CHALLENGES WE (DPIU) ARE FACING 46 A District Road Safety Committee has been constituted in on dated 14.06.2018 as directed by Ministry of Road Transport & Highways via letter no. 988 Dated 14.06.2018 to promote awareness amongst road users and to minimize road accidents & Fatalities, Under the chairmanship of Honorable Member of Parliament (Lok Sabha) Mr. P. N. Singh, Dhanbad .The other members of the committee are:- Deputy commissioner, Superintendent of Police, Subdivional Magistrate, DTO, Dy.SP Traffic, Executive Engineer Road division, Civil Surgon, District Education officer, Municipal commissioner, NGO’s etc . Functions of the DRSC, Dhanbad

The District Road Safety Committee Dhanbad is pursuing with the district stakeholders to ensure that they hold the meetings of DRSC on a regular basis and also monitor theirs performance in the order to achieve target on the reduction of road accidents and fatalities of the Dhanbad.

The Main Stakeholders & their role of the committee are :-

1. District Road Division :- For Engineering 2. District (Police & Transport) Department :- For Enforcement 3. District Health Department :- For Emergency 4. District Education Department :- For Awareness 5. District Project Implementation Unit(DPIU) :- Emphasis of DPIU is to reduce road accidents & fatalities with proper reporting, analysis, Liasoning, IEC activities & supporting of all the stakeholders .

4 Geographic & some important information about Dhanbad

Dhanbad district is surrounded by Giridih and jamtara in the north,by Burdwan (West Bengal) in the east, by Purulia(West Bengal) in the south and by Bokaro in the west. The Total geographical area of the district is about 2996 Sq Km. The division is north chotanagpur.

The analysis shows 50% road accidents are happening in National Highway (NH), 30% on other Roads including MDR & 20% of road accidents are on State Highway(SHAJ).

After analysis of year 2019 accidents data based on road type related , we found that the majorly accidents are happened on Straight roads (189), in curved roads(53), T Junction (43), Steep Grade (25), Staggered Junction (19), Y Junction (11), Pot Holes(9) , Bridges(5) , Culvert (4) and 2-2 in Four arm & round about junction . 8 Accidents According to Classification of Road Environment(2019)

51 % of Road Accidents are taking place on other unspecified area where as 18% are on open area of different roads . 14 % of road accidents are happening on market areas and 13 % on residential areas. Only 4% are on institutional area.

After analysis of year 2019 accidents data based on vehicle type , we found that the type of vehicles involved majorly in accidents are Two wheeler (176), car/jeep/van/taxi(95), Truck/lorry(80), Heavy vehicle/Lorry(49), Auto(40), bicycle(18), Bus/Tempo/Tractor(9) and 42 are others .

13 Urgent Need of Stiff Enforcement Drive

According to the above accidents classifications data and figures of in different categories, we found that most of the fatal cases were happened in open areas of NH/SH/MDR and other roads due to overspeeding by two wheeler motorist and four wheelers drivers .So urgent stiff as well as strong enforcement drive needed to control overspeeding cases in these areas also regular checking drive for safety devices like helmet and seatbelts to minimize accidents and fatalities in those areas.

14 Need of Road Safety

In today’s world everyone is using road per day either in different ways or in different purpose resulting life risk increased. Lack of traffic awareness is one the major part responsible for increase in accidents and fatalities , lack of enforcement resource person in traffic and irregularity of checking drive is also an important part responsible for those who knows the traffic rule but not follow the same. Lack of Road engineering and road furniture are also play an important role to increase in road accidents .Lack of required ambulance and Trauma centres are also responsible to increase causalities in road accidents. So for all these factors and reasons Road Safety action planning and implementations needed to minimize road accidents and fatalities in the district.

No any type of informatory entry/exit signboard in Vijay singh petrol pump Barwadda (NH-02) & Shakti fuel Hirak road which are highly Accidental area. Also this issue has been observed in approx all petrol pump in all vulnerable roads in Dhanbad. 30 Illegal Parking of Heavy Vehicles at BlackSpot Vijay singh Petrol Pump Barwadda (NH-02) .

Good Samaritan flex and hoardings were placed in different locations , Ambulance 108 of heath dept. mapped with all govt. hospitals, also PCR vans are patrolling in accidents prone area of the district to save life during “Golden Hour”.

Registered and Established in Year 2013 till now approx 2000 learners were45 trained from our training institute. Challenges DPIU facing

• Delay in the enquiry and settlement process of Hit & Run victims compensation Cases.

•Inspite of many directions given to municipal corporation Dhanbad by district road safety committee, implementation of traffic signal project in the identified 16 important places of the district has not been strated, yet.

• Illegal parking by large number of heavy vehicles and encroachments of vegetable venders in the main roads which are also vulnerable points such as Kishan chowk(NH-02), Govindpur(NH-02), Nirsa(NH- 02), Kendudih(MDR), near Green view petrol pump, near Bus Stand burtand, Katras areas in the district obstruct the smooth vehicle operation in the traffic.

• Lack of Speed limit and other necessary signboard in all identified black spots and vulnerable roads.

• Huge number of illegal cuts in NH and SH roads which were temporarily closed by their engineers needs to be permanently closed.

• Delay in safety audit of all flyovers, overbridges, culverts etc made in NH/SH/MDR and other roads in the district.

• No any proper provision made for Auto parking stands in the city areas of the district.

• There is no any Trauma centre at NH/SH in the district.

• Current range of Ambulance in NH is within 50 km distance which needs to be minimize to 25 km range.

• Delay in implementation of e-challan system in the district.

• Petrol pump owners are not following the rule for not providing fuel to without helmet holders and without seatbelt drivers.

• Errorless ARF does not filled and submitted on time by the police stations . 46 Thank you!
