Rooksdowncontinuestogrowinspiteoftheeconomi cdownturn.Partsof LimesParkseemtohavegroundtoahaltbutprogressinotherschemes meansthatthereisstillalotofworkgoingon.Thisisapositivesignfor thoseworkinghereandforpeopleneedinghomes. The time it is taking to complete the whole of Rooksdown remains frustrating.Manyofusmovedintotheareamorethanadecadeagowith thepromiseofanewcommunitywithitsownshops,school,surgeryand communitycentre.Continuedinterruptionstothebuildschedule,caused bypastissuesoverlandreleaseorthecurrenteconomymeansthatwe arestillwaiting.RestassuredthatIamonthecase.TheCouncilhasfew if any, formal powers to force progress, but informally I have been pressingthedevelopersandcouncilofficerstomeetregularlyanddiscuss howdifferentphasesofthecommunitycanbefinishedoratleastbrought up to a reasonable state. The support of residents (through the Community Association and the Parish Council), and of our County Councillor, Stephen Reid, has really helped to raise the profile of Rooksdownasacommunitywithagrowingvoicethatcannotbeignored. Togetherwehavesucceededin: getting as far as design stage for the new community facility – communityconsultationonthedesignswillstartinthespring encouragingthePCTtoconsiderbringingforwarditsplansfora permanentsurgeryinRooksdown persuadingthedeveloperstolistentoconcernsretheamountof advertisingdistractingmotoristsonRooksdownAvenue enablingenforcementactiononthelandownerstolopandtrim treesintheSpinney secured road adoptions in Mill Road through to Vespasian GardensandBalsanClose(outstandingfornearlyadecade) encouragedthedeveloperstocompletestreetlightingringmains instagesatLimesParksothatlightingcanbeprovidedaheadof completion(whenitwasplanned) I am increasingly aware of just how long it can take to get seemingly simple things done – confusion over land ownership and split of responsibilitiesintheareaisthemaincause–buttacklingtheissuesasa communitycertainlyhelps. 6

ThecommunityisstillgrowingLimesParkislessthanhalfbuiltandthe hospitalaccommodationisalsoexpanding–butweareonecommunity.I wouldencourageanyonewhowantstogetinvolvedinlocalactivitiesor withviewsonlocaltopicstocontactmeoranyofmyParishandCommu nityAssociationcolleagues.Gettinginvolvedcanreallymakeadifference. FinallyIhavehadmanycommentsabouttheratrunningthroughthees tate as a result of the A340 roadworks. With the works scheduled to complete very shortly it is hoped the rat running will lessen. Conversa tionsarecontinuingbetweenthedevelopers,hospital,PoliceandHamp shire County Council to find a solution – proposals to impose daytime road closures raised as many complaints as comments of support. It is difficulttoknowhowtoresolvethisineveryone’sbestinterests–socanI ask everyone to be patient. Older drivers have a wealth of experience, confidence and tolerance. Howeversight, hearing, reaction time andjudgement of speed and dis tancewillnotbeassharpasitoncewas. People who have been driving for a number of years and who want to update their driving skills or to gain confidence, might be interested to know there is an scheme available from the persons home using their owncar. After waiting over 10 years, the long awaited Community facilities are now in the process of being drawn up. The plans are to include some provision for 11-18 year olds including a possible all weather flood lit area for foot- ball, tennis, basketball etc as well as some sort of indoor facility and a possible expansion of the football area near Nightingale Gardens. How- ever Rooksdown Community Association and Rooksdown Parish Council want these to be YOUR facilities with YOU, the youth of Rooksdown, play- ing a major part in deciding what facilities are provided for you and future generations

We plan to hold an exciting event for YOU, the 11-18 year olds, and apart from having some fun you can give us some ideas. Also we will be looking for a few of you to join the Youth Working Group to really drive these ideas forward and take part in the process with the Borough Council to get the facilities YOU want.

WeareawareoftheissuesofstreetlightingaroundRooksdownandwe hopetoseesomeprogresssoon.Mostoftheissuesareduetomanyof the roads not having yet been adopted. This is a complex process but hopefullynowthatit’sbeenhighlightedthingswillmovealongasquickly aspossible. Therehavebeenfarfewerreportedincidentsregard ingtheuseofMini Moto’s on the Old Golf Course (Park Prewett). Whilst the weather certainly has been a factor there has been an increased presence from bothPrivateSecurityandPolice.Allpersonsfoundonthesitehavebeen spoken to and their details taken. When details of vehicles parked in RooksdownLanehavebeenobtained,warninglettershavebeensentto theregisteredkeepersadvisingthemaccordingly.Iwouldurgeresidents tocontinuetoreportanyfutureincidentsvia08450454545or101with as much information as possible. I wish to add my thanks to those peoplewhohavepassedinformationtomeinthepast. TherewereaspateofTheftsfromMotorVehiclesinRooksdownpriorto Christmasbutthesehavesubsided.Iwouldurgeresidentstocontinueto be vigilant and to note the security advice which is provided on the RooksdownParishCouncilwebsite.TherearequiteafewNeighbourhood WatchSchemesthatarenowupandrunninginRooksdown.Ifyouare interestedinjoiningorstartingupaschemethenpleasecontactme. I have not planned any future surgeries as Police are soon to be introducing a new “Scheduling Policy” that will influence the format of Beat Surgeries. ThepotentialdevelopersoftheAldermastonRoadtrianglehavelodged anappealagainsttheBoroughCouncil'srefusaltograntplanning permissionforthatsite. IwaspleasedtousepartofmyCouncillor'sdevolvedbudgettohelp thehospitalradioproject:theyhavemovedintoanewofficeand needednewstepsandlandscapingwork.

