1 Preface

 Japan Industrial Townships (JITs) were agreed to be developed as one of the

initiatives in “the Japan-India Investment Promotion Partnership” announced by Prime

Minister Abe and Prime Minister Modi, September 2014.

 JITs are designed to offer business environments in which Japanese companies can

smoothly establish production sites and operate their businesses.

 This report summarizes the efforts and achievements by Japan for 12 JITs in 9 states

in India. (“□” in the following pages represents efforts and achievements which took

place after November 2019, while “●” represents those before October 2019)

 India has also prepared its own progress report with regard to its efforts to improve

business environment of JITs.

Industrial Infrastructure

 NICDC LDB Project, which is supported by NEC, contributes to efficient logistics/supply chain by visualization of international marine container transportation using RFID tag at related port/inland facility.

Typical Personnel Structure (2) Japanese Endowed Courses (JEC) in a Japanese Factory Train future middle management engineer candidates by providing specialized, practical manufacturing education to engineering colleges in India

(1) Japan-India Institute for Manufacturing (JIM) Train future shop floor leaders in India to the Japanese standard level in key Japanese concepts such as KAIZEN, 5S and Japanese work principles and rules at a new institute operated by Japanese companies.

 Japan and India are cooperating in human resources / skill development in the manufacturing sector in India through collaboration between the public and private sectors of both countries in order to contribute to the “” and “Skill India”.  The Ministry of Economy, Trade and Industry, Japan and the Ministry of Skill Development and Entrepreneurship, India signed the MOC in November 2016 to facilitate the projects as follows: Train 30 thousand floor shop leaders and engineers in the next 10 years. Human Resource Development

 JIM (Japan-India Institute for Manufacturing) by Toyota Tsusho India Pvt. Ltd. in Mandal opened in September 2018 to train the young people in Gujarat with practical skills and disciplines required at the manufacturing sites, thereby nurturing the future shop floor leaders.  JETRO opened Ahmedabad Office in November 2017 to accelerate the Japanese investments to Gujarat and JIT. This office is 5th JETRO office in India.  JETRO established Business Support Center (BSC) in July 2018 at its Ahmedabad Office to support Japanese investors (short-term rental office/specialized advices).  Hon’ble CM Shri Vijay Rupani inaugurated the BSC in Ahmedabad(BSCA).  JETRO Team supports existing companies in JITs and potential investors.  2 Japanese companies have used BSCA in the past year and 1 of them has set up its office in Ahmedabad.

Business Support Center (BSC)  Designed as a total support center for Japanese companies planning to invest into India.  Leases short-term office and offers consulting services to Japanese companies.  Helps Japanese companies gather information efficiently, conduct Feasibility Studies for a long term business plan for Gujarat unit, and solve problems in establishing a local unit.

Promotion by JETRO  The total investment amount represented by 25 MOUs between Japanese companies and the GOGJ is 38.4 billion rupees and 6,290 jobs will be created in Gujarat. (15 MOUs for investment in Gujarat were signed in September 2017 and 10 MOUs were singed in July 2018 as a result of JETRO’s coordination)  JETRO supported the GOGJ for a business delegation to Japan in July 2017(led by Dr. J.N. Singh, Chief Secretary of Gujarat State) and October 2018(led by Ms. D. Thara, Vice Chairperson & Managing Director of GIDC) , arranging seminars, meetings between the GOGJ and Japanese companies.  Organized Gujarat Business Mission by Japanese companies; September 2017: Visited Japanese production sites in Mandal and Mundra Port. Promotion by JETRO

 Brought Japanese delegations to Vibrant Japan Pavilion at Gujarat(VG) since 2013. Facilitated Japanese “Vibrant Gujarat 2019” business delegations, organized Japan Pavilions and Seminars during VG.

 Keidanren and JCCI (Japan Chamber of Commerce and Industry) dispatched a mission of member companies at VG2019. The mission comprised about 130 representatives from 40 Japanese companies and JETRO facilitated several events during VG2019. *photo by JETRO

13 1. Gujarat

METI – GOGJ Policy Cooperation Meeitng with Hon’ble CM at “Vibrant Gujarat 2019”  State Minister of METI participated in Vibrant Gujarat 2019 and met with Chief Minister of Gujarat with 15 Japanese companies, requesting further improvement of business environment in Mandal-Becharaj-Khoraj area such as further development of industrial and social infrastructure .

held 5th Policy Dialogue in July 2019. Policy Dialogue with Chief Secretary GOGJ promised to complete widening of State Highway 7 by June 2020, establish the second entrance at Mandal, and consider establishment of a fire station and further improvement of security in Mandal. GOGJ also promised to qualify Plug & Play Industrial Park (or its tenant manufacturing companies) for Gujarat State's incentive schemes incentive scheme.

METI – GOGJ Policy Cooperation  METI conducted consultant research in 2019 on Development of Advanced Model Single Window, including interviews with State officials and Japanese companies in Gujarat.  At Workshop held in Ahmedabad in August 2019, the result of the research was shared and the Action Plan was worked out.

