However, today, as the frst world countries advance towards “positive development”, some third world countries are developing in an “unwanted pattern”. The metropolitan cities of developing countries attract most of the country’s population, conse‑ quently becoming the worst suferers of the situation. They grow faster than their capacity allows, and then due to the lack of strategy, poor governance, and weak policies; face overwhelming pressure on land and natural resources. Documenting this situation using the case of a metropolitan city in India, the present paper aims to identify the problems faced by a metropolitan city in a developing country. The Mumbai Metropolitan Region’s Regional Plan 1996–2011 was analyzed to determine the response to climate change mitigation and adaptation. Furthermore, a new diagnostic tool, namely the “Climate Change Planning Index”, which can deliver valuable information at a glance, was developed. The paper concludes with a summary of the climate change crisis and the necessity of development in a developing metropolitan city. It begins with justification of study design, why cross-sectional design adopted over case study, experimental study and longitudinal study. Subsequently, the information about study area i.e. its historical view, topography, different phases of commercial and financial trends including pre- independence, post- independence and post liberalization era. Eventually, it discusses sampling design in detail namely Universe, sampling frame, sample size, sampling techniques and their suitable justifications. The universe in the study was Mumbai region, a brief note on geographical location; Mumbai and its associated municipal corporations; its administrative division- Mumbai city, suburban areas and extended suburban areas, and area under 24 wards; a demographic details – total population- male and female, density of population, literacy rate, sex ratio, religion and caste wise population. Further, particulars of sampling frame constituting 10 wards and their demographic details. Following this, the sample size was determined taking into account various factors like proportion of country’s young population, definition of youth and description and selection of 25 to 40 years of age group in the study, total population of study area i.e. 10 wards, youth’s population in these wards, unemployment rate of youth, %age of young earners below Rs. 100,000, deciding criteria of savings at least 20 % from income and further 25 % investment from savings.     NATIONAL WETLAND ATLAS: MAHARASHTRA Sponsored by Ministry of Environment and Forests Government of India Space Applications centre Indian Space Research Organisation Ahmedabad – 380 015 This publication deals with the updated database and status of wetlands, compiled in Atlas format. Increasing concern about how our wetlands are being influenced has led to formulation of a project entitled “National Wetland Inventory and Assessment (NWIA)” to create an updated database of the wetlands of India. The wetlands are categorised under 19 classes and mapped using satellite remote sensing data from Indian Remote Sensing Satellite: IRS P6- LISS III sensor. The results are organised at 1: 50, 000 scales at district, state and topographic map sheet (Survey of India reference) level using Geographic Information System (GIS). This publication is a part of this national work and deals with the wetland status of a particular State/Union Territory of India, through text, statistical tables, satellite images, maps and ground photographs. The atlas comprises wetland information arranged into nine sections. How the NWIA project work has been executed highlighted in the first six sections viz: Introduction, NWIA project, Study area, Data used, Methodology, and Accuracy. This is the first time that high resolution digital remote sensing data has been used to map and decipher the status of the wetlands at national scale. The methodology highlights how the four spectral bands of LISS III data (green, red, near infra red and short wave infra red) have been used to derive various indices and decipher information regarding water spread, turbidity and aquatic vegetation. School, College bunkers, young/old couples, families, Travel enthusiasts - you can spot everyone on the sandy Beaches and rocky Sea fronts of the Madh Island. At present, one has to go from Malad (West) in Mumbai Suburban District to reach the Madh Island by a good conditioned motorable road or one can simply cross the Versova Creek by a boat to reach the Madh Island. The Island has the Arabian Sea on the West and South, Manori/Gorai on the North and Malad on the East. It is at present divided from the mainland of Mumbai Suburban District or former Salsette (Sashti) Island by a narrow Creek surrounded by the Mangroves. The Madh Island from North to South has the villages Marve, Aksa, Erangal, Madh and Wadis such as Shankarwadi, Patelwadi, Pascalwadi etc. A good portion of Island is under the control of Defense establishments of the Government of India such as the Indian Navy, Indian Air Force.

    CHAPTER III STAMP DUTY AND REGISTRATION FEE 3.1 Tax administration Receipts from stamp duty and registration fee are regulated under the Indian Stamp Act 1899 (IS Act), Indian Registration Act, 1908 (IR Act) and the rules framed there-under as applicable in Maharashtra and are administered at the Government level by the Principal Secretary, Relief & Rehabilitation. The Inspector General of Registration (IGR) is the head of the Stamp Duty & Registration Department who is empowered with the task of superintendence and administration of registration work. He is assisted by Additional Controller of Stamps, Mumbai (ACOS), 10 Deputy Inspector General (DIGs), nine Assistant Inspector General of Registration, six Collector of Stamps (COS) at Mumbai and Mumbai Suburban District (MSD), 34 Joint Director of Registration and COS and 507 Sub-Registrar on District and Taluka levels. 3.2 Internal audit An effective internal audit wing always acts as a deterrent to the occurrence of any major irregularity. IGR issued guidelines for internal audit through a circular in June 2001. According to these guidelines, the internal audit wing of IGRO consisting of two wings (Desk-10 and Desk-11) was given monthly target to conduct audit of three offices and every DIG of the division has to conduct audit of two offices each in every month. However, no specific target of auditing COS office by IGRO was set. The details of audit conducted by the internal audit wings of IGR are as detailed in Table 3.2.
