Limitations The desk study report was conducted for and prepared for Land Designation Limited for the site south of Thorncliffe Road, Leek. Thereafter, this report shall not be relied upon, or transferred to any other parties without the express written consent of Opus International Consultants (UK) Limited (herein referred to as “Opus”). If an unauthorised third party comes into possession of this report, they rely on its contents at their own risk. The findings contained within this report are based on information obtained from a variety of sources detailed in the report, which are considered reliable. Nevertheless, the authenticity and reliability of the information cannot be guaranteed. Furthermore, it is possible that the research carried out, whilst fully appropriate to meet the requirements of the brief, may not indicate the full extent of conditions across the site and the existence of other information sources. Executive Summary Project and Site The site is located to the south of Thorncliffe Road, Leek, approximately 1.3km north Details east of Leek, . The site is centred on approximate Ordnance Survey Grid Reference 400030mE, 357190mN. History A brief summary of historical ordnance survey maps, from 1888 to 2017 is presented below: Thorncliffe Road and farmland has been located at the site since the first edition map, little development has taken place in the surrounding area over the mapped dates. Geology & Geology Hydrogeology The superficial deposits are recorded to be Boulder Clay/Till anticipated to be sandy gravelly clay in the east of the site. No superfciial deposits are recorded within the west of the site. Glacial sand and gravel is recorded to the east of the site. The bedrock is recorded to be the Carboniferous Millstone Grit Series described as undivided, mainly mudstones at the site with the Kniveden Sandstone to the west, east and north. Groundwater The superficial deposits are recorded as a Secondary Undifferentiated Aquifer. The solid geology is recorded as a Secondary A Aquifer. Mineral Extraction The Coal Authority indicate that the site is not within a Coal Reporting Area. Several historical quarries or pits are present in the surrounding site area, with the closest being 20m to the north west associated with workings of sand and gravel of the Kniveden Sandstone. 1. Introduction

General Opus has been commissioned by Land Designation Limited to undertake desk study for a site south of Thorncliffe Road, Leek.

Background Opus understand that there is an outline planning application for the site for a residential development, including access, with all other matters reserved for future approval with Staffordