NAIDU): Before we move on, I, on behalf of the House, want to thank the Hon.

Speaker Pro Tem, Shri Ji for conducting the House for two days. I would also like to compliment the Secretary General of Lok Sabha who had created a record of administering oath of office under the guidance of pro-tem

Speaker for 510 people in one day.

FELICITATIONS TO THE SPEAKER

THE PRIME MINISTER (SHRI NARENDRA MODI): I congratulate all the parties and all the Members of this House for unanimously electing the Speaker in keeping with the great tradition of this august House. It is a matter of great pride for all of us that a woman would preside over in this temple of democracy and conduct the business of the House. Your benign guidance would go a long way in resolving the problems of the people of the nation.

It is a matter of great pride for this House that you have rose from the pedestal of a corporator of Municipal Corporation to become a Member of parliament for eight times during your decade long public life as a representative of the people. Your long experience of this House would prove fruitful in ensuring smooth conduct of business in this House. In this Sixteenth Lok Sabha we have got an opportunity like the one we got in the First Lok Sabha when all the members were elected for the first time. After a long spell of time, such a House has been constituted once again where as many as 315 Members have been elected for the first time. This lends us an opportunity to leave some old tradition behind and usher in a new tradition and so as to present a picture of strong and vibrant democracy as the whole world is looking towards us with great hope. We can take the great tradition of the past forward and this new blood and energy infused into the House can add to the strength of this largest democracy of the world. This temple of democracy resonating with the enthusiasm and energy of the new Members would turn into the temple of development and progress of the nation. Under your benign stewardship and guidance, this House would surely be able to fulfill all those hopes and aspirations. Your name itself signifies a persona which endears and emanates positive vibes towards all. As has been stated in our Shashtras that follow the path on which tread the great people and here in this House ‘Mahajan’ presides over from the seat of the Speaker.

Therefore, it would be wise for the entire House to follow her. I congratulate you and also assure you that the entire House would lend its full cooperation and support to you in your endeavour to conduct smooth business in the House for the fulfillment of the hopes and aspirations of the people of this nation. Once again, I congratulate you and thank all the parties for their support for unanimous election of the Speaker. SHRI MALLIKARJUN KHARGE: I on my behalf and on the behalf of my party and the entire House heartily welcome you. This is the first opportunity that you have adorned this august Office of the Speaker of the House. The hon.

Prime Minister rightly said that is a large democratic country. As many as 55 crore voters participated in the just concluded elections and a verdict has emerged.

We welcome this verdict of the people. We welcome you as you have risen from the rank of a corporator to an advocate and Deputy Mayor and then to this august

Office. This is, indeed, a great achievement. This is my second term in this

House. You have been elected to this House for eight times. I have always observed you in the House sitting in the second row till the House concludes. I also observed that a seven time elected Member would sit in the House calm and composed, listen to keenly and whenever the need be would make firm and effective interventions in the discussions being carried out in the House which left an indelible impression on us. It would be your solemn duty to safeguard the interests of all the parties be they small or large. As has been elucidated by the hon. Prime Minister that you are ‘Mahajan’ and you have to take everyone along. I hope that you would give opportunity to all the parties and all the Members then only their voice would be heard in this House. Once again, I congratulate you on my behalf and on the behalf of my party.

DR. M. THAMBIDURAI: On behalf of my party leader and hon. Chief

Minister of Tamil Nadu and on behalf of my party AIADMK, I congratulate you on your unanimous election as the hon. Speaker of the Sixteenth Lok Sabha. You have begun another chapter in your distinguished political career as the Hon.

Speaker of the Sixteenth Lok Sabha. This is not a new assignment for you because you occupied this Chair last time as a member of the panel of Chairpersons.

Therefore, we know that you are the apt person to occupy this position. We have rules and regulations to run the House. But at the same time, we have to respect the feelings of the Members. So, while following the rules and regulations, you have to also see that to an extent only you can use them. You have to run the

House consciously understanding the feelings of the Members. On this occasion I would like to pay rich tributes to the women of this country for the great service they are rendering for the welfare of the people. Presently we have four women

Chief Ministers in the country including the Chief Minister of Tamil Nadu. That is the greatness of the womanhood. On behalf of my party I assure you of our fullest cooperation in maintaining the dignity and decorum of this House.

