Our country is at the verge of economic take­ off after the implementation of the first phase of our 10-point policy agenda. As we embark on the second phase, we will continue to formulate and pursue policies that would enhance the quality of life of every Filipino.

Your theme, "Philippine Agriculture 2020: A Strategy for Povery Alleviation, Food Security, Global Competitiveness, Sustainability, Justice and Peace" is very timely. Indeed, the modernization of the agricuture sector remains a key determinant in attaining our developmental goals. It is thus my hope that the ASM would set the stage for policy and action breakthroughs in the agricultural sector. The theme of this year's Annual Scientific Meeting, "Philippine Agriculture 2020: Strategy for Poverty Alleviation, Food Security, Global Competitiveness, Sustainability, Justice and Peace" is in keeping with the NSTW's "Beating the Odds through Science and Technology. " We expect that this Meeting will produce a roadmap for the development of the country's agricultural sector through science and technology thereby upgrading the lives of the Filipino people.

To the National Scientists andAcademicians , who have dedicated their whole lives to the advancement of science and technology in the country, my sincerest congratulations!

As the government's highest advisory body on science and technology, the National Academy of Science and Technology (NAST) takes pride in presenting to you the 27'-h Annual Scientific Meeting focused on the theme "Philippine Agriculture 2020: Food Security, Global Competitiveness, Sustainability, Justire and Peace." The Academy, ever faithful to its vision to attain "A progressive Philippines Anchored on Science," found if necessary and vel}' timely to discuss issues of food security, sustainabl1ity and global competitiveness. Further, in keeping with its advisory activities, the Academy is mandated to take an active role in policy formulation based on scientific and objective findings, resulting from its numerous roundtable discussions and scientific fora. As Filipino scientists, it is our fervent hope that the output of this year's scientific meeting will contribute to a roadmap for Philippine Agriculture which would create a great positive impact not only for our beloved stakeholders but also on ourpolicy makers and leaders. For with just exactly a decade to go until the deadline for the Millennium Development Goals (MDGs), it is imperative that political will and resources be harnessed to ensure the attainment of the key targets of the MDGs. It is both an honor and a great pride to be entrusted with the task of organizing the National Academy of Science and Technology's (NAST) 27th Annual Scientific Meeting (ASM) with the theme "Philippine Agriculture 2020: A. Strategy for Poverty Alleviation, Food Security, Global Competitiveness, Sustainability, Justice and Peace."

This year the Academy aims to develop a strategic master plan for the agriculture and natural resources sector that is long-term, independent and thought provoking to inspire stakeholders in the sector. Issues such as, infrastructure and support services; social dimension; health and nutrition; environment; as well as the information and communication technology for Agriculture 2020 will be tackled and discussed by top scientists and experts in the country

Alongside with these activities, the ASM would also serve as the Academy's venue to recognize outstanding Filipino scientists in their achievements in the field of science and technology.

Accordingly, we are hoping that after this scientific meeting, we would all be enlightened by the issues we are facing, confident of our capacity as a nation to overcome them and prevail.

4 Messages NAST Histort1 The National Academy of Science and Technology is the symbol of the nation's commitment to science. The proposal for its creation originated from the University of the Philippines and was heartily endorsed by the National Science Development Board (the predecessor-agency of the Department of Science and Technology) to the President of the Philippines. On October 6, 1976, the National Academy of Science was created by Presidential Decree 1003. A subsequent amendment established instead the National Academy of Science and Technology and expanded the base of the NAST membership. Thus, P.O. 1003- A signed on December 17, 1976, is regarded as the enabling legislation for the present National Academy The science community then submitted nominations of the most eminent among their number to be members of the Academy. The President of the Philippines named ten scientists from a wide range of disciplines to be the first Academicians in 1978. Henceforth, nominations have continued to come from the scientific community but their election as Academicians is the prerogative ofthe members of the Academy alone, following their strict rules of review and selection. Every Member is distinguished, known nationally and internationally in his or her own right. Collectively, the Academy represents the best of what this country has produced in science and technology The Annual Scientific Meetings started in 1978 and has since earned the distinction of being the most prestigious Philippine scientific conference. The NAST Transactions, composed of papers presented in the ASM, is the annual journal of the Academy. NAST also publishes books and monographs based on studies of its members and other renowned scientists. National Scientists & Academicians

