17. *Mr. Riaz Fatyana: (Deferred during the 14th Session)

Will the Minister for Water Resources be pleased to state:

(a) whether it is a fact that there is a Rest House of WAPDA at Naran, Khyber Pakhtunkhaw;

(b) if the answer to part (a) above is in affirmative, how many accommodation/rooms/suits are available there for reservation;

(c) what is the criteria/procedure for reservation of rooms at the said Rest House; and

(d) the details of reservation/names of occupants of rooms in the month of July, 2019 alongwith designations and their complete offices details?

Minister for Water Resources (Mr. Muhammad Faisal Vawda): (a) Yes, it is fact that WAPDA has a Rest House in Naran, .

(b) WAPDA Rest House Naran has 6 Rooms.

(c) The reservation of rooms is made on first come first serve basis. The requests are received through online portal in WAPDA Website i.e. wapda.gov.ok.com/quick link/rest House Reservation. Parliamentarians/ Public Representatives, Officers of MP Scales, All WAPDA, PEPCO, NTDC, 2 Federal and Provincial Government officers, their families, guests, officers of Autonomous bodies as well as retired WAPDA Employees and their families can avail the facility subject to availability of rooms.

(d) The daily booking sheets for the month of July, 2019 are attached as Annex-A.

30. *Ms. Shamim Ara Panhwar: (Deferred during the 14th Session)

Will the Minister for Water Resources be pleased to state:

(a) the number of units of which are dysfunctional since 1st January, 2019 and reasons thereof;

(b) the shortfall of electricity, faced by the country, due to non functioning of the said units; and

(c) the time by which these units will be restored?

Minister for Water Resources (Mr. Muhammad Faisal Vawda): (a) Presently, following six units of Mangla Power Station are under shutdown:

 Unit 5 & 6 of Mangla Power Station are under shutdown due to Mangla Refurbishment Project.

 Units No. 1 & 2 and 9 & 10 are shut down due entrance of heavy sediment load in the relative Tunnels (1 & 5), resulting from the recent earthquake on 24­09­2019.

(b) Unit 5&6 are under planned shutdown and there is no shortfall of electricity due to these units. Moreover the other units were stopped in emergency due to earthquake incident and will restore shortly after necessary inspections/maintenance.

(c) Units 5&6 will be available upto July, 2020. Units 1&2 will be available by the end of October, 2019 Units 9&10 will be available by the end of November, 2019 3 34. *Mr. Sher Akbar Khan: (Deferred during the 14th Session)

Will the Minister for Housing and Works be pleased to state:

(a) whether it is a fact that allotments of Government accommodation have been made in hardships and change of accommodation cases;

(b) if so, the details of the allotments made in aforesaid cases during the last five years?

Minister for Housing and Works (Chaudhary Tariq Bashir Cheema): (a) No. It is not a fact that allotment of Government accommodation has been made on hardship basis. However allotments in change of accommodation have been made.

(b) 1157 allotments under rule 12 of AAR­2002 were issued during last five years. Details may be pursued at Annex­I.

35. *Ms. Munawara Bibi Baloch: (Deferred during the 14th Session)

Will the Minister for Housing and Works be pleased to state the eligibility criteria for allotment of houses being constructed under the Prime Minister’s Housing Scheme?

Minister for Housing and Works (Chaudhary Tariq Bashir Cheema): The criteria for allotment of plot in forthcoming projects of FGEHA of apartments under Naya Housing Programme approved by the Executive Board in its 1st meeting held on 09­08­2019 is as under:—

 The prospective registered members of Membership Drive­I (first come first serve basis) and registered members of Membership Drive­II (on age wise seniority basis) who have deposited down payments and did not get refund shall be entitled to opt for the apartment projects stated above. 4

 (50%) registered members of Drive­I (first come first serve basis) and (50%) registered members of Drive­II (on age wise seniority basis) may be offered the apartments, equally.

 All those allottees shall forego the right of any further allotment against the instant membership, who opt for allotment of apartment.

 In case of no option given by the member of Drive­I and Drive­II for flat, their instant membership will remain intact for allotment of plot on prospective schemes of FGE Housing Authority.

 If any member wants to get plot in addition to above option, he may apply again for new membership, as every employee is entitled for one plot and one apartment as per decision of 133rd Executive Committee meeting.

It is further stated that detailed terms & conditions of the schemes/projects will be given in the brochures, which are under preparation.

36. *Ms. Shahida Rehmani: (Deferred during the 14th Session)

Will the Minister for Water Resources be pleased to state:

(a) whether it is a fact that there is a plan to construct 9 dams in Gilgit Baltistan;

(b) whether it is also a fact that these dams are ready for construction;

(c) if the answers to part (a) and (b) above are in affirmative, the details thereof and why these dams are pending since long?

