Councillor Hofmann, Mr Baltisberger, Messrs Soriot and Yang Ladies and gentlemen,

It’s not even two years since the foundation stone for this laboratory building was laid in July 2010.

This is the first building on this site with a height of 22 metres. To make this possible, the local council granted a special exemption, and in the meantime the zoning and land use regulations have been amended as follows:

"Buildings anywhere on the site that are used for laboratory and research purposes may reach a maximum height of 22 m. For all other buildings, the previous limit of 20 m still applies."

This is just one small example of the good cooperation between Roche and the municipality of Kaiseraugst, and the municipality’s willingness to listen to companies’ wishes and concerns and to implement them where possible.

As this building occupies one of the last remaining free spaces in the western section of the site, we talked to Roche about the future not only of this eastern section but also of the adjacent western section in terms of sustainable site development.

It is very important to us as a municipality to provide an appropriate framework. The following ideas all play a role here: 1. A joint strategy for flexible and yet orderly development. 2. An agreement in principle setting out the urban planning objectives. Continuing along the same, clearly defined lines will give the area a consistent structure. And such an orderly structure will result in a higher density of use, thus counteracting urban sprawl and ensuring that building land is used sparingly.

Transport connections to the Roche site will be planned in such a way as to minimise the impact on residential areas and the traffic artery through Kaiseraugst to the east. Roche will construct the necessary parking spaces in line with site growth, but will limit these to a maximum of 0.8 parking spaces per position. Public transport connections will need to be improved.

3. The new car park, currently under construction, will be accessible from the east. 4. The green areas will be carefully laid out. These will help to integrate the site into the ecology of the Upper plain, thus also enhancing the surroundings for employees. The whole site will feature networked and ecologically valuable warm and dry habitats that will appeal to employees wanting to take a short break as well as to flora and fauna. 5. The western edge of the site between the residential and Roche work zones is to be set aside as a space for leisure facilities. 6. And lastly, financing has been secured.

Most of these key features did not have to be reinvented, but have simply been adapted to suit today's circumstances. The infrastructure agreement dating back to 1972 will be replaced by the "Green" master plan. The major new element is a project to amalgamate the eastern and western sites.

I am confident this will prove to be a framework for the future, both for our municipality and for Roche.

These improvements will of course also apply to the companies based in Kaiseraugst. This is the only way

ROCHE speech, April 2012 Page 3 of 3 we will be able to remain our partners’ first choice for our high locational quality. Roche is extremely important for Kaiseraugst. However, every investment and every job is also important for , Canton , the whole of Northwest and our neighbouring countries – after all, cross-border commuters hold a third of all positions.

Taken together, these factors create the foundations for a secure future.

In a spirit of trust, we have agreed on a "term sheet" that defines a set of reference points for collaboration going forward and provides the necessary security to proceed with future planning and construction work.

The full paper will be presented to the electorate at the next municipal meeting in June. We have discussed this with all the political parties at various workshops, and it now looks as though the paper will be approved.

We can thus look forward to shaping the future together. I'm sure that the next inauguration will not be long in coming.
