ANNUAL REPORT – 2014 / 2015

Introduction This annual report of Mablethorpe, and Sutton-on-Sea Town Council covers the civic year, which starts in May at the annual meeting of the Town Council when the Chairman of the Council (the Mayor) is elected by fellow councillors. The report also covers the financial year, being 1st April to 31st March and gives an overview of past and potential expenditure by the Town Council.

This report is divided into sections, each outlining relevant information and detailing the work the Town Council has been doing during the civic year May 2014 to May 2015. I hope you find something of interest within the report which is intended to be a communication and information tool to keep you, the electorate, informed of the activities of your local Council.

1) Introduction to the Mablethorpe and Sutton Town Council & Councillors Historically, Mablethorpe and Sutton Urban District Council managed the affairs of the local area at a local level and provided services covering street sweeping, events, roads refuse and pathways, gritting and markets.

Following re-organisation in 1974, the majority of functions previously carried out by the Urban District Council and their associated assets went (as with other UDCs in the area) to the newly formed District Council, and Mablethorpe and Sutton Town Council was born.

Since that time, proactive town and parish councils have striven to take back some of the responsibilities for their own area, some successfully, and have worked to be a recognised part of local government, with the emphasis on “local” issues.

Now seen as an important tier in the government structure, such local councils are able to take on and manage local areas within their boundaries, and the Localism Act has given the opportunity for more powers to be devolved to the local Councils in respect of the management of local services.

In the case of the Mablethorpe and Sutton Town Council these areas of local responsibility cover ownership and maintenance of land and services including St. Mary’s Park, Mablethorpe, cycle routes in Mablethorpe and Sutton, Sutton Allotments, Trusthorpe Cemetery, Trusthorpe Allotments (being managed by the Allotment Association), the Diana Memorial Garden, Sutton-on-Sea, Railway Walk and Branch Line Walk, Acre Gap and maintenance of some of the definitive footpaths in Trusthorpe and Sutton-on-Sea.

This year sees the third year of managing public toilet blocks in the area for visitors and residents and recently the transfer of the management and operation of the markets service provision from the District Council has ensured the continuance of the market within Mablethorpe.

Floral displays, Christmas trees, memorial seats, churchyard maintenance and CCTV all fall within the remit of the Town Council, which also works in partnership with the District Council to provide dog and litter bins. Working to publicise and promote the area, the Town Council supports projects such as Mablethorpe in Bloom, summer and winter illuminations and Bathing Beauties Festival.

The Town Council is also proactive in ensuring the views of its electorate are heard at District and County Councils with the Town Clerk is in regular contact with District and County to ensure requests made by residents are dealt with.

Lincolnshire County Council (LCC):

Social Care: Adult and Child social care; respite care; residential care homes; social workers & home visits; adoption; care in the home; occupational therapists; direct payment schemes and works with the NHS to provide mental health care and hospital services.

Education: Schools provision; attendance; truancy issues; inclusion into education for travellers; school governors, standards and funding; teaching staff and standards; lifelong learning and adult courses.

Cultural: Libraries (under review); archives and historical information (many councils deposit their old ledgers, historic documents and burial records etc. in the LCC archives for safe keeping and family research); research services; educational talks and displays; heritage, museums and galleries.

Planning: Applications relating to schools; libraries, waste recycling sites and fire stations.

Transport & Public transport; Call Connect service; bus routes; road maintenance; Roads: road closures; new road schemes (in conjunction with Highways Agency for major roads); by-pass schemes; traffic lights; road markings; footway maintenance; salting of roads; clearing blocked road gullies; on street parking orders.

4) COMMITTEES The work of the Town Council is managed by 3 Committees and a number of Working Groups and Sub Committees set up for specific projects. The full Town Council met ten times between May 2014 and April 2015 to consolidate and approve the workings of the Committees and Working Groups. In addition, eight extra ordinary meeting were called to discuss matters of an urgent nature.