Will the Minister for Water Resources be pleased to state:

(a) is Government of Pakistan aware of the fact that the country is to face the risk of another flood during the monsoons season due to change in pattern of rains caused by climatic impact, likely to be accentuated by the snow melting in the northern areas, expectedly, resulting into more than average rains;

(b) if so, how is Government planning to face the situation; and

(c) what steps are being taken to devise flood-protection projects especially in the highly flood insecure areas with the collaboration of provincial Governments, and other stakeholders on war-footing in order to minimize the flood related damages?

Minister for Water Resources (Mr. Muhammad Faisal Vawda): (a) The flood season and the monsoon period stand over since 30­09­2019 wherein the floods in the rivers do not exceed from low to medium range. Federal Flood Commission (FFC) is one of attached departments of Ministry of Water Resburces, which primarily plays coordination role among the Provincial as well as Federal Government Organizations dealing with the flood management activities in the country. In this regard, necessary precautionary measures were taken in consultation with all concerned organizations at Federal and Provincial level for better flood management during monsoon season 2019. There had been issues of urban/ drainage floods in cities, in particular in Karachi and Lahore.

(b) In order to ensure proper pre­monsoon season arrangements as well as flood fighting arrangements during monsoon season, pre­emptive measures were chalked out based on exhaustic consultative process and circulated among all concerned Federal & Provincial organizations besides Pakistan Army for better flood management during 2019­Monsoon Season based on respective federal and provincial contingency and flood fightins plans. In this regard Annual (54th) meeting was organized on 26th June 2019, under the Chairmanship of Federal Minister for Water Resources to review the status of preparedness of the Provinces and Federal Line Agencies and necessary directions were issued to all federal and provincial departments including 6 Gilgit­Baltistan, AJ&K, Merged Area, WAPDA, PCIW and PMD besides all concerned local/ district administrations for undertaking and ensuring effective flood management measures both prior, during and after any flood eventuality.

(c) Floods in Pakistan are recurring phenomena. After the devastating floods in 2010, Federal Flood Commission formulated National Flood Protection Plan­IV (Ten years plan) at cost of Rs. 332.246 billion based on thorough consultation with all Provinces and Federal Line Agencies. The plan stands approved by CCI in its 31st meeting held on 2nd May 2017. Umbrella PC­I (Rs. 332.246 billion) approved by all four provinces was submitted to Ministry of Planning, Development & Reforms in January 2019 for approval by CDWP/ ECNEC. However, Planning, Development & Reforms Division returned the PC­I for rationalization of overall scope of work/ investment keeping in mind financial resources. Work on the same is in progress for a revised cost of Rs. 80 billion, as Flood Protection Sector Project (FPSP­III) agreed between the provinces and federal line agencies dated 20th August 2019. Break­up of Rs. 80 billion is attached as Appendix-II. An important aspect relating to all the implementation of FPSP­III is availability of finances, for which at present no financing window is available.

Will the Minister for Maritime Affairs be pleased to state:

(a) whether Pakistan, being members-state of the International Maritime Organization (IMO) shall participate in Ministerial Conference scheduled to be held at Torremolinos, Spain in October 2019 on ratification of Cap Town Agreement (CTA);

(b) if so, Pakistan’s stance on signing Torremolinos Declaration and ratification of the CTA;

(c) if not, the obstacles to ratification; and

(d) whether there is also any plan under consideration of the Government to ratify Port State Measure Agreement and International Labour Organization’s Convention No.188?

Minister for Maritime Affairs (Syed Ali Haider Zaidi): (a) Fisheries Delegation)Development Commissioner (Member of the meeting.

(b) The 2012 Cape Town Agreement (CIA). adopted by the International Maritime Organization (IMO), outlines fishing vessel standards and includes other regulations designed to protect the safety of crews and observers. The Agreement will enter into force once 22 States with a combined 8 3,600 eligible fishing vessels ratify or accede. Taking this step will bring fishing vessel operators into the same compliance as other maritime vessels and will end practices that place crews at risk. Until the CTA enters into force, there are no mandatory global safety regulations for fishing vessels. Till now 48 states have signed a public declaration to indicate their determination to ratify the 2012 Cape Town Agreement on fishing vessel safety. The Ministerial Conference was held in Torremolinos. Spain. The Torremolinos Declaration aims to ensure that the 2012 Cape Town Agreement will enter into force by the 10th anniversary of its adoption (October 11, 2022).

The Cape Town Agreement relates to combat the Illegal Unregulated and Unreported fishing and saves life of fishermen. The agreement applies to commercial fishing vessels of 24 meters in length and above or equivalent in gross tons or the vessel is operating beyond the Exclusive Economic Zone.

Pakistan has the fishing fleet of less than 24 m in length or equivalent. However. Pakistani fishing vessels are operating beyond EEZ of Pakistan. The current agreement requires all the fishing vessels to get registered first with Marine Mercantile Department and then with International Maritime Organization (IMO). The current requirement will be very helpful in getting the traceability of products, which is the need of the hour. It will increase the country’s revenue by increasing the worth of fish and fishery products.

