1. GENERAL SITUATION The world named the Palestine as the “Bleeding Wound of Middle East” due to its tragic history during the last 60 years. Tears and sufferings have never ended because of the ongoing wars and conflicts.

With the strength and the support of the , the Turkish Red Crescent has always closely followed the humanitarian consequences of this history and has been a support for the people of Palestine in order to alleviate their sufferings.

Since the necessary measures are not taken, the human suffering continues enduringly. Due to the aggravated blockade day after day, the people of Gaza have been deprived of basic needs such as nutrition and health. As Gaza’s 1.5 million residents have almost no connection with the outside world, the collapse of the economy has led the unemployment rate to immense stages. While a large part of the population living on an income of less than $ 2 a day, international assistance which is quite difficult to be received by the area, has become an indispensable part of the life.

On November 14, 2012 the tension between Israel and Gaza increased when Hamas Military Leader Ahmad Al Jaabari was killed by the Israeli military. The air strikes began on the same date by İsraeli was responded by Gaza with the missile attacks. As a result of the air strikes, 103 Palestinian citizens were killed, 1.399 injured and 15.000 people have been forced to flee their homes. Including 450 hard-hit, a total of 8.000 damaged houses have been identified. On the 21st of November, 2012, after the provision of cease-fire, returning to ordinary life has begun.

2. RESPONSE OF THE TURKISH RED CRESCENT SOCIETY The Turkish Red Crescent (TRC) has started its relief efforts towards Palestine in 2008 as a result of rising conflicts. The TRC has made periodic humanitarian relief material consignments and also implemented several rehabilitation projects.

The President of the Turkish Red Crescent and accompanying delegation have made an official visit to Gaza Strip on 08.02.2009 and they have monitored the conducted activities in

the region on site. In addition, during the visit, our delegation was in touch with various authorities and the Memorandum of Understandings that involving mutual co-operation was signed with the Palestine Ministry of Social Assistance, the Palestine Red Crescent Society and the Israeli .

Within the scope of rehabilitation period activities that have been initiated by the Turkish Red Crescent and in order to coordinate the ongoing subsidies and activities in the region, the Head of Delegation Office was opened in the Gaza and a Contact Office was opened in Jerusalem.

Also, a decare of land in Ramallah has been allocated by the Palestinian Presidency to the Turkish Red Crescent, in order to be used for the construction of the “Turkish Red Crescent Permanent Service Center” to be established to coordinate the social relief activities in the region.

3. ACTIVITIES CARRIED OUT BY TRC

3.1. DISTRIBUTION OF RELIEF Immediately after the crisis at the end of 2008, the Turkish Red Crescent has deployed coordination teams into Palestine Al-Quds, Israel Tel Aviv and Egypt Al-Aris to coordinate the relief activities in the region.

A relief campaign has been started by the Turkish Red Crescent with the slogan of “Don’t let Gaza Cry” simultaneously. Within the relief campaign, 2.285 tons of in- kind relief items

have been received and deployed to the region. Received relief items have been distributed to those in need by the Turkish Red Crescent Teams. The Turkish Red Crescent teams also distributed family 300 food parcels (12.000 USD) to families affected by the tragic event -“Cloud Column Operation”-that caused the death of 103 Palestinians on the 21st of November, 2012 through local procurement.

Another 3.000 family food parcels have been prepared for consignment in with a total value of 132.000 Turkish Lira (TL). Required permissions for the related consignment from the Israeli and the Palestinian authorities have been completed through Turkish Ministry of Foreign Affairs. Within the context of Gaza Humanitarian Relief Operation, 3.000 food parcels were shipped and arrived at Ashdod Port on February 26, 2013. Following the completion of customs procedure our team waited for the opening of Kerem Shalom Door that is closed down due to the security matters.

3.000 food parcels have been transferred through Erez Crossing upon statements of authorities that passage from the door is impossible. Food parcels placed in the warehouses of the Palestinian Red Crescent Society (PRCS) after the parcels’ arrival at Gaza Strip. The related materials delivered to those in need collaboratively by the PRCS and the Turkish Red Crescent Gaza Delegation.

