On January 18,2009 an d January 03,2011, pursuant to the autho rity granted by Secti on 9 I .I 03 of the Los Angeles Municipal Code ("L.A.M.C"), the Depmtment of Building and Safely (the "Department") investigated and identified code violations at 770 North Misison Road (AKA: 750 North Mission R oad), Los Angeles, California, (the "Property"). A copy of the titl e report which in cludes a full legal descrip ti on of the property is attached as Exh ibit A.

Following the Department's investi gation an order or orders to comply were issued to the propetty owner and all interested pa.Lties . Pursuant to Section 98.0411 (a) the order warned th at "a proposed noncompliance fee may be imposed for failure to comply with the order within 15 days after tl1e complian ce date specified in the order or unless an appeal or sl ight mod ification is filed within 15 days after the compliance date." The owners railed to comply within the time prescribed by ordinance.

In addition, on Februruy 08,2008 and October 07, 2008, pursuant to Sectio n 98.0402(e) ofthe L.A.M.C. the Department performed an nual inspections on the vehicle repair facility located at the same address. The prope1ty owner was given notice of t he unpaid annual inspection fees on the property. The Dcprutment imposed non-complia.L1ce fee and annual inspection fee as follows:

Pursuant to the authority granted by Section 7.35.3 of the Los Angeles Administrati ve Code, it is proposed that a lien for a total sum of $3,S56.74 be recorded again st the property. Jt is requested that the Honorable City Council of the City of Los Angeles (the "City CounCi l") designate the time and place protest can be heard concerning this matter, as set fmth in Secti ons 7 .35.3 and 7 .35.5 ofthe,Los 4 ngeles Administrative Code.

It is futther requested that the Ci ty Coun cil instruct the Department to deposit to Dept 08, fund 48R, Balance Sheet Account 2200, any p dyme~t received against this lien in the amount of$ 3,556.74 on the referenced prope1ty. A list of all the names and addresses of ow1\ers and all interested pa1ties entitled to notice is included (Exhibit B). Also attached is a repmt which includes the current fa ir market value of the property including all encumbrances of record on the property as of the date of the report (Exhibit C).
