “Shakespeare of Bhojpuri”. Some other eminent writers of Hindi such as Bhartendu Harishchandra, Mahavir Prasad Dwivedi and Munshi Premchand were deeply influenced by Bhojpuri literature. -

ABSTRACT Landscaping India investigates the use of landscapes in colonial and anti-colonial representations of India from the mid-nineteenth to the early-twentieth centuries. It examines literary and cultural texts in addition to, and along with, “non-literary” documents such as departmental and census reports published by the British Indian government, popular geography texts and text-books, travel guides, private journals, and newspaper reportage to develop a wider interpretative context for literary and cultural analysis of colonialism in South Asia. Drawing of materialist theorizations of “landscape” developed in the disciplines of geography, literary and cultural studies, and art history, Landscaping India examines the colonial landscape as a product of colonial hegemony, as well as a process of constructing, maintaining and challenging it. In so doing, it illuminates the conditions of possibility for, and the historico-geographical processes that structure, the production of the Indian nation. -

RESEARCH ARTICLE The Hindi-Speaking Intelligentsia and Agricultural Modernisation in the Colonial Period Sandipan Baksi* Abstract: This paper is a study of the perceptions of the emerging Hindi-speaking intelligentsia about agricultural modernisation in the British colonial period. It discusses the meaning of agrarian change for this emerging class, especially with respect to the interrelationship between the techniques and methods of agricultural production on the one hand, and the socio-economic aspects of agricultural production on the other. It is based on a survey of writings that appeared in some important literary and popular science Hindi periodicals of the late nineteenth and early twentieth century. The study finds that there was a strong perception among Hindi publicists of the colonial period of the utility of science and technology in agriculture. While acknowledging the importance of science, there was an understanding among them that the expansion of production and productivity in agriculture was also dependent on the prevailing socio-economic context. In his landmark analysis of the Indian economy of the early 1960s, Daniel Thorner wrote that colonial India suffered from “the world’s most refractory land problem,” because of a “built in depressor” in the structure of its agrarian economy (Thorner 1962). This built-in depressor, a result of the policies implemented by colonial rule, constrained the growth of the productive forces in agriculture. These policies prevented any significant investment in agricultural development, and acted as an inherent disincentive to the adoption of modern methods and techniques by Indian cultivator classes. -

HI234: Introduction to India and South Asia Course Description It is easy to think of the Indian subcontinent, home of nearly 1.7 billion people, as a region only now moving into the global limelight, propelled by remarkable growth against a backdrop of enduring poverty, and dramatic contestations over civil society. Yet since antiquity, South Asia has been one of the world’s most dynamic crossroads, a place where cultures met and exchanged ideas, goods, and populations. The region was the site of the most prolonged and intensive colonial encounter in the form of Britain’s Indian empire, and Indian individuals and ideas entered into long conversations with counterparts in Europe, the Middle East, East and Southeast Asia, and elsewhere. Since India’s independence and partition into two countries in 1947, the region has struggled to overcome poverty, disease, ethnic strife and political conflict. Its three major countries – India, Pakistan, and Bangladesh – have undertaken three distinct experiments in democracy with three radically divergent outcomes. MONDAY Praxis Poems: JUL 01 Radical Genealogies of Yiddish Poetry ANNA ELENA TORRES | Delivered in English This talk will survey the radical traditions of Yiddish poetry, focusing on anarchist poetics and the press. Beginning with the Labor poets, also known as the Svetshop or Proletarian poets, the lecture discusses the formative role of the anarchist press in the development of immigrant social worlds. Between 1890 and World War I, Yiddish anarchists published more than twenty newspapers in the U.S.; these papers generally grew out of mutual aid societies that aspired to cultivate new forms of social life. Fraye Arbeter Shtime (Free Voice of Labor)—which was founded in 1890 and ran until 1977, making it the longest-running anarchist newspaper in any language—launched the careers of many prominent poets, including Dovid Edelshtat, Mani Leyb, Anna Margolin, Fradl Shtok, and Yankev Glatshteyn. Yiddish editors fought major anti-censorship Supreme Court cases during this period, playing a key role in the transnational struggle for a free press. The talk concludes by tracing how the earlier Proletarian poets deeply informed the work of later, experimental Modernist writers. Anna Elena Torres is an Assistant Professor of Comparative Literature at the University of Chicago. Her forthcoming book is titled Any Minute Now The World Streams Over Its Border!: Anarchism and Yiddish Literature (Yale University Press). This project examines the literary production, language politics, and religious thought of Jewish anarchist movements from 1870 to the present in Moscow, Tel Aviv, London, Buenos Aires, New York City, and elsewhere.
