The rankings for all economies are benchmarked to May 2019. The 10 topics are: starting a business, dealing with construction permits, getting electricity, registering property, getting credit, protecting minority investors, paying taxes, trading across borders, enforcing contracts and resolving insolvency. Doing Business 2020 captures 294 regulatory reforms and worldwide 115 economies made it easier to do business. Mumbai (47% weight) and Delhi (53% weight) are two cities covered in the 2020 EODB report.
