Listed buildings and conservation areas have never received sufficient attention and resources. Eg, Sandwell has one conservation officer, the other Black Country authorities have 3 or 4 Whilst Heritage Trails are a useful mechanism for profile raising, they do not address all the access, audience development and community engagement issues - linking them to a range of learning initiatives might make them more effective in increasing understanding of heritage and overcoming barriers to participation amongst all ages and social groups. We hope that archives and the role of libraries will not be overlooked in the development of heritage assets at town level. Eg, It would be possible to develop virtual heritage trails exploiting community access to the People's Network and featuring digitized archival resources. In partnership working, Black Country Tourism, as the evolving Destination Management Partnership for the sub-region, should be advised and involved in any developments. Buildings of local significance, particularly if they are not yet listed eg, Rowley Regis Municipal Buildings, require special treatment (Level 1 Priority), not just an assessment of where they sit in Council priorities when they are put on a local list. These are more likely to be at risk from neglect and lack of maintenance. Do not let recommendations become too West Bromwich centred - our great industrial heritage revolves around Smethwick and Cradley Heath. Bring back the Manor House into public ownership. Other Policies / PE Sport Strategy; / Analysis of Consultation Feedback Feb 03 1 1 The Council Offices at Barrs Rd., Cradley Heath, would make a superb cultural and heritage centre (subject to disabled access). Priority score given to Red House / Park does not reflect its historical importance and value to the community. 'With such a long and varied history I find it very difficult to understand how the Select Committee on Heritage & Culture can give the Red House a score of '0' for Impact on Priorities ... It is an essential aspect of the area and should be seen as an ideal opportunity to bring together the local community and be used as an educational resource for adults and children alike. ... The Red House is currently standing empty, although still under lease to BTCV ... Sandwell MBC has done nothing to find a replacement leaseholder or suitable alternative use for the House and despite our very vocal and willing Friends Group our wishes and suggestions have fallen on deaf ears ... We have a site of archaeological interest in the park (the Hermitage) which could be excavated and investigated ... Surely someone from the Council can see how easy it would be to incorporate the (Bishop Asbury) Cottage and the Park in any Tourist Trail.' (Extracts from letter from Jenny Hale, Secretary, Friends of Red House Park) Narrow definition of hertage excludes landscape and natural heritage - report fails to make any recommendations to protect, enhance, improve access to, and interpret these. These include: the landscape of Sandwell Valley (as an encapsulation of the borough's pre-industrial past); the borough's natural heritage, in particular the borough's wildlife sites (huge recreational, educational and tourism potential); the borough's geology (the Black Country has, for its size, the most diverse geology in the World and Sandwell has many geological sites, important for education and research, and helping to explain its role in the industrial revolution). Disappointing to see the memorial to Sir James Timmins Chance in West Smethwick Park allocated so low a level of priority. It integrarates with the park lodge and gates to form a significant feature. The state into which it has been allowed to fall is deplorable. Conservation office reports and archaeological finds over the next 15 years will need to be added to this report, as updates. Priority for Hill House and 47 Dagger Lane could be higher. Has significant links with Battle of Trafalgar and the 200 year anniversary this year. British Waterways supports recommendation of a Heritage Trail for Sandwell linked to each of the 6 towns using the canals. It should be developed in collaboration with BW and in full agreement with BW's Tourism/Leisure Strategy. It could be a key opportunity to improve access, towpaths, signage etc, and lead to access to new funding streams. Other Policies / PE Sport Strategy; / Analysis of Consultation Feedback Feb 03 2 2 How would structures/buildings benefit from achieving a Level 5 status? This level must be supported by appropriate management/maintenance budgets in order that BW can meet potential additional liabilities/responsibilities etc. Would Level 5 status afford greater planning protection? BW has a role in formulating a list of locally significant buildings/structures. British Waterways supports finding use for key buildings - however funding needs to be identified for costs of development and maintenance. Proposals for further recommendations which Select Committee should make The Borough needs to review its support for, and commitment, to the Biodiversity Action Plan process. This represents the best way of identifying the practical actions required to protect, enhance and engage people with the Borough's natural heritage. The Borough