The Academy is a select group of fifty one (51) living members all of whom have made outstanding contributions to science and technology in the Philippines and internationally. They are clustered into six divisions: Agricultural Sciences Division, Biological Sciences Division, Chemical, Mathematica/ and Physical Sciences Division, Engineering Sciences and Technology Division, Health Sciences Division, and Social Sciences DMsion. From their ranks come the very few who have been conferred the rank and title of National Scientist by the President of the Philippines. They are world-class scientists who have done our country proud through their significant contributions to their chosen fields of scientific inquiry, and who through their original insights and findings have enriched our understanding of the human condition and the material universe around us. In any nation, the science academy plays an important role as an adviser to the government and the science community. It is the body that the government turns to for disinterested advice on science and technology. 6 Mandates and Functions Recognition Function The Academy recognizes outstanding achievements in science and technology made by Filipino scientists and institutions in all fields of science. The prestigious NAST awards include Third World Academy of Sciences (TWAS) Prize for Young Scientists in the Philippines, recognition of Outstanding Young Scientists (OYS), NAST-DuPont Talent Search for Young Scientists, Hugh Greenwood Environmental Science Award, Pro Scientia Transformatrix Award, NAST-LELEDFI Award for Outstanding Research in Tropical Medicine, Outstanding Scientific Papers, Outstanding Books, Outstanding Monographs, Outstanding Science Communicator, and Young Scientists Special Competition and Exchange Program. Along with this, the Academy provides meaningful incentives to those engaged or would like to engage in scientific and technological endeavors.

Deadline for submission of nominations is on the last working day of November.

Scientific Linkages Since 1978, the Academy has forged international and national scientific linkages with other science, engineering, and technology academies and similar organizations. These linkages aim to: (1) promote collaborative efforts among Filipino scientists, and between Filipino and foreign scientists; (2) promote and encourage scientific cooperation through Scientist Exchange Visit Program under the memorandum ofagreement between NAST and a foreign science academy; (3) endorse participation in international conference, meetings, fora, seminars, workshops, and similar scientific activities; and ( 4) publish and exchange scientific bodies of literature. The most active linkages are those with the Third World Academy of Sciences.

Through these scientific linkages interested scientists may seek grants for scientific and technological undertakings, including fellowships, research grants, study visits, and grants for other collaborative projects from the academies associated wth the National Academy ofScience and Technology.

Considered the biggest gathering of scientists, academics, opinion- and policy­ makers, and government and private sector leaders, the Annual Scientific Meeting serves as the leading forum for the presentation of new findings, researches, and information. The two­ day scientific meeting culminates in the formulation of policy recommendations for legislative and executive actions and for consideration of other concerned agencies and institutions.

1 The theme of the 27 h ASM, which was conceptualized by the Steering Committee, focuses on the future of Philippine Agriculture that is market-driven, private sector-led, with the governnentfacilitating the institutionalization of sectoral/subsectoral policies, infrastructure development, and avenues for convergence via good governance. It builds upon the strategic plans of the concerned government agencies, the Medium Term Development Plan and validated by a series of stakeholders meetings and consultations for almost a year.

The production and utilization of recombinant allergens is in-line with the component-resolved diagnosis (CRD), where allergic patients are diagnosed accurately and rapidly with specific allergens that guide clinicians with proper therapeutic modalities.

A new method using a cheaper laser light source in multidimensional microscopy that produces high-quality images of damaged semiconductor sites developed by his team could lead to lower production cost of integrated circuits and prevent losses in semiconductor industries. His scientific and technological works on biological and statistical physics, optical instrumentation, laser microscopy and microscope design, optical beam propagation and light interaction with matter, computational physics, information processing and signal recovery have been nationally and internationally recognized. For his significant contributions in optics that were achieved under comparatively unfavorable conditions, he received the 2005 Galileo GalileiAward from the International Commission for Optics. His interest in the dynamics of complex adaptive systems has led to his investigations on real escape panic with mice that are escaping from a pool of water which was featured in a number of international science magazines and news programs. His dedication and effort to train younger Filipino physicists as Director of the National Institute of Physics, University of the Philippines is manifested in the increase in student population and rapid development of the NIP graduate programs, number of PhD and MS graduates, as well as number of NIP publications in ISi-abstracted journals.

