St Columb Major PCC – APCM REPORT & ACCOUNTS for 2020

Our church, a fine Grade 1 listed building dating originally from the 14th century, stands on a plateau at the head of the fertile Vale of Lanherne. It has tremendous potential as a concert venue with its generous, warm acoustic.

The church is normally open to visitors during daylight hours. Sunday Worship is normally at 11.00am on the 1st and 3rd Sunday of each month, which includes a communion service and morning worship. A BCP Communion service is also held at 8.00am on the 1st Sunday. During the COVID pandemic changes to church openings and services have been made and advertised widely throughout the community and beyond. Other specific services are advertised in our ‘Welcome’ (pewsheet), social media, and on our church noticeboard. Rector Revd. Helen Baber leads our Ministry Team with Revd. Tess Lowe (Curate), Philip Tremain (Lay Reader), Ros Adams (Worship Leader)

Structure, Governance and Management The Parochial Church Council (PCC) is a corporate body established by the . The PCC operates under the Parochial Church Council (Powers) Measure and is a registered charity. The PCC is excepted by order from registering with the Charity Commission. The appointment of PCC members is governed by and set out in the Church Representation Rules. The principal object of St Columb Major PCC is to further the work of the Church of England in the parish in the Diocese of Truro. It is required, as stated in the Parochial Church Council (Powers) Measure 1956, to co-operate with the Parish Priest in promoting in the parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical. Based on our electoral roll total St Columb PCC can elect up to 9 lay members and 3 Deanery Synod representatives.

7

St Columb Major PCC – APCM REPORT & ACCOUNTS for 2020

All those who attend church are able to register on the Electoral Roll and stand for election to the PCC if they feel able to contribute. Members are encouraged to attend training courses and briefings arranged by the Diocese and Deanery on key matters affecting the work of the PCC. The PCC aims to meet at least once every three months to discuss day-to-day running of the Church and agree a way forward on financial matters. Each year, an Annual Parochial Church Meeting (APCM) is held around Easter time to review the activities and accounts of the Church in the previous year, agree PCC membership and set a PCC agenda for the forthcoming year.

Electoral Roll The church Electoral Roll is the foundation of the whole structure of synodical government in the church. Those persons contained therein can vote at the Annual Parochial Church Meeting. The preparation of a new Electoral Roll took place last year and is due for review in 2025. The total number of members stands at a total of 59.at 31st December 2020.

Annual Church Report

Revd. Helen Baber, Rector to the Lann Pydar Benefice Last year, I started my report by saying that I had great faith that we would do what God required of us: “We are rich in the gifts God gives each of us, and it is up to us to use these gifts, in order to grow God’s Kingdom, here, in Lann Pydar.” I ended by saying, “I look forward to the coming year. Whilst hurdles may fall in our way as we continue to walk together, I’m excited by what lies ahead, following Christ and connected through Christ.” None of us knew back then that the hurdle would be so big, that it would stop us in our tracks! COVID-19 has meant an unprecedented year for all of us. We have all had to learn new ways of living in a world that no longer feels a safe place to be. Normal, everyday things like personal contact, singing, socialising, worshipping and sharing communion have all been put on hold. 14

St Columb Major PCC – APCM REPORT & ACCOUNTS for 2020

We have spent most of 2020 in various levels of ‘lockdown’, or limited activities, and we have started 2021 in the same way. COVID-19 has changed the way we live our lives in so many ways, and I think it is unlikely that life will ever be the same again. That said, we have muddled on through the last year, learning as we went, making mistakes, and discovering new ways of ‘doing church’. Our communities have shown solidarity in the face of COVID-19, while our congregations have continued to follow Christ and stay connected through Christ. In these unusual times, I hope that connection has been a blessing to many. One of the biggest hurdles we faced was the closure of church buildings in the initial lockdown period, from March to the beginning of July. This didn’t just mean a slight adjustment to how we did church, but a completely new way of working. In rural communities like ours, church buildings are central to the church’s activities, connectivity and identification. In April, a popular strap line was, “The church has left the building.” But the church went on: we didn’t close, except to lock the doors; we explored new ways of ‘doing church’ and being together as the body of Christ. Our services went online, almost overnight! We quickly formed a regular pattern of online worship that has continued and developed over 2020. Resources for those who had limited access to computers were sourced and made available. ‘Buddying’ and phone calls became our main ways of staying in touch with each other. Our online offerings became even more creative: we had two online flower festivals, which not only brought our Benefice together, but also raised much-needed funds for our churches. During the summer, when lockdown eased a little, we gathered for a spectacular ‘Drive-in’ service, safely from our cars; and we found new patterns of services across our Benefice, ensuring that we used our church buildings safely when we were able. Towards the end of the year, we had some beautiful ‘safe’ group-singing for Advent, and we even put on a virtual crib service for Christmas Eve! I need to thank you all for the part you played in ensuring we didn’t just give up! Our curate, Tess, has shared her extensive skills, knowledge and gifts with us, so that we could stay connected through the internet. 15

