Our Act gives us a variety of functions including the responsibility to: • develop policy proposals to meet national, State, Territory and regional needs and priorities, • advise the Minister on legislation, and coordination of activities of other Commonwealth bodies, • protect Aboriginal and Torres Strait Islander cultural material and information, and • formulate and implement programs. In exercising these responsibilities ATSIC has given Aboriginal peoples and Torres Strait Islanders a stronger political voice. On the one hand, the most prominent Indigenous agency, ATSIC is often blamed for the fact that our people remain gravely disadvantaged. On the other hand it is not widely understood that ATSIC’s budget is meant to supplement the funding provided by the Government to other Commonwealth, State, Territory and Local Government agencies. -

Polio Australia Incorporated Representing polio survivors throughout Australia www.polioaustralia.org.au Reflections October 2013 Once again, October’s Polio Awareness Month has come and gone and, as always, the publicity surrounding it has resulted in numerous polio survivors contacting Polio Australia seeking information about their symptoms and the late effects of polio. It’s always interesting when speaking with others, how many know someone who had polio, yet how ‘invisible’ they are in the community. Of course, this has been a necessary survival tactic used by many since they ‘recovered’ from both the virus and the often traumatic rehabilitation. Being ‘normal’ and just ‘getting on with it’ were very effective tools for achieving success in a world where any form of weakness and/or disability was often judged negatively. Thankfully, this attitude is slowly changing for the better. However, we can often be our own worst enemy by continuing to battle on and not asking for support. After all, what can be done about it anyway? Sound familiar? Well, the more we ‘come out‘ and make our voices heard and presence felt, the more forthcoming the appropriate support will be. Dropped from Malcolm Fraser's Liberal Party ministry in December 1975, he turned this career blow into an opportunity to fight for the causes in which he believed. The result of Chipp's personal and political upheaval was the creation of a third force in Australian politics, the Australian Democrats.[1] Donald Leslie Chipp was born in Melbourne on 21 August 1925, the first child of Leslie Travancore Chipp and his wife Jessie Sarah, née McLeod. Don's father Les was a fitter and turner who later became a foreman. With Les in regular employment during the 1930s, the Chipp family was cushioned from some of the harsher aspects of the Depression years. However, the economic downturn must have had some impact, because Don remembered his father saying to his four boys that 'When you all grow up, I want you to be wearing white collars. White collars, that's what you should aim at'. Chipp matriculated from Northcote High School at the age of fifteen, then worked as a clerk for the State Electricity Commission (SEC). He also began studying part-time for a Bachelor of Commerce at the University of Melbourne. In 1943, at age eighteen, he joined the Royal Australian Air Force, and spent much of the last two years of the Second World War undergoing pilot training within Australia. Discharged as a Leading Aircraftman in September 1945, Chipp took advantage of the Commonwealth Reconstruction Training Scheme which provided ex-service personnel with subsidised tuition and living allowances. -

First Past the Post was used for the first Australian parliamentary elections held in 1843 for the New South Wales Legislative Council and for most colonial elections during the second half of the nineteenth century. Since then there have been alterations to the various electoral systems in use around the country. These alterations have been motivated by three factors: a desire to find the ‘perfect’ system, to gain political advantage, or by the need to deal with faulty electoral system arrangements. Today, two variants of Preferential Voting and two variants of Proportional Representation are used for all Australian parliamentary elections. This paper has two primary concerns: firstly, explaining in detail the way each operates, the nature of the ballot paper and how the votes are counted; and secondly, the political consequences of the use of each system. Appendix 1 gives examples of other Australian models used over the years and Appendix 2 lists those currently in use in Commonwealth elections as well as in the states and territories. y Under ‘Full’ Preferential Voting each candidate must be given a preference by the voter. This system favours the major parties; can sometimes award an election to the party that wins fewer votes than its major opponent; usually awards the party with the largest number of votes a disproportionate number of seats; and occasionally gives benefits to the parties that manufacture a ‘three-cornered contest’ in a particular seat. -