HON. ARTHUR C. YAP Secretary Department of Agriculture

A lawyer by profession, Arthur C. Yap has had an extensive background in government service. Prior to his appointed as Secretary of the Department of Agriculture on August 15, 2004, he was Undersecretary for Luzon Operations. He is one of the youngest cabinet members of the Arroyo Administration.

He also became Administrator of the National Food Authority, Chairman of the Food Terminal, Inc., and President and CEO of the Philippine International Trading Corporation.

Sec. Yap was a co-founding partner of the Yap, Jacinto, Jacob Law Office and a former Associate of two other law offices-Azcuna, Yorac, Sarmiento, Arroyo and Chua Law Offices and the Balane, Barican, Cruz, and Alampay Law Offices,

Sec. Yap finished his Juris Doctor from the Ateneo De Manila University School of Law in 1991 . He graduated from the same university in 1987 with an A. B. Honors Degree in Management and Economics as a Dean's Lister.

As a student at the Ateneo, he became active in extra-curricular activities. He became the Secretary-General of the ADMU Student Council, Member of the General Assembly and theAteneo Economics Association. He graduated with honors from the Xavier School where he also finished his elementary education.

Born on November 10, 1965 in Manila, Arthur Cua Yap is a hands-on leader; his governance has always been marked by openness and consciousness to the achievement of the President's targets.

Being at the top of the Department of Agriculture, Sec. Arthur C.Yap proved his longtime belief that government employees who are properly trained, nurtured and led can be as effective as their counterparts in the private sector.

Dr. Estrella F. Alabastro has been reappointed as Secretary of the Department of Science and Technology on August 30, 2004.

She was a professorial lecturer at the UP College of Home Economics and UP Technology Management Center at the time of her initial appointment on March 12, 2001. She is the first woman to get the DOST portfolio

Dr. Alabastro was DOST Undersecretary for Research and Development in 1995- 1998; Executive Director of the Philippine Council for Industry and Energy Research and Development (1991-1995); Chair of the National Committee on Biosafety of the Philippines; Chair of the ASEAN Committee on Science and Technology, and Project Director of the successful OECF-World Bank funded Engineering and Science Education Project among other designations.

A registered Chemical Engineer and Career Executive .Service Officer, Dr. Alabastro earned her BS Chemical Engineering cum /aude at UP Diliman in 1961 . She went to Rice University in Houston, Texas for her MS Chemical Engineering (1965), and PhD in Chemical Engineering (1967).

In 2000, Dr. Alabastro was given the Professorial Award in Home Economics by the UP Alumni Association. She was also honored as Most Outstanding Alumna of the UP College of Engineering in 1997. She is a Founding Fellow and the only Filipino member of the International Academy of Food Science and Technology. Among previous important positions that Dr: Alabastro held include: Dean of UP College of Home Economics (1984-1990); Philippine Association of Food Technologists President ( 1979, 1990 and 2000); Philippine Association of Nutrition Vice President (1987), and Vice President for Publications of Federation of Institutes of Science and Technology inASEAN (1991-1994).

Dr. Alabastro was editor of several food-related publications, done extensive research works, principal author and co-author of numerous research papers and handbooks on food engineering and processing.

"Nina" or "EFA" -- as fondly called by friends and colleagues --- was born in Gerena, Tar1ac. She is married to Edgard Garcia Alabastro and they have three children.

ACADEMICIAN EMIL Q. JAVIER Vice President National Academy of Science and Technology

Academician Emil Q. Javier is the Vice-President of the National Academy and Technology and Co-Chair of the 2?1hASM Steering Committee. Known to many as an international civil servant, Acd. Javier is an esteemed scientist and dynamic administrator and educator. His contributions were significant not only in the area of government service but also in community welfare.

Academician Javier obtained his Ph.D. in Plant Breeding from Cornell University (1969) and his Master of Science from the University of Illinois ( 1964). He finished his Bachelor of Science in Agriculture cum /aude from the University of the Philippines Los Banos (1960).

He has received innumerable awards from almost all sectors and award giving-bodies; two of the latest were The Outstanding Filipino Award (2002) and the Outstanding Alumnus of the University of Illinois (2004)..

As a scientist aware of the small farmer's limited resources, he has always directed his researches toward developing practical methods of improved crop production, using cheap, indigenous inputs. Based on his experiment of introducing legume into native lmperata pastures with minimum or no tillage, a national pasture development program was launched in 1972 premised on the minimum or no tillage establishment of adapted legumes on native pastures with application of phosphorous.