3.2. EYE SURGERY OF ABDULLAH CUMA AL BAHABSA A four year- old boy named Abdullah Cuma Al Bahabsa, living in Gaza has been eye injured as a result of Israeli airstrike. The Turkish Red Crescent has been informed about his situation and about the need of urgent eye surgery. The Bolu Branch of the Turkish Red Crescent has decided to support his treatment and took him to Bolu Province of Turkey, with his father, on the December 4, 2012. He had an eye surgery and all related expenses have been covered by the Bolu Branch of the TRC. After his successful treatment period, he returned to Gaza on December 26, 2012.

3.3. STUDENT SCHOLARSHIP With reference to the demand of the Palestine Embassy in on January 2011; 300 (150x2) USD per student for a total of 11.100 USD financial aid has been provided to 37 Palestinian students in the period of January-February 2011, who were studying in Turkey and the Turkish Republic of North Cyprus. This assistance has been transmitted to the beneficiary students through the Palestine Embassy in Ankara.

3.4. ACTIVITIES CONDUCTED WITHIN THE PARTNERSHIPS OF TOBB AND TIKA

In 2010, the donation of the Union of Chamber and Commodity Exchanges (TOBB) of Turkey, worth of 762.000 USD, was sent to Palestine to promote production in the region. Besides, the Turkish Cooperation and Coordination Agency (locally known as TIKA) has donated 230.154 USD worth of medicine to the Turkish Red Crescent to be distributed to populations in need in Gaza. Aforesaid medicine is handed over to local authorities in Palestine.

3.5. GAZA STRIP DRINKING WATER REHABILITATION PROJECT As a result of the armed conflict in Gaza Strip in 2008, drinking water and waste water system were severely damaged. 400.000 people have been affected in consequence of this incident.

The Turkish Red Crescent, in order to prevent public health problems and ensure hygiene, decided to implement a project for the rehabilitation of the water infrastructure of Gaza which will be able to get integrated to the sea water purifying facilities to be constructed by the international organizations within the Gaza Strip Master Water Plan. The project implemented by the Turkish Red Crescent had a total cost of 3.350.000 USD which covered the rehabilitation of %80 of the water infrastructure of Gaza Strip and 6 subprojects construction completed by TRC.

Construction of 5 projects except for the subterranean water reservoir of 3.000 m3 and water pump station as well as waterline systems, which was started on July 15, 2007 in Rafah district was completed on April 2012. Water reservoir and pump station projects put into forces on December 26, 2012 due to delays in control valve and meter because of the embargo laid by Israel in the region.

3.6. GAZA PLANTING PROJECT 6.624 saplings were successfully planted as a pilot project for 100 families whose agricultural possessions were destroyed in Salga Valley and Gargara Region located in the central region of Gaza Strip. The project of which is checked in specific periods success rate is 85%.

3.7. GAZA ISLAMIC DEVELOPMENT BANK (IDB) AGRICULTURAL PROJECTS

3.7.1. Agricultural Project I “Gaza Strip the IDB Agricultural Project I” was conducted after the cooperation protocol signed between the Turkish Red Crescent and the Islamic Development Bank. Primarily, with the signed protocol, rehabilitation and cultivation of 1.500 thousand square meters of vegetable lands, reconstruction of ravaged and broken down irrigation networks, fertilizer supply, wire mesh and other materials supply for agricultural lands (in order to protect products), rehabilitation of 500 thousand square meters of citrus, 500 thousand square meters of olive and fruit lands and new cultivation of sapling were actualized through USD 2.400.000 amounted fund that was provided by Islamic Development Bank in 2010. The 8

Project, which runs together with the total of 814 beneficiaries, completed with the cost of USD 2.343.010.

3.7.2. Agricultural Project II A protocol has been signed between the Islamic Development Bank and the Turkish Red Crescent Gaza Delegation on 25 January 2011, on the implementation of the II. Agricultural Project with a budget of USD 1.200.000. Throughout the project implementation 800 decare of citrus, fruit and olive lands have been breed and planted, irrigation water networks rehabilitated and the lands surrounded with wire fences. The second project (IDB-2) which started with the protocol signed with Islamic Development Bank on 25 January 2011 completed. The request for operational expenditure which refers to 4 % of project cost allocated to the project implementing organization by Islamic Development Bank was done. After related 46.000 USD amount transferred us, the accounts allocated to Project I and II closed and the project completed.