For that purpose consultation and harmony is required among the stakeholders before adopting this agreement.

(c) As above

(d) Port State Measure Agreement (PSMA)

IUU fishing is a major problem in capture fisheries and to poses a serious threat to the effective conservation and management of many fish stocks. The implementation of the PSMA should incur a number of benefits, including that it:

 Enhances flag States control over vessels as it requires the flag State to take certain actions, at the request of the port State.

 Requires better and more effective cooperation and information exchange among coastal State, flag States and Regional Fisheries Management Organization and Arrangements (RFMOs). 9

 Seeks to prevent the occurrence of so­called ports of non­ compliance (formerly known as ports of convenience).

 Is a cost­effective tool in ensuring compliance with national law and regional conservation and management measures adopted by RFMOs,

 Contributes to strengthened fisheries management and governance at all levels.

 Implementing port state measures through national legislation will give an incentive to establish coordinated procedures and facilitate intra­agency cooperation.

 Has a positive influence on fisheries conservation and management by contributing to more accurate and comprehensive data collection, enhancing vessel reporting to national administrations and RFMOs.

 Can prevent IUU fishing activities from reaching national and international markets.

Its objective is to prevent, deter and eliminate IUU fishing by preventing vessels engaged in IUU fishing from using ports and landing their catches.

In this way, the PSMA reduces the incentive of such vessels to continue to operate while it also blocks fishery products derived from IUU fishing from reaching national and international markets.

Ministry of Maritime Affairs Government of Pakistan is considering to ratify the said agreement after the consultation with all stakeholders i.e. Provincial Govts. of Sindh and Baluchistan, Ministry of Law and Justice, Ministry of Interior, Ministry of Foreign Affairs and Ministry of Defence.

International Labour Organization’s Convention No. 188

Convention 188 came into force on 16th November 2017 after being ratified by ten ILO member states. It’s applicable to all types of commercial fishing and establishes minimum standards that protect fishermen in all aspects of their work. 10 Broadly, it sets international standards for:

 safety on board fishing vessels

 food, accommodation and medical care at sea

 employment practices, insurance and liability

The convention aims to ensure that fishers:

 Have improved occupational safety and health and medical care at sea, and that sick or injured fishers receive care ashore  Receive sufficient rest for their health and safety  Have the protection of a written work agreement  Have the same social security protection as other workers  It also aims to ensure that fishing vessels are constructed and maintained so that fishermen have decent living conditions on board.

Ministry of Maritime Affairs Government of Pakistan is considering to ratify the said agreement after the consultation with all stakeholders.

86. *Mr. Muhammad Junaid Anwar Chaudhry:

Will the Minister for Railways be pleased to state:

(a) whether it is a fact that Government has claimed to make substantial increase in the revenue of the Pakistan Railways;

(b) whether such revenue has increased with proportion of its expenditure; (c) if so, whether the accounts of Pakistan Railways for financial year 2018-19 have been audited by the independent auditors; if so, the details thereof;

(d) if not, how does Government claims such figures without any independent audit?

Minister for Railways (Sheikh Rashid Ahmed): (a) The revenue of Pakistan Railways has been increased by 9.96% in the Financial Year 2018­19 as compared to corresponding period 2017­18. Detail of which is given: 11

88. *Mr. Muhammad Aslam Khan:

Will the Minister for Water Resources be pleased to state:

(a) whether it is a fact that Pakistan is facing the issue of water scarcity; 12 (b) if so, the steps taken by the Government to resolve the issue, to store water and for desalination of the sea water etc. so far?

Minister for Water Resources (Mr. Muhammad Faisal Vawda): (a) & (b) Per Capita water availability in Pakistan was 5,260 cubic meter per annum in 1951 and has been reduced to 908 cubic meters per annum in 2018 due to ever increasing trend of population which is a stage of water scarcity. With the same trend, the projected estimate of water indicates that water availability will further reduce to 800 cubic meter per annum by 2025, which will be the situation of severe shortage of water having serious impacts on socio­economic life of people of Pakistan.

Uptil now, a storage capacity of 4.965 MAF of existing reservoirs has been lost due to sedimentation. Studies shows that an additional 0.75 MAF will be lost due to sedimentation by 2025, hence further reducing per capita water availability.

There is acute shortage of water in lean season and flooding during high flow seasons. Additional reservoirs are required for inter season and inter year transfer of water.

Climate change impacts will further compound the water issues in the country. This all needs to be addressed through adequate investments in water sector with integrated development of water storage reservoir.

Steps taken by the Government to resolve the issue to store water

Federal Government is financing for construction of various small and medium dams/reservoirs in the country through Federal Public Sector Development Program. These projects aim at to provide water for irrigation and drinking purposes. Besides, in Balochistan delay action and recharge dam projects are also being financed from the Federal PSDP.