Academician Javier is recipient of Rizal Pro Patria award in agriculture (1975), SEARCA Professorial Chair in forage and pasture technology (1974-1975), Ten Outstanding Young Men (TOYM) award in agriculture (1975) and the UP Alumni Association Professional Achievement award in agriculture (1980), and Most Outstanding Alumnus (1999); UPLB Most Distingueshed Alumnus (1996), among others.

Aside from important international positions he held, Academician Javier became President of the University of the Philippines (1993-1999), Minister of Science and Director General, National Science and Technology Authority ( 1981-1986), U PLB Chancellor, Founding Director of the Institute of Plant Breeding and National Institute of Biotechnology and Molecular Biology in UP Los Banos.

He was elected Academician in 1982.

DONATO B. ANTIPORTA, Ph.D. Senior Policy Adviser, Food Agricultural Organization Regional Office for Asia and the Pacific Bangkok, Thailand

Dr. Antiporta is at present the Senior Policy Adviser of the Policy assistance Branch in Bangkok, Thailand. Prior to his current assignment, he worked in different countries as planner, adviser, team leader in countries like Thailand, Indonesia, and Italy. In 1976, he obtained his Doctor of Philosophy (Agricultural and Applied Economics) from the University of Minnesota, USA and his Certificate (1971) from University of Colorado in Boulder, Colorado, USA. From the Indian Agricultural Research Institute, he finished his Master of Science in Agricultural Economics (1969) with the highest GPA and awarded the Best Thesis. He finished his Bachelor of Science in Agriculture, cum laude, from the University of the Philippines Los Bai'ios. RAMON L. CLARETE, Ph.D. Professor, School of Economics University of the Philippines, Diliman, Quezon City Dr. Ramon Clarete is distinguished and highly respected policy economist, having been at the fore­ front of policy reform efforts in the country for more than 20 years, specifically in the fields of trade, macroeco­ nomics, public finance, agriculture, and agribusiness policies. He is a Professor of Economics at the Univer­ sity of the Philippines in Diliman, Quezon City. On leave from the University, he is presently the Chief of Party of the AGILE, a USAID-supported economic policy reform project in the Philippines. He develops and directs provision of technical assistance activities to various heads of government agencies including the Department of Finance, Agriculture. Trade and Industry, Budget and Management, Securities and Exchange Commission, Bureau of Internal Revenue, Bureau of Customs, and the Bangko Sentral ng Pilipinas. Dr. Clarete presently manages a technical assistance activity for the Secretary of Agriculture in connection with the design and effective implementation of DAAdministrative Order No. 8. The AO lays down the rules and regulations for the general release to the environment of plants and plant products derived from the use of modem biotechnology. Dr. Clarete obtained his doctoral degree in Economics from the University of Hawaii in 1984.

A distinguished person in government service, Dr. Tesoro has received a number of honors, awards and recognition from various groups and organizations like Outstanding Professional Award for Forestry by the Professional Regulation Commission, Most Outstanding Alumnus (Forestry Service), among others. HON. RODOLFO Q. AGBAYANI Congressman, Lone District of Nueva Vizcaya House of Representative Batasan Pambansa Complex, Quezon City

Cong. Agbayani came from a family of leaders and public servants. A lawyer by profession, he had fought for the rights of the people of Nueva Vizcaya in many occasions. He was also Vice Governor of Nueva Vizcaya and later on become the Governor for 12 years. As Governor, with the vision for change and progress, he was able to elevate Nueva Vizcaya from a fourth class status to a second class in just six years of management. Under his leadership, the reforestation program he initiated became a model for all provinces. Nueva Vizcaya also became the pilot for the most complete and progressive reproductive health program which has been internationally acclaimed. For his outstanding performance as a public servant, Cong. Agbayani has received a number of awards and recognitions. Dr. Javier P. Mateo earned his Ph.D. degree in Animal Nutrition from the University of Missouri in 1979. He obtained his MS degree in Animal Nutri­ tion in 1970 and BS degree in Animal Science in 1968 from the University of the Philippines, Los Bai'los. His training is essentially on the nutrition and manage­ ment of poultry and swine, least cost feed formulation, research and agri-busi­ ness project development. He is currently the Technical Director of Agri-Spe­ cialist, Inc., Vice President for Nutrition, Research and Development of Saint Peters Agro Resources Corporation (SPARC) and President of JV Agri Corporation. He is a member of the Technical Advisory Committee of PCARRD-DOST. He has 28 years of experience in poultry and livestock production as teacher, researcher, technical consultant, and business executive. He has authored or co-authored no less than 22 scientific articles/abstracts in the area of poultry and swine nutrition and management which were published in local and international scientific journals/proceedings. He is recipient of no less than 13 scholarships/honors/awards among which are the President Balik Scientist Award in 1980, Premium Agro-Vet Agribusiness Award of PSAS in 1987 and Outstanding Alumnus of UPLB in the field of Agribusiness Manage- ment in 1993.

