  • *All Views Expressed in Written and Delivered Testimony Are Those of the Author Alone and Not of the U.S
February 20, 2020 Isaac B. Kardon, Ph.D. – Assistant Professor, U.S. Naval War College, China Maritime Studies Institute* Testimony before the U.S.-China Economic and Security Review Commission Hearing: China’s Military Power Projection and U.S. National Interests Panel II: China’s Development of Expeditionary Capabilities: “Bases and Access Points” 1. Where and how is China securing bases and other access points to preposition materiel and facilitate its expeditionary capabilities? Previous testimony has addressed the various military logistics vessels and transport aircraft that supply People’s Liberation Army (PLA) forces operating abroad. This method is costly, inefficient, and provides insufficient capacity to sustain longer and more complex military activities beyond the range of mainland logistics networks. Yet, with the notable exception of the sole military “support base” (baozhang jidi, 保障基地)1 in Djibouti, these platforms are the PLA’s only organic mode of “strategic delivery” (zhanlüe tousong, 战略投送) to project military power overseas. Lacking a network of overseas bases in the short to medium term, the PLA must rely on a variety of commercial access points in order to operate beyond the first island chain. Because the PLA Navy (PLAN) is the service branch to which virtually all of these missions fall, this testimony focuses on port facilities. The PLAN depends on commercial ports to support its growing operations overseas. Over the course of deploying 34 escort task forces (ETF) since 2008 to perform an anti-piracy mission in the Gulf of Aden, the PLAN has developed a pattern of procuring commercial husbanding services for fuel and supplies at hundreds of ports across the globe.

Available online at www.sciencedirect.com ScienceDirect Procedia - Social and Behavioral Sciences 96 ( 2013 ) 2032 – 2041 13th COTA International Conference of Transportation Professionals (CICTP 2013) Resident Mobility Analysis Based on Mobile-Phone Billing Data Rao Zonghaoa, Yang Dongyuana*, Duan Zhengyua aKey Laboratory of Road and Traffic Engineering of the Ministry of Education, Tongji University, P.O.Box 201804, Shanghai,China Abstract Many researches on resident mobility came from traditional data collection methods such as artificial or telephone surveys, but those approaches are difficult to update and the results are limited to a certain point in time. In the past few years, some innovative approaches have sought to use mobile devices to collect spatiotemporal data. In this paper we analyze spatial- temporal characteristics of resident mobility in the city of Shenzhen, using a data set captures for a seven-day period of more than one million anonymous mobile-phone users. In addition, we propose a method of recognizing the location of employment based on this kind of data and then plot an employment distribution map of Shenzhen. This method provides a new way to observe the employment distribution in a city. Understanding resident mobility from a city-wide perspective could provide researchers with convenience to forecast the traffic demand and take measures to traffic management, and could also lead to more informed decision making in both city planning and mass transit planning. ©© 20132013 The Authors. sensors Article Monitoring the Land Subsidence Area in a Coastal Urban Area with InSAR and GNSS Bo Hu * , Junyu Chen and Xingfu Zhang Surveying Engineering, Guangdong University of Technology, Guangzhou 510006, China * Correspondence: [email protected]; Tel.: +86-20-3932-2530 Received: 21 May 2019; Accepted: 14 July 2019; Published: 19 July 2019 Abstract: In recent years, the enormous losses caused by urban surface deformation have received more and more attention. Traditional geodetic techniques are point-based measurements, which have limitations in using traditional geodetic techniques to detect and monitor in areas where geological disasters occur. Therefore, we chose Interferometric Synthetic Aperture Radar (InSAR) technology to study the surface deformation in urban areas. In this research, we discovered the land subsidence phenomenon using InSAR and Global Navigation Satellite System (GNSS) technology. Two different kinds of time-series InSAR (TS-InSAR) methods: Small BAseline Subset (SBAS) and the Permanent Scatterer InSAR (PSI) process were executed on a dataset with 31 Sentinel-1A Synthetic Aperture Radar (SAR) images. We generated the surface deformation field of Shenzhen, China and Hong Kong Special Administrative Region (HKSAR). The time series of the 3d variation of the reference station network located in the HKSAR was generated at the same time. We compare the characteristics and advantages of PSI, SBAS, and GNSS in the study area. We mainly focus on the variety along the coastline area. From the results generated by SBAS and PSI techniques, we discovered the occurrence of significant subsidence phenomenon in the land reclamation area, especially in the metro construction area and the buildings with a shallow foundation located in the land reclamation area.
