The Academy, ever faithful to its vision to attain "A progressive Philippines Anchored on Science," found if necessary and vel}' timely to discuss issues of food security, sustainabl1ity and global competitiveness. Further, in keeping with its advisory activities, the Academy is mandated to take an active role in policy formulation based on scientific and objective findings, resulting from its numerous roundtable discussions and scientific fora. As Filipino scientists, it is our fervent hope that the output of this year's scientific meeting will contribute to a roadmap for Philippine Agriculture which would create a great positive impact not only for our beloved stakeholders but also on ourpolicy makers and leaders. J±o .~0~01/PO, M.D. President U~Jlr'Mt NAST 27" Annual Scientific Meeting 3 Republic of the Philippines NATIONAL ACADEMY OF SCIENCE AND TECHNOLOGY It is both an honor and a great pride to be entrusted with the task of organizing the National Academy of Science and Technology's (NAST) 27th Annual Scientific Meeting (ASM) with the theme "Philippine Agriculture 2020: A. Strategy for Poverty Alleviation, Food Security, Global Competitiveness, Sustainability, Justice and Peace." This year the Academy aims to develop a strategic master plan for the agriculture and natural resources sector that is long-term, independent and thought provoking to inspire stakeholders in the sector. Issues such as, infrastructure and support services; social dimension; health and nutrition; environment; as well as the information and communication technology for Agriculture 2020 will be tackled and discussed by top scientists and experts in the country Alongside with these activities, the ASM would also serve as the Academy's venue to recognize outstanding Filipino scientists in their achievements in the field of science and technology. Teodulo M. ~ Acd. Emil Q. Javier Chair Co-Chair 4 Messages NAST Histort1 The National Academy of Science and Technology is the symbol of the nation's commitment to science. The proposal for its creation originated from the University of the Philippines and was heartily endorsed by the National Science Development Board (the predecessor-agency of the Department of Science and Technology) to the President of the Philippines. On October 6, 1976, the National Academy of Science was created by Presidential Decree 1003. A subsequent amendment established instead the National Academy of Science and Technology and expanded the base of the NAST membership. Thus, P.O. 1003- A signed on December 17, 1976, is regarded as the enabling legislation for the present National Academy The science community then submitted nominations of the most eminent among their number to be members of the Academy. The President of the Philippines named ten scientists from a wide range of disciplines to be the first Academicians in 1978. Henceforth, nominations have continued to come from the scientific community but their election as Academicians is the prerogative ofthe members of the Academy alone, following their strict rules of review and selection. Every Member is distinguished, known nationally and internationally in his or her own right. Collectively, the Academy represents the best of what this country has produced in science and technology The Annual Scientific Meetings started in 1978 and has since earned the distinction of being the most prestigious Philippine scientific conference. The NAST Transactions, composed of papers presented in the ASM, is the annual journal of the Academy. NAST also publishes books and monographs based on studies of its members and other renowned scientists. National Scientists & Academicians The Academy is a select group of fifty one (51) living members all of whom have made outstanding contributions to science and technology in the Philippines and internationally. They are clustered into six divisions: Agricultural Sciences Division, Biological Sciences Division, Chemical, Mathematica/ and Physical Sciences Division, Engineering Sciences and Technology Division, Health Sciences Division, and Social Sciences DMsion. From their ranks come the very few who have been conferred the rank and title of National Scientist by the President of the Philippines. They are world-class scientists who have done our country proud through their significant contributions to their chosen fields of scientific inquiry, and who through their original insights and findings have