Dr. Domingo, Administrator of the National Irrigation Administration, has been with the NIA since 1973. He is one of the few who successfully rose from the ranks. He finished Doctor of Education major in Administration and Master of Arts in Education from the Wesleyan University-Philippines, both with Meritorious Award. He finished his Bachelor of Science in Civil Engineering from the University of the Philippines in 1973 and passed the Board Examinations in the same year. He is also a career executive with a rank of CESO IV. Backing his years of solid experience as administrator are the trainings and workshops he attended in Japan, Sweden. and Israel. He also proposed the Olson ratio, which enriches the rent-seeking paradigm that derived and applied the debt-adjusted real exchange rate, which enlarges the pool of relevant indicators for exchange rate policy.

A wortd pioneer in the field of rural sociology, National Scientist Gelia T. Castillo has inspired other social scientists towards the pursuit of sciences that seives a human purpose. She once commented on "ethical literacy" and said, "it is a sense of science and technology for humanity.... lf it is rigor which makes research scientific, it is relevance which makes it humane. Relevance concerns value choices as to what is important for human welfare. " Her volumes of studies and researches on the Filipino farmers, rural women, agricultural extension and community development have provided policy makers a better understanding of the social factors affecting agricultural and rural development in the Philippines. National Scientist Gelia T. Castillo is an expert in multi-disciplinary approach to social sciences and natural sciences, lending her expertise in rural sociology, agriculture. health, population, among others. She is the first Filipina in various endeavors: Chair of the Board of the International Potato Center in Lima, Peru; the first board chair in the Consultative Group on International Agricultural Research (CGIAR) system; Chair, Research and Evaluation Committee for a Pilot study of a Cooperative Approach to Rural Development, as earty as 1963-1968; Co-project Coordinator (with Or. Randolph Baker) of the research project on Changes in Rice Fanning in seven Asian countries, 1971 -1973, among others.

NINA G. BARZAGA, M.D., Ph.D. Director, Institute of Biotechnology and Molecular Biology National Institutes of Health University of the Philippines Manila

Dr. Barzaga is currently Director of the Institute of Biotechnology and Molecular Biology, National Institutes of Health, University of the Philippines Manila and a professor at the Department of Medical Microbiology, College of Health. Her researches and research interests inciude vaccine studies; development of diagnostic reagents, viral hepatitis agents: Hepatitis A, B, C, & E, emerging and reemerging infections like HIV, Hantavirus, Edible vaccines in tomatoes; Serotyping reagents for Vibrio cho/erae species; and Risk assessment of genetically-modified food. She finished her Bachelor of Science in Public Health from the UP College of Public Health in 1975 and her Doctor of Medicine from the UP College of Medicine in 1979. She obtained her Ph.D. from University of Melbourne, Australia in 1988. Dr. Barzaga has had numerous post-doctoral trainings in various prestigious medical institutions like University of California, Los Angeles; San Francisco Department of Public Health and Communicable Disease Center; University medical Center, Washington, USA; University Sains Malaysia, and Kobe University School of Medicine, Japan. Credited to her name are 14 international and 13 local publications on antigenic epitope analysis, seroepidemiologic studies, clinical vaccine trials, case reports and original articles on viral hepatitis agents, hantavirus, HIV; GMO Food Biosafety. Dr. Barzaga has become one of the most sought-after speaker/lecturer. She has been invited in 38 international and 57 local/national symposia/seminars.