SHRI SUDIP BANDOPADHYAY: We congratulate you on behalf of

Trinamool Congress and on behalf of our Chairperson and Chief Minister of West

Bengal. You have already started giving us the very first impression that you will accept the very common philosophy of parliamentary democracy that the House belongs to the Opposition. The big number on the Treasury Benches should not make them feel that the small Opposition can be taken for granted. All parties, whether small or big, should be given proper justice. We welcome your assignment as the unanimous Speaker. SHRI BHARTRUHARI MAHTAB: As a veteran Parliamentarian, you have established your name and fame in this country. Under your guidance, this

House will be a very productive House – no matter the Treasury benches are large, no matter the Opposition is splintered, but as has been said many times in this

House, the Treasury Benches still have their way, no doubt, but allow us, allow the

Opposition to have its say. We expect great challenges to be met and also to overcome, under your leadership. I extend fullest cooperation from my party to you for the smooth conduct of the proceedings of the House.

SHRI ANANTH GANGARAM GEETE: I congratulate you on behalf of myself and my party. You have a long experience. You were on the Panel of

Chairman. You have seen several Speakers running this House in your long tenure of eight terms as Member of the House. I am sure that you will not only maintain the dignity of the Lok Sabha and our democracy but the dignity of the Lok Sabha will also be enhanced during your tenure. I assure you that will give you full cooperation in running the House smoothly.

THE MINISTER OF CIVIL AVIATION (SHRI ASHOK GAJAPATHI

RAJU PUSAPATI): We are delighted to see you in the Chair and we congratulate you. Responsibility is on all of us, whether we are in Opposition or in the Ruling party. We congratulate you on behalf of our Party and look forward for a meaningful term of Office. We wish you the best and look forward to working with you in this House. SHRI P. KARUNAKARAN: On behalf of my Party, I congratulate you on being elected as the Speaker of the . The unanimous election gives immense pleasure. I think it opens a new chapter in the beginning of this Session itself. You had been in the chair many a time and in the difficult situation, not by shouting but by uttering sweet words and also maintaining the pleasant approach you had been able to control the House. The Opposition and small Parties represented in the House need you protection and assistance.

SHRI MEKAPATI RAJAMOHAN REDDY: On behalf of my party and on my own behalf, I whole-heartedly congratulate you on your unanimous election as the Speaker of this House. In any democracy, voice of dissent must be heard and it should always be protected. I hope you would definitely be able to do it.

Finally, on behalf of members of my party and on my own behalf, I assure you that we would extend our fullest cooperation in running this House and also in maintaining the dignity and decorum of this House.

THE MINISTER OF CONSUMER AFFAIRS AND FOOD AND

PUBLIC DISTRIBUTION (SHRI ): I congratulate you profusely on behalf of my party and the Government on being elected to the high office of the Speaker. Hon. Members are aware that certain issues should not to be raised in the House but still they raise them. This is because the people expect their representatives to raise issues regarding poverty, starvation, unemployment and deprivation. However, the functioning of the House is governed by its own rules and the Chair has to make a balance. You are an ideal for everyone. I am absolutely sure that you would enhance the dignity of the House. And I am also certain you would encourage us to raise issues relating to empowerment of the poor and to make life of the common man happier and better.

SHRI : On behalf of my party and myself I heartily welcome and congratulate you. I am confident that under you the dignity and the tradition of this House would be maintained. You have reached the highest post after beginning your career from the grassroots. Your long experience you would enable you to take all parties along with you as per the tradition of the House and all the parties will get opportunities to raise their issues.

SHRI MULAYAM SINGH YADAV: I congratulate you on being elected unanimously to the august office of Speaker. It is true that it is very difficult for the Speaker to run the House smoothly. Nevertheless, it is duty of the Hon.

Speaker to hear the problems of each and every member of the House and to satisfy him as well. However, it is very difficult to please one and all. It is the benign duty of the Speaker to give protection to the members of the opposition parties irrespective of the party in power. I wish you all the success.