Besides the small and medium dams, Diamer Basha Dam Project with a live storage of 6.4 maf and Mohamnd Dam Project having a live capacity of 0.676 maf have also been approved by the ECNEC. The approvals of these dams comprise a hybrid financing model of providing funds for construction of dam from the Federal PSDP and the power generating facility through commercial financing. This model aims at reducing the burden over the PSDP 13 and at the same time ensuring the availability of requisite funds to complete the projects in a timely manner without any hindrance.

In order to start the construction, Rs. 16000.00 million has been allocated in PSDP 2019­20. Similarly, Rs 15000.00 million have also been allocated for starting construction of Mohmand Dam Hydropower Project. Beside water reservoirs, the small and medium dams play a positive role in water conservation. In order to expedite the construction of such dams, it is essential to ensure availability of requisite funds according to the approved financial phasing/ requirements approved by the competent forum CDWP/ECNEC.

List of various small and medium dams along with water reservoirs being sponsored by the Federal Government and executed by WAPDA and provincial Irrigation Departments in the country under the PSDP is given at Annexure A. 89. *Mr. Sher Akbar Khan:

Will the Minister for Housing and Works be pleased to state:

(a) whether it is a fact that Bhara Kahu Housing Scheme and Housing Enclave Park Road Scheme were jointly launched; if so, as to why and when these were separated alongwith the reasons;

(b) the reasons of not making allotments in Housing Enclave Park Road so far and the number of applications which are processed daily and the time by which allotments will be issued; and 14 (c) the reasons for not including membership fee in development charges of Bhara Kahu Housing Scheme?

Minister for Housing and Works (Chaudhary Tariq Bashir Cheema): (a) The Bhara Kahu housing scheme and Park Road housing scheme were not jointly launched. The Bhara Kahu scheme is for registered members of Membership Dirve­1 (on first come first serve basis) launched in 2009. Whereas, the Park Road housing scheme is for members of Membership Drive­II (on agewise seniority) launched in 2015.

(b) Presently due to ongoing litigation in Supreme Court of Pakistan regarding acquisition of land in Sector F­14/15 and Park Road Scheme, the process of allotment is withheld.

(c) The amount of Membership fee is adjusted with the last installment of cost of plot.

91. *Syed Agha Rafiullah:

Will the Minister for Railways be pleased to the state:

(a) the maximum speed of trains in the country at present; and

(b) whether it is being increased upto 160 KM per hour; if so, when?

Minister for Railways (Sheikh Rashid Ahmed): (a) At present, the maximum speed of the trains on mainline­I is 100 km/hour.

On ML­2 and ML­3, train run at the speed of 80 km/h.

(b) Under CPEC, ML­I will be upgraded after which the speed of passenger trains will be increased to 160 km/hour.

92. *Mr. James Iqbal:

Will the Minister for National Health Services, Regulations and Coordination be pleased to state: 15 (a) the names of medicines prices whereof have been increased so far by the present Government; and

(b) the percentage of increase made therein alongwith reasons thereof?

93. *Jam Abdul Karim Bijar:

Will the Minister for Railways be pleased to state:

(a) the per month income and expenditure of Pakistan Railways in the year 2018-19;

(b) whether it is a fact that Pakistan Railways had faced losses in the financial year 2019-20 and such losses have increased as compare to preceding year; if so, the details and justification thereof;

(c) whether concerned authorities have conducted studies before launching new trains, particularly with reference to their financial feasibility; if so, the details thereof; and

(d) per month expenditure and income of each of the trains, which were launched since August, 2018?

Minister for Railways (Sheikh Rashid Ahmed): (a) The average per month income and expenditure of Pakistan Railways in the year 2018­2019 were Rs. 4.542 billion and 7.274 billion respectively. The deficit of Pakistan Railways was decreased by Rs. 4 billion during 2018­2019 as compared to the last financial year (2017­2018). Pakistan Railways started 22 new passenger trains and increased average freight trains from 08 to 13 trains per day. The targets were achieved, despite increase of Rs. 4 billion in the expenditure on account of fuel prices as well as salary. However, the Ministry of Finance provided subsidy of Rs. 3.083 billion each month on account of pay and pension

(b) In the financial year 2019­2020 up to October 2019, the revenue has increased to Rs.17.741 Billion as compared to 16.9 Billion of corresponding 16 period of 2018­19 and the budget target of Rs. 16.5 Billion. The expenditure is 32 Billion (2019­2020) as compared to 27 Billion (2018­19).

This increase is on account of increase in fuel prices and salaries. The net revenue and expenditure can only be compared by the close of this financial year. The revenue is already above the Budget targets for the first quarter of this financial year.

(c) Yes. All the feasibility was taken into account. Such as;

 Public demand and supply  The road and rail network connectivity on ignored sections  The expected volume of passengers and revenue

(d) The average month­wise income of these newly launched trains since August, 2018 is Rs. 358.918 Million/Month vs an expenditure of Rs. 317.98 Million/Month. The net Difference is +41 Million per Month. The Moen Jo Daro Passenger, Shah Latif, Rrohi Passenger and Sindh Express are in some loss only due to providing facilities to poor people as a relief. Their fares are quite low; however, Pakistan Railway is going to increase their fares on no profit and loss basis.

