I. Situation Overview & highlights

• On 18 August, the Ministry of Resettlement and Disaster Relief Services called for registrations by persons seeking to claim ownership of land in the north and east, which they had been compelled to abandon during the last 30 years of conflict.

• On 26 August, the Government of Switzerland donated Rs. 7.1 million worth of urgently required medical supplies to the Ministry of Health (MoH) for distribution to health facilities treating Internally Displaced Persons (IDP) in the north.

• On 28 August, the UN Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions Philip Alston called for an independent inquiry to determine the authenticity of a video clip allegedly showing Sri Lankan troops executing prisoners. The footage was obtained by the English television station, Channel Four, from a group calling itself Journalists for Democracy in Sri Lanka. The Sri Lankan Government has dismissed the video clip as a fabrication, categorically denying the allegation that Sri Lankan forces committed war crimes during the capture of the LTTE stronghold in the north.

• On 28 August, Minister of Disaster Management and Human Rights Mahinda Samarasinghe stated that the government has reliable information that LTTE cadres have infiltrated the IDP sites. The government will continue to limit the IDPs’ freedom of movement, until the screening process is complete and these elements are identified and apprehended.

• The Sri Lankan Government released on bail four doctors detained under the emergency regulations on charges of giving false information to the media about civilian casualties in Kilinochchi early this year. The fifth doctor’s whereabouts, after he was taken into custody, are unknown.

• Romesh Jayasinghe, the current High Commissioner for Sri Lanka in New Delhi, has been appointed as the new Foreign Secretary with effect from 1 October. He will succeed Dr. Palitha Kohona, the current Foreign Secretary, who has been appointed as Sri Lanka’s Permanent Representative to the United Nations in New York.

JAFFNA • On 27 August, the Chairman of the Presidential Task Force on Northern Development, Senior Presidential Advisor Basil Rajapaksa handed an approximately 8 square kilometre (2,100 acres) area in East, Maruvanpulavu and Thanankelapu to farmers to resume agricultural activity. Some of this land had previously been out of bounds within a High Security Zone.

• On 28 August, a group of 754 persons (221 families) displaced in August 2006 from the Allaipiddy and Mankumban villages on the island of Velani (Velani District Secretariat Division) returned to their homes.

TRINCOMALEE • On 20 August, 48 IDP families (130 individuals) displaced in 2006 were transferred from IDP sites in Batticaloa District to Kaddaiparichchan, Trincomalee District. The IDPs are from the Sampur East, Sampur West, Kunathivu, Kaddaikaraichchennai and Nawaratnapuram Grama Niladhari divisions, in Trincomalee District. They are unable to return home, since their land is within a High Security Zone. The IDPs are being accommodated in Kaddaiparichchan School and another public building.

VAVUNIYA • On 26 August, over 800 Hindu and Catholic priests were released from IDP camps in Vavuniya.

FUNDING • On 16 August, the Bahraini Prime Minister His Highness Sheikh Khalifa Bin Salman Al-Khalifa announced a donation of US$ 1 million to Sri Lanka to be utilized for the resettlement and

rehabilitation of IDPs in the north.

• On 19 August, the United States Agency for International Development (USAID) announced a grant of US$ 2 million, through the U.S. Office of Foreign Disaster Assistance (OFDA), to support

the welfare and safety of IDPs until they can return home. A grant to Internews will support the production and dissemination of news and information to IDPs in Menik Farm. A second grant to the United Methodist Committee on Relief (UMCOR) will address humanitarian needs in the north.

• On 19 August, the Embassy of the United States of America in Colombo announced a grant of US$ 6 million by the United States Government for demining activities to help people displaced by the conflict in the north return to their homes as quickly as possible. The funding is being provided through the U.S. Department of State’s Bureau of Political and Military Affairs Office of Weapons Removal and Abatement (State/PMWRA). It will be shared between the Danish Demining Group (DDG), the Swiss Foundation for Mine Action (FSD), The Halo Trust and Mines Advisory Group (MAG) to hire additional staff for survey and demining teams and purchase new equipment.

• On 26 August, the United Kingdom Department for International Development (DFID) announced a grant of £75,000 to OCHA Sri Lanka. The funding is for OCHA’s Information Management Unit (IMU) towards the continued delivery of an information management service for the humanitarian community in Sri Lanka.

• The Food and Agricultural Organisation (FAO) has approved a project entitled ‘Enhancing Food Security and Nutrition among the most vulnerable farm families in Eastern Sri Lanka’. The € 5,127,252 project is funded by a donation to FAO from the European Commission. The project’s objective is to restore and enhance agriculture to ensure food security among returning or recently resettled families in the Trincomalee and Batticaloa districts. It is also intended to ensure that vulnerable returnee farmers have security of tenure over their former lands.

II. Cluster Overview & highlights

SHELTER / NFI / CAMP MANAGEMENT

Vavuniya • Recovery from the recent rains continues with assessments of a large number of reportedly damaged shelters and tents in Menik Farm. Shelter agencies are paying particular attention to the severity of damage and find that the issue is considerably over-reported by IDPs and camp authorities. Often the shelters require limited maintenance and correction, such as the tent poles to be replaced. Very limited serious damage has been noted and maintenance reports are still being compiled. However, a significant number of tents appear to have had the internal floors removed by IDPs to create ‘verandas’ or extensions or to enable cooking within the tent.

