Thereafter, this report shall not be relied upon, or transferred to any other parties without the express written consent of Opus International Consultants (UK) Limited (herein referred to as “Opus”). If an unauthorised third party comes into possession of this report, they rely on its contents at their own risk. The findings contained within this report are based on information obtained from a variety of sources detailed in the report, which are considered reliable. Nevertheless, the authenticity and reliability of the information cannot be guaranteed. Furthermore, it is possible that the research carried out, whilst fully appropriate to meet the requirements of the brief, may not indicate the full extent of conditions across the site and the existence of other information sources. Assuming such sources exist, their information could not have been used in the formulation of the findings and options presented in this report. The client is advised that the conditions reviewed by Opus have the potential to change. This study has been based on the site conditions at the time of writing. Should the conditions change then further desk study review will be required. All comments on ground conditions are from desk study information only and may need to be verified through an intrusive investigation along with suitable laboratory testing and interpretation. Site plans should not be used for scaling purposes. Existing manhole covers were not lifted and drainage runs were not inspected during the production of this report. www.opusinternational.co.uk ©OPUS INTERNATIONAL CONSULTANTS | OCTOBER 2017 LAND TO THE SOUTH OF THORNCLIUFFE ROAD, LEEK Executive Summary Project and Site The site is located to the south of Thorncliffe Road, Leek, approximately 1.3km north Details east of Leek, Staffordshire. The site is centred on approximate Ordnance Survey Grid Reference 400030mE, 357190mN. History A brief summary of historical ordnance survey maps, from 1888 to 2017 is presented below: Thorncliffe Road and farmland has been located at the site since the first edition map, little development has taken place in the surrounding area over the mapped dates. Geology & Geology Hydrogeology The superficial deposits are recorded to be Boulder Clay/Till anticipated to be sandy gravelly clay in the east of the site. No superfciial deposits are recorded within the west of the site. Glacial sand and gravel is recorded to the east of the site. The bedrock is recorded to be the Carboniferous Millstone Grit Series described as undivided, mainly mudstones at the site with the Kniveden Sandstone to the west, east and north. Groundwater The superficial deposits are recorded as a Secondary Undifferentiated Aquifer. The solid geology is recorded as a Secondary A Aquifer. Mineral Extraction The Coal Authority indicate that the site is not within a Coal Reporting Area. Several historical quarries or pits are present in the surrounding site area, with the closest being 20m to the north west associated with workings of sand and gravel of the Kniveden Sandstone. Introduction General Opus has been commissioned by Land Designation Limited to undertake desk study for a site south of Thorncliffe Road, Leek. Background Opus understand that there is an outline planning application for the site for a residential development, including access, with all other matters reserved for future approval with Staffordhire Moorlands District Council, application reference SMD/2017/0434. The submitted planning documents have been made available to Opus on the Council’s Public access system. The planning application has a Holding Objection with respect to minerals and safeguarding with regards to the site partially (around 40% of the eastern site area) falling within a Minerals Safeguarding Area (MSA) for superficial sand and gravle deposits. This study has been commissioned in order for Opus to provide advice on the necessary work to try to overcome the objection. Opus has spoken to Staffordshire County Council to understand what is required in order to try and overcome the objection and they have suggested that Opus firstly undertake a desk study to ascertain the existence, nature,

    Staffordshire Moorlands Open Space, Sport and Recreation Facility Assessment A Final Report by PMP March 2009 SECTION 1 – INTRODUCTION AND BACKGROUND Introduction and background The study 1.1 During March 2008 Staffordshire Moorlands District Council (the Council) appointed PMP to undertake an assessment of open space, sport and recreation facilities across the District in accordance with Planning Policy Guidance Note 17 (Planning for Open Space, Sport and Recreation, 2002) (PPG17) and its Companion Guide. This report sets out the findings of this study. 1.2 The assessment will form part of the evidence base for the Local Development Framework (LDF), in particular supporting the policies of the core strategy and other Development Plan Documents (DPD) including the Site Allocations DPD. It will also help to shape the strategic direction of the new Supplementary Planning Document (SPD) on the provision of open space in new developments. 1.3 In addition to supporting the LDF, the research undertaken as part of this document will facilitate the delivery of many other strategies and objectives including the recently completed Sport and Physical Activity Strategy. 1.4 Other specific objectives of the study include: • to undertake an accurate audit of existing green space across Staffordshire Moorlands • to identify local needs and aspirations through consultation, a strategic review and a review of existing provision standards • to recommend standards of provision (quantity, quality and accessibility) in accordance with PPG17 • to provide evidence to inform the future enhancement and management of green spaces. 1.5 The District Council currently manages almost 600 acres of public open space in the District including a range of parks, sports pitches and play areas.