The Town Council has formed a new committee for the 2015/16 period to deal with personnel matters.

Administration Committee:

This Committee deals with the internal workings of the Council such as finance, budget control and staffing matters, also overseeing (through a sub-group) the Council’s grant policy. Throughout the year the Administration Committee met 5 times and the grants committee (sub group) met three times.

This committee also reviews the governance of financial management and risks, policies and procedures of the Council, improvements to services and their provision and recommends budget proposals for the following financial year.

Community Amenities Committee:

This Committee looks at external functions of the Council, such as the cemetery, allotments, St. Mary’s Park, illuminations, Christmas decorations, publicity for the area (town guide), CCTV and the trialled ‘street warden’ scheme.

The Committee met seven times during the year and considered switch on festivals for 2014, In Bloom, Harris Boulevard, allotment issues, bus shelters, street lighting, beach chalets, floral displays, litter bins, planters, street furniture and charges for functions.

The Community Amenities Sub Committee also met to begin the process of updating and amending the parish Emergency Plan.

Planning:

The Planning Committee usually meet at 3 weekly intervals (in order to achieve ELDC consultation deadlines) and has delegated authority from full council to respond to consultation requests. They look at all planning applications submitted to the District 8

Council for the parish, and forward observations to the Planning Authority who make the final decision.

Each application is considered on its own merits, having regard to local and national planning policies and in each case, the committee has to decide whether to support, oppose or withhold comment. The Committee also considers street collection licences, road closures, new street naming requests and county highway matters, as well as other planning issues including the Local Development Framework and Shoreline Management Plan, and changes to the Planning system through the Localism Act.

The Committee met eleven times and responded to over 70 planning applications.

Full Council:

The full Town Council receives and approves the minutes of the Council’s committees and discusses matters relevant to its status as the full Council. It is at this full Council meeting that representatives of outside bodies report on the various activities of other organisations, and it is this meeting that decides on the final budget and precept request.

The Town Council also holds its statutory annual parish meeting and 2 informal public meetings during each municipal year.

In addition, Councillors and the Town Clerk serve as representatives on many outside bodies, partnerships and liaison groups within the community and district and attend such associated meetings.

Working Parties:

The Town Council also has several working groups in order to deal with specific issues, functions or services. These working groups report back to either the administration or community amenities committee which in turn report back to full council to ensure ratification of any recommendations made.

5) ACHIEVEMENTS The Town Council tends to work in the background on many issues and services within and affecting the town. These range from day to day issues such as general litter bin emptying, floral displays and public toilets to more sensitive matters relating to the cemetery and burial issues.

The Council also work closely with the District and County council and closely liaises with them to ensure matters affecting local residents, falling within their remit, are addressed. No matter what the query, all matters brought to the attention of the Town Council, either through its Councillors or direct to the Town Clerk’s office are taken up on behalf of the community.

Throughout the year the Council has issued some 210,000 ‘doggy bags’; reported pot holes; broken street lights; damaged or stolen road signs; stolen grate and manhole covers; undertaken routine repairs to its properties; provided grit bins and grit to its properties and key areas; undertaken training and study in relation to updates in legislation; received audit reports; updated notice boards; managed burials and headstone requests in its cemetery; aided allotment holders with queries; supported Mablethorpe in Bloom; aided the Environment Agency in its Flood Awareness campaign and sand clearance and provided floral displays and Christmas trees.

Through its public meetings, the Town Council continues to initiate work on the community led plan for the Mablethorpe, Trusthorpe and Sutton on Sea area.

The memorial bench scheme has again been popular in 2014/15 with 8 benches being sited around the town, cemetery and promenade. Throughout the year older seats have been repaired where necessary and re-stained.

Working in partnership with ELDC, Magna Vitae and the Events partnership, the Mayor and Mayoress attended the illuminations switch on and firework display in Mablethorpe in 2014. The “What’s On” guide is financed through the Town Council and produced in partnership with the East Lindsey District council and the Mablethorpe Area Partnership - Community Interest Company.