Jaime E. Dy-Liacco was appointed Officer-in-Charge of PITAHC by the Secretary of Health in January 2005. President Arroyo approved and changed the appointment to Acting Director General in March 2005. Mr. Dy-Liacco holds a certificate of Doctor of Metabolic Medicine from Dr. William Donald Kelley's College of Metabolic Medicine. In 2001 , Mr. Dy-Liacco became a representative to the Philippine College for the Advancement in Medicine (PCAM), the local counterpart of the American College for the Advancement in Medicine (ACAM). PCAM, a non-profit professional association was founded in 1997 by a group of medical doctors dedicated to the practice of alternative medicine. In 2002, he was elected to PCAM's Board of Trustees. He was the organizer and health consultant for the Natural Healing Series aired every Sunday on ANC, the new channel of ABS-CBN. He was also the health consultant for PITAHC's Quest for Well-being series, which succeeded the Natural HeaNng Series (2004-2005). Mr. Dy-Liacco was the first Filipino country manager for Procter & Gamble in Peru (1968-72). the first Filipino managing director in Japan (1972-79), and the first Filipino to manage a region (Hong Kong, Singapore, Indonesia, South Korea 1979-80). He later became President of Wrigley Philippines and concurrently Vice President International for Asia (1981-1997) He is a graduate of the Ateneo de Naga and the Ateneo de Manila, and has as Master of Science in Journalism degree from Northwestern University in Evanston, Illinois, where he was a Rotary International Foundation Fellow (1952-53). At 24, he was chairman of the Department of Journalism of the Ateneo de Manila, the youngest ever to hold a department chair.

Dr. Rodolfo L. Florentino is currently the Scientific Director of the International Life Sciences Institute, S-OutheastAsia Region (ILSI SEAR) and Chairman-President of the Nutrition Foundation of the Philippines. He has been in the nutrition field since 1958. From 1983 to 1997, he served as Director of the Food and Nutrition Research Institute. Since then, he has served in different capacities in many international organizations like the Wor1d Health Organization, UNICEF, Helen Keller International and several other private companies. At present, he is a member of several international and national groups. He is a Fellow of the International Union of Nutrition Sciences, member of the WHO Expert Advisory Panel on Nutrition, member of the Editorial Advisory Board, Asia and Pacific Journal of Clinical Nutrition. He is a Fellow of the Philippine Association fortheAdvancement of Science, and member of the National Research Council of the Philippines. Dr. Florentino has received awards from a number of award-giving bodies, some of which include CertifKAJte of Merit from the Food and Agriculture Organization of the United Nations, as Man of the Decade from ILSI SEAR. He has authored more than 150 scientific and technical papers on nutrition surveys, nutrient requirements, food fortification and related areas. Dr. Florentino obtained his Doctor of Medicine degree from the University of Sto. Tomas, Manila and his Master of Science and Ph.D. from Vanderbilt University, USA.

Academician William D. Padolina is currently the Deputy Director General for Partnerships, International Rice Research Institute (IRRI). His expertise and interests are in the areas of research management, science policy, technology transfer, secondary plant metabolism, biotechnology, and intellectual property rights. He graduated magna cum /aude in 1968 from the University of the Philippines with the degree of Agricultural Chemistry. He obtained his PhD in 1973 (botany/phytochemistry) from the University of Texas, USA. Acd. Padolina started at UPLB as research assistant, (1968) and became full professor of chemistry, UPLB (1976); department chair, Institute of Chemistry, UPLB (1976); director, Leaming Resource Center (1978-80); executive deputy director, BIOTECH (1980-86); director, BIOTECH, (1986-89); vice chancellor for academic affairs (1989-91 ); and assistant of the UP president (1991). He was undersecretary of the Department of Science and Technology (DOST) (1992-94); acting secretary of DOST (1994-95); and secretary of DOST (1995-1999). He was director for external relations of IRRI (Feb-Sep 1999). Among the awards he received were the Outstanding Young Scientist Award (1982) from the National Academy of Science and Technology, TOYM Award for Science and Technology (1985), UP System Outstanding Administrator Award (1988), PANTAS Award in Research Management (1989), Philippine Legion of Honor (Rank of Officer) (1998/99). He was elected Academician in 1995.

