    ENGINEERING STATEMENT SUPPORTING A PETITION FOR RECONSIDERATION prepared for United Communications Corporation KEYC-DT Mankato, Minnesota Facility ID: 68853 Ch. 12 15.2 kW (MAX-DA) 317 m United Communications Corporation (“United”) is the licensee of analog television station KEYC-TV Channel 12 and digital station KEYC-DT Channel 38, Facility ID: 68853, Mankato, Minnesota. United elected, for KEYC-TV’s post-transition facility, to operate on KEYC’s current analog Channel 12 in place of the 1998 allotted Channel 38. However, as a result of the channel election process, the actual coverage “foot-print” served by KEYC will be reduced from what it presently serves. Further, KEYC-TV Channel 12 currently operates using a non-directional antenna system. The final antenna pattern allotted by the Commission cannot be easily constructed with a real-world antenna. Using the existing non-directional antenna system forces KEYC to operate with a further reduction in power resulting in serious loss of coverage. The instant engineering statement has been prepared to support a request for a change in the station’s “certification” to permit replication of the authorized analog Grade B contour and to provide a practical implementation using station’s existing non-directional Channel 12 antenna. Background Appendix B of the Second Memorandum Opinion And Order On Reconsideration Of The Fifth And Sixth Report And Orders 1 (“MO&O”) clearly indicates that the KEYC Channel 38 allotment achieved the DTV/NTSC area match. Figure 1, attached hereto, provides a graphical comparison of the analog Grade B contour with the allotted Channel 38 facility.

Telecommunications Provider Locator This report lists the contact information and the types of services sold by 5,364 telecommunications providers. The last report was released November 27, 2001.1 All information in this report is drawn from providers’ April 1, 2002, filing of the Telecommunications Reporting Worksheet (FCC Form 499-A).2 This report can be used by customers to identify and locate telecommunications providers, by telecommunications providers to identify and locate others in the industry, and by equipment vendors to identify potential customers. Virtually all providers of telecommunications must file FCC Form 499-A each year.3 These forms are not filed with the FCC but rather with the Universal Service Administrative Company (USAC), which serves as the data collection agent. Information from filings received after November 22, 2002, and from filings that were incomplete has been excluded from the tables. Although many telecommunications providers offer an extensive menu of services, each filer is asked on Line 105 of FCC Form 499-A to select the single category that best describes its telecommunications business.

The Commission received an application from Saskatchewan Telecommunications (SaskTel), dated 15 December 2017, in which the company requested forbearance from the regulation of residential local exchange services1 in the exchange of North Battleford, Saskatchewan. 2. The Commission received a submission regarding SaskTel’s application from Rogers Communications Canada Inc. (RCCI). Commission’s analysis and determinations 3. Pursuant to the Commission’s requirements in Telecom Decision 2006-15, SaskTel provided evidence to support its forbearance request, including competitor quality of service (Q of S) results for the six months preceding its application, and a draft communications plan for the Commission’s approval. The Commission has assessed SaskTel’s application based on the local forbearance test set out in Telecom Decision 2006-15 by examining the four criteria set out below. Product market 4. The Commission received no comments with respect to SaskTel’s proposed list of residential local exchange services. 5. SaskTel is seeking forbearance from the regulation of 11 tariffed residential local exchange services. The Commission notes that 10 of these services were included in the list of services set out in Telecom Decision 2005-35-1.