should follow national guidance and incorporate the BAP into the Community Strategy. The Council should identify the key actions required to ensure that the BAP is properly implemented in Sandwell and ensure the maximum involvement of communities and other stakeholders in the process. The Manor House and chapel should be open to the public at regular times for viewing / tours. Better brown signs on motorway etc. to indicate more than just Country Park. Better publicity eg, Centro bus/rail map does not mention Oak House, Manor House etc. as places to visit. Compilation of the local list of historic buildings must be given more priority. Sandwell is years behind the neighbouring districts on this. More integrated approach to museums, libraries and archives resources and expertise could be of benefit across the whole range of heritage issues. A specific strategy for community engagement with archives needs to be considered. Widening participation in heritage activity may require approaches other than engagement with Friends and traditional volunteer groups, especially in reaching young people (Youth Workers could be involved). Other Policies / PE Sport Strategy; / Analysis of Consultation Feedback Feb 03 3 3 SMBC should engage proactively with the Black Country Consortium led Black Country Study to develop the heritage (and cultural dimensions) of proposals relating to Centres, Communities and the concept of the 'Black Country as Urban Park'. In particular, we see this as relating to the characterisation and 'Unique Selling Points' of strategic centres, the modelling of sustainable communities, and the development of a Landscape Plan to provide a spatial and strategic framework to maximise the benefits from investing in Sandwell's heritage assets. Sandwell's biodiversity and geology make a vital contribution to its heritage. This should be acknowledged in the over-arching, physical assets and partnerships recommendations, and actions identified to support these. Make reference to Chance Glass Works and Testing House Site. It should be a key priority to encourage the DCMS to grant listed status to those buildings of local significance without statutory protection. Source and secure some corporate funding to help implement this project. The Select Committee should consult with each Friends Group before scoring a park on the Priorities List. This would prevent serious errors occuring as in this report. Tourism Officer should be permanently funded, not time-limited. Any support which those responding could offer to help deliver recommendations In a partnership role - Friends of Wednsbury Museum & Art Gallery & Wednesbury Civic Society Our Trust will continue to develop community interest, especially in Smethwick area - Smethwick Heritage Centre Trust We would urge our members to offer voluntary help and actively promote better involvement in all the heritage area. - West Bromwich Local History Society Could provide specialist knowledge to assist in production of (1) Heritage Trail (2) Local plan for Smethwick - Smethwick Local History Society We can advise on all aspects of Tipton's history and environment - Tipton Civic Society Strategic support and facilitation to link in with regional strategies (including the Regional Archives one); Help in using 'Inspiring Learning for All' as an organisational change tool; Advice on collection development and digitisation programmes/standards; Support through accreditation (with the WM Museums Hub); Support with standards (eg, in relation to CPA) - MLA West Midlands Other Policies / PE Sport Strategy; / Analysis of Consultation Feedback Feb 03 4 4 Would be willing to help in any way

An assessment of the housing potential of each site was made by assessing its developable area. This was limited by factors like topography, irregular shaped plots and site specific constraints. Where sites have already been subject to a detailed appraisal e.g. through a planning application or development brief, this capacity figure has been used. This approach has allowed the Site Allocations & Delivery DPD to consider a broad range of sites across the Borough and ensure that the figures contained within the Core Strategy can comfortably be met. It is important to stress that the housing capacity figures are merely a broad indication of a site’s capacity.

The SINC boundary should be extended to include Description The Spinney (South) and the northern area of compartment 3. The southern area comprising the motorway embankment should retain SLINC Status. Citation (Summary of Value) The survey site located to the north-west of Great Barr, Sandwell, comprises 6.4 ha of semi-natural broadleaved / wet woodland, neutral grassland and remnant mature hedgerows. Wilderness Lane acts as a ‘stepping stone’ linking urbanised areas of Sandwell to Walsall’s remant countryside to the north. Wilderness Wood at the north of the site has interesting wet and flooded areas and may be an area of remnant ancient semi-natural woodland as this is depicted on historic maps dating to 1830. Historic features including hollow former excavated areas and a trackway occur in The Spinney (south), as well as remnant defunct mature hedgerows which historically defined the field boundaries of the former agricultural landscape.