HISTORY OF ROOKSDOWN Tim Botten

TheparishofRooksdowncameintobeingon1stApri l2004,butithasa history stretching back many years before that. The local area was occupiedfromatleastIronAgetimesatthenearbyWinkleburyHillFort. Thesitewouldhaveformedpartofawideroccupationencompassinga numberofarchaeologicalsites,includinganancientRomanvillacloseto theA339wheretheextensiontoRomanRoadpassesthroughtheparish, aspartoftheoriginalWinchestertoroute. TheparishwasoriginallypartofSherbourneSt.John,inlandsacquired by Hugh de Port, a Norman noble from PortenBessin who became Sheriff of Hampshire following the Norman Conquest. This area later became part of the Vyne estate. The Vyne was built for Lord Sandy, HenryVIII’sLordChamberlain.ThehousewasthenownedbytheChute family for over 300 years (1653 to 1956) when it was passed to The NationalTrust. The key feature of Rooksdown is of course, the former Park Prewett MentalHospitalandFarm,andthishassomehistoryofitsown. ‘ParkPrevet’asitwasthenknownwascreatedbyagrantfromEdwardI (Longshanks) to John de St John prior to 1302. Park Prewett Farm is clearly shown in 1877 and would probably have been built or rebuilt following the enclosure acts of 1845, when much of the parish was improvedbythethenowneroftheVyne,WilliamLydeWiggett. Thefarmwasacquiredin1899forthepurposeofbuildingthehospital, although work on the building did not start until 1912. This was well advancedby1914whenwarbrokeout.Thebuildingwasthenusedby theCanadiansasamilitaryhospital.Thementalhospitalfinallyopenedin 1921andby1936cateredfor1400patients.Itreturnedtomilitaryuse againinWorldWarII.ThehospitalwasthenusedbySirHaroldGillies, the pioneering plastic surgeon, to further his research. The institution revertedtoamentalhospitalin1946andremainedinuseuntil1997. Your local library is a treasure trove of information and creative ways to spend some leisure time: books for all ages and interests, DVDs for a week’s loan, and if you’re trying to economise, remember that much of it is FREE! It’s free to join the library, and free to borrow books, but there is a small charge for other media. Browsing among our events posters is free, and use of the PCs is free, though we do charge for printing. If you return books late, there are fines, but not on children’s tickets, so make sure their books are on their own tickets. If you are worried that your children might damage the books, don’t worry there is no charge for any damage done by the under 5’s. You can always telephone to renew your family’s books, or even renew online. You can request books online for a small charge- 50p to read the latest bestseller is not bad, though you may have to wait a little while if it’s something really popular. Children aged 18 months to about 3 may collect their Bookstart bag from the library. It contains 2 books, crayons and a crayoning book, and lots of useful information about libraries and using books with children. Libraries also administer the baby Bookstart bag delivered via Health Visitors at a health check, and the Treasure Chest that teachers give to children just starting school- do ask for more details if you feel that your child has missed any of these. Diana, the Children’s Librarian, will be on Mill Road Green Friday 7 August 12 until 12.30 this summer with some stories to tell to under fives—why not bring a teddy and a picnic.

Get a Smoke Alarm. Push the button, Not your luck!

Positioning/ Siting

• The minimum recommended number of smoke alarms is one per floor. • Smoke alarms shouldn’t be situated in or near bathrooms and kitchens as the steam and cooking fumes sets it off. • Where possible they should always be mounted on the ceiling not the walls as they don’t work as effectively on the walls. • Smoke alarms should be fitted at least 12 inches from walls, corners or light fittings. Testing and Maintenance

• You should test your alarms once a week by pressing and holding the test button until the alarm beeps for aprox 2-3 seconds. • Once every six months when vacuuming use the nozzle to clean in and around the detector to remove dust and insects. • If the smoke alarm beeps intermittently this means that there is either a fault or the battery needs replacing. (Refer to the manufacturers manual) • You should change the battery every year. Pick a date that is easy to remember, ie an anniversary or birthday. Big Wheel on 26 th July2009istheHospice’s15 th BigWheelbikeride with three exciting ‘new’ courses to take cyclists through the North Hampshire countryside. Riders start and finish at Down Grange where there will be refreshments and entertainment on offer for both participantsandsupporters.

Midnight Walk on 5th September2009isaneweventinSt.Michael’s Fundraising calendar. Walkers will set off at Midnight and beat the boundsofBasingstokeina12milewalk,getsponsoredandraisemoney fortheHospice. 17

TheHampshireandIsleofWightAirAmbulanceneeds £3,000adayto keep its Helicopter and highly trained crew in the air. As a charity, the servicereliessolelyonthegenerosityofindividualsandorganisationsto help it continue its lifesaving work. Airborne within three minutes of a 999call,theAirAmbulancecanreachmostofitsoperationalareawithin fifteen minutes. It needs an areaonly an area half the sizeof a tennis court to be able to land. It can transport patients to the appropriate hospital for their needs being able to do this willmake the difference betweenlifeanddeathformanypatients.

The time frame, which of course,isamovingfeast,istobeonsitelatesummertostartthework onthebuilding,withacompletionwithinthefirstsixmonthsof2010.
