1. This memorandum of counsel is filed on behalf of the Christchurch City Council (the Council) to provide the Panel, and parties with a table identifying:
1.1 The designations and heritage order that form the Designations Proposal;
1.2 Whether the requiring authority sought to roll over the designation into the proposed Christchurch Replacement District Plan with, or without modification'; and
1.3 The submitters and further submitters on each designation/heritage order.
2. The table is provided as Appendix A to this memorandum.
3. The Council records that for the Designations Proposal, the Panel's decision making powers are set out in Clause 14 of the Canterbury Earthquake (Christchurch Replacement District Plan) Order 2014. The Council considers that the table in in Appendix A will assist the Panel, and parties with determining which designations:
3.1 The Hearings Panel is required to make a decision on in accordance with Clause 14(2); and
3.2 The Hearings Panel must confirm, in accordance with Clause 14(3).