SHRI RAJESH RANJAN ALIAS PAPPU YADAV: First of all, I would like to congratulate you on my own behalf and behalf of my party. The UPA

Government had appointed first woman Speaker in keeping view the women empowerment. Taking this tradition further, the BJP Government has also appointed a woman as Speaker who understands the pain and sufferings of the common man. I hope that while maintaining the dignity of the House, the Hon. Speaker would definitely give sufficient opportunities to the members of smaller parties to express their views. People expect a lot from their Members of

Parliament and if the members do not come upto their expectations, then a question is raised in this House and in their respective constituencies as well.

THE MINISTER OF FOOD PROCESSING INDUSTRIES

(SHRIMATI HARSIMRAT KAUR BADAL): On behalf of my party and our

Chief Minister, I extend warm felicitations on your appointment as the Speaker.

As a woman MP, it gives me great pride that today, serving woman Member of

Parliament has been elected unanimously by this House to this august post. A very small minority of women MPs, just 61 of us out of this huge number today have come here as women MPs. Many of us are first timers in this Lok Sabha. We look forward to your encouragement and protection so that this small minority of women MPs that represent half of the population of our nation. I assure you that we will cooperate with you in every way for the smooth running of this House so that the 16th Lok Sabha goes down in history as being the most constructive, forward thinking and effective Lok Sabha that ever was.

DR. DHARAM VEERA GANDHI: I, my own behalf and on the behalf of my party, extend my heartiest felicitations to you on being elected to this august office. I fully assure you that all the members my party would support in smooth functioning of the House. We also expect that you would give sufficient time to the members of smaller parties and for that matter be it an individual member. SHRI A.P. JITHENDRA REDDY: On behalf of our leader and first Chief

Minister of Telangana State, Members of Parliament from Telangana and people of

Telangana, I congratulate you for being the second woman Speaker of the House.

Our State is newly born. It is only five days old. I hope that she supports us in a very big way and see that our State grows like your children. We have confidence in you that a lot of opportunities will be given to us to speak in this House as we are new here. People of Telangana have sent us here to rebuild Telangana. Our party will cooperate with you and will be with you.

SHRI BADRUDDIN AJMAL: First of all, I, on behalf of my party, felicitate you on being elected to this august office. I also congratulate to the

Prime Minister along with his entire team of Council of Ministers. I would like to remind that the Hon. Prime Minister would say good days are ahead and I think that the smaller parties would also enjoy good days in the House. Besides, our party would extend its full support in every good step that the Government takes.

SHRIMATI MEHBOOBA MUFTI: I, on my own behalf and on behalf of my party, congratulate you. I am overwhelmed to hear that you have reached to this august office from the grassroots level. I really salute you for this. I am happier because we have a second woman Speaker as women are more inclusive as compared to men. This Parliament has got a decisive mandate after a very long period of 30 years. Therefore, people have a lot of expectations from this

Parliament particularly, our jawans who face the bullets and women who came out of their houses to exercise their franchise in this General Election. As our Hon’ble Prime Minister has said that he would try to resolve the Kashmir issue on humanitarian ground which has been a vexed issue facing the country for the last

60 years. I am happy that the Prime Minister has taken an initiative in this direction.

SHRI DUSHYANT CHAUTALA: I, on my own behalf and on behalf of my party, felicitate you on being chosen for this august office. I also expect as a young member of this House that you give us equal opportunity to express our views.

SHRI NEIPHIU RIO: I, on my own behalf and on behalf of my Party, extend my heartiest congratulations to you on being elected to the post of the

Speaker of the 16th Lok Sabha. I am positive that your vast experience in public life and your sincere concerned for the people of the country will go a long way in further elevating the prestige and status of the post of Lok Sabha Speaker. My

State is now fifty years old. Our State has a lot of problems and the political issue of the Nagas is yet to be resolved. I look upon the Chair to protect all the members. I assure you of our cooperation to the Chair. I hope that this House will be productive and will push the country forward to growth and it will become a developed country.

