1. Opening and Welcome
Note: Due to the Chairperson, Mr. Graham Jacobs having an intermittent internet connection problem, the Legal Advisor, Ms Penelope Meyer presided over the election of an Acting Chairperson in terms of the rule 12(5) of the Rules of Order and Conduct at Meetings of HWC. The Committee elected Mr Dennis Belter to chair the meeting until the Chairperson was able to join the meeting.
The Acting Chair, Mr Dennis Belter, officially opened the meeting at 09:05 and welcomed everyone present.

Mr Bruce Plane (Applicant), Mr Andre Pentz (Heritage Consultant), Mr Anwar Omar (Vice Chairman of Salt River Heritage Society), Ms Nadia Agherdine (Salt River Heritage Society) and Ms Kulsum Viljoen (Salt River Heritage Society) and Mr Lutfi Omar (Salt River Heritage Society) were present. Mr Andre Pentz and Mr Anwar Omar took part in the discussion.
DISCUSSION: Amongst other things, the following was discussed: • it is not clear how the façade treatment differs from the previous submission. • Comments made by the applicant as to how this development relates to City Transformation is to be elaborated upon. • The Committee does not wish to delay this matter indefinitely, however understands the circumstances around how the Salt River Heritage Society may have been excluded in the public participation process. • Concern was expressed that the applicant may not have sufficiently engaged with historic fabric in order to address the existing fabric in an appropriate manner.

• However, it was noted that the applicants did all as prescribed: affixed notices on site; placed a notice in newspapers that were distributed widely and at no cost within the area and placed a copy of the report in the closest library. • As a compromise, the Committee decided to hold the matter over to the following BELCom meeting as this could otherwise have been regarded by certain I&AP’s as grounds for an appeal. • It was noted that the application is within the height restriction as set by CoCT.
FURTHER REQUIREMENTS: This matter will be held over for the meeting of 29 July 2020. This will give I&APs time to prepare a written submission to be submitted to the case officer for distribution to the Committee by 27 July 2020.

13.2 Proposed Additions and Alterations, Erf 301, 26 Loader Street, De Waterkant: MA HM/CAPE TOWN METROPOLITAN/DE WATERKANT/ERF 301

DISCUSSION: Amongst other things, the following was discussed: • The site is graded IIIB and within an HPO. • The City of Cape Town had concerns with the amount of internal demolitions proposed and requested an input from HWC. • De Waterkant Civic Association supports the proposal.
FURTHER REQUIREMENTS: 1. Preserve the end wall to the stoep in order to retain the authenticity of the ground floor façade. 2. Keep the memory of the existing façade profile, in particular, acknowledge the stepped parapet and do not extend the cornice. Treat the new work differently.

RECORD OF DECISION: The committee resolved to approve the application as indicated on drawings numbered CN_1000; CN_1101; CN_1102; CN_113; CN_2000 prepared by Wolff Architects and dated 12 December 2019 as being a positive contribution to the building and the surrounding heritage resources.

DISCUSSION: Amongst other things, the following was discussed: • The Committee questioned the scale of the new development in relation to the existing heritage resource on site and within the context of the street. A more subservient relationship between new and old may be required.
FURTHER REQUIREMENTS: Submission of street-level 3D photomontages to indicate the impact on the streetscape for both Torbay Road and Haytor Street.

13.5 Proposed Additions and Alterations, Erf 1597, 10 Derry Street, Vredehoek: NM HM/CAPE TOWN METROPOLITAN/VREDEHOEK/ERF 1597

DISCUSSION: Amongst other things, the following was discussed: • The building had no assigned grading, HOMs gave the structure an IIIC grading. • The building is outside but opposite an HPO. • City of Cape Town had concerns about the roof and fenestration, as the property is located on a corner, and also about the large expanse of glazing on the street facing elevations.
RECORD OF DECISION: The Committee resolved to approve the application as indicated on drawings numbered CNCL_100 & CNCL_101 and dated 24 February 2020 as the proposals will not impact negatively on any heritage resources including settings. ND
