Minutes Silence On the proposal of the Cathaoirleach and with the agreement of the members, a minutes silence was observed in memory of the following:- Mr.John McGinley, former County Manager, North Tipperary County Council. Congratulations Congratulations were extended to the Tipperary Football Team and Cllr Joe Hannigan on winning the Allianz Football League Division 3 Final and promotion to Division 2 for 2018. Item 1.1 Proposed by Cllr. J. Carroll, seconded by Cllr. D. Doran and resolved Minutes of “That the minutes of the Council Meeting held on 13th March 2017 in the Civic Offices, Council Meeting Nenagh, Co. Tipperary, as presented be adopted”. held on 13th March, 2017 Matters Arising In response to a query from Cllr. D. Doran, it was noted that a letter had issued to the Minister for Finance seeking recoupment of payroll costs associated with the Lansdowne Road Agreement payable with effect from 1st April 2017. Item 2.1 It was proposed by Cllr. R. Kennedy, seconded by Cllr. M. Crosse Item 2.2 Proposed by Cllr. M. FitzGerald, seconded by Cllr. J. Fahey and reports noted. Reports on Conferences Item 3.1 Proposed by Cllr. J. Hogan, seconded by Cllr. M. Smith and resolved Section 183 “That in accordance with the provisions of Section 183 of the Local Government Act, 2001, Notice Disposal Tipperary County Council hereby approves of the disposal of property, consisting of circa of lands at Benamore, 2.88ha, within the townsland of BENAMORE, within the barony of IKERRIN, in the County of 2 Roscrea to Mr. TIPPERARY, contained in the Folio(s) TY16036F, Plan No. 44, Property No. 1, in accordance Brendan Phelan with the terms of the Notice under the above Section, as circulated on the 31st March 2017” It was noted that the lands were no longer required for Council purposes. Item 3.2 Proposed by Cllr. D. Leahy, seconded Cllr. R. Kennedy and resolved Section 183 “That in accordance with the provisions of Section 183 of the Local Government Act, 2001, Notice Tipperary County Council hereby approves of the disposal of property, situated Scart, Disposal of Bansha, Co. Tipperary comprising 0.136 hectares to Mr. Eamon Crowe, Murgasty, Tipperary th property at in accordance with the terms of the Notice under the above Section, as circulated on the 27 Scart, Bansha, March 2017”. It was noted that the site was now derelict and no longer required for Council County purposes. Tipperary to Eamon Crowe Item 3.3 The Tipperary Sustainable Energy Action Plan as circulated with the Agenda was noted by Tipperary the Members. This plan provided an in-depth overview of the county’s emission statistics as Covenant of well as a number of actions proposed to improve energy efficiency and renewable Mayors deployment in Tipperary. The aim of the plan was to generate actions which would reduce Sustainable Tipperary’s emissions by 30% from the 2005 baseline year. The plan was an official Energy Action recognition by the Council of its responsibility to improve the environmental standards Plan 2016-2020 associated with its jurisdiction and a detailed action-by-action synopsis of how this may be achieved. In response to queries concerning the funding of measures mentioned in the plan, Mr. Paul Kenny, CEO, Tipperary Energy Agency highlighted the importance of community led Energy Projects and referred to chapter 8 of the document which outlined the various funding schemes available, noting that the Council would continue to use National and European funding to implement measures. It was also noted that €10M would be invested in Tipperary during 2017. Proposed by Cllr. J. Hogan, seconded by Cllr. Marie Murphy and resolved “The adoption of the Tipperary Sustainable Energy Action Plan 2017-2020 in accordance with Tipperary County Council obligations as a signatory to the Covenant of Mayors to reach a 30% reduction of CO2 emissions by 2020 and the adoption of a joint approach to tackling mitigation and adaptation to climate change”. Item 3.4 Proposed by Cllr. Marie Murphy, seconded by Cllr. P. English Draft Service “That adoption of the Draft Service Delivery Plan would be deferred to the May Meeting” to Delivery Plan allow further consideration of the Draft Plan by the Members. 2017. Item 3.5 The Chief Executive’s Report formed part of the statutory procedure for the preparation of To Consider the proposed Variation No. 4 to the South Tipperary County Development Plan 2009 (as varied) – Chief Incorporation of Settlement Plan for Fethard. Material Alterations to the proposed Variation Executive’s were made available for public consultation on Friday 24th February 2017 for a period of 4 Report on weeks and five submissions were received. Variation No. 4 to the South Proposed by Cllr. J. Fahey, seconded by Cllr. I. Goldsboro and resolved Tipperary County “That, pursuant to the provisions of Section 13 of the Planning and Development Act 2000 (as Development amended) and having considered the proposed Variation No. 4 of the South Tipperary County Plan 2009 (as Development Plan 2009 (as varied) – (Fethard Settlement Plan), the Chief Executive’s Report varied) of the 27th January 2017 with the associated proposed Material Alterations and the Chief Executive’s Report circulated on the 3rd April 2017 on the submissions received, the Council 3 hereby resolve to make the Variation without further modification”. It is hereby noted that making of Variation no. 4 shall have effect from the date of the meeting – 10th April 2017. Item 4.1 Proposed by Cllr. R. Kennedy, seconded by Cllr. M. Hanna-Hourigan and resolved Ratification of “That Richard Long, Clonoulty/Rossmore be and is hereby ratified as PPN nominee to the PPN Planning & Emergency Services Strategic Policy Committee as a replacement for Seamus Representative Coffey” to the Planning & Emergency Services Strategic Policy Committee Item 4.2 Proposed by Cllr. M. Hanna-Hourigan, seconded by Cllr. M. FitzGerald and resolved Ratification of “That Sean O’Farrell, Cloncannon, Moneygall, Roscrea, County Tipperary be and is hereby PPN ratified as replacement nominee for Carmel McCormack as PPN Environmental Pillar Representative Representative on Local Community Development Committee”. to the Local Community Development Committee Item 5.1 The Management Report with a focus on directorates in Clonmel as circulated with the Consideration of Agenda was noted and considered by the Council. Management Report Community & Economic Development Strategic Projects Unit (SPU) Mr. Michael Moroney, C&E, gave a presentation to the members on the Strategic Projects Unit. The role of the unit was:- • To source and identify Calls for Proposals of relevance to Tipperary County Council and to liaise with the various sections of TCC to identify areas suitable for inclusion in Calls for Proposals; • To work on behalf of TCC to develop and pursue project applications with relevant external agencies, e.g. Energy Agency, I.T.s, Teagasc, Local Enterprise Office, Chambers, Waterways Ireland, PPN, YWI Tipperary, etc; • To co-ordinate preparation, submission and management of project bids for EU and Exchequer funding; • To manage EU and Exchequer part-funded projects secured by TCC, including contractual, activity and financial reporting activities.

Costello and Ida Mary Costello (née O'Malley). He was educated in Xavier School, Donnybrook; University College Dublin where he received a BA in Economics; and King's Inns, Dublin. He served as auditor of the UCD Law Society for the academic year 1945–6,. He was called to the Bar in 1948 and to the Inner Bar in 1965. He married Joan Costello (née FitzSimons) in 1953. Declan Costello was first elected a Fine Gael TD for Dublin North-West in 1951 and represented the constituency until 1969, when he retired temporarily from politics. He represented Dublin South-West from 1973 to 1977 when he resigned permanently from politics and was appointed to the bench as a judge of the High Court. He is well-known for the authorship of the Fine Gael policy document 'Towards a Just Society' which was published as the Party manifesto for the 1965 general election. The publication of the Just Society document marked the emergence of a more socially-minded group within Fine Gael.
