Data Are Strictly Embargoed Until 23:59 Tuesday 24 November 2015 Notes About This Report This Report Shows NRS Average Issue Data are strictly embargoed until 23:59 Tuesday 24 November 2015 Notes about this Report This report shows NRS Average Issue Readership estimates sorted by publication group (daily newspapers, Sunday newspapers, general weekly magazines etc.) for two data periods, 12 months and 6 months. Virtually all publications are reported on the 12-month base*, but only those with a sufficient sample size are reported on the 6-month base. The first column is the estimate (in 000s) for the most recent data period, the second column the estimate for the equivalent period a year ago. The third and fourth columns show the difference in the estimates between those periods, expressed in 000s and as a plus or minus percentage change. There are separate reports for All Adults, Scotland, Men and Women. This report also shows, for comparison, circulation figures (source: ABC, UK only figures www.abc.org.uk) for national daily and Sunday newspapers. Statistically Significant Period-on-Period Changes The NRS survey is based on an ever-changing sample of the British population. Therefore, when reviewing year-on-year or 6-month on 6-month changes, it is crucial to remember that we are reviewing completely different sets of people and therefore the data are subject to variation. In order to gauge whether period-on-period changes are ‘real’, rather than due to different samples, the NRS conducts statistical tests on the changes. As a result of these tests, the NRS is able to say whether we can be 95% confident that the change is a real one i.e. there is only a one in 20 chance that the change is not a real one. Looking at the data for October 2014 - September 2015 compared to the period October 2013 - September 2014, the changes marked in red show that we can be 95% confident that the change is real. Any other period-on-period changes are sufficiently small that they may be due to sample variation alone, and they do not necessarily mean that there has been a real change. Therefore, when making any period-on-period comparison, it is important to express it as a difference in the readership estimate, rather than a change in the actual readership. Average Issue Readership (or AIR) is the most commonly used estimate of a publication’s readership provided by the NRS. An “average issue reader” is defined as anyone who has read a publication within the interval between one issue and the next, in other words read yesterday for a daily newspaper, read in the last 7 days for a weekly newspaper or magazine, read in the past 4 weeks for a monthly magazine etc. About NRS Estimates The National Readership Survey estimates the number (and type) of people who read national daily and Sunday newspapers, newspaper supplements, and general and women’s magazines. The NRS is a continuous survey based on interviews with a representative sample of 33,000 adults in Great Britain every year. The published readership estimates are used by publishers and agencies as a basis for buying and selling advertising space in newspapers and magazines. NRS provides readership estimates for some 270 publications. Further data from NRS The full NRS database is released to subscribers on a quarterly basis, for periods ending March, June, September and December. It contains a wealth of information about the type of readers that different publications have. Hutchison University of Stirling Stirling, UK Abstract: Scotland is distinctive within the United Kingdom newspaper industry both because more people read papers and also because Scots overwhelmingly prefer to read home-produced organs. The London ‘national’ press titles have never managed to penetrate and dominate in Scotland to the preponderant extent that they have achieved in provincial England and Wales. This is true both of the market for daily and for Sunday papers. There is also a flourishing Scottish local weekly sector, with proportionately more titles than in England and a very healthy circulation total. Some of the reasons for this difference may be ascribed to the higher levels of education obtaining in Scotland.     Agenda Item No: 10(b) BEDMINSTER TOWN TEAM ANNUAL REPORT JUNE 2015 From the Chair of Bedminster Town Team Welcome to our second annual report of the BID The BID is the funding arm for Town Team activities, generated via a small levy on all eligible businesses in the area (equivalent to 1.5% of rateable value) and paid into a central ‘kitty’ to be spent on projects that benefit Bedminster businesses. Our vision remains to: Exploit and eventually explode the gap between art, advertising and entertainment, high street retailing and real estate development’ drawing on some of the lessons of Shoreditch which has reinvented itself as the UK government’s vision for the ‘largest concentration of creativity, media and technology in Europe’. This frames our priorities: • Create vibrant streets that excite and delight • Market and promote Bedminster • Reduce crime and improve the shopping environment • Advocate and lobby for Bedminster business interests • Drive down costs through joint purchasing Our numerous projects over this past twelve months have all emerged from this vision and priorities and we are delighted to see our efforts bear fruit with a continued low level of shop vacancies, some wonderful new openings – particularly on lower North Street – and announcement of major new residential developments that will provide a huge boost to trading on East St and Bedminster Parade. As you will know, the BID generates £85,000 BID income and the question of how this should be spent in Year 3 will be decided upon in open meetings for businesses on East Street, North Street and West Street throughout the summer – please do look out for these meetings (see below) and bring us your biggest and best ideas or drop us an email or give us a call – contact details on reverse.

Summary 1.1 This report outlines the policies, procedures and delegations, which have been built up over a number of years in relation to licensing and registration issues, allowing the Licensing Authority to delegate the bulk of the administration associated with the licensing regime to be carried out by Officers. 1.2 It also ensures that the Committee itself acts in a manner which is as open and consistent as circumstances allow. 1.3 The report consolidates existing policy, procedures and delegations and updates those policies in line with current working practices. 1.4 The report also details the process followed in the event of an immediate suspension or revocation of a driver’s licence. This is not a new process, but the documentation of an existing system for transparency. 1.5 The report proposes alterations to the scheme of delegations in relation to General Licensing matters. 2. Recommendations 2.1 That the Committee notes the policies approved by City Council: relating to the Gambling Act 2005 and approved in 2016; regarding Sexual Entertainment Venues and approved in 2014; relating to the Licensing Act 2003 and approved in 2015. 2.2 That the Committee approves the Hackney Carriage and Private Hire Policy (including delegations) at Appendix 1. 2.3 That the Committee approves the General Licensing Policy (including delegations) at Appendix 2.
