Our client BP announced production has begun from the giant Khazzan gas field in Oman, which is operated in partnership with Oman Oil Company Exploration and Production, and is BP’s largest start-up of 2017. Petrofac is well versed in the management of operations on an asset, where, as an experienced Duty Holder, the company takes responsibility for a facility’s Safety Case on behalf of a client. (The Safety Case identifies the hazards and risks of a facility, describes how they are controlled, and puets a saf ty management system in place.) The Miller platform ceased production in 2007, and it was operating as a minimally- manned installation when responsibility for the platform shifted to Petrofac last year. BP had already plugged and abandoned the wells, and cleaned up the surface installation (‘topsides’). Petrofac’s role was to refocus the remaining personnel and bring in additional manpower in preparation for the removal of those topsides, within just 12 months. Saipem was appointed as heavy-lift and removal contractor, meaning a tri-party arrangement and a need to build strong and collaborative relationships quickly to get the job done safely and in that short space of time. The Petrofac team ensured the continuing maintenance and integrity of the platform, enabling BP to focus on its preparation for removal works. Petrofac implemented systems, planning and processes for maintaining the platform and its personnel while its core assets were being removed. At the same time, the team themselves ha d to transition from the ‘operations’ mind-set, necessary for the platform’s ongoing maintenance, to the ‘project’ mind-set required for its decommissioning. As part of the team responsible for moving Miller’s operations into Petrofac’s portfolio, Mark Bartlet was involved right from the start. “Every transition is different. No matter how experienced you think you are, each asset presents a unique challenge. Our transition plan captures every step we need to take in order to successfully transfer personnel, policies and systems. Through the plan we also identify risks and agree how we’ll mitigate them.
