GROUND WORK CONTINUES FOR NEW PROPOSED FONO BUILDING Soil mediation and the installation of a new sewer system are the focus of ongoing work at the site of the proposed multi-million-dollar Fono building. Motorists, who pass by the Fagatogo site at night, report seeing Paramount crewmembers working under bright arti cial lights. When approached for comments yesterday, Robert “Bob”  omas Jr., who is the geotechnical engineer on site, said that because the area gets  ooded when the tide is high, work has to be carried out to coincide with ocean conditions. Samoa News understands that water is pumped from the project site every time the tide comes in. Local company Paramount Builders won the contract for stabilizing the area and according to  omas, “ ey are doing a great job!” He added that if everything goes as planned, the entire building will be completed by next summer. Construction of the new Fono structure has garnered mixed reactions from the community. From the moment the old building was demolished until now, comments have been aired publicly with regards to funding, the actual design, even the foundation. Earlier this year, suggestions were made to use micro piles, which are a deep foundation element constructed using high-strength, small diameter steel casing and/or threaded bar. But Paramount o cials, when asked for a comment, said at the time, that micro piling the area would cost around $2 million. “Very expensive,” was the response. An alternative, more cost-e ective solution that uses the same approach, but comes at a lower cost to the government was concocted and the decision was made to conduct a “mass excavation” of the area down to a trench of 10-feet in depth, to be  lled with 3/4 gravel. “Stabilizing the foundation is the most crucial step before construction begins,” the company said in a statement earlier this year. Critics argue that the concept of “you get what you pay for” means the cheaper alternative will result in less quality. But Paramount has pointed to the multi-million- dollar ASPA power plant in Satala, which was built using the same method. “ is approach is much cheaper than micro piling and it’s just as e ective,” said a Paramount spokesperson in an earlier interview. He added that because the existing sewer line was directly underneath the project site, it was necessary to install a new one and that’s what Paramount workers are doing now. He said solid groundwork is very crucial and once complete, everything will be ready for whoever wins the contract to build the new structure. Samoa News understands that the actual construction phase of the project went out for bid last week and it’ll be about a month before the winning contractor is noti ed. Lively Architects, a Honolulu based company that drew up the design for the project is working closely with  omas. Earlier this year in January, the DOI O ce of Insular A airs announced the release of more than $9.6 million in grant funding to American Samoa through the O ce of Insular A airs’ (OIA) Capital Improvement Project (CIP) Program for  scal year 2017. Of that amount, $1.8 million is for a new Fono building.  e proposed project includes the demolition of the existing building, construction of a new two- story building adequate for Senate and House o ces, respective foyers, conference rooms, and rest- room facilities.