(a) whether it is a fact that in Khyber Pakhtunkhwa, there is only one Biometric Verification Centre at for Hujjaj and Umra pilgrims; if so;

(b) whether the Government intends to set up these Centres at Divisional level?

Minister for Religious Affairs and Inter-faith Harmony (Mr. Noor-ul-Haq Qadri): (a) There are seven Bio­Metric Centers in Khyber Pakhtunkhawa for Hajj and Umrah pilgrims. Minister for Railways (Sheikh Rashid Ahmed): (a) Work of rehabilitation/restoration of track on SIBI­KHOST Section having length of 132.50 KMs of track is in progress under RFD (PSDP Project) through M/s NLC, where 95% work of Rehabilitation of Bridges, Railway Stations and Short Embankments have been completed and laying of track is in progress. Feasibility study of Rohri­Quetta­Taftan is in progress by Consortium M/s Siayuan (China) and M/s Spectra Pvt Limited (Pakistan).

(b) There is only one restaurant (Canteen) functioning at Rohri Station, where hygienic quality of food/eatables is provided to travelling passengers. In order to ensure standard quality, random/ surprise checking is carried out by DCO and ACOs and found that oil of authorized company (Pakwan) bread, rice, flour and soft drinks were being used. Further, wherever any discrepancy is noticed, the contractor is fined suitably.

(c) The following steps are being taken to provide clean drinking water at the Railway stations:

 Water Filtration Plants / R.O. plants have been installed at 12 No. Stations i.e. Okara, Raiwind, Gujranwala, Multan, Rahim Yar Khan, Sadiqabad, Mirpur Mathelo, Ghotki, Jhelum, Lahore, Rohri & Sukkur.

 Water Filtration Plants / R.O. plants on 6 other stations i.e. Gujrat, Sialkot, Faisalabad, Nankana Sahib, Hassan Abdal & Bahawalpur will be provided shortly. Moreover, water supply facilities will be 23 further upgraded at Rohri, Sukkur, Karachi and other important stations.

 Pakistan Railways has installed its own water treatment plants at Kotri & Rohri for treatment of raw water to make it fit for drinking.

 Regular cleaning of water tanks is being carried out to ensure clean drinking water at station.

26 Minister for Housing and Works (Chaudhary Tariq Bashir Cheema): (a) Naya Pakistan Housing Program at the level of Federal Government is being implemented by the following organizations:

i. Naya Pakistan Housing & Development Authority under Cabinet Division.

ii. Federal Government Employees Housing Authority (FGEHA).

iii. Pakistan Housing Authority Foundation (PHAF).

2. So far Ministry of Housing & Works has put in place legal framework as per following:

i. Foreclosure Laws with the title of Recovery of Mortgage­Backed Security Ordinance has been enacted on 18­07­2019.

ii. Draft Real Estate (Regulation and Development) Ordinance, 2019 is under submission to Cabinet Committee on Disposal of Legislative Cases (CCLC), Cabinet Division and will be finalized shortly.

iii. Federal Government Employees Housing Authority Ordinance, 2019 has also been promulgated.

3. In addition, an allocation of Rs. 5 billion as interest free loan has been made during the financial years 2019­2020 which will be disbursed through Service Provider Organization (SPO) i.e. M/s Akhuwat. This will be utilized for low­cost housing.

4. Moreover, work on a number of housing projects is underway and a brief regarding schemes under Naya Pakistan Housing Programme related to FGEHA & PHAF is at Annex-A.

(b) FGE Housing Authority and PHAF are self­finance organizations and not receiving any financial patronage from the Federal exchequer.

(c) The schemes under Naya Pakistan Housing Programme (NPHP) are Joint Venture schemes which are being launched under Joint Venture policy of FGE Housing Authority duly approved by the Federal Cabinet and JV 27 Schemes of PHAF. The contracts of the projects on FGEHA owned land and PHAF will be awarded as per (prescribed PPRA rules, 2004 through competitive bidding.

(d) The Federal Government employees and others specified groups registered with FGE Housing Authority and PHAF will be accommodated in these schemes as per criteria approved by Executive Boards. In addition, Kuchlak Road Project, Quetta the criteria is “first come first serve” basis whereas Fisherman Residencia Gwadar Project is meant for Fishermen Community of Gwadar.

 32,139 acres of land has been acquired out of total required land of 37,419 acres (86%).

 Procurement process of Consultancy services for Main Dam is under process. 28

Section 4 under Land Acquisition Act 1894 issued by DC, Charsada for 12 acres land falling in District Charsada. While 21 acres of KP Govt. land has also been under taken by DC Charsadda for transfer to WAPDA accordingly.