ACADEMICIAN ANGEL C. ALCALA, Ph.D. University Research Professor and Director Angelo King Center for Research and Environmental Management Silliman University, Dumaguete City

Academician Angel c. Alcala is presently University Research Professor and Director of the Silliman University-Angelo King Center for Research and Environmental Management, the CHED Zonal Research Center for Regions 6 & 7 , and the University Research and Development Center at Silliman University, Dumaguete City, Philippines. Prior to these academic positions, he served the Philippine government for nine years (1990-1999) first as Deputy Executive Director of the Philippine Council for Aquatic and Marine Research and Development under the Department of Science and Technology, then as Secretary of Environment and Natural Resources and later as first Chairman of the Commission on Higher Education during the Ramos presidency. He was Professor of Biology at Silliman University and served as its president for two years before taking up the last two government positions. Academician Alcala obtained his B.S. in Biology magna cum /aude from Silliman University in 1951 and went on to finish an M.A. (1960) and a Ph.D.(1966) in Biological Sciences at Stanford University, Stanford, California, U.S .A. He received honorary doctorates from Xavier University and University of Southeastern Philippines. He has conducted extensive research on Philippine amphibians and reptiles since the mid- 19505. He has served as consultant on marine and aquatic projects supported by the UNEP, UNDP. World Bank GEF and the UPMSI. He also actively participated in the Australia-ASEAN marine project (mid-1980s­ earfy 1990s). The Silliman Marine Laboratory, which he founded in 1973-1974, has been active in research on marine protected areas, fisheries and marine biodiversity, mariculture. and conservation of Philippine plant and animal species.

At present, Dr. Revilla is Team Leader, Natural Resources Management, Sustainable Development Specialist of the ITTO Project: Integration of Forest Management Units (FMU) into a Sustainable Development Unit (SOU) through Collaborative Forest Management in Surigao del Sur, Philippines He was Professor/Dean (retired), College of Forestry and Natural Resources, University of the Philippines and a Senior Forestry Specialist on project basis of the Sustainable Ecosystems International Corp. (SUSTEC) in Quezon City. Dr. Adolfo V. Revilla Jr. served the UPLB College of Forestry for 30 years before opting for early retirement in 1991 . He obtained his Master of Forestry, Master of Philosophy, and PhD degrees from Yale University in 1964, 1971 and 1978, respectively. In 1981 , he became a Full Professor. Dr. Revilla is known nationally arnd internationally for his expertise in forest resources management, forestry policy and strategic planning, watershed-based sustainable developmenUforestry systems. forest growth/yield modeling, and forest resources inventory/assessment (Including database and data analysis software design). He did pioneering works in growth/yield modeling in uneven-aged mixed tropical rainforests (globally) and in watershed-based sustainable development systems. He has to his credit some 46 articles and 39 technical papers/reports. He also became FAO Team Leader/Chief Technical Adviser (1989 to 1994) of the National Forest Inventory Project in Indonesia, biggest and most complex project of its kind, which the FAO and the Wor1d Bank often cite the success of this project. He has been Team/Project Leader of 12 other projects and team member/technical specialist in 21 other projects/studies. Dr. Revilla received 33 honors/awards including: the Likas Yaman Award given by President Corazon Aquino in 1988, one of the first 10 fellows of the Philippine Forest Research Society in 1985, the first PANTAS Award in Forestry Research in 1982, and Outstanding Professional (Forestry) by UP Alumni Association in 2000 and by the PRC in 2001 . Other than his family/children/grandchildren and playing tennis, he is most happy and proud to see and know the achievements of his tanner students.

Mr. Roberto Villa is the Director of the Information Technology for Agriculture and Fisheries of the Department of Agriculture. Mr. Villa started his career at the Department of Agriculture as Project Coordinator of the Livelihood Enhancement for Agricultural Development (LEAD from 1988 to 1990; National Coordinator of the Medium-Term Philippine Agricultural Development Plan Preparation in 1992; Program Director of the Farm to Market Roads Program from 1996 to 1998; Project Director of the Private VSAT Project from 2001to2004; and as Focal Person of the National lnfonnation Network (NIN) from 1997 to present.

The year 2004 has made the Academy more visible to various sectors of society with its numerous activities, which started in the first quarter. Among these are notable advisory initiatives and strengthening our linkage with other groups and organizations, both nationally and internationally.

Highlights of the Academy's accomplishments, the Annual Scientific Meeting (ASM) has always been the main event since it started in 1978. On its 26°" year, the ASM, headed by the Social Science Division, was held on July 14-15 at the Manila Hotel. The theme was "On Being and Becoming: Where We Are and Where We Want To Be," as conceptualized by the 26th ASM Steering Committee. The 261'1 ASM focused on the Social Sciences cutting through all disciplines.

