No. 16-31 Summer 2016 MERCATUS GRADUATE POLICY ESSAY THE ECONOMICS OF CONFLICT IN THE SOUTHERN PHILIPPINES: INSTITUTIONAL STICKINESS AND THE MORO INSURGENCY by Ethan Roberts The opinions expressed in this Graduate Policy Essay are the author’s and do not represent official positions of the Mercatus Center or George Mason University. Abstract The ongoing insurgency in the southern Philippines is generally believed to be a religious war. Historical evidence shows that this belief is unsatisfactory. Viewing the conflict through the framework of institutional stickiness leads to a more robust explanation of the insurgency by exposing the institutional misalignments that are at the root. These institutional misalignments lead to conflict over property rights, protection of indigenous culture, and fair provision of government services. This approach also informs policy by highlighting the problems with the national government’s attempts to quell the insurgency through the use of force. If the national government’s goal is to end the insurgency, a policy response that focuses on the use of local knowledge and that increases local autonomy is most likely to succeed. Author Bio Ethan Roberts is an alumnus of the Mercatus Center MA Fellowship at George Mason University. He currently teaches economics at the British International School in Kuala Lampur. Roberts graduated from the University of Wisconsin at Madison with a BA in political science and from the University of Washington with a MEd in social studies. During the spring of 2013, he participated in the Koch Internship Program as an education policy intern at the Reason Foundation. He spent the spring of 2015 interning at the Millennium Challenge Corporation. -

Reproductive Health Bill From Wikipedia, the free encyclopedia Intrauterine device (IUD): The Reproductive Health Bill provides for universal distribution of family planning devices, and its enforcement. The Reproductive Health bills, popularly known as the RH Bill , are Philippine bills aiming to guarantee universal access to methods and information on birth control and maternal care. The bills have become the center of a contentious national debate. There are presently two bills with the same goals: House Bill No. 4244 or An Act Providing for a Comprehensive Policy on Responsible Parenthood, Reproductive Health, and Population and Development, and For Other Purposes introduced by Albay 1st district Representative Edcel Lagman, and Senate Bill No. 2378 or An Act Providing For a National Policy on Reproductive Health and Population and Development introduced by Senator Miriam Defensor Santiago. While there is general agreement about its provisions on maternal and child health, there is great debate on its key proposal that the Philippine government and the private sector will fund and undertake widespread distribution of family planning devices such as condoms, birth control pills(BCPs) and IUDs, as the government continues to disseminate information on their use through all health care centers. The bill is highly divisive, with experts, academics, religious institutions, and major political figures supporting and opposing it, often criticizing the government and each other in the process. Debates and rallies for and against the bill, with tens of thousand participating, have been happening all over the country. Background The first time the Reproductive Health Bill was proposed was in 1998. INTERNATIONAL COURT OF JUSTICE CASE CONCERNING SOVEREIGNTY OVER PULAU LIGITAN AND PULAU SIPADAN OBSERVATIONS OF MALAYSIA ON THE APPLICATION FOR PERMISSION TO INTERVENE BY THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES 2 MAY 2001 CASE CONCERNING SOVEREIGNTY OVER PULAU LIGITAN AND PULAU SIPADAN (INDONESIA/MALAYSIA) Written Observations of Malaysia on the Application for permission to intervene by the Government of the Republic of the Phiiippines Introduction 1. These written observations are made by Malaysia in response to the Registrar's letter of 14 March 2001. 2. To summarize, Malaysia categorically rejects any attempt of the Philippines to concern itself with a territorial dispute involving two small islands off the coast of Sabah (formerly North Bomeo). The subject of the dispute between Indonesia and Malaysia is not Malaysia's sovereignty over the State of Sabah (which sovereignty Indonesia explicitly accepts and recognises). It is solely the question of title to two small islands off Semporna, Malaysia. Indonesia's claim is based on an interpretation of Article TV of the Convention of 1891 between Great Britain and the Netherlands. Spain had previously expressly recognised British title over the territory which was the subject of the 1891 Convention, by Article IJJ of the Protocol of 1885.' The Philippines can have no greater rights than Spain had. The interpretation of the 1891 Convention is thus a matter exclusively between Indonesia and Malaysia, in which the Philippines can have no legal interest. Nor does the Philippines have any legal interest in the subject matter of the specific dispute submitted to the Court by the Special Agreement. -

No. 2 • July 2007 China, the Philippines, and U.S. Influence in Asia By Renato Cruz De Castro During his January 2007 visit to Manila, Chinese premier Wen Jiabao and Philippine president Gloria Macapagal-Arroyo declared that Sino-Philippine relations are experiencing a “golden age of partnership” as the two countries upgrade bilateral cooperation and launch more dialogues on political, defense, and sociocultural affairs.1 This visit underscored the ongoing, rapid improvement in bilateral relations since Arroyo’s state visit to Beijing in 2004 and the prospect that the Philippines may be turning from the United States toward China as its main security and economic partner in Asia.