3.7.3. Agricultural Project III A Protocol has been signed between the Islamic Development Bank and the Turkish Red Crescent Gaza Delegation in 2012, on the implementation of the Agricultural Project III with a budget of USD 2.000.000. Throughout the project implementation, 800 decare of vegetable, 250 decare of grape, 1.000 decare of olive and fruit, 500 decare of onion land breeding has been targeted and third project started. As a result, 486 person have received a total payment of USD 1.918.400.

Within the context of the third Agricultural Project, related farmers were visited in order to investigate the 4 storage areas which will produce animal feed, warehouses that are used already by the provender producers and storage conditions. As per the agreement signed with these 4 farmers, 20.000 USD paid each of them as the first payment.

Additionally, second payment with an amount of 11.400 USD paid to the farmers who have already signed. Finally, 30.000 USD paid to 5 sapling producers as per the agreement they signed. After last 20.000 USD paid to 4 farmers as the second payment, the project ended. Total cost of the project is 1.999.8000 USD, included the current expenditure.

Control of beneficiary farmers’ list granted from Gaza Agricultural Ministry in order to draw up necessary contracts within the framework of third agricultural project whose first two steps completed and conducted with Islamic Development Bank. Third Agricultural Project of the Islamic Development Bank and the Turkish Red Crescent ended on November 13, 2012.

3.8. SUPPLYING THE NEEDS OF THE SUHADA AL AQSA HOSPITAL The project agreement regarding the provision of technical and other equipment necessary for the Shuhada Al Aqsa Hospital in Daralbalagh city of the Gaza Strip, was signed between the İslamic Development Bank and the Turkish Red Crescent Gaza Delegation on April 11, 2013. Its total budget is 1.000.000 USD, including 4% administrative expense.

The Islamic Development Bank Portfolio Manager of Gaza Projects, the IDB Trust Funds Portfolio Manager, IDB Representative in Gaza, the Turkish Red Crescent Head of Delegation in Gaza and the TRC Representatives attended the signing ceremony. The total budget of project is $ 1.000.000.

The date of the delivery by the companies which have been signed contract under the project extended for 51 days because of warfare.

Among the 7 firms while 3 firms made the delivery of the medical materials on time, 4 of them delayed.

3.9. STATIONERY SUPPLIES DONATED TO JABALIA MUNICIPALITY Stationery equipment collected by the Union of Turkish World Municipalities were handed over to the Municipality of Jabalia, which is also a member of the Union, to be distributed to families on the July 4, 2012. 3.10. HUMANITARIAN DIPLOMACY ACTIVITIES A number of national and international NGOs have started an aid campaign named “Palestine our route, humanitarian aid our load”. Israeli Armed Forces has launched a military operation to the 6 vessels, carrying the humanitarian relief material into Gaza, in 28 May 2010 As a result of this military operations, a total of 15 people (9 of them are Turks) were killed and 26 others were wounded. The wounded were taken to the various hospitals in Israel.

Within this scope; the Turkish Red Crescent was in touch with the Magen David Adom (MDA), its addressee organization in Israel, in order to access the credentials of the Turkish citizens who lost their lives and wounded, get information about the health status of the wounded being treated in hospitals and provide communication between the wounded and their families. From this point forth, the Turkish Red Crescent team, which consisted of 1 disaster expert, 1 international relations delegate and 2 doctors, were appointed in Israel 01.06.2010 and the whole process has been followed closely. In cooperation with the MDA, the Turkish Red Crescent has transferred the wounded Turkish citizens from hospitals in Israel to airports. Afterwards, these wounded citizens were taken to Turkey by ambulance aircrafts of the Ministry of Health of Turkey and the Turkish General Staff. Finally, the humanitarian mission has been completed successfully.

3.11. DONATION OF GARBAGE TRUCKS AND STREET SWEEPING MACHINES TO GAZA MUNICIPALITY One piece of street sweeping vehicle donated by the Istanbul Metropolitan Municipality, four pieces of garbage collection trucks granted by the World Local Government and Democracy Foundation, and one piece of garbage collection vehicle donated by the Kecioren Municipality of Ankara were delivered to Gaza via Egypt to be donated to the Municipality of Gaza.

