PLANT LAYOUT 2 Job No. 200313003 1 CMPDI INTRODUCTION Mahuda Coal Washery is a beneficiation plant where raw coal received from different underground mines and open cast mines is processed for decreasing ash contents of raw coal. During processing of raw coal, washed coal / clean coal and middling coal / washed coal (Power) are produced. Washed coal dispatched to different Steel plant by rail and middling / washed coal (Power) dispatched to different Power plant by rail or road. Mahuda Coal Washery is constructed by McNally Bharat Engg. Co. Ltd. and commissioned in the year 1989 by the agency. Brief History of Mahuda Coal Washery Name of the plant & address : Mahuda Coal Washery Western Washery Zone, Mahuda P.O. - Mahuda Dist. - Dhanbad (Jharkhand) PIN - 828305 Location : 1.5 Km East from Mahuda Railway Station 5.0 Km North from Damodar river 20 Km West from Dhanbad & 0.5 Km South from NH-32. Latitude & Longitude : 23°44’31.20” N, 86°09’53.02” E 23°44’29.42” N, 86°09’58.37” E 23°44’25.79” N, 86°09’56.23” E 23°44’25.70” N, 86°09’56.72” E Year of commissioning : 1989 Designed Capacity : 0.63 MTPA Throughput Rate : 150 tph Raw material : Raw Coal Raw Coal Bunker Capacity : 2800 MT Finished Products : Clean Coal/Washed Coal & Middling/ Washed Coal (Power). Clean Coal Bunker Capacity : 4700 MT Middlings Bunker Capacity : No Bunker. Only ground stock up to 1200 MT (approx.) Method of Washing : Heavy Medium Cyclone Job No. 200313003 2 CMPDI Present Clean Yield : About 44% Washing System Raw coal transported from underground mines and open cast mines at the rate of 500 to 800 tones per day to Mahuda Washery dump hopper. Raw coal is carried from dump hopper to primary crusher by belt conveyor and crushed down to 100 mm size coal and stacked in the raw coal bunkers. For washing, coal is reclaimed from raw coal bunker and crushed in secondary crusher up to (-)25/30 mm size coal. Thereafter, the (-)15 mm size of coal is dry separated mainly because of its low ash content, and directly mixed with the final product i.e. washed coal. The (+)15 mm to (-)25/30 mm fraction is them mixed with media and fed to dense mixed cycloids where coal is separated into two fraction viz. clean coal and middlings. Due to dry separation of (-)15 mm size as stated earlier, there is no generation of slurry, which is reported as NIL. The plant is run under closed water circuit and discharge of effluent (i.e. slurry and slurry water during the washing process) is NIL. But sometimes Raw coal received from mines whose ash content is more than required value. Under such condition, all the fraction of coal i.e. from (-) 0 mm to (-) 25/30 mm size coal are process. During process of all size coal, slurry is generated which is 3% of raw coal feed. Washed coal is loaded by belt conveyor system, weighed and dispatched to different steel plant. washed coal (POWER) is dispatched to Thermal Power & Steel Plant by Rail . A process flow sheet is attached. ENVIRONMENTAL MEASURES BEING TAKEN PRESENTLY 1. Water Pollution :- Mahuda Coal Washery is running under closed circuit. Water is taken from ground water which is used as make up water. Discharge of Mahuda Washery is Zero. 2. Air Pollution :- During transportation of coal from belt conveyor, dumper or during crushing of coal, fine dust generated which is suppressed by water sprinkling. 50 Nos. of automatic water sprinkles were installed around the washery plant but at present some of them are out of order which will be repaired in near future. 3. Noise Pollution :- For controlling the Noise Pollution, the equipment are regular checked and greased for smooth running which reduces the Noise Pollution. In addition to this, Ear plugs have been provided to those workers who are working in noisy place (i.e. near crusher) to avoid impairing to hearing capacity. CMM under Indian Mining Scenario Development of CBM in India • Out of different sub-sets of Coalbed Methane (CBM), CBM from the deep lying coal deposits (VCBM) has been pursued. • So far 16 Coalbed Methane (VCBM) blocks have been allotted under CBM policy of GoI covering an area of 7807 sq. km and prognosticated CBM resource of 825 BCM. • 10 more blocks have been opened for global bidding. • Several core wells/pilot wells have been drilled in the allotted blocks and are giving encouraging results. • Few operators are planning commercial production from 2007- 08. • The total production potentiality in the allotted blocks is 23 MMSCMD, which is about 10% of the existing Natural Gas demand. BACKGROUND Dhanbad : Introduction The district of Dhanbad in the country occupies a unique place as an important resource region which is a part of the South‐East resource region. The resource is the coal, often termed as “Black Diamond”, a term which befits its importance as basic fuel in most industries. The Dhanbad district has the largest coal reserves, about 13,000 million tons of metallurgical coal. The region is most commonly identified as “Jharia Coal Field (JCF)” which is the one single depository of coal spread over an area of about 480 sq.kms. This has influenced the location of many coal‐oriented industries, such as fertilizers, washeries, coke plants, ceramic industry, pottery works, steel industries, lead and zinc smelting and numerous other engineering industries. In a relative perspective, the region could be linked to industrial zone of Asansol‐ Durgapur in the West Bengal and Jamshedpur – Chaibasa in the Jharkhand‐ the comparative elements being the Bokaro Steel Plant in the west, Sindri Fertilizer complex, Sulphuric Acid Plant and ACC Cement Factor in the south and a number of coal‐based chemical industries scattered around the coal‐belt. In this venture of coal mining, a number of new mining towns have sprung up in a chain, spreading from Dhanbad south‐wards upto Sindri and westwards upto Katras.

    CHAPTER–I INTRODUCTION 1.1. Background Under Section 4 of the Jharkhand Municipal Act, 2000, the State Government may declare a town as a Municipal Corporation, a Municipality or a Notified Area Committee (N.A.C.), on the basis of a population of more than two lakh, not less than forty thousand and twelve thousand respectively and if the town has (1) an average number of not less than four hundred inhabitants per square Kilometer and (2) three­fourth of the adult population are engaged on pursuits other than agriculture. The total population of Jharkhand State as per 2001 census was 26.95 million and the total population covered by the ULBs was 5.93 million. Two Municipal Corporations, 19 Municipalities and 18 NACs, declared by the State Government, fall under the jurisdiction of the State. Dhanbad Municipal Corporation was created (February 2006) by incorporating areas of Dhanbad Municipality and four NACs i.e. Jharia, Sindri, Katras and Chhatatand. The Municipal Corporations are governed by Ranchi Municipal Corporation (RMC) Act, 2001 whereas; Municipalities and NACs are governed by Jharkhand Municipal Act (JMA), 2000. The term of elected bodies of Municipal Corporation and Municipalities is five years. The State Government dissolved all local bodies during the period 1986 to 1995 and since then fresh elections were held only in March 2008 in 28 out of 39 ULBs. The other 11 ULBs are functioning without having elected bodies as yet. Elections in three ULBs * were not held due to pending court cases. Reason for non­holding of election in the remaining eight ULBs was not stated by the State Government.