Griffith School of Environment, Griffith University, Brisbane. i ii Abstract _________________________________________________________________________ Since the 1980s there has been a growing recognition of the significant risks associated with climate change. By 2007, the scientific evidence that anthropogenic greenhouse gas emissions were causing global warming was irrefutable. The Intergovernmental Panel on Climate Change released its Fourth Assessment Report which describes in great detail the biophysical and social impacts of climate change, some of which are already being experienced. Many argue that Australia is particularly vulnerable to the impacts of climate change. It is also widely acknowledged that as one of the highest per-capita emitters in the world, Australia has a particular responsibility to reduce its greenhouse gas emissions. However, despite this, Australia’s response to climate change has been largely inadequate, giving rise to a need for research into factors shaping this response. Research has identified the important role that discourses play in shaping perceptions of climate change and responses to the issue. -

Australian Cultural History Vol. 27, No.2, October 2009, 187-193 The Australian Democrats Andrew Bartlett* The Australian Democrats had maintained a presence in the Senate since 1977, but the 2007 election threatened to end their representation for good. Their efforts to retain seats proved to be in vain. Keywords: 2007 election; Australian Democrats; Senate Following on from the 2004 election, where the Australian Democrats lost four seats (including the Democrat seat Meg Lees had taken with her when she resigned from the party in 2002), plus official parliamentary status and balance of power in the Senate, the Party faced a very difficult task in the 2007 election trying to keep its four remaining Senate seats. Right throughout John Howard's fourth term, opinion polls showed public support for the Democrats consistently scraping along rock bottom levels of 1 or 2 per cent, as they had ever since the Lees resignation and the related public implosion of Natasha Stott Despoja's leadership in 2002. Even though the removal of the Democrats from the balance of power after the 2004 poll led directly to the Coalition government gaining control of the Senate, where it frequently used its majority to stifle scrutiny and bulldoze through some controversial legislation, the Democrats were unable to use this situation to build public support for returning the Party to its traditional Senate watchdog position. The Party had avoided going into debt in its 2004 campaign, so there were sufficient funds to run a basic campaign in priority areas for the 2007 election. However, serious use of paid advertising was not feasible. -

RESEARCH PAPER SERIES, 2017–18 5 MARCH 2018 House of Representatives by-elections: 1901–2017 Stephen Barber Statistics and Mapping Section Executive summary This paper provides details of House of Representatives by-elections, from that held for Darling Downs on 14 September 1901 to the most recent held on 16 December 2017 for Bennelong. The following observations can be made about those by-elections: • there have been 151 by-elections, an average of 3.4 per parliament • the average number of nominations has grown over the years from 2.2 per by-election to 12.0 per by- election • in only four cases was a by-election contested by just a single candidate • an increasing tendency has been for governments to avoid contesting by-elections in their opponents’ safe seats • in only ten cases have the opposition party failed to contest a by-election • seventy-six of the by-elections followed the resignation of the member, 68 members died in office, there have been six voided elections, and one MP was expelled from the House • since 1949 resignations account for almost two-thirds of by-elections and over half the resignations have occurred in safe seats • on 35 occasions the party complexion of a seat has altered at a by-election • five of the losses have been by the opposition of the day • the average two-party preferred swing against the government of the day has been 3.8 per cent • since 1949 the largest two-party swing against a government occurred against Labor in Canberra in 1995. The largest swing to a government occurred to the Coalition in McPherson in 1981. -

A whole new world: Global revolution and Australian social movements in the long Sixties Jon Piccini BA Honours (1st Class) A thesis submitted for the degree of Doctor of Philosophy at The University of Queensland in 2013 School of History, Philosophy, Religion & Classics Abstract This thesis explores Australian social movements during the long Sixties through a transnational prism, identifying how the flow of people and ideas across borders was central to the growth and development of diverse campaigns for political change. By making use of a variety of sources—from archives and government reports to newspapers, interviews and memoirs—it identifies a broadening of the radical imagination within movements seeking rights for Indigenous Australians, the lifting of censorship, women’s liberation, the ending of the war in Vietnam and many others. It locates early global influences, such as the Chinese Revolution and increasing consciousness of anti-racist struggles in South Africa and the American South, and the ways in which ideas from these and other overseas sources became central to the practice of Australian social movements. This was a process aided by activists’ travel. Accordingly, this study analyses the diverse motives and experiences of Australian activists who visited revolutionary hotspots from China and Vietnam to Czechoslovakia, Algeria, France and the United States: to protest, to experience or to bring back lessons. While these overseas exploits, breathlessly recounted in articles, interviews and books, were transformative for some, they also exposed the limits of what a transnational politics could achieve in a local setting. Australia also became a destination for the period’s radical activists, provoking equally divisive responses. -