 Consultancy Services Agreement (CSA) was signed on 20­05­ 2019 with M/s Mohmand Dam Consultants Group, JV of six members and seven associates firms, led by NESPAK and Consultancy Services have been commenced w.e.f. 27­05­2019.

 Contract Agreement for Main Works with the Contractor M/s CGGC­DESCON JV was signed on 26­03­2019. Contractor started Mobilizing at site w.e.f. 04­04­2019.

 Machinery & Equipment’s required for construction of access roads and Diversion tunnel has been shifted to site.

 2 No. concrete batching plants, laboratory, diesel depot, Pre­ fabricated living blocks and container offices completed at site.

 Excavation of both Right & Left Bank Access roads and Colony Road are in progress. Temporary roads to O&M WAPDA colony have been completed.

(b) The expenditure of 11 trains is 317.98 Million / Month and revenue is 371 Million per Month. The net difference is +41 Million per Month. The Moen Jo Daro Passenger , Shah Latif , Rrohi passenger and Sindh Express are in some loss only due to providing facilities to poor people as a relief their fares are quite low, however, we are going to increase their fares on no profit and loss basis.

Will the Minister for National Food Security and Research be pleased to state the status of cotton crop this year as compare to last year?

Minister for National Food Security and Research (Sahibzada Muhammad Mehboob Sultan): In 2018­19 cotton production was 9.86 million bales. Though the cotton crop has not completely arrived yet, however, according to estimates of Federal Committee on Agriculture (FCA) the crop volume would be 10.8 million bales. Pakistan Cotton Ginners Association reported the cotton arrival on 1­11­2019 was 6.097 million bales comparing to 7.706 million bales last year.

Heat waves coupled with rains induced humid condition, which favored the pests and diseases. Whitefly and Pink Bollworm caused severe losses in Sindh and Punjab. Untimely rains also affected the cotton quality. Additionally water shortage in Sindh resulted in fruit drop and lint quality issue. Above all, lower market prices in the months of July, August and September refrained the grower from taking any management measures. 33 110. *Ms. Tahira Aurangzeb:

(c) whether the Pakistan Agriculture Research Council has carried out any research on the positive and negative effects of the hybrid seeds; if so, the details thereof?

(b) There is not any report for any harmful effect to human health while consuming hybrids.

(c) PARC regularly conduct Varietal Evaluation Committee meetings under the section 22 (J) of Seed Act, 1976, (XXIX of 1976), constituted vide SRO issued on May 24, 2016 for impartial evaluation of candidate hybrids/varieties of public and private seed sector across the country through National Coordinated Trials.

The only disadvantage of hybrid seeds is that it doesn’t “reproduce true” in the second generation (F2), so the farmers need to purchase the hybrid seeds again for planting year after year. 34 112. *Mr. Attaullah:

Will the Minister for National Food Security and Research be pleased to state:

(a) the steps taken for export of potato and the countries with whom agreements signed; and

(b) whether it is a fact that the potato growers are facing a loss of Rs. 25000/- per acre; if so, whether there is any proposal under consideration to give subsidy to poor farmers?

Minister for National Food Security and Research (Sahibzada Muhammad Mehboob Sultan): (a) To further increase the export of fresh potato from Pakistan to various countries, M/o National Food Security and Research, has taken all out efforts to comply the phytosanitary import requirements of the importing country.

o Currently Pakistan has been exporting fresh table potato to 35 countries.

o Due to continue efforts of the M/o National Food Security and Research and its department of Plant Protection (DPP) this year Pakistan exports for fresh potato have jumped to 324690 Metric tons from 156890.34 Metric tons last year (2018).

o During potato season, M/o National Food Security and Research, DPP set up temporary office at Okara to facilitate export of potato to various countries.

o M/o National Food Security and Research and DPP has registered 27 potato processing and packing houses for pests and diseases free export of potato to Russian Federation and other sensitive countries.

o M/o National Food Security and Research, DPP has registered 87 potato exporters to export pests and diseases free potato export to Russian Federation and other sensitive countries. 35 o With the collaboration of Punjab Government, Dipalpur, District Okara, Punjab has been declared pests free area.

Market Access

To further enhance export of potato to other countries, M/o National Food Security and Research, DPP has requested market access from the following countries.

i. Thailand ii. Vietnam iii. China iv. Indonesia v. Turkey vi. Philippines.

Pest Risk Analysis (PRA) has been initiated with these countries for export of fresh table potatoes and after completion and finalization of PRA with these countries; Pakistan will start exporting potato to these countries too.

(b) Yes. This is true that farmers sold the previous potato crop with loss. However, current price of fresh potatoes (summer crop which is harvested in August­October, 2019) is Rs. 46/kg and price of stored potatoes is Rs. 27/kg. Last year 2018­19 cost of production was Rs. 11.00/kg.

There is no any proposal under consideration to give any subsidy for potato growers.

Will the Minister for Religious Affairs and Inter-faith Harmony be pleased to state the steps being taken by the Government to prevent publications of provocative sectarian literature in the country?

