The Mentor Exempted Village Board of Education held its Regular Meeting on Tuesday, March 13, 2018 at 7:02 p.m., at Paradigm, 6465 Center Street, Mentor, . Members present: Mrs. Mary L. Bryner, Mr. E. Kenneth Buckley, Mrs. Virginia E. Jeschelnig, Ms. Deanne Roberts, and Mr. Thomas V. Tuttle.

Mrs. Bryner led the assembled in the Pledge of Allegiance.

Mrs. Jeschelnig moved, seconded by Ms. Roberts, to approve the minutes of the regular meeting held February 13, 2018.

I. General Description of Duties

A. Complete daily tasks as assigned by the immediate supervisor. B. Perform duties as associated with the total management of food preparation, serving, storing, fiscal management and all other areas of the food service program at the building level. C. Assume total responsibility for daily planning, ordering product, portion control, and executing menus. D. Assume total responsibility of Treasurer’s directives on processing and security of cash. E. Participates in interviews and assists in recommending candidates for employment. F. Assist supervisor in completing required personnel evaluations. G. Assist in planning special programs and functions, and facility improvements.

III. Required Skills, Knowledge and Qualities to Perform Essential Functions

A. Possess a high school diploma or equivalent and obtain a health certificate, if required. B. Possess two (2) years experience in school food service programs and evidence of formal training, or in another food service program that is deemed appropriate. C. Proficiency in reading, math, oral and written communications. D. Must pass a physical examination. E. Remain free of any alcohol or non-prescribed controlled substance abuse in the workplace throughout his/her employment in the District. F. Must hold a current ServSafe Level II certificate or be able to obtain one within sixty (60) days of hire.

IV. Physical Demands and the Work Environment A. WHEREAS, the City of Mentor has requested a temporary construction easement at Bellflower Elementary School Property to aid in the grading of existing storm ditch; and WHEREAS, the temporary easement will automatically terminate following completion of the work or September 29, 2018, whichever occurs first; and WHEREAS, the Board of Education’s legal counsel has reviewed and approved the temporary easement; and NOW THEREFORE BE IT RESOLVED, that the Mentor Exempted Village School Board of Education approve the attached temporary easement and authorize the President, Vice President, and Chief Financial Officer to sign the temporary easement,

Strategic Plan

The Board of Education believes the mission of the school district and the district goals must be based upon a dynamic strategic plan.

The Superintendent will annually present to the Board of Education at the May regular Board of Education meeting an updated strategic plan. The annually updated strategic plan shall be the basis for validating and updating the district goals.

8.01 FINANCIAL PLANNING

The Board of Education believes that annual and long-term financial planning are both essential to support current educational programs and the District’s long-term educational needs.

Annual financial planning should be an integral part of program planning for the next school year. Such annual financial planning should be a year-round process involving broad participation by the Board of Education, administrators, teachers and other personnel throughout the school district.

The District should also engage in strategic long-term planning and attempt to forecast the need for future educational and capital expenditures and the availability of financial resources to meet those needs. Long-term financial planning should result in the development of a strategy to meet educational needs. The Chief Financial Officer will prepare long-range financial and budget projections for periodic review by the Board and Superintendent. The long-range financial and budget projections must comply with O.R.C. §5705.391 and Ohio Administrative Code 3301-92- 04.

The Superintendent and Chief Financial Officer are responsible for the annual and long- term financial planning process and will work in close cooperation with the Board of Education.

The Superintendent in cooperation with the Chief Financial Officer will annually present to the Board of Education at the June regular Board meeting a five-year capital plan which shall include all regular capital replacement needs, all new capital needs, and other relevant capital spending information.

The Superintendent in cooperation with the Chief Financial Officer will annually present to the Board of Education at the June regular Board meeting a five-year technology plan which shall include all instructional and administrative technology replacement needs, and other relevant instructional and administrative technology spending information.

Mr. Buckley added that the strategic plan should include an environment scan and SWOT analysis.

Mr. Tuttle moved, seconded by Mrs. Jeschelnig that the Board of Education approve the Resolution Supporting School Safety and Reducing Violence in Schools.

WHEREAS, school violence has become an epidemic in the United States of America; WHEREAS, the children and school employees of our nation deserve to attend school without fear of death or injury, and their families deserve to send them to school without the same fear; WHEREAS, there is a mutual responsibility of all citizens to address this problem and the responsibility for preventing violent incidents cannot be relegated to school districts alone;

Mentor Exempted Village School District

WHEREAS, multiple studies have shown that the majority of Americans support action to eliminate violence in our schools; WHEREAS, school board members, administrators, employees and community members should work together with lawmakers, legal counsel, law enforcement and security experts to determine how best to ensure student safety in their district; THEREFORE, BE IT RESOLVED that the Mentor Public Schools Board of Education implores the President of the United States, the Governor of the State of Ohio, the United States Congress, and the Ohio General Assembly to prioritize the protection of students and school employees by enacting legislation with funding for the following:

1. Enhanced mental health services and substance abuse treatment so that all individuals, including children, have sufficient access to these services. 2. Increased access to school safety measures, including, but not limited to, School Resource Officers (SROs), school safety infrastructure, and other security measures designed to protect students and staff from an active shooter on school grounds. 3. Training for school employees and enhanced coordination with law enforcement agencies and first responders to ensure appropriate responses to incidents of violence in schools.

Mrs. Jeschelnig moved, seconded by Ms. Roberts that the Board of Education approve the resolution to Oppose the Adoption of H.B. 512.

WHEREAS, the Ohio House of Representatives is currently considering legislation that would consolidate the Ohio Department of Education, the Ohio Department of Higher Education and the Governor’s Office of Workforce Transformation into a new state agency called the Department of Learning and Achievement; and WHEREAS, the proposal transfers nearly all the duties and authority of the State Board of Education and the superintendent of public instruction to the new state agency; and WHEREAS, this proposal was drafted without the input of students, parents, educators, administrators, schools, school districts, superintendents and board members, all of whom would be negatively affected by the bill; and WHEREAS, this legislation creates an environment in which the unique needs of students, educators, parents and school districts will be lost within an expanded bureaucracy, and the role and authority of the elected members of the State Board of E ducation would be undermined by stripping the board of nearly all its duties; and WHEREAS, supporters of the bill cite a lack of communication among state education agencies as the key source of Ohio’s education problems, but effective collaboration and cooperation is already occurring, and each school district strives to effectively prepare its students for college or a career; and WHEREAS, important decisions on topics like school funding, graduation requirements, report cards and state assessments would be made by politically appointed, unelected staff with little to no accountability and under a process with almost no public input; and WHEREAS, public education is at its best when the interests of the people are served through publicly elected boards, and the State Board of Education is no exception; and NOW THEREFORE BE IT, AND IT IS HEREBY RESOLVED, that the Mentor Exempted Village Board of Education does express its opposition to this legislation, HB 512; and BE IT FURTHER RESOLVED that the Chief Financial Officer be directed to forward copies of the resolution to members of the Ohio House of Representatives; members of the Ohio Senate; and the Governor.

Ms. Cindy Langelier, MTA President, expressed her appreciation of the Board adoption of the safety resolution and the resolution opposing H.B. 512.
