This is really a question for the president, Petro Poroshenko. But perhaps it was because I was a seasoned banker with more than 20 years of experience and the president knew me personally. The request came as big surprise and, initially, I refused it. But he convinced me. And it also came just after the ‘Revolution of Dignity’ [the Maidan Revolution in 2014, which overthrew then-president Viktor Yanukovych], at a very patriotic time when everybody wanted to implement real reform. After a few weeks of quite difficult discussions, the president convinced me to accept his proposal, and my nomination was put to Ukraine’s parliament, the Verkhovna Rada, where a majority of the deputies who voted supported the motion. Were there any terms you required from President Poroshenko in terms of support or otherwise before you took on your role? At the time, it was a very difficult macro situation. So we only discussed some general areas for reform – particularly the real need for reform in the banking sector – but nothing on specific details, of what should be done. What was the situation like when you took over as governor? It was the epicentre of a perfect storm. -

The Long Shadow of Donbas Reintegrating Veterans and Fostering Social Cohesion in Ukraine By JULIA FRIEDRICH and THERESA LÜTKEFEND Almost 400,000 veterans who fought on the Ukrainian side in Donbas have since STUDY returned to communities all over the country. They are one of the most visible May 2021 representations of the societal changes in Ukraine following the violent conflict in the east of the country. Ukrainian society faces the challenge of making room for these former soldiers and their experiences. At the same time, the Ukrainian government should recognize veterans as an important political stakeholder group. Even though Ukraine is simultaneously struggling with internal reforms and Russian destabilization efforts, political actors in Ukraine need to step up their efforts to formulate and implement a coherent policy on veteran reintegration. HERBST, DANIEL FRIED, AND ALEXANDER VERSHBOW Introduction US President Joseph R. Biden, Jr., knows Ukraine well. His victory was well- received in Kyiv. Many in Kyiv see the next four years as an opportunity to reestablish trust between the United States and Ukraine and push Ukraine’s reform aspirations forward while ending Russia’s destabilization of Ukraine’s east. Ukrainian President Volodymyr Zelenskyy is greatly interested in reestablishing a close US-Ukraine relationship, which has gone through a bumpy period under former US President Donald J. Trump when Ukraine became a flash point in US domestic politics. Resetting relations with Kyiv will not be simple. As vice president, Biden oversaw Ukraine policy, visited the country six times, and knows most of its players and personalities, which is an obvious advantage. But Zelenskyy is different from his immediate predecessor. He hails from Ukraine’s Russian- speaking east, was not an active participant in the Revolution of Dignity, has had little contact with the West, and took a battering during Trump’s first impeachment in which Ukraine was front and center. However, Zelenskyy is keen to engage with the new Biden team and seeks recognition as a global leader. The Biden administration would be wise to seize this opportunity. The first priority for the new Biden team should be to get to know the players in Ukraine and Zelenskyy’s inner circle (Zelenskyy’s team and his ministers are not household names in Washington) and to establish a relationship of trust after the turbulence of the Trump years. -

HOLLAND ALL RIGHTS RESERVED ABSTRACT POISONED BY GAS: INSTITUTIONAL FAILURE, ENERGY DEPENDENCY, AND SECURITY EMILY J. HOLLAND Many states lack domestic access to crucial energy supplies and must deal with the challenge of formulating an energy security policy that informs their relations with energy producing states. While secure and uninterrupted access to energy is crucial to state security and welfare, some states fail to implement energy security policies and remain dangerously dependent on a foreign supplier. In the post-Soviet region many states even actively resist attempts by the European Union and others to diversify their supplies. Why and under what conditions do states pursue energy security? Conversely, why do some highly dependent states fail to maximize their security vis-à-vis a dominant supplier? I argue that that to understand the complex nature of energy dependence and security it is necessary to look beyond energy markets to domestic political capture and institutional design. More specifically, I argue that initial reform choices guiding transition had long-lasting affects on the ability to make coherent policy choices. States that did not move away from Soviet era property rights empowered actors with an interest in maintaining the status quo of dependence. Others that instituted de facto democratic property rights to guide their energy transitions were able to block energy veto players and move towards a security maximizing diversification policy. -
