The Lenawee County exists to serve the general aviation needs of Lenawee County and its surrounding cities and villages. This strategic plan is intended to guide the direction of Lenawee County Airport through implementing the master plan and FAA airport layout plan. Lenawee County Airport facilities will be maintained and upgraded to comply with the latest safety features and aviation administration regulations.

Lenawee County Airports, vision statement:

The Lenawee County Municipal Airport, through the direction of the Airport Board and Lenawee County Board of Commissioners will strive to provide a safe general aviation airport that is cost-effective and enriches the economic, cultural, educational and recreational opportunities for Lenawee County and the surrounding areas. Lenawee County Airport is a corridor or to our community, businesses, colleges, industry and aircraft stopping for the occasional visit with their families. A first impression of Lenawee County Airport is vital when a pilot or corporate aviation company is considering multiple visits with their clients. The Lenawee County Airport strives to keep the grounds inviting, groomed and properly lit so as there is no circumstance which could prevail, stopping a pilot from considering coming back to this airport on a regular basis. Lenawee County Airport stands by the position that working with Lenawee County Economic Development, it's local Chamber of Commerce and adjoining Townships Cities and Villages, we can work together to bring all of Lenawee County back into a striving community for business and residents alike.

• Enhancements to the airports appearance, structured curb appeal, and accessibility to business entities located on the airport grounds. • Increase the usefulness of the airport for further economic development

• Develop and sustain adequate funding mechanisms for the airports operations and improvements, increasing revenue generated by airport operations.

• Strive to maintain effective management structuring through communications with the Lenawee County Board of commissioners.

• Continually upgrade and maintain taxiways, runways, and all other airport infrastructure.

• Increase the use of the airport for not only aviation, but also community uses.

Lenawee County Community’s

The Lenawee County Airport is located one mile southwest of the City of Adrian’s downtown area which encompasses the counties judicial complexes. The City of Adrian, within the County of Lenawee is also home to three of our local colleges, , , and Jackson Community College. Adrian College and Siena Heights College are not only known for their educational values but also for their athletic and sport related activities. Lenawee County is also home to International Speedway, located within the northwest portion of the County. Michigan International Speedway is an active business within Lenawee County operating 12 months a year, hosting two or three races per year. Michigan International Speedway during race operations will bring approximately 200,000 spectators to each race, enhancing economic profits for not only Lenawee County Airport but for all businesses located within Lenawee County.

History

The Lenawee County Municipal Airport had its first recorded flights in 1943. Prior to the Cadmus road-based airport facility, the airport was located within the City of Adrian on Division Street, and owned by the City of Adrian. Since the airports first grass , Lenawee County Airport has grown to a 5001 X 100 foot runway (Runway 23-05) and still maintains a grass runway 1810 X 150 foot runway (11-29). The Lenawee County Airport has been a large supporter of general aviation since the date it was created, supporting multiple flight schools through the years along with extensive glider operations. Lenawee County Airport is known for having the first Dawn Patrol and is continuing its goal to pursue new aviators through its EAA chapter, Flight Schools and Civil Air Patrol locations.

Engineering

Lenawee County Airport contracts with the engineering firm Mead and Hunt located in Lansing Michigan. The company of Mead and Hunt assist the Lenawee County Airport with its long- range 10 year plan, assuring that all taxiways, parking lots, lighting, crack sealing and other necessary maintenance items are specifically planned to be repaired or replaced in a timely order without any unnecessary closures to the airports vital taxiways or runways. This 10 year plan is revised and updated mid-summer every year, and coordinates with any federal or state grants that are available to the Lenawee County Airport each year.

Airport goals and strategies

• At monthly airport board meetings, the airport manager or appointed designee will give an update on airport activities.

• Invite any new or existing commissioners, interested Lenawee County employees involved with airport operations for a tour of the airport and its facilities.

• Participate in annual capital improvements program preparation and presentation to the Lenawee County Board of Commissioners.

• Update airport emergency operations, and work with the Lenawee County Health Department and Civil Air Patrol on significant disaster strategies.

• Identify funding sources and apply for federal, state, funding each year.

• Lease airport property to generate income.

• Communicate with state and federal officials through MDOT and the Bureau of Aeronautics on funding for general aviation airports.

• Annually evaluate and revise sources of revenue such as fuel sales, airport fees, property leases, and hangar leases as needed, to bring Lenawee County Airport Self-Sufficient status. • Market the airports 24-hour self-serve fueling capabilities for 100LL fuel and the newly reconstructed runway and ramp which can accommodate new aircraft.

• Market the availability of the airports flight schools, aircraft rentals, soaring club activities, maintenance facility, and airport charters.

• Market the availability of off airport properties, identified as airport accessible.

• Increase the use of the airport conference rooms, for meetings and such activities as safety conferences and training.

• Allow privately funded hangar construction, after approval of the Lenawee County Board of Commissioners and Bureau of Aeronautics.

• Host events designed to draw attention to the airport as it relates to the County of Lenawee.

• Strive to increase and maintain hospitality efforts.

• Develop a close relationship with the Lenawee County Economic Development Corporation, the Chamber of Commerce, County-based colleges, City, Township, Village entities and local businesses working with the Lenawee County Airport.

• Acquire funding for annual improvements to ensure that all surfaces are in safe and functional condition.

• Prepare and ensure adequate budgeting for repair and replacement of aging aviation infrastructure, in particular hangars administrative buildings HVAC systems and access roads.

• Continually developing plan for interior storage of airport equipment and vehicles to ensure longer life.

• Improve airfield signage and lighting.

• Develop a plan for an emergency weather shelter.

• Continue improvement on signage identifying location of airport facilities.

• Continue to improve landscaping in and around the terminal building and flight schools. • Develop consistent in-house maintenance program for all airport equipment and facilities.

• Update the airport master plan and airport layout plan to reflect all new capital improvements and land uses.

• Decrease operating expenses to a level necessary to support its operation in order to reduce the dependency on a declining amount of property taxes.