SHRI KAUSHLENDRA KUMAR: On your election to the office of the

Speaker of the Sixteenth Lok Sabha, I congratulate you on my own behalf and on behalf of my party. I hope that the new members will get your protection. I assure you that we will cooperate with you. SHRI H.D. DEVEGOWDA: The whole House today unanimously elected you to the highest Office of the Speaker. It is the responsibility of all of us to see that the House is conducted smoothly. It is not only the responsibility of the ruling party but also that of the opposition parties. Today, the Government has the fullest majority. I, therefore, request the Leader of the House to give a little more time to the regional parties to express their views concerning the various problems faced by them. I, on my behalf and on behalf of my Party, congratulate you and I assure you I would extend full cooperation to the Chair.

SHRIMATI ANUPRIYA SINGH PATEL: I congratulate you and extend my warmest greetings on behalf of my Party on your unanimous election to the

Office of Speaker. It is a great opportunity that a woman is occupying the prestigious position for the second time in the history of this House. We all have great hopes from you. I expect you to give me sufficient time to express my opinions and concerns about my constituency Mirzapur and my State of Uttar

Pradesh. On behalf of the new Members, I am communicating to you to allow us to express, learn and grow. I am confident that you will uphold the sanctity of this

House. I assure you of my fullest cooperation to ensure the smooth functioning of this House.

I am sure that with your vast experience, you will be able to discharge your fundamental duty as a Speaker, that is the maintenance of order in this august

House. I am sure that Member belonging to the Muslim minority would be given ample opportunity to raise the issues. I am sure that you will live up to the great ideals and independence of the Speaker’s post which has been laid down by Mr.

Mavalankar. We want a free and fair debate in this august House. I am sure that you will give ample opportunity to the opposition Members to corner the

Government on issues concerning the people.

DR. ANBUMANI RAMADOSS: On behalf of my Party, I would wholeheartedly congratulate you on being unanimously elected as Speaker of this historic House. You have been given the key to the temple of the biggest democracy of the world. We are all very confident that you will come out successfully. Also, we, as Members, would like to extend our full cooperation to you so that the dignity, decency and decorum of this House is maintained.

SHRI N.K. PREMACHANDRAN: On behalf of my party, Revolutionary

Socialist Party, I extend warm greetings and wishes to you on your assuming the highest office of democracy, the Speaker of 16th Lok Sabha. It is a welcome step on the part of NDA that it has carried forward the convention of choosing a woman for the post of Speaker that was started by UPA. The success of democracy lies in how the office of the Speaker is able to protect the interest of opposition especially the small groups which are representing the entire country and also how the office of the Speaker is able to run the business of the Government in a better way. With your vast experience we hope that you can very well succeed in this task, taking into confidence the small parties, the opposition as well as the Government. For this, I extend my greetings and wishes. SHRI E. AHAMED: This is really the happiest occasion for me to congratulate you as the Speaker of this House. I am sure, under your guidance and leadership we are sure to have occasions to facilitate to vent our sentiments related to minority communities in the country. On behalf of my party, Indian Union

Muslim League, I take this opportunity to express deep sense of appreciation and congratulations to you.

SHRI JOSE K. MANI: On behalf of my party, Congress (M), on my own behalf and on behalf of the august House, let me congratulate you for having been elected as Speaker of the 16th Lok Sabha unanimously. Her experience of more than four decades as a representative of the people in political life will go a long way in keeping the decorum of running this House effectively, efficiently and smoothly.

