Munnar is arguably the ideal starting point for exploring the unfathomable diversity and beauty of Kerala, and it is a hill station - breathtakingly beautiful - a haven of peace and tranquillity - the idyllic tourist destination in God's own country set at an altitude of 6000 ft. En- route you will stop at Cheeyappara and Valara Waterfalls for a short break. Afternoon proceed to visit the Tata Tea Factory Museum, Mattupetty Dam and Echo Point. Later check in to resort and relax. Overnight stay at Munnar DAY 2: IN MUNNAR Morning after breakfast proceed for a sightseeing tour of Munnar, starting with the Eravikulam National Park, Kundala dam, Rose Garden, Munnar Town and the town market where you can purchase the spices. Later we would drop you back at the hotel. Overnight stay at Munnar DAY 3: MUNNAR TO THEKKEDY (135KM – 4:00 HRS) Morning after breakfast, check out and proceed to Thekkady (around 4:00 hrs. drive). Thekkady, one of India's major wildlife sanctuaries, picturesque plantations of tea, cardamom, pepper, cloves and cinnamon in the High Ranges and hill towns that hold great opportunities for treks and mountain walks. On arrival, check into the hotel. Afternoon proceed to visit the Periyar Wildlife sanctuary. Enjoy a boating through the lake in Periyar Wildlife Sanctuary to see the wildlife in close range. Elephants, wild boar, bison are the main attraction here. Later transfer back to resort and overnight stay. Overnight stay at Thekkady DAY 4: THEKKEDY TO ALLEPPEY (140KM - 4:00 HRS) After an early breakfast, check out of the hotel in Munnar and proceed to Alleppey known as the ‘Venice of the East’ (around 4:00 hrs. drive). Alleppey is well known for backwaters and Kerala Traditional Houseboat. On reaching Alleppey check in to the Houseboat. Cruise along the backwaters to enjoy the countryside. The personal chef on the houseboat will prepare delicious Kerala style cuisine for you on board. Overnight stay at the Houseboat. DAY 5: ALLEPPEY TO KOVALAM (180 KM– 4:5 HRS) After breakfast checkout from the hotel and drive to your beach resort at Kovalam, the international beach destination of Kerala with shallow water for swimming and other water sports activities.     Issues pertaining to Peninsular Rivers wing i. Interstate matters: (a) Mullaperiyar Dam Issue 1. On 29‐10‐1886, a lease indenture for 999 years was made between Maharaja of Travancore and Secretary of State for India for Periyar irrigation works. By another agreement in 1970, Tamil Nadu was permitted to generate power also. The Mullaperiyar Dam was constructed during 1887‐1895. Its full reservoir level is 152 ft and it provides water through a tunnel to Vaigai basin in Tamil Nadu for irrigation benefits in 68558 ha area. 2. In 1979, reports appeared in Kerala Press about damage to Periyar Dam. On 25th November, 1979 Chairman, CWC held meeting with the officers of Irrigation and Electricity, Deptt. of Kerala and PWD of Tamil Nadu and some emergency medium term measures and long‐term measures for strengthening of Periyar Dam were decided. A second meeting under the Chairmanship of Chairman, CWC was held on 29th April 1980 and it was opined that after the completion of emergency and medium term measures, the water level in the reservoir can be raised up to 145 ft. 3. The matter became sub‐judice with several petitions. On the directions of the Supreme Court in its order dated 28.4.2000, Minister (WR) convened the Inter‐State meeting on 19.5.2000 and as decided in the meeting, an Expert Committee under Member (D&R), CWC with representatives from both States was constituted in June 2000 to study the safety of the dam. The Committee in its report of March, 2001 opined that with the strengthening measures implemented, the water level can be raised from 136 ft.

Design: Shinelal Published by Kerala State Biodiversity Board, Thiruvananthapuram 2 FOREWORD Kerala is the only state in India where Biodiversity Management Committees (BMC) has been constituted in all Panchayats, Municipalities and Corporation way back in 2012. The BMCs of Kerala has also been declared as Environmental watch groups by the Government of Kerala vide GO No 04/13/Envt dated 13.05.2013. In Kerala after the devastating natural disasters of August 2018 Post Disaster Needs Assessment ( PDNA) has been conducted officially by international organizations. The present report of Rapid Impact Assessment of flood/ landslides on Biodiversity focus on community perspectives of the affect on Biodiversity and Ecosystems. It is for the first time in India that such an assessment of impact of natural disasters on Biodiversity was conducted at LSG level and it is a collaborative effort of BMC and Kerala State Biodiversity Board (KSBB). More importantly each of the 187 BMCs who were involved had also outlined the major causes for such an impact as perceived by them and suggested strategies for biodiversity conservation at local level. Being a study conducted by local community all efforts has been made to incorporate practical approaches for prioritizing areas for biodiversity conservation which can be implemented at local level.

HELEN DAVIDSON (KANYAKUMARI): Kanyakumari is one of the most southern districts in India which accounts for more than 95% of the production of natural rubber in the State of Tamil Nadu. Rubber is cultivated mainly in the hilly areas (on the western ghats) in Vilavancode Taluk. The farmers in this taluk are not in a position to undertake agricultural activities likewise parts of Kanyakumari district owing to non-release of water into the left side channel of the Neyyar dam by the Kerala Government. Around 9,200 acres of land in Vilavancode taluk was receiving water through the left bank canal of the Neyyar dam for irrigation till 2004. Since then supply of water was stopped. As a result, the farmers are facing lot of difficulties. The Government of Tamil Nadu is requesting Kerala for release of water to the State from the Neyyar dam But there is no progress in the matter. In April, 2007, Kerala Government informed Tamil Nadu Government that water from the Neyyar dam could be given to Tamil Nadu after levying charges, on the basis of which a draft agreement had been prepared. After perusal of Kerala Government's communication and official records, it was ascertained that Neyyar was an inter-state river. So, all the basin States had a share over the river water, The Neyyar dam, the source of water supply for the Kanyakumari branch channel, is situated in Neyyattinkarai taluk in Thiruvananthapuram district of Kerala.
