1. Introduction

1.1 This document lists the sites included in the deliverable housing land supply for the (base date 31.03.20.) in line with the National Planning Policy Framework (NPPF) and the Planning Practice Guidance (PPG). It is based on the Annual Position Statement (APS) submitted to the Planning Inspectorate (PINS) in July 2020 and published to assist with the council’s consideration of planning applications.

1.2 In January 2020, Wyre Council were successful in having an APS approved by the PINS, which confirmed that until 31 October 2020 the borough had a 5.18 year supply of housing land. As a result of this the council has been able to submit another APS for 2020 to continue, or maintain, clarity on the five year housing land supply position for the Borough of Wyre.

1.3 Wyre Council has submitted their 2020 APS to the Planning Inspectorate for consideration. A Planning Inspector will assess the evidence submitted and so long as the correct process has been followed and sufficient information has been provided about any disputed sites, the Planning Inspectorate will issue their recommendation in October 2020. The local planning authority can then confirm their housing supply until the following October (2021), subject to accepting the recommendations of the Planning Inspectorate which may include alternative figures in relation to the deliverable housing supply.

2. Deliverability

2.1 Appendix 1 lists the deliverable housing supply on sites in Wyre at 31.03.20.The council has considered, understood and applied the definition of deliverable as set out in Annex 2 of the NPPF and the relevant guidance. Therefore to be considered deliverable, sites for housing are available now, offer a suitable location for development now, and are achievable with a realistic prospect that housing will be delivered on the sites within five years. Therefore the council considers there to be two types of deliverable sites contributing to the five year housing land supply.

2.2 Sites which do not involve major development (i.e. small sites of less than 10 units) and have planning permission, and all sites with detailed planning permission are considered deliverable until permission expires, unless there is clear evidence that homes will not be delivered within five years (for example because they are no longer viable, there is no longer a demand for the type of units or sites have long term phasing plans). These are identified in this APS as ‘Deliverable A’.

2.3 Sites that have an outline planning permission for major development, have been allocated in the Wyre Local Plan 2011-2031, have a grant of permission in principle, or are identified on the brownfield register are considered deliverable where there is clear evidence that housing completions will begin on site within five years. These sites are identified in this APS as ‘Deliverable B’.