HON. SPEAKER: I am grateful to all of you for my unanimous and unopposed election to the Office of the Speaker of 16th Lok Sabha of our great country. This moment is not only a moment of great honour for me, but also full of challenges. The challenges of discharging enormous responsibility entrusted to me by the House lay ahead. I am well aware that the kind words spoken about me by various members in the House are also an expression of the expectations they are going to have in future. On the basis of experience of past twenty five years in this House, I will try my best to live up to those expectations and I assure you that I will not disappoint you. I am sure that all of you will extend your cooperation in ensuring smooth functioning of the House. I heartily congratulate all of you on being elected to the 16th Lok Sabha. The electorate of our country has given us a great opportunity and entrusted a solemn responsibility to fulfill the hopes and aspirations of a hundred and twenty five crore plus people. Nothing less than our full and conscientious dedication to that responsibility can suffice to uphold the faith the people of country have reposed in us. Now a new opportunity awaits us and especially the leaders of political parties to usher in a new era of peace, progress and prosperity. We have got a clear mandate for good governance and development in this election. We should honour it and it is our duty to take our country forward on the path of progress and development. The General elections held recently is a momentous event in the history of our country wherein 66.48 per cent, i.e. more than 82 crore electors voted to choose their representatives which is a record. All of you are aware that the legislative business is our most important work. Meaningful discussion on the Acts to be passed for the welfare of the people is our most important work. We can make effective laws for the welfare of the people only through detailed and comprehensive discussions. I request all the hon’ble Members to make their contribution in the Legislative business through meaningful discussion in the House. Various Committees of the House also play an important role in the parliamentary procedure. Thorough discussions in the committees on the matters coming before the House help save the valuable time of the House. I request the Hon’ble Members to serve well the Committees to which they are nominated and help streamline the legislative business. Our Parliament was once a forum of intelligent and cultured debates led by eloquent orators and stalwarts in the past. While we adhere to that glorious tradition, on many occasions, we also deviate from it. That glorious tradition of healthy debate should be our benchmark so that the credibility of this august democratic institution may become stronger. As I embark on my new responsibility to run this House as the

President Officer, I earnestly seek the cooperation of all the leaders of political parties and individual members in ensuring the orderly conduct of the House. I also request the members to properly and effectively use the various parliamentary devices at their disposal in order to make this House the epitome of democracy.

The Parliament epitomizes our cultural diversity and also our unity in diversity.

The role of our parliament is larger than making laws. In fact it is a reflection of our national sentiments. We cannot limit our role to ensuring the development of our constituencies. We will have to keep in mind the interests of the nation. Our country is supreme and we should always remember that. It is quite natural in a parliamentary democracy for the Members representing varied political ideologies to be present in the House, however it is expected of all the Hon’ble members to participate in the proceedings of the House as we believe in the adage:

Samaano mantrah samitih samani, samanam manah sahchittmeshaam.

Samanam mantrabhimantraye vah, samanen voh havisha juhomi.

I am sure that hon’ble Members will participate in the proceedings of the

House keeping in mind the responsibilities entrusted to them. It is a matter of pleasure that our Hon’ble Prime Minister had given indications before the declaration of the results of the election that he will be the Prime Minister of 125 crore Indians and he will give equal treatment to all the Members of the House.

Revered Lokmata Devi has been a source of inspiration and an ideal for me in my life. I would like to thank Mahtabji for recognizing this fact.

The statue has been erected there and I have seen it. There is intent behind it as well. I am fortunate to have worked with many a stalwart of democracy in my political journey. My association with parliament began with the 9th Lok Sabha and has continued ever since. I have had the privilege of serving the country and the people in different capacities-as party leader; as Chairperson and Member of various Parliamentary Committees; as a member in the Panel of Chairpersons in

Lok Sabha; and as a Union Minister with different portfolios. My public life has been a very eventful and active. I feel a profound sense of satisfaction being blessed with the opportunity to contribute to the cause of the nation and in shaping my own life through this experience. It has been the endeavour of my predecessors from Shri G.V. Mavlankar to uphold the traditions of parliamentary democracy and create conventions and rules for the smooth conduct of the House. I respect the great legacy they have left behind. I will also strive to make new healthy conventions in future also. Once again, I am grateful to the House for reposing faith in me to preside over the House. I wish to especially thank the Hon’ble Prime

Minister, Hon’ble Leader of Parties and Groups and all the Hon’ble Members for their words of support. I also take this opportunity to extend my sincere thanks to the Pro tem Speaker, Shri Kamal Nath ji for setting the tone of dignified and smooth conduct of the House in the days preceding my election to the office of the Speaker. I am confident that with the unstinted cooperation of the Lok Sabha

Secretariat to assist me, the proof whereof I got in the perseverance shown by the hon. Secretary General when he sat through the entire day to conduct the House, I will live up to the expectations of the House and in the end, I call upon all the

Hon’ble Members to rededicated themselves to serve the country and the people through this temple of democracy. On behalf of all, I offer my prayer to the almighty:

Ajayam aatmsaamarthyam, sushilam lokpoojitam,

Gyanam cha dehi vishvesh, dhyeymaarg prakashkam.

Once again I would like to extend my thanks to all of you with these sentiments in mind.