• The damage caused by the rains to the shelters and tents on Sites 6A and 8, Menik Farm, was exacerbated by the fact that the sites continue to remain uninhabited, although completed in July. Consequently, agencies had deferred repairs pending notice of an occupation date. They have commenced repairs following information from the Sri Lanka Army (SLA) on 28 August that the sites would be occupied by the middle of the week commencing 31 August.

• The impact of the recent heavy rains in Menik Farm has raised concern that serious flooding is inevitable during the monsoon. The ongoing drainage work is likely to mitigate the worst effects of the rains. It is also necessary to consider rising groundwater levels during the monsoon when deciding strategies to reduce potential floods. Camp authorities and IDPs have taken some measures (such as relocating tents and shelters), which are less appropriate given the multiple factors involved. Shelter agencies are working to allay the concerns expressed by camp authorities and IDPs about the likely scale of floods. They are also trying to incorporate, where possible, the measures taken by camp authorities and IDPs, into the Cluster’s overall flood preparedness plans.

• Humanitarian agencies and government partners are continuing work on surface drainage (around tents and shelters) and road drainage in Menik Farm in preparation for the monsoon season. In Zones 1, 2, 3 and 4, an estimated 25-50% of road drainage is complete. In Zones 2, 3, 4, 5 and 7, surface drainage by IDPs and agencies is ongoing. Nevertheless, the drainage work in most of the zones is behind schedule and additional resources from the SLA and agencies are being mobilized to accelerate the work. Furthermore, piles of debris and bunds, formed when the zones were cleared, are found to be blocking free drainage. Some of these obstructions are located outside the camp’s perimeter fences and, consequently, inaccessible to the agencies. The SLA has undertaken to create drainage channels through the debris and bunds.

• The Shelter and WASH Clusters are expediting an analysis of the impact rising groundwater levels during the monsoon may have on WASH facilities and shelters. Widespread misunderstanding of the draft analysis has led to confusion and unnecessary panic in some forums, when the study is as yet incomplete. The Shelter and WASH clusters are working to finalise the study, in order to determine robust and measured response strategies before the onset of monsoon rains.

• The Shelter Cluster’s strategy of handing over the maintenance of shelters and tents to the IDPs themselves is yet to progress as planned. Many agencies are overstretched and unable to provide the necessary training and tools to the IDPs at this time. The initiative is further delayed by the agencies’ immediate priority to respond to the high number of tents and shelters reportedly damaged by the rains.

• Agencies engaged in the distribution of non-food items have set a mid-September deadline to complete distribution of NFIs to assist IDPs during the rainy season. So far, agencies have pledged 100% of the necessary quota of food containers. Umbrellas are approximately 75% funded and pledges for the remaining items will be finalised shortly. The distribution of pittu / roti pans is still ongoing.

• The International Committee of the Red Cross (ICRC) is looking into the possibility of handing over their stocks of hygiene kits to the German Red Cross and the Sri Lanka Red Cross Society (SLRCS)

to continue distribution to the areas previously allocated to the ICRC.

• There is concern about the fire risk caused by the practice among some IDPs of cooking within their shelters and tents. The fire hazard has heightened, because the relocation of some tents by the IDPs and camp management during the rains has reduced vital fire and sanitation breaks. These are spaces in the layout of a zone intended to reduce the spread of a fire or contamination from the sanitation facilities.

• A termite infestation has been confirmed in Sites 6A, 6B and 7, Menik Farm, with some signs of infestation in Site 8. Investigations suggest few options to avert termite infestations, which could shorten the lives of the shelters and WASH facilities. Shelter agencies are developing strategies with the SLA to respond to the potential damage, while continuing to seek effective mitigation / deterrent options.

HEALTH (AND NUTRITION) • Health agencies are continuing active surveillance for communicable diseases with the potential to turn into major outbreaks in Menik Farm and other IDP sites in Vavuniya. Details about high risk areas7 are shared weekly with the WASH Cluster and health promotion volunteers for interventions, such as water quality testing, health education etc. During 15 and 21 August, a total of 225 patients with chickenpox, 25 patients with infective hepatitis, 07 patients with measles and 03 patients with mumps were isolated from among the Vauniya IDP population and admitted to the Poovarasankulam Hospital to prevent further infection.

WASH • As part of preparations for the monsoon rains, WASH agencies have begun constructing 6 new bowsering points along the Mannar road from Zone 3, Menik Farm, to Chettikulam, Vavuniya. They will draw water from existing high yield groundwater sources.

• Watsan agencies are preparing sites to access groundwater as an alternative drinking water supply for IDPs during the monsoon rains, when river sources will be highly turbid. Preparations of sites for installation of tanks and procurement of equipment and material for the work are underway. A report on the high water table in IDP camps has been completed and shared with military and government authorities for action.