Minister for Religious Affairs and Inter-faith Harmony (Mr. Noor-ul-Haq Qadri): (1) According to National Plan NACTA was assigned the task to prevent publication of sectarian hate literature. During the follow up meetings on implementation of NAP the Ministry of Religious Affairs suggested that Ulema Boards may be established in all Provinces and ICT on the analogy of Mutahida Ulema Board Punjab for the purpose. NACTA was given the mandate to constitute Ulema Board at ICT. The Ministry of Religious Affairs has also drafted National Ulema and Mashaikh Council Bill for adopting a uniform strategy for monitoring and prevention of sectarian hate literature and forwarded it to the Provinces for comments and concurrence so that country wide legislation in this regard may be made through the Parliament. 2 (2) Web Evaluation Cell has been established in the Ministry of Religious Affairs and Interfaith Harmony for monitoring onine content of provocative nature. The content is reported to PTA for blocking.

(3) National Ulema and Mashaikh Council has been established in Ministry of Religious Affairs and Interfaith Harmony to deal with issues of sectarian nature. TORs of the council are (i) to develop a policy to contain fanatical sectarian attitudes and prejudices And (ii) to suggest a code of ethics for Ulema, Scholars and leaders of politico-religious parties to avert possible threats to inter sectarian harmony and national solidarity. The Curriculum Committee established under the council has specifically been tasked to identify any sectarian hate content in curriculum of madaris and make recommendations for removal of such content. So far, curriculum of all madaris has been reviewed and recommendations made thereof have been forwarded to the quarters concerned for necessary action.

The Enquiry Office efficiently attended the complaints as and when- received, however the paint work is carried out periodically on the basis of availability of funds. All these Residences / Buildings are maintained by Pak. PWD Enquiry Office efficiently and complaints are being attended within the budgetary provisions beside the fact that for the last few years the allocation of funds are gradually, decreasing by each year by accumulating the maintenance problems, which are becoming out of the reach of the department in such critical position of acute shortage of funds. 3 Annex-A

(a) the names and designations of the officers and staff of the Ministry and the testing agency whose involvement in the recent illegal recruitments of Steno Typist in the Ministry of Industries and production was confirmed as a result of the inquiry conducted by the Ministry;

(b) whether action has been taken against them who connived in the illegal recruitments; if not, the reasons thereof;

(c) whether the Ministry again held test and interview of the employees who were recruited illegally in which all of the recruited employees failed;

(d) whether the illegally recruited employees have been sacked or they are still working in the Ministry;

(e) if they are in service, whether any legal action has been taken against them; if not, the reasons thereof?

Will the Minister for Industries and Production be pleased to state:

(a) whether it is a fact that the 10% increase in salaries was not given to employees of the Utility Stores Corporation as announced during the Financial Years, 2017-18, 2018-19 and 2019-20 from the dates upon which it was approved by the Government;

(b) whether it is further a fact that arrears of previous year of such increase rest with the Department; if so, the details thereof; and

(c) what steps are being taken to pay such arrears to employees?

12 Minister for Industries and Production: (a) The Government of Pakistan had announced 10% increase in salaries of employees each for financial year 2017-18 and 2018-19. The USC had not incorporated these increases in the salaries of its employees. The USC BOD on 1st November 2018 approved these increase in the salaries of USC employees for the said years. Accordingly, salaries of USC employees were fixed by incorporating 10% increase for 2017-18 and another 10% increase for 2018-19. But the arrears of the above period were not paid to the employees.

In financial year 2019-20 the Government of Pakistan announced 10% raise in salaries up-to BS-16 and 5% increase for officers from BS-17 onwards. This increase has not yet been incorporated in salaries of USC personals but it is being placed before meeting of USC BOD scheduled to be held on 13th November 2019.

(b) It has been decided that the arrears from 1st July 2017 to 31st October 2018 would be paid in monthly installment once the cash flow position of the organization is improved.

(c) The arrears will be paid upon improvement of financial health of USC.

41. Moulana Abdul Akbar Chitrali:

Will the Minister for Housing and Works be pleased to state whether there is any proposal under consideration to adjust the officers of Constitutional Bodies in Housing Enclave who applied for Category-I plots of F-14 and F-15, Islamabad and could not get plots; if so, the details thereof; if not, the reasons thereof?

Minister for Housing and Works (Chaudhary Tariq Bashir Cheema): The registered members of Membership Drive, Phase-II, whose cases were matured as per criteria have been issued Consent letters of Cat-I, Cat-II and Cat-III under Constitutional Quota (Total 3.5% out of which 2.5% for serving, 0.5% for retired and 0.5% for Widows of employees of Constitutional bodies) in Sector F-14/15 housing scheme. The remaining members of Drive-II under Cat-I and Cat-II of the Constitution quota would be accommodated in Park Road housing scheme as per criteria and availability of plots in the scheme. It is pertinent to mention here that plots of only two categories i.e. Cat-I & II are available in Park Road housing scheme. 13 Presently, due to ongoing litigation in Supreme Court of Pakistan regarding acquisition of land in Sector F-14/15 and Park Road Scheme, the process of allotment is withheld.

