    HUELL HOWSER Wednesday, February 23, 2011 (Lunch Speaker) Topic: TBD When Huell Howser moved to Los Angeles in 1981 from his home state of Tennessee to become a reporter for KCBS-TV in Los Angeles, he had no idea he’d fall in love…with California. His enthusiasm for his new home inspired the idea for the television series that started it all, California’s Gold. Huell had a simple idea: if he traveled the state with an open heart and an open mind, a microphone and a camera, he would uncover a treasure of California stories. "We operate on the premise that TV isn’t brain surgery. People’s stories are what it’s all about," says Howser. "If you have a good story, it doesn’t have to be overproduced. I want our stories to reveal the wonders of the human spirit and the richness of life in California, including its history, people, culture and natural wonders." A native of Tennessee, Huell began his television career at WSM-TV in Nashville after receiving his B.A. degree from the University of Tennessee, serving on the staff of a United States Senator and a stint in the U.S. Marine Corps. Howser later joined WCBS-TV in New York City as host of a magazine-style series. He then came to Los Angeles in 1981 to work as a reporter for KCBS-TV. Huell joined public television station KCET/Los Angeles in 1987 to produce "Videolog," a series of short programs featuring the stories of people from all walks of life.

As such, they form a rich case study on the interactions of “veillance” (mutual watching) involving citizens, journalists, intelli- gence agencies and corporations. While Surveillance Studies, Intelligence Studies and Journalism Studies have little to say on surveillance of citizens’ data by intelligence agencies (and complicit surveillant corporations), they offer insights into the role of citizens and the press in holding power, and specifically the political-intelligence elite, to account. Atten- tion to such public oversight mechanisms facilitates critical interrogation of issues of surveillant power, resistance and intelligence accountability. It directs attention to the veillant panoptic assemblage (an arrangement of profoundly une- qual mutual watching, where citizens’ watching of self and others is, through corporate channels of data flow, fed back into state surveillance of citizens). Finally, it enables evaluation of post-Snowden steps taken towards achieving an equiveillant panoptic assemblage (where, alongside state and corporate surveillance of citizens, the intelligence-power elite, to ensure its accountability, faces robust scrutiny and action from wider civil society).

Apparently, it is not American citizenship because American authorities attempted to try him for treason and he became a stateless fugitive. After requesting political asylum in 21 countries, he was eventually granted temporary asylum in Russia. Neither states nor international organizations recognized his act as an act of citizenship. Did Snowden perform a citizenship that is yet to come? Did he perform an international citizenship? The issue of rights usually recognized in the literature on the debate about Snowden’s act concerns its content such as the practices of states spying on their citizens. This article focuses on the act itself as making digital rights claims that do not yet exist in law. We argue that just as Snowden’s act disrupted surveillance practices that evermore traverse national borders, it also called for digital rights and responsibilities that traverse national legal orders. Robertson-von Trotha* ABSTRACT: This article provides an overview of the web video production context related to science communication, based on a quantitative analysis of 190 YouTube videos. The authors explore the main characteristics and ongoing strategies of producers, focusing on three topics: professionalism, producer’s gender and age profile, and community building. In the discussion, the authors compare the quantitative results with recently published qualitative research on producers of popular science web videos. This complementary approach gives further evidence on the main characteristics of most popular science communicators on YouTube, it shows a new type of professionalism that surpasses the hitherto existing distinction between User Generated Content (UGC) and Professional Generated Content (PGC), raises gender issues, and questions the participatory culture of science communicators on YouTube. However, shortly after Google acquired YouTube in 2006, the free exchange of videos gradually shifted to an attention economy ruled by manifold and omnipresent advertising (cf. Jenkins, 2009: 120). YouTube has meanwhile become part of our everyday experience, of our “being in the world” (Merleau Ponty) with all our senses, as an active and constitutive dimension of our understanding of life, knowledge, and communication. However, because of the increasing exploitation of private data, some critical voices have arisen arguing against the production and distribution of free content and warning of the negative consequences for content quality and privacy (e.g., Keen, 2007; Welzer, 2016).
