Child and Adult Services Post 16 Transport Policy Statement 2021/2022 HARTLEPOOL BOROUGH COUNCIL – CHILD AND ADULT SERVICES POST 16 TRANSPORT POLICY STATEMENT 2021/2022 1. Introduction This document describes the Post 16 policy which provides a starting point for students in order for them to be able to establish if they are entitled to travel assistance and how and where to access the support if available. 2. Sixth Form/Further Education Students Financial concessions or other support may be available to students attending school sixth forms (years 12 and 13) and Colleges of Further Education from their respective Educational establishments. Section 5 details the support provided by some Colleges and provides contact details to enable you to discuss your needs further. 3. Concessionary Travel Where spare seats are available on home to school buses, these can be sold to students who are not entitled to free transport, this is called concessionary travel. The cost for each seat will be charged over a term. For further details of the concessionary travel scheme, including bus routes available and how to apply, please contact Passenger Transport Services on 01429 523523 or at [email protected] 4. Transport arrangement for pupils with Special Educational Needs and Disabilities (SEND) The Councils 0-25 Commissioning Team will consider all applications and the following criteria will be applied. The LA may provide transport assistance for students from 16 - 19 years who have an Education, Health and Care Plan and a further education college course has been identified to be undertaken at the nearest appropriate college. If a student prefers to undertake the same course at a college further away, then this would be their preference and as such they would not receive any assistance with individual transport. Where a student has an Education, Health and Care Plan the LA may provide transport until the end of the academic year when the student becomes 19 years of age. The transport provision allocated will be determined by the nature of the pupil’s needs. The Local Authority in partnership with 6th forms, FE colleges and Catcote Academy, may also consider individual applications from students aged 16-19 years old who have an identified learning and/or physical disability that prevents 1 them from using public transport. Independent information would be needed to support these applications. The Local Authority may consider individual circumstances for those students with a learning difficulty and/or physical disability who apply for transport over the age of 19 years. It would be likely that in most cases, they will be referred to the Adults Learning Disability Social Care Team for an assessment. If assistance is agreed, a contribution towards the transport would be requested. All SEND applications need to be directed to the 0 – 25 Commissioning Team, Child & Adult Services, Civic Centre. Assessment for inclusion in the Independent Travel Training scheme (ITT) is also available to all SEND students. This is a scheme aimed at providing training on journey planning and travel options to enable young people to travel independently to their place of education. The aim of the research was to establish residents’ views about alternative patterns of unitary local government. Background to the Research In May 2003, the Government announced that a referendum would take place in autumn 2004 in the North East, North West and Yorkshire and the Humber regions on whether there should be elected regional assemblies. The Government indicated that, where a regional assembly is set up, the current two-tier structure of local government - district, borough or city councils (called in this report ‘districts’) and county councils - should be replaced by a single tier of ‘unitary’ local authorities. In June 2003, the Government directed The Boundary Committee for England (‘the Committee’) to undertake an independent review of local government in two-tier areas in the three regions, with a view to recommending possible unitary structures to be put before affected local people in a referendum at a later date.
