The District Census handbooi! (DCB). compiled by the Census organisation on behalf of the State governmerts, is one of the most valuable products of the Census., The DCH is con~tantly referred to bye planners, administrators, academicians and researchers. It is inler-alia used for delimitation of constituencies. formulation of loca~ level and regional plans and as an aid to District administration. Thc district ccnsus handbook is the only publication which provides Primary Census Abstract (PCA) data upto village Icvel for thc rural areas and wardwise for each city or town. It also provides dat~ on infrastructure and amenities in villages and towns, etc.

The district census handbook scries was initiated during the 1951 Census. It contained important census tallies and PCA for each village and town of the district. During 1961 Census the scope of lb. DCH was enlarged and it contained a descriptive account of. the district, administrative statistics, ccnlu. tables village and town directory, including PCA. The 1971 nCH series was planned in three parts. Part -A related to village and town directory. Part-B to vma~e and town PCA and Part-C compri­ Bed analytical report, administrative statistics. district census tables and certain analytical tables based on PCA apd amenity data in respect of villages. However, in some states it was confined to district census tables and in a few cases altogether given up due to dela)' in compnation and printing.

Whito deiiglling the format of 1981 DCB series some new features along with the restructurinl of the formats of village and town directory have been attempted. At the same time, comparability with tho 1971 data has also been kept in "iew. All the amenities ex:cept power supply in the village have been brought together in the village directory with the instruction that in case an amenity is not available in the referrent village the di&tance in broad ranges from the nearest place where tbe amenity is available may be given. The restructuring of the format of the village directory and incorporating more exhaustive data on infrastructure ••pea pa,rticularly in relation to amenities and land-use patterp is 'expected to further meet the need of micro level planning for rural areas. It is expected to help not only in local area planning but regulating tho provision of goods and services as well so as to minimise the regional imbalan­ ces in the procesR of development. A few new items of information have also been introduced to meet Borne of the requirements of the Revised Minimum Needs Programme. Such new items of information as adult literacy centres, primary health sub-centres, and community health workers in the village have becn introduced in the village directory with this objectives in mind. The new item on approach to the village is to have an idea about the villages in the district wbich are inaccesiblc. A new column, "total population and number of households" has been introduced to examine the correlation of the amenities with thc population and nllmber of houseohlds they serve. Addition of twO m"re aprendices listil'lg the village. where no ame­ inities are available and according to the proportion of Bchedu led· castes and scheduled tribes population to the total population has also been madc with this view in mind.

The fvrmats of the town directory have also been modified to meet the requirements of the Minimum Need. Programme by providing information on a few new item A new statement on civic and other amenities in slums in class-I and ciasi-II towns (Statement IV-A) has been introduced with this objective in mind. It is cl'pected that tbis will help the planners to chalk out programmes on provision of civic amenities for the improvement of slums. The infrastructure of amenities in urban areas of the country can be belt analysed by taking the class of townl into consi­ deration. The addition of the columns on c~vic administration 8tatu~ and pJpulation in a few IItatemenU also serves this purpose.

The format of the primary census ab.tract for the villages and town~ has been formulated in the light of changes in tile economic and other questions canva!lscd through the individual slip of 1981 census.

In order to avoid delay in publication of 1981 DCH series it has been so designed that Part-A of tho volume contains village and town directory and Part-B the PCA of villages and towns including the Scheduled Castes and Scheduled Tribes peA upto Tahsil/To.fn levels. At the beginning of the DCH a detailed analytical note supported by a number of inset tables based on peA and non-census data in relation to tho infrastructure haa been introduced to enhance its value. The district and tahsil'p~lic. stationfCD Block etc. , level maps depicting the boundaries and other important features have been inserted a~ appropriate places, to further enhance- the v..tlue of the publication. This publication is a joint venturi of tho State Government and the Consu! Organisation. The data have been collected and compiled in the Stae under tbe direction of Shri K. C. Dubey, tb, Director of Census Operations, Madhy~ Pradelh on behalf of the State Government which has borne the cost of printing. The task of planning. designing and coordination of this Publication was carried out by Shri N.G. Nal, Deputy Registrar General (Social Studies) of my office. Dr. B.K. One of the most important publications of the Census are the District Census Handbookl. This publication was begun in this caption since 195 Census. But prior to this, a similar publication was released in the Census earlier than 951. That publication was on the title of Village Statistics and it contain. only village names and total Population tbereof. The 1951 Census could, therefore, be said to present a significant step in tile process of making detailed Cenlus statistics available down upto the Village level.

In fact the District Census Handbooki is the most importlnt publication at the Census and is also perhaps the most widely used. Also perhaps this is the only publication used at the mi~ro-levcl down upto the tahsil and development Block.

The form of the District Census Handbook has gone considerabl" change since 1951. This iI basi­ ecally due to the growing demand for more information. For the purpose of convenience as well as with a view to making the basic statistics available with the data users as early as pOlsible the District Census Hand- boots have been split into 2 parts. Part-A contains the Introductory Note on the District and Town/Villaal Directory. This Volume will be found useful to get almost all the non-Census statistics available at one place. Part-B also contains tho Primary Census Abstract.

One of the innovation of the present Census has been in term of anotm~nt of Location Code numben to the villages. In the earlier censuses the Location Code sYstem was such that the villages of a Patwad Circle were found at different serial numbers Since the patwari circle still remains an important administrativo unit, the Location Code numbers have been so given in the present Census that it may be possible to locate all the villages of a particular Patwari Circle at one place one below the other. '

When the planning for the present ecnsua was started in 1979 the tahsHs were still revivable as an impor­ tant unit of the administration, the whole planning was, therefore, done taking tahsil as the Unit. It wa. during the course of the census that some requests were informally received for making bloclwise data available. Since these requests were received very late and were also received only in an ,informal manner, is has Dot been possible to disturb the original planning of villages arranged according to (he location code numbers taking tabsil as one unit. However, additional exercise has been done and in addition to the tahsil figures blockwisc figures have also been indicated. It is hoped that the availability of these blockwise data will enhance the utility of this publication.

It is hoped that this handbook will provido the basic statistical support to executive and develop­ mental administration. It is needless to state tbat the 'proper implementation of policy depends on tbe ability of the administration authorities concerned.

It may be remembered that tbe villagewise area figures given in the Primary Census Abstract and the Village Directory are those based on the village papers while the tahsil totals given ia PCA are obtained from the Land Records department wbich in many cases eXClude forest area. VI

The statistics that are contained in the dilotrict cenSHS handbooks are the result of a massive and marathon exercise in the compilation and tabulation of voluminous' statistics. The compilation of thi: stati­ stics contained in this volume was carried out by 9 Regional Tabulation Offices each under a . Regicnal Deputy Director of Census Operations. These Regional Offices were run with the help of purely temporary staff I'oughly about 1,500 Tabulators, about 250 Checkers and about 80 Supervisors. I am $rateful to my colleagues, .he Regional Deputy Directors and those temporary staff for the speed and a!Xuracy in the editing and basic compilation of more than nearly 522 lakh slips and nearly 1 lakh of household schedules. The compilation of village directory was taken up at the HeadquarterS and I am equally grateful to tbe officers and staff who have worked whole heartedly on the job in a collective and .cooperative venture. It is not possible nor fair to name in this. Tbe maps contained in the handbook have been prepared iJl the CartographIc Section of my office.