Other items of note for 2014/15 saw continued monitoring of St Mary’s Conservation Area Pond; the pond contains natural plants and weeds which has enabled the growth and development of healthy and biodiverse water to counteract the ‘sterile water’ used by Anglian Water when filling the pond. Further budget provision may see a planting scheme to follow later in the financial year.

The Town Council initiated a further winter ‘Street Safety Warden’ trial during the winter months of November, December and January. The wardens patrolled the whole area and assisted the Police and PCSO’s in around 30 minor incidents and over 200 incidents where they undertook duties including: giving directions, dispersing groups causing nuisance, dealing with vandalism and anti-social behaviour. They give reassurance to both residents and visitors alike and it is hopeful that the Town Council are looking to secure further funding to continue this community safety initiative function in the future.

The Town Council’s operation and management of the weekly market in Mablethorpe continues to thrive. The market now boasts over 30 stalls (and has a waiting list of around 15 traders) selling a wide variety of goods including: grocery and greengrocery, fresh fish, footwear, jewellery, greetings cards, hosiery, underwear, pet supplies, carpets & rugs, menswear, CD’s & DVDs’, toys, confectionery, magazines, baby goods & embroidery, wool & haberdashery, mobile butcher, double glazing, homemade cakes & pastries. The Town Council also allocate 1 free stall per week to local charities or self- help groups with the aim to aid fundraising and awareness; bookings can be made through the Town Clerks office.

The Town Council adopted Part III of the Food Act 1984 in 2013 in order to strengthen market Charter rights (granted in 1253). This gives the Town Council powers to establish further markets within its area, it is hoped that a similar market will be established in the Sutton on Sea area within the 2015/16 period.

The Town Council has successfully achieved the newly launched Quality Status in January 2015, the first Council in Lincolnshire to achieve this nationally recognised award.

As a Quality Council, Mablethorpe, Trusthorpe and Sutton-on-Sea Town Council is well placed to meet the challenges within the Parish and continue to work to its best ability for residents.

6) FINANCE The Town Council is in a favourable financial position and has delivered all objectives and priorities for the 2014/15 period within its agreed budget. The Town council has, when setting the budget for 2015/16, recognised the need to plan for future service delivery & development and acquisition of further assets.

A review of earmarked reserves was undertaken in November 2014 and the budget head ‘contingency fund’ remains in place for 2015/16 to provide funding for unexpected tasks or projects in the future. Changes in the calculation of council precepts implemented during the 2014/15 period have given rise to a 32% increase in the proportion of council tax demand for the Town Council.

An internal audit has been duly undertaken by an independently appointed auditor and the auditor report was submitted to the Chairman and the Town Council I April 2015.

The annual return report of the council was duly signed on 27th April 2015 and associated paperwork has been submitted to the appointed external auditor.

The Town council will publicise their audited accounts no later than 30th September 2015 once received back from the external auditor.

Savings made are directed into earmarked reserves which include setting aside amounts each year for future projects such as cemetery burial plot extensions, pathways, cycleway improvements and equipment purchase.

Full details of expenditure and budgets can be obtained by written request under the Freedom of Information Act and the audited accounts can be inspected by appointment with the Town Clerk.

Under the provisions of the Local Authorities (Members Allowances) (England) Regulations 2003; Councillors Allowance for 2014/15 remained at £390.00 per member.

This payment is subject to PAYE deductions and is paid monthly following changes to the PAYE system.

Two Councillors declined allowance payment and one received payment for the first quarter only.

The Town Council approved the Mayor’s allowance for Civic Year 2014/15 at the annual meeting in May 2014; this allowance is paid to meet the expenses of office (civic functions & hospitality). This allowance is not subject to PAYE deductions and the Mayor also receives the usual Councillor allowance during his / her year of office.