St Columb Major PCC – APCM REPORT & ACCOUNTS for 2020

Churchwardens and many others have made sure church buildings are open safely and in keeping with the guidance, not only for gathered worship and private prayer, but for weddings and funerals, as well. Stewards volunteered to supervise open buildings. Many of you have visited, phoned and checked regularly on those who are housebound. So let me thank you all, for continuing to be the church present in our communities during this time of uncertainty. God’s presence through you has meant our church did not just close its doors, but found new and exciting ways of being the church! None of us expected the year we have lived through, and many reports will tell you that COVID-19 has meant that the decline of the church has accelerated. Yet, I feel excited by what we have achieved and feel optimistic about what we are now doing. We are rich in the gifts God gives each of us, and we have used these gifts, to the best of our abilities, in order to grow God’s Kingdom, here, in Lann Pydar. Therefore, I hope and pray, as we move forward together, that we will continue to ‘do church’. It may never be like the church of 2019, we may not know what ‘normal’ is for a long time. That dreaded word, ‘change’, is ever present, but maybe it isn’t such a scary word after all. Over the last twelve months, we have changed beyond recognition, and yet we live in hope that God’s Kingdom continues to grow as we continue to journey together following Jesus Christ and led by the a holy Spirit. With much love to you all, Helen

Commit your work to the LORD, and your plans will be established. (Proverbs 16:3)

Churchwardens’ Report

The year has been totally dominated by the Covid pandemic and Lockdowns 1, 2, and 3 there was a brief respite when socially distanced services were possible whilst we listened pre-recorded hymns. The celebrations of Communion are different too with the congregation receiving in “one kind” only.

On a lighter note, the tradition of Christmas Tree Festival continued although on a much-reduced scale, this helped to set the scene for our socially distanced Carol Service and Midnight Mass. Tamsin and Jill must be congratulated for their persistence and hard work in this respect. Phil is working steadily on the schemes for reordering the West End of Church, and the installation of new lighting system. More importantly he looks after the roofs, gutters and drains and keeps an eye on the building and its security. Many of our members derive comfort from watching the online services devised by Helen and Tess, creating a vital link for many of our congregation and helping us to maintain outreach and support to our members. Sadly, Celia has decided to relinquish the office of Church Treasurer, it was largely due to her efforts that the new Parish Giving Scheme was set up. Her reports were clear and easy to follow, she will be difficult to replace. We all look forward to the time when we can worship together once more. Colin Rescorla

Ministry, Worship & Outreach from Revd. Tess Lowe, Curate

When I wrote my previous APCM report in February 2020, the world was a very different place. Looking back through that report reveals how different my work and ministry has been since the pandemic started. Almost all the regular activities mentioned in my previous report have been cancelled during the lockdowns, along with the weddings I was due to take in April and May 2020. Nevertheless, as our situation changes, the Holy Spirit leads in new ways, and new projects and ways of caring for people and worshipping together emerged to take the place of the old. In March and April last year during the first lockdown, I quickly repurposed my photography and computer skills to learn how to livestream and edit videos for Facebook, and so we were one of the first benefices in the diocese to have the benefit of recorded and live online Sunday services and midweek morning prayer. Because the first lockdown also covered Holy Week and Easter, I was able to pioneer some creative approaches such as an Easter dawn service singing the ‘Exsultet’ while the light brightened through my window, and readings of Malcolm Guite’s Stations of the Cross sonnets using images of Jesus’ journey to the Cross. I also took advantage of the warmer weather to record sermons in the open air which proved more memorable than perhaps the words spoken! Pastorally, along with Helen, I volunteered at the Oasis centre to coordinate volunteer responses to local need for shopping and prescription deliveries, and also contacted members of the church community to make sure they were doing okay. Where I live on Nansledan in , as secretary of the local community association I was involved in setting up a community support phoneline and volunteer group for our estate, and acting as chaplain to the volunteer workers. Sadly, activities I previous enjoyed such as Open the Book, the Wellbeing Café, the youth club at Nansledan, home communions, quiet days, home groups and even bellringing practice, were all hampered or cancelled due to the virus, and although some restarted over the summer, the present lockdown has once again forced them to be paused. On the other hand, because so many of us are now experts in Zoom, we have been able to start online social groups such as the ‘Online Coffee Morning’ that has offered many of us a way to keep in touch and stay positive and cheerful.