• The National Water Supply and Drainage Board (NWS&DB) has forwarded a proposal for drilling additional high yield boreholes along the Madawachchi-Mannar Road to the WASH Cluster lead at national level for follow-up.

• On 10 August, the water purification plant installed in Pulmoddai, Trincomalee, was handed over to the Assistant Commissioner for Local Government (ACLG) of Trincomalee. The plant has a capacity of 100m3 a day and will provide safe drinking water to approximately 7,000 IDPs at the Sahanagama camp and to the host community.

MINE ACTION • Between 01 January and 28 August, approximately 78,534,626m² of land was cleared of mines and UXO in the north and the east (Source: IMSMA database). This includes Battle Area Clearance (BAC, a quick, visual method) and minefield clearance using mechanical and manual methods. Approximately 12,098,583m² of area is currently under clearance.

• From 25 August, the prioritization of mine/UXO clearance tasks will be handled by the respective Government Agents of the districts instead of by the Presidential Task Force on Northern Development. The allocation of mine/UXO clearance tasks to the demining agencies will be the responsibility of the regional security forces commander. It is hoped that the time taken for the tasking process will be minimized by this development.

LOGISTICS • The main priority of the Logistics contingency plan is to maintain road access into Menik Farm during the next 4 months. Roads are expected to deteriorate with the monsoons and already heavy vehicles, including gully bowsers and water tankers, have limited access to Zones 2 and 4.

• The SLA has advised that restrictions on vehicle access will be put in place once the monsoon starts or during heavy rains beforehand. The maximum overall weight of a vehicle is expected to be lowered to 7/8 MT. Few agencies have such assets available currently. The Logistics Cluster is encouraging agencies to share assets and to coordinate distributions, so as to minimise the number of vehicles needed.

• Contingency planning also includes establishing facilities for distribution close to the main road to minimise use of the roads inside the camp. Furthermore, containers and Mobile Storage Units (MSUs) may be positioned inside the camps for food distribution.

• Should any coordinated resettlement programme begin, the Logistics contingency plan envisages setting up Extended Delivery Points (EDPs) for forward storage of humanitarian assistance

EDUCATION • All of the 27 Temporary Learning Spaces (TLS), which were occupied by IDPs in Menik Farm due to the heavy rains on 14 August, have been vacated. Before the onset of the rains, ditches need to be dug around the TLSs and connected to the general zonal drainage system. The Cluster is mobilising community resources to dig the drainage ditches.

• On 23 August, 5,772 IDP students sat for the Grade 5 scholarship examination. Breakfast was provided to all the students.

Micronutrient supplementation for all under 5 children and pregnant women started on 20th August in Zones 0-5 through PHM inside the camps. Released 98,000 coated micronutrient tablets for pregnant women (one per day) and 594,960 sachets of multiple micro-nutrient (“Mix Me”) for children under 5 years (two sachets per week).

MOH in Vavuniya requested IOM to support the water purification program together with UNICEF and OXFAM in Zone 5 by providing 5,000 liters capacity water tanks. IOM responded to several requests on tarpaulins donated by the Japanese Government as these help in covering and preventing the gusty wind and heavy rain in coming inside the health infrastructure. Some items needed for surgery donated by Americares through IOM were given to Cheddikulam hospital new Operation Theater supported by AISPO and German Red Cross. Supported health promotion/education program of MOH volunteers in providing (2) mega phones and costumes for Street Drama. IOM also supported the plan of Cheddikulam hospital in providing information to mothers of admitted children in the Pediatric Ward regarding early detection and care of some common communicable diseases by donating TV and DVD player. Another set was also provided to Maternity Ward for giving pregnant women information on newborn care and post delivery care for themselves. The program will not only provide information but at the same time will ease the stress of staying in the hospital by tuning in to some entertainment program for children, mothers and pregnant women. 224 patients were assisted for referral by the IOM ambulance in Vavuniya. Kebiticoloa and Meeting with the Kebitticolowa Magistrate court Judge to Pulmoddai discuss the legal process of the release and reunification of Separated and unaccompanied children in IDP camps in Pulmoddai given that the area is under the jurisdiction of Kebitticolowa. Helpful suggestions given by the judge to make the process easy. Meeting with the OIC Pulmoddai Police station in relation to their responsibilities in sending required reports on family reunification to the Magistrate Court. Meeting also aimed to improve the coordination between Police and Probation Department for the Release and reunification of Separated and unaccompanied children. Meeting with Child Rights Promotion Officer to discuss ways of improving coordination between the North, North Central and Eastern Provinces Probation Officers to speed up the reunification of Separated and Unaccompanied children and especially the on-time completion and presentation of required probation reports. Different handicraft items, drawings and painting made by children and youth were also presented in the exhibition. UNICEF with Muthur Conduct Catch up Education classes for children who the Zonal missed their school lessons due to displacement in Muthur Education Office and Eachchilampattai DS Divisions. There are 200 children identified from grades 3-5 from 10 schools and 100 children of grades 6-9 from 05 schools benefiting from the Catch – Up classes.
