There will be no streetcar service between Liberty St. and the Riverfront during parades. Poydras Street Station and Julia Street Station on the Riverfront continue to be out of service due to construction on the Four Seasons project. 12-St. Charles Streetcar From Feburary 14 to February 19, there will be adjustments to the St. Charles Streetcar. During parades, streetcars will operate between S. Claiborne Ave. and Napoleon Ave. Shuttle bus services will be provided from Valence St. to Canal Street via the 15 - Freret route, terminating at Duncan Plaza. Heading Uptown, shuttle buses will travel along Loyola Ave. to Calliope St.to O.C. Haley Blvd. After parades, streetcar service will resume along St. Charles Ave. after clean-up. From February 19 through Mardi Gras Day on February 25, there will be no streetcar service between Napoleon Ave. and Canal St. at all. Before and after parades, shuttle bus services will operate between Valence St. and Canal St. along St. Charles Ave. During parades, shuttle bus services will operate from Valence St. to Canal St. via the 15 - Freret route, terminating at Duncan Plaza. 47-Canal-Cemeteries Streetcar During parades, streetcar service will be provided from the Cemeteries Transit Center to the Union Passenger Terminal via Loyola Ave. There will be no streetcar service between Liberty St. and the Riverfront during parades. 48-Canal-City Park / Museum Streetcar During parades, streetcar service will be provided from the City Park/ Museum to La Salle St. There will be no streetcar service between Liberty St. and the Riverfront during parades. 49-Rampart-St. Claude Streetcar Due the Hard Rock Hotel collapse and exclusion zone, the Ram- part-St. Claude Streetcar is not in service. The 57 - Franklin, 88 - St. Claude, and 91 - Jackson/Esplanade bus lines provide service on N. Keyes, Chair The black brass band parade known as the second line has been a staple of New Orleans culture for nearly 150 years. Through more than a century of social, political and demographic upheaval, the second line has persisted as an institution in the city’s black community, with its swinging march beats and emphasis on collective improvisation eventually giving rise to jazz, funk, and a multitude of other popular genres both locally and around the world. More than any other local custom, the second line served as a crucible in which the participatory, syncretic character of black music in New Orleans took shape. While the beat of the second line reverberates far beyond the city limits today, the neighborhoods that provide the parade’s sustenance face grave challenges to their existence. Ten years after Hurricane Katrina tore up the economic and cultural fabric of New Orleans, these largely poor communities are plagued on one side by underfunded schools and internecine violence, and on the other by the rising tide of post-disaster gentrification and the redlining-in- disguise of neoliberal urban policy.