Challenges Achievement

Promotion by JETRO

 JETRO introduced Japanese companies to Guidance Tamil Nadu.  JETRO supported activities as Secretariat of Japan Chamber of Commerce and Industry, Chennai (JCCIC).  JETRO arranged meetings between the GOTN and JCCIC, in which proposals based on requests of Japanese companies are submitted from JCCIC to GOTN.  JETRO arranged meetings with JCCIC Industrial Park Committee, Guidance Tamil Nadu and SIPCOT to exchange views.  JETRO arranged Joint Working Committee (JWC) by Consulate-General with the GOTN.

Promotion by JETRO Tamil Nadu Seminar in Japan

 JETRO coordinated GOTN Delegations to Japan, headed by Minister of Industries, Tamil Nadu during February-March 2018, October 2018, and November 2019.

 JETRO hosted promotion events for Japanese Industrial Townships in Asia including Origins, One Hub Chennai, and Sojitz-Motherson in 2016 (Osaka), 2017 (Tokyo), 2018 (Kobe and Tokyo) and 2019 (Tokyo and Osaka). At these events, Sumitomo corporation, Capitaland and Sojitz corporation gave a presentation to the participants from Japanese companies.

20 2. Tamil Nadu Promotion by JETRO  JETRO created and distributed Industrial Map of Greater Chennai. (“Industrial Park and Industrial Road Distribution Map”)  JETRO created and distributed the summary report for Japanese companies. (“Information on Industrial Parks near Chennai in Tamil Nadu”)  JETRO arranged visits to the Industrial Parks for Japanese companies which are interested in setting up production sites in Tamil Nadu. JETRO arranged investment promotion seminar in February (Tokyo) and October (Osaka) in 2018.  Industrial Map of Greater Chennai Industrial Parks near Chennai in Tamil Nadu Minister of Industry attended both seminars.  JETRO and JCCIC created and distributed ”Chennai Business/Life Handbook”.  JETRO coordinated 16 MoU between Tamil Nadu Government and Japanese companies at GIM in January 2019.  JETRO arranged investment promotion seminar in Tokyo and Osaka in November 2019.

METI – GOTN Policy Cooperation  Director-General for Southwest Asia and Principal Secretary of Industries Department of GOTN held 1st Policy Dialogue in June 2019. GOTN promised to address the water shortage issue (ensure industrial water supply with reasonable cost) by establishing a desalination plant, constructing water pipelines from the plant to JITs, and considering the use of water of nearby lake.

Industrial Infrastructure  NEDO and Japanese companies, in cooperation with NICDC(formerly known as DMICDC) conducted the Demonstration Project for Microgrid System Using Photovoltaic (PV) Power Generation in India to verify provision of reliable power supply and system effectiveness in Neemrana Industrial Park, from August 2017 to July 2019.  NICDC LDB Project [Coverage] Toll Plaza(7), ICD(1)

Demonstration for Microgrid System Using Photovoltaic (PV) Power Generation by NEDO and Japanese companies (Neemrana, Rajasthan)  NEDO, Hitachi, Ltd., Hitachi Systems, Ltd. and ITOCHU Corporation, in cooperation with NICDC under the Japan-India Delhi-Mumbai Industrial Corridor (DMIC) project, demonstrated a microgrid system designed to provide reliable power using PV power generation technology.  The microgrid system was built using PV power generation systems combined with several diesel generators. The demonstration of the microgrid system carried out since FY2017 to FY2019 to verify that the system provides reliable power and curbs diesel fuel consumption. The demonstration operation was successfully completed in July 2019, and the completion of project was confirmed by NEDO and NICDC on August 2019.  The aim of the demonstration is to verify the effectiveness of Japan's microgrid technology and encourage its dissemination throughout India.  The microgrid system is continuously providing power to the company even after the demonstration was completed.

 JETRO conducted MOU with RIICO for Investment Promotion in 2006. (extended annually to 2016)  JETRO held Investment Seminars in 2006, 2007, 2011, 2014, 2015 and 2016.  JETRO supported business delegations in 2006, 2007, 2013, 2015 and 2017. (e.g. Kankeiren Delegation to Jaipur/Neemrana headed by Panasonic Chairman in 2015)  JETRO supported the Resurgent Rajasthan Investor Meet (Summit) in 2015. 90 Japanese delegates arranged by JETRO attended the Summit.  JETRO supported the visit of Chief Minister Raje’s Delegation to Japan in 2015.

 JETRO hosted promotion events for Japanese Industrial Townships in Asia including Neemrana, Ghiloth in 2016 (Osaka), 2017 (Tokyo), 2018 (Kobe and Tokyo) and 2019(Tokyo).

 JETRO supported a meeting between Japanese delegates(Ambassador of Japan to India, Director General of JETRO India and representatives of Japanese companies in the Neemrana Industrial Park) and Chief Minister Ashok Gehrot in August 2019.

Human Resource Development

 JIM (Japan-India Institute for Manufacturing) by Daikin Airconditioning India in Neemrana opened in 2017 to train the young people in Rajasthan with practical skills and disciplines required at the manufacturing sites, thereby nurturing the future floor leaders.