3.12. IN CASH ASSISTANCE TO JABALIA MUNICIPALITY

Due to tightened blockade imposed on the Gaza Strip by Israel as of the month of November 2013, fuel shortages have severely disrupted the delivery of essential services, which depend on the operation of backup generators during the electricity outages.

Based on this situation, Jabalia Municipality of Gaza launched an appeal to the Turkish Red Crescent Gaza Delegation to support the aforementioned needs.

Consequently, the Board of the TRCS gathered and approved the grant of 25.000 USD in order to contribute the needs of the Municipality of Jabalia in Gaza in this regard. On December 17, 2013 aforementioned in cash assistance delivered to officials from Presidency of Gaza Delegation.

3.13. DISTRIBUTION OF 3000 FOOD PACKAGES Due to the excessive rainfall between December 8 and 14 December of 2013, thousands of families in the Gaza Strip were forced to evacuate. The Palestinian Red Crescent Society responded immediately but the assistance provided was not sufficient because of lack of resources.

Under these circumstances, a meeting was organized at Gaza Branch of the Palestinian Red Crescent Society and the PRCS requested immediate aid for uncovered needs.

Accordingly, the Turkish Red Crescent Society has planned a distribution program along with the PRCS which includes 3.000 food parcels to be procured locally.

Relief items were supplied by the Delegation of Gaza. Of those 3.000, 2.800 were delivered to the PRCS and the rest 200 packages were distributed on 17 January 2014.

3.14. MILITARY OPERATION “PROTECTIVE EDGE” BY ISRAEL As a result of operation called “Protective Edge” initiated by the Israeli Government over Gaza Strip from the air, land and sea, 2.131 Palestinian citizens (501 children, 257 women) lost their lives, 18.000 homes turn to rubble and or became uninhabitable and 108.000 Palestinian citizens lost their homes.1

3.14.1. DISTRIBUTION OF FOOD PACKAGES The TRCS, in the first stage, procured 1.860 food parcels (FP) from local market and distributed to Gazan people who were in need.

500 of those allocated to Gazan citizens whose houses were damaged and demolished by air strikes before the start of land forces attacks. The remaining 1.360 parcels were delivered to 10.000 IDPs who fled their homes as a result of land operations and were taking refuge in 8 Schools constructed in the region by the UN.

Then, USD 20.220 cash donation was made to the Palestinian Red Crescent earmarked for procuring 500 units of food packages.

During the visit of Director General Dr. Mehmet Gulluoglu to Gaza, 2.000 units of food parcels to Gaza city centre and 1.000 pieces for IDPs accommodated in UNRWA Schools have been delivered.

Throughout the aforementioned attacks, totally 5.360 food parcels were distributed in the region by the TRCS.

3.14.2. DELIVERY OF DRUGS AND MEDICAL EQUIPMENT Within the scope of the joint campaign with the Social Security Institution, 20 tons of medical consumables and medical devices were collected in the TRCS Marmara Regional Disaster Management Centre’s Warehouses and they were transported to the Tel Aviv Ben Gurion Airport by the Air cargo allocated by the Turkish Airlines accompanied by Mintez Şimşek, Deputy Director General in the 27th of July, 2014. After completing necessary customs proceedings, these items were handed over to the PRCS in Gaza on July 29, 2014.

The Palestine Red Crescent Society transferred some of these items stored in the warehouses to the Shifa Hospital, and will distribute to other hospitals as the need arises.

The third party drugs delivered in Tel Aviv Ben Gurion Airport (Israel) on April 13, 2015 and then forwarded to storages of Palestinian Red Crescent.

3.14.3. WATER DISTRIBUTION TO THE GAZAN PEOPLE WHO TOOK REFUGE TO UNRWA SCHOOLS. Drinking water distribution has been conducted to Gazan people who lost their homes due to destruction and took refuge in UNRWA schools.