18

St Columb Major PCC – APCM REPORT & ACCOUNTS for 2020

One of the great positives of our online services has been the establishment of a small community of people who share in our online morning prayer services on Tuesdays and Thursdays. Before the virus, a very few brave souls joined Helen and I in praying Morning Prayer in Church, but now we have a regular group of over a dozen who join us. This has all required Helen and I to learn new skills of speaking to a camera, and I am quite proud to have dared to offer brief impromptu theological reflections and homilies on the day’s readings without any preparation. Indeed, sometimes I’ve felt that my sermons and homilies are all the better for the spontaneity! I have of course had several funerals to take this year, including for close family of members of our congregations, and these are always a great privilege and profoundly moving. In gaps between lockdowns there have also been christenings, and one wedding, in which the bridesmaids made the best of the circumstances with colour-coordinated facemasks. Throughout this year my curacy studies have continued, and I am now in the process of writing my final assignments and reflections for my third year of curacy. God willing, this stage of my training will be complete early this summer, after which I will remain with you as curate while searching for my first post as an incumbent vicar myself. There is no rush for this as I have until June 2022 to find the place to which God is calling me next. In the meantime, I will continue with joy and gratitude to share your lives in this beautiful part of , and I cannot wait until the vaccines do their job and we can resume some sort of normality where we are allowed to greet each other with hugs, handshakes and a holy kiss... and sing. With every blessing, Tess

Bellringing We last rang all eight bells for the morning service on 15 March, although have been able to ring one, four and even six socially distanced bells for services and private prayer sessions at various times during the latter half of the year depending on the guidelines appertaining at the time. All practices, outings and competitions have been cancelled. The ringers have kept in touch by means of a regular weekly Zoom session on a Wednesday evening, and have settled into a regular pattern of fortnightly quizzes for which are often joined by former St Columb ringers now living elsewhere in the country. Young People & Families

Safeguarding There has been good progress with regards to some long-term concerns which have involved both of us, the diocesan safeguarding team, adult social care and our community police officers. We have good lines of communication and have a sturdy safety net in place and this has meant that Sue Rescorla and I have pooled resources in handling some of the issues, and that has been helpful. Now that the diocese has joined the Churches’ Child Protection Advisory Service – the only independent Christian Charity providing professional advice, support and resources in all areas of safeguarding the DBS process has gone on-line. This makes checking by approved officers quicker and less haphazard. It is also an important step in achieving the portability of the Disclosures whereby unnecessary and costly duplication of checks is minimised. We have registered with the diocese for this new system with additional security criteria to be satisfied by our incumbent and safeguarding officers. The PCC’s gave their approval for this to happen, and its commitment to the principles of safeguarding as a community. Several people have expressed concern as to what one should do if an adult or child discloses details of a situation which is potentially damaging. ‘Awareness’ sessions have been run to re-assure volunteers in all activities, to ensure a consistent response and explain the lines of communication. More are planned for the future for anyone with concerns. St. Columb has had two adult safeguarding situations this year, and no incidents where Child Protection procedures have had to be instigated.

More of St Columb Church in the community

The COVID pandemic affected much of what we had planned for the year. Mothers Day: paper flowers & messages were left in the church for any visitors to take away with them. Harvest Festival: With all COVID safe procedures in place we were able to hold our Harvest Festival prior to the 2nd lockdown. Donations were gathered of dried/tinned goods for our local Food Bank, as well as a host of garden produce – fruit & vegetables adorned the windows and porch.

Christmas Opening: Christmas did happen in St Columb Church (see opposite) with all COVID safe procedures in place.

“Individual commitment to a group effort—that is what makes a teamwork, a charity work, a society work, a civilisation work.”