42. Moulana Abdul Akbar Chitrali:

Will the Minister for Religious Affairs and Inter-faith Harmony be pleased to state:

(a) the number of Hujjaj died during Hajj-2019;

(b) the number of complaints received with regard to the arrangements during Hajj and afterwards; and

(c) the steps under consideration to improve Hajj arrangements?

Minister for Religious Affairs and Inter-faith Harmony (Mr. Noor- ul-Haq Qadri): (a) Total death cases during Hajj, 2019 were 99 (68 Govt. 29 Private & 02 Mujamla).

(b) A total of 2,552 complaints were received during Hajj, 2019. Detail is annexed.

(c) The following septs are under consideration for improvement of Hajj Operation:—

o Long term Hajj Policy (upto 3-Years).

o Procurement of buildings / Catering / Transport on long term basis i.e. upto three years to ensure best possible facilities on comparatively lower rates.

o Selection of Hujjaj on long term basis i.e. upto three years to ensure certainty & transparency.

o Establishment of Hajj Funds on Malaysian Model to extend its scope from accumulation to investment. The profit accrued from the funds will cover the extra expenses / inflation. 14 o Extension of ‘Road to Makkah’ project to the airports of all 04 provincial capital. o Improving of Hajj Operation to ensure best possible service of Hujjaj particularly in Mashaa’ir. o Moalimeen / Moavineen of religious background will be selected from Pakistani universities. o Media Cell will be strengthened to educate the Hujjaj, show true picture of Hajj Operation to general public and counter negative propaganda o Access of Moavineen to Hujjaj in Mina Makatib. o The ratio of compensation to Hujjaj under Hujjaj Muhafiz Scheme to be increased upto 50%. o City check-in needs to be introduced by the airlines to prevent hustle at the time of deportation at the airports of KSA. o Pre cooked food in Mashaa’ir will be discontinued and replaced with fresh cooked food. Moreover, the menu will also be improved. o Up model buses will be provided for transportation. 15

(a) the number of officers of BS-20 of the Constitutional Bodies who have applied for allotment of plots in Housing Enclave, Park Road, Islamabad; and

(b) whether it is a fact that allotments have not been made by the Federal Government Employees Housing Foundation, Islamabad, so far; if so, the reasons thereof?

Minister for Housing and Works (Chaudhary Tariq Bashir Cheema): (a) There is no specific membership for Housing Scheme at Park Road, Islamabad. However, those employees of Constitutional Bodies who are registered under membership Drive-II will be accommodated on age- wise seniority basis. As per record, there are 54 Serving officers of BS-20 of Constitutional Bodies who are registered under Membership Drive-II for allotment of plots in Constitutional serving quota (2.5%).

(b) Yes, because the matter is subjudice in the Apex- Court (Supreme Court of Pakistan) regarding acquisition of land by FGE Housing Authority through Land Acquisition Collector (LAC) under Land Acquisition Act, 1894 or otherwise. 16 44. Ch. Muhammad Barjees Tahir:

Minister for Housing and Works (Chaudhary Tariq Bashir Cheema): (a) The FGE Housing Authority adopted the pay scales of Federal Government. Any special allowance, like other Government departments, is approved by the Executive Board of Federal Government Employees Housing Authority. The detail of employees pay, allowances and prerequisites scale wise is at ANNEX-A.

(b) A biometric attendance system has been installed in the FGE Housing Authority in order to observe attendance of employees since 2011.

(c) whether separate counters for male and female have been established for collection of reports; and

(d) reasons for not establishing separate reports collection counter for Government officers and senior citizens and as to when separate counters will be established?

(a) whether it is a fact that rule 15(2)(b) of the Accommodation Allocation Rules, 2002 has been amended and a married son has been excluded for allottment of a Government accommodation of his parent to him; if so, the justification thereof;

(b) when was such rule amended and the authority, which approved such amendment; and

(c) is there any proposal under consideration to revisit such amendment; if so, when?

Minister for Housing and Works (Chaudhary Tariq Bashir Cheema): (a)Yes, it is a fact that the rule 15(2) (b) has been amended with the approval of competent authority i.e. Prime Minister’s Office, Islamabad. According to the amendment only serving unmarried children living practically with the FGS shall avail this benefit. Also FGS is being safeguarded against instant dislodging from the accommodation in question by his spouse or children. 18 (b) The rule was amended on 15-5-2019 with the approval of Prime Minister.

(c) Yes. The amended rule 15(2) (b) is already under review in this Ministry. The Ministry is already in the process of further amendments in “Allocation Accommodation Rules, 2002”. Proposal is being finalized to restore the rule 15 (2)(b) to its original status.