The UNRWA Schools whose names listed below were provided a total of 1.483 m3 potable water at various dates:

 On 29 July 2014, 9 schools received 7 m3 water per day,  Between 30 July and 4 August, 7 m3 water was distributed daily to 10 schools,  Between 6 August and 15 August, 100 m3 water was provided daily to 13 schools.  Between 16 August and 30 August, 130 m3 water was allocated daily to 13 schools.  Between 31 August and 12 September, 84 m3 drinking water was provided in 6 schools  Water distributions continued 80 m3 on daily bases until the end of September.  As of January, 2015 delivering daily water project completed.

3.14.4. TRANSPORTATION OF WOUNDED GAZAN PEOPLE TO TURKEY 4 wounded Gazan citizen were evacuated to Turkey for treatment via Israeli Ben Gurion airport by ambulance aircrafts provided by the Turkish Ministry of Health on 11 August 2014. The injured Gazans were then taken to Atatürk and Diskapi Training and Research Hospitals.

On 13 August 2014, 18 wounded with 15 hospital attendants were transferred to Turkey by an aircraft allocated by the Chief of the General Staff of Turkey via Ben Gurion Airport, and wounded were taken to the hospital to be cared.

In addition, 4 more injured Palestinians from Al-Makassed Hospital in Jerusalem and 53 from Gazza brought to Turkey between the dates 20 – 28 August 2014. Lastly, 25 patients have been airlifted to Turkey to receive medical treatment. Totally, 104 Palestinian wounded people were transported to Turkey to be cared in the country since the beginning of the operation

3.14.5. DISTRIBUTION OF HUMANITARIAN RELİEF ITEMS Alongside with the distribution of food parcel and medical items by our Society, 85 shower were transformed to be ready for use by the Gazan people residing in 13 UNRWA Schools. Moreover, first aid kit bags and 1.000 beds were donated to these schools.

3.14.6. HUMANITARIAN AID SHIPMENT FROM TURKEY 250 tons of sugar valued at 214.909,24 USD sent from Turkey to the Ashdod Port. After completing customs procedures, sugars transferred to warehouses of the Palestine Red Crescent Society in Gaza as of 4 September, 2014. Sugar relief has been distributed during the field visit of Dr. Mehmet Gulluoglu, Director General of TRCS and Ismail Hakki Turunc, member of Governing Board of TRCS. Additionally, 55 tons of baby biscuits amounting 120.582,00 USD and 25 tons of wheat flour worth of 16.554,32 USD were dispatched from Turkey to Ashdod port on 07 September 2014 to be reached to vulnerable populations in the Gaza Strip.

3.14.7. REPAIRING BROKEN GLASSES OF GAZA LIBRARY Following the bombardment by land, air and sea in the Gaza Strip, the broken glasses of Gaza Library were repaired and replaced by the Turkish Red Crescent Head of Delegation for 1.945,95 USD.

3.15. ZAKAT PROJECT The Turkish Red Crescent Society’s Governing Board has taken a decision to support the orphaned children. In collaboration with the Ministry of Social Affairs in Gaza, 1.905 orphaned children whose names are listed in Ministry records, have been identified, and their appointed guardians received financial aid. Cash distributions fulfilled at 5 different regions (Jabaly, Gaza, Central Area, Khan Younis, Rafah). Within the context of the Project, protocol signed on December 29, 2014 and first delivery conducted on January 5, 2015 to guardians of 313 orphans. Project completed on February 26, 2015 after delivering relief 609 guardians of 1905 orphans.

3.16. AMBULANCE PROJECT Due to the war in 2014, numerous ambulances have became unusable in Gaza. For this reason, the Turkish Red Crescent took a decision to donate two ambulances, one for Palestine Red Crescent and one for the Ministry of Health.

According to the research made by the Delegation Secretary, it’s found out that the ambulance can be provided from Ramallah and Egypt. Due to the current situation between Palestine and Egypt, it thought that Ramallah will be more suitable.

In the conference with Palestinian Red Crescent; after the war in 2014, it was decided between Red Crescents and Red Crosses to provide Palestine with 20 ambulances. It was decided that Red Crescent will be able to afford 2 ambulances. Market research is being engaged to identify pricing for ambulances equipped with intensive care unit and non- intensive care unit. The procurement process continues.

During the conference organized by Ministry of Health; they were very grateful that they could realize this plan; two ambulance (ICU and NICU), as planned, are already ready to be delivered, however, it was thought that providing the car with logo will be suitable to do in Gaza.

