The Commission first adopted rules requiring broadcast stations to maintain public files documenting requests for political advertising time more than 80 years ago,1 and political file obligations have been embodied in section 315(e) of the Act since 2002.2 Section 315(e)(1) requires radio station licensees, among other regulatees, to maintain and make available for public inspection information about each request for the purchase of broadcast time that is made: (a) by or on behalf of a legally qualified candidate for public office,3 or (b) by an issue advertiser whose advertisement communicates a message relating to a political matter of national importance.4 Section 315(e)(3) of the Act requires stations to upload information about such requests to their online political files “as soon as possible.”5 Section 73.1943(a) of the Commission’s Rules requires stations to maintain and make available for public inspection information about all requests for broadcast time made by or on behalf of candidates for public office,6 and section 73.1943(c) requires stations to upload such information to their online political files 1 See 3 Fed. -

Final Environmental Impact Statement Elwha River Ecosystem Restoration Implementation Purpose and Need: The Elwha River ecosystem and native anadromous fisheries are severely degraded as a result of two hydroelectric dams (projects) and their reservoirs built in the early 1900s. Congress has mandated the full restoration of this ecosystem and its native anadromous fisheries through the Elwha River Ecosystem and Fisheries Restoration Act (Public Law 102-495). The Department of the Interior has found there is a need to return this river and the ecosystem to its natural, self-regulating state, and proposes to implement the Congressional mandate by removing both dams in a safe, environmentally sound and cost effective manner and implementing fisheries and ecosystem restoration planning. Only dam removal would fully restore the ecosystem or its native anadromous fisheries. Proposed Action: The U.S. Department of the Interior proposes to fully restore the Elwha River ecosystem and native anadromous fisheries through the removal of Elwha Dam and Glines Canyon Dam and implementing fish restoration and revegetation. Dam removal would occur over a 2-year period. Elwha Dam would be removed by blasting, and Glines Canyon Dam by a combination of blasting and diamond wire saw cutting. Lake Aldwell would be drained by a diversion channel, and Lake Mills by notching down Glines Canyon Dam. Stored sediment would be eroded naturally by the Elwha River. The proposed action is located in Clallam County, on the Olympic Peninsula, in Washington State. Lead/Cooperating agencies: The National Park Service is the lead agency. Public Hearing in Calgary, Alberta 20 September 2010 Various Class 1 terrestrial broadcasting distribution undertakings in western Canada – Licence renewals and amendments The Commission renews the licensees’ broadcasting licences for their Class 1 terrestrial broadcasting distribution undertakings serving various locations in British Columbia, Alberta, Saskatchewan and Manitoba from 1 December 2010 to 31 August 2015. These short-term renewals will permit the Commission to review at an earlier date the licensees’ compliance with the Broadcasting Distribution Regulations and their conditions of licence. Additional considerations of the hearing Panel on alternative ways of dealing with non-compliance are attached. Introduction 1. The Commission received applications by Shaw Cablesystems Limited (Shaw) and Videon Cablesystems Inc. (Videon) (collectively, Shaw) to renew the broadcasting licences for their Class 1 terrestrial broadcasting distribution undertakings (BDUs) serving various locations in British Columbia, Alberta, Saskatchewan and Manitoba. The current licences expire 30 November 2010.1 2. No. 98-7 of the Commission's Rules, ) RM-9211 FM Table of Allotments ) (Roxton, Texas) ) To: Chief, Allocations Branch COUNTERPROPOSAL Soper Broadcasting Company ("SBC"), by its attorney, hereby submits its counterproposal requesting that the Commission amend Section 73.202(b) of its Rules, FM Table of Allotments, to allot FM Channel 274A to Soper, Oklahoma, in lieu of to Roxton, Texas as proposed in the Notice Of Proposed Rule Making issued January 30, 1998 in the above-captioned proceeding. The petitioner's request for an FM Channel at Roxton, Texas can be met by allotting FM Channel 255A to Roxton, Texas. Accordingly, SBC proposes to amend Section 73.202(b) of the Commission's Rules, FM Table of Allotments as follows: Channel No. Present Proposed Soper, Oklahoma 274A Roxton, Texas 255A No change in existing allotments is necessary. - 2 - 1. If the requested allotment is made to Soper, SBC will apply for a construction permit for a new FM station on Channel 274A at Soper, Oklahoma. If SBC is granted a construction permit, it will promptly construct a new FM station to serve Soper, Oklahoma. 2. As demonstrated in the attached engineering exhibit, the allotment of Channel 274A to Soper, Oklahoma and Channel 255A to Roxton, Texas, can be accomplished in compliance with all minimum mileage separation requirements. 3.