The Wider Church in the Community Town Council: We continue our close liaison with the Town Council, and we are really grateful to Town Mayor, Cllr Paul Wills, his fellow Councillors and their staff, for the support and commitment to the work in our wider community, carried out in and around the churchyard, to the clock, tree surgery and major tidying of the Jacqui Law Memorial Garden (Jacqui was the wife of Revd Robert Law, a previous Rector here). We would also like to formally thank all those who volunteer in our Benefice and our Church to ensure its’ smooth running, its’ mission and outreach. Without all of you, however small you feel your contribution of time and effect may be, many things would not get done and we wouldn’t reach out to all the people whose lives we touch. St Columb Major Academy: The school here in St Columb has appreciated access to our Messy Church online video resources during the year -when due to the COVID pandemic the Open the Book assemblies had ceased. Children have been involved in producing work for display in the church particularly depicting ‘What is Christingle’. Food Bank: We are pleased to continue to be a collection point for our local Food Bank (Newquay) when COVID safety allows.

Town & Country Publication It is good to report that Town & Country has continued to be produced throughout 2020, although the April and to a lesser extent May issues were largely distributed electronically. Partially due to this the number of eSubscribers has increased to 30, and the print run reduced to 170 just over a score of which are sent by post. We are especially grateful to those contributors who have continued to provide material at a time when there are no activities taking place on which to report. Thanks must also go to those who give of their time to distribute the magazines around the area, at safe times during the year. Phil Tremain, Editor

Lann Pydar Benefice

Our four are situated on the north coast of Cornwall between Newquay and . The busy market town of St Columb contrasts with the tranquil village of St Mawgan, the coastal resort at , and the two rural farming parishes of St Ervan & St Eval. At the latter there is strong connection with the former Coastal Command RAF station of the same name. The PCC has representation on the Benefice Committee which co-ordinates the activities of each of the four parishes. Committee meetings were held were hosted via Zoom this year. The Benefice committee provides a valuable communication channel and an opportunity to share ideas, problems, solutions and ambitions between our parishes.

‘The Welcome’ Our weekly ‘The Welcome’ sheet provides an element of our ministry and outreach. It informs Service times for the following week, details of our Ministry and Worship teams, and the weekly Liturgy. We are also able to include information regarding those who need our prayers, who are baptised, married, or bereaved.

25

St Columb Major PCC – APCM REPORT & ACCOUNTS for 2020

The Welcome is also one of the ways we share Prayer & Worship dates, What’s On event dates and other important information across the Benefice. It is now available online each week at our website. www.lannpydar.org.uk/pewsheet.pdf

We have also been able to publish this document online at A Church near You. Much administration work has been carried out on ACNY this year to reflect a larger target audience. https://www.achurchnearyou.com/church/2453/ A Church Near You - the Church of England's web tool which has been developed for each of our four churches in the Benefice – enabling people to find the nearest church to them with the features that they require.

Open the Book Team Open the Book began in schools at the start of the year but ceased as the pandemic worsened. The support to schools has been combined with an Online Messy Church using the Children’s bible recommended by OTB for story time. Phil Tremain (Co-Ordinator)

Messy Church Even though Messy church did not restart during lockdown, it has had a continuous presence online during 2020. Messy Church in Lann Pydar became Messy Church in Pydar, and I joined forces with Rev Anne Brown in the North Atlantic Cluster. Without Messy Church or Open the Book functioning during the pandemic we decided to do a combined version of the two in the summer. We continued during the summer holidays to put out a weekly offering, ensuring there were activities for the children to use at home.

26

St Columb Major PCC – APCM REPORT & ACCOUNTS for 2020

From September when the children were back at school, we recorded fortnightly sessions live on Facebook, offering songs, craft, Bible stories and prayer. These videos were then uploaded to our Churches in LannPydar Youtube channel. We have a small regular online following on Facebook, but local schools have been able to access the videos in RE sessions and Collective worship.

We plan to continue with this pattern of Messy Church until we can return to worshipping with our families in person and have a real presence in our schools.

Treasurer’s Report

This last year, as we are all aware, has been a difficult year for generating funds for the Church. For obvious reasons there has been a drop in general giving, there being very few Services.

Planned Giving has increased over the previous year. This is due to the launch of the Parish Giving Scheme during the summer, to which a few have subscribed.

I claimed back £1,809.90 in Gift Aid over the year.

We paid £11,000 MMF towards the £17,500 call. The figure we have been asked to pay is the same for this year, which is not going to be easy.

The balances on our Accounts at the end of December 2020 were: • £2,409.24 in the No: 1 Account • £12,816.03 in the No: 2 (Restricted Account)

The Annual Accounts have been approved by the PCC, and examined by the Independent Examiner, Mr Peter Penneycard. Our thanks are expressed to Peter for undertaking this task again this year.