The protocol showing the confirmation of this plan, have been shared with Palestinian Red Crescent General Secretary with the aim to sign. Daily updates are followed by Gaza Delegation Secretary.

3.17. SUPPORTING BEIT HANOUN MUNICIPALITY PROJECT The Turkish Red Crescent and the Municipality of Zeytinburnu district on the European side of Istanbul came together on December 28, 2014 within the protocol signed to support the payments of unpaid workers of the Beit Hanoun Municipality.

Identity, tile and salary information of 124 staff whose salaries haven’t paid for a long time were obtained, the calculated amounts will be transferred through TRC Delegation in Gaza. 4th of February, 2015 a protocol signed in order to pay 250.00 USD for every member of the staff of 124 employees. Totally, the amount of money will be spent is 31.000,00 USD. On 11th of February, 2015 with the presence of our member of Board of Directors Ismail Hakki the amount of 31.000 USD was ready for distribution. On 30th of March, 2015, by visiting Municipality of Zeytinburnu district under the presidency of Gaza Delegation, 250 USD to each and totally 31.000 USD was paid to staff with number 124 employees.

In the framework of the Municipality of Zeytinburnu’s donation, from the money sent to our Delegation’s account, totally 62.000 USD were distributed as a charity by cash. Once more, the distribution of money flown to the account of Delegation is planned. 3.18. ALLOWANCE DISTRIBUTION TO AL- AMAL INSTITUTE FOR ORPHANS With the purpose to help Al-amal Orphanage, Red Crescent Head Office decided to distribute money to orphans. In order to do this, a meeting held with the people who are responsible for the orphanage, and the details of 128 orphans living in Al-amal orphanage were discussed. In totally, from March to May, during a first week of every month, the money distribution will be completed. In the context of preparations for this project, the protocol was signed on 23rd of February and on 2nd of May after paying the last amount of money, project came to an end.

First distribution of money was made on 1st of March, 2015 and totally 2.365,04 USD were sent to 128 orphans. Second distribution was made on 1st of April, 2015 and totally 2.403,60 USD was distributed to 129 orphans. Lastly, the final distribution was made on 2nd of May, 2015 and 2.590,30 USD was send to 127 orphans in total.

3.18.1 RENEWING FURNITURE PROJECT FOR AL-AMAL INSTITUTE FOR ORPHANS Al-amal Orphanage has been working since 1948, and till now the furniture has not been changed. It was determined that the furniture is old. In the context of the project, it was decided to deliver 40 new bedsteads, beds and wardrobes. On May 4, 2015 an agreement signed with the firm which offers the most suitable price and the furniture produced this firm delivered to the orphanage officials on June 17, 2015.

3.19. SUPPORT FOR MUNICIPALITY OF BEIT HANOUN BY MUNICIPALITY OF SELCHUKLU The protocol regarding the aid for service need to Municipality of Beit Hanoun and distributing the food to 3000 people living within the borders of Municipality during the

religious month of Ramadan has been signed between Municipality of Konya Selchuklu and Turkish Red Crescent. As followed in the protocol, amount of 350,000.000 Turkish Liras will be sent to the bank account of Municipality of Beit Hanoun. 3.20. SUPPORT FOR MUNICIPALITY OF BEIT LAHIA BY MUNICIPALITY SINCAN The protocol regarding buying auxiliary equipment, realization of borehole repairment project and supplying the other needs has been signed. As followed in the protocol, amount of 150.000,00 TL will be sent to the bank account of Municipality of Beit Lahia.

4. VEHICLE AND STAFF COMPOSITION

A total of 6 personnel including 2 foreign and 4 local have been working within the delegation. There are 2 land vehicles and 1 minibus have been operating.

4.1. RELOCATION OF DELEGATION OFFICE

Head of Delegation office has been moved to a new address which is more feasible financially. Given the security problems in the region, new address and coordinate information were notified to Embassy of Turkey in Tel Aviv and Turkish Consulate General in Jerusalem. The new address of the Turkish Red Crescent in Gaza is: Al-Rashid Avenue Duvar Al-Sabadaş Floor.