Daikin Japanese Institute of Manufacturing Excellence (Neemrana, Rajasthan)  Students learn air conditioner assembly and basic knowledge of air conditioning in the course including on-the-job training at Daikin plant.

 Aimed at promoting gender diversity in manufacturing industries, the first class is composed of only female students.

 Daikin trains their sales representative's engineers in East African countries to have knowledge of installation and maintenance of air- conditioner in their JIM.

 JETRO supports activities of Japan Chamber of Commerce and Industry Chennai (JCCIC) and Sri City Japanese Company Group.  JETRO periodically exchanges views/ opinions with Sri City Private Limited.  JETRO arranges visits to Sri City Industrial Park for Japanese Companies.  JETRO made presentation on the issues of Japanese Companies in Sri City at the Joint Working Committee (JWC) in July 2017.  JETRO supported Andhra Pradesh - Japan Public - Private Joint Conference in July 2017.  JETRO had Investment Promotion seminar in June 2018. CEO of APEDB attended the seminar.  JETRO organized 4 parties’ regular meeting with Japanese companies in Sri City, APEDB, Sri City Ltd., and JETRO.  JETRO hosted promotion events for Japanese Industrial Townships in Asia including Sri City, in 2019(Tokyo). At the event, Navayuga Group gave a presentation to the participants from Japanese companies.

 JIM (Japan-India Institute for Manufacturing) by Sricity opened in April 2019 to train the young people in Andhra Pradesh with practical skills and disciplines required at the manufacturing sites, thereby nurturing the future shop floor leaders.

Sricity Japanese Companies JIM (Sricity, Andhra Pradesh)  The school is operated in cooperation with 7 Japanese companies in SriCity industrial area.

 Students aim to acquire basic knowledge about production control, quality control and manufacturing technique in OJT in the factory

 Classroom lectures are provided by Indian people who have learned the concepts and skills of Japanese manufacturing at AOTS.

 JETRO has arranged 18 visits to Tumkur for Japanese companies (2016-).  JETRO has held Project Facilitation Committee since 2014 (19 times as of March 2020) and dealt with more than 175 issues from 19 Japanese companies.  JETRO held Dialogue-Monitoring Committee chaired by Chief Secretary of Karnataka State since 2009 (15 times as of Oct. 2020) to discuss policy initiatives such as infrastructure development and new power plant establishment.  JETRO with the support of Embassy of Japan in India and Consulate General of Japan in Bengaluru, organized a Presentation from Government of Karnataka at New Delhi in May 2019 for the promotion of JIT Tumkur. The event was attended by top executives of over 150 Japanese companies.  Government of Karnataka Established a Special Task force to attract overseas companies who intend to relocate their factories from China post pandemic. JETRO was nominated as one of the members to assist GoK in attracting more Japanese investments post corona Pandemic.

Human Resource Development Support

 Tata Hitachi opened JIM in Dharwad, Karnataka in December 2017, focusing on the holistic development of knowledge, skill and attitude related to construction machinery sector. The school is operated in cooperation with the MPTA(MPTA Skill Training Foundation), a vocational training institution in India.  Toyota Technical Training Institute in Bengaluru, Karnataka was certificated as a JIM in August 2017. The school focuses on the holistic development of knowledge, skill, body and attitude related to automobile sector.

 NICDC LDB Project [Coverage] Toll Plaza(2), ICD(5) Human Resource Development  Ahresty Japan-India Institute for Manufacturing was established in Bawal, Haryana in July 2018, to train about 40 students. The students aim to acquire the basic knowledge about automobile components, processing and die casting skills through participating in OJT in the factory.

 Maruti Suzuki Japan-India Institute for Manufacturing was established in Haryana in August 2019, to train about 420 students. Students aim to acquire discipline, working method and basic knowledge about manufacturing and maintenance in 1 or 2 years.

Promotion by JETRO

 JETRO hosted promotion events for Japanese Industrial Townships in Asia including Jhajjar, in 2016 (Osaka), 2017 (Tokyo), 2018 (Kobe and Tokyo) and 2019(Tokyo). At these events, Marubeni Corporation gave a presentation for Jhajjar to the participants from Japanese companies.

 JETRO organized a mission of potential investors to Pithampur in March 2016.  In October 2016, JETRO arranged another mission for Invest Madhya Pradesh Global Investors Summit 2016, in which Japan participated as Partner Country.  JETRO Mumbai and Consul General of Japan to Mumbai visited Pitampur on July 9th 2019 to evaluate the development progress. Confirmed Plot ready for promotion to Japanese companies although additional information of infrastructure and government services still need to be checked.  JETRO Mumbai visited Pithampur on October 19th 2019 to evaluate the development progress.

Special Notes by METI  Japan side confirmed the description of the Indian Progress report that the Government of Madhya Pradesh State decided to change the zoning of an area for JITs and the Government of Madhya Pradesh State is now developing new area near the original area such as Pithampur-4 and Pithampur-5, wherein land can be allotted to the interested Japanese companies in future.