The event opened with a ribbon cutting ceremonies attended by Academician Per1a D. Santos Ocampo, NAST President and Mrs. Virginia Davide, Commissioner of the Education Committee of UNESCO. The keynote speaker, Chief Justice Hilario G. Davide tackled the subject "just and humane society.•

The eight plenary speakers were: Academician Bienvenido F. Nebres, S.J., on church and society, Dr. Jose Oalisay on the role of humanities in the intellectual and cultural life of the country, Dr. Emanuel de Dios on analysis of the Philippine economy, Dr. Arsenio Balisacan on Philippine agriculture in an urbanizing and globalizing wor1d , Academician Edgardo Gomez on natural resources and its implications for generational equity, Dr. Antonio Miguel Dans on science and ethics in health research and practice, Dr. Christopher Bemido and Dr. Victoria Carpio-Bernido on science culture and education for change, and Dr. Caesar Saloma on the application of talent and innovativeness to meet the challenge of global standard s in scientific productivity.

The ASM led the formulation of six resolutions on the issues of: Family life and responsible parenthood; Rice productivity and sufficiency; Biosafety and Bioprospecting; Science Education; and the Role of scientific community and bearers of science culture.

Several events also took place in conjunction with the event. Two monographs, a book and NAST websites were launched; general assembly of the Outstanding Young Scientists, Inc. (OYSI) members; and the awarding ceremony of the NAST Awards.

Thus, after months of preparation, more than a dozen meetings, and a total number of 809 participants on the first day and 750 on the second day last year's ASM has been considered a success. Thanks to the unwavering effort and dedication given by the whole Academy.

PhilRice is a government-owned and -controlled corporation attached to the Department of Agriculture created through Executive Order 1061on5November1985 to help develop high-yielding and cost-reducing technologies so farmers can produce enough rice for all Filipinos. On the occasion of its 2]111 Annual Scientific Meeting, I wish to congratulate, at the outset, the hardworking men and women of the National Academy of Science and Technology for a job well done. NAST has always been the country's premier advisory body in the field of scientific and technological advances in a fast-changing world.

Thus, its theme, "Philippine Agriculture 2020: A Strategy for Poverty Alleviation, Food Sectmy, Global Competitiveness and Sustainability" poses a great challenge upon NAST and I can only hope that it will be able to provide the impetus for growth in the agricultural sector on which many if not most of our social concerns in food and sustainability largely depend. If the NAST is taking this call to lay the ground for poverty alleviation, food security, global competitiveness. sustainability, and the like, then it only deserves every help it gets from government or even from the agricultural sector itself.

NAST, to my mind, has always had the 20-20 vision for a Philippine 2020. By then, it would have achieved that desired level of competence, proficiency, and expertise to provide working links designed to address poverty and the like within the framework of science and technology. For advancement in these twin domains becomes the backbone for growth in the agricultural sector. Without science and technology, Philippine agrirulture as we know it today, would not have reached its present stage. But more are expected of the scientists, academicians, technologists, inventors, and specialists in various fields in order to set the bettennent of our people and society at a higher gear.

Our farmers, planters, fisherfolks, entrepreneurs, and even those involved in a wide range of industries that largely depend on the produce or products of the agricultural sector need every pair of hand, every genius, every novel advancement in science as it is in technology-in all of us - especially you, the scientists that promote better alternatives and greater understanding of new and more beneficial approaches to doing things in so far as agriculture is concerned.

It will come to pass, and this is my fervent hope, that the tanners, fisherfolks, workers in the agricultural sector in general wiR be provided the windows of opportunity from our well-meaning individuals in the scientific community and be able to equip or ann them with the best scientific and technological alternatives that WOlild aid them achieve better yield, better produce, and better profits. The NAST must provide the environment for these set objectives toward poverty alleviation, food security, global competitiveness, and sustainability.

As Vice-Chair of the Subcommittee on Science Education and of course, as an active member of the Committee on Science and Technology, I am certainly another pair of hand willing to cooperate in all the things that NAST would envision to undertake now and in the future. Again, as representative of the BU HAY Party List, you can likewise count on my humble commitment toward the bettennent of our marginalized brothers and sisters in the agricultural sector.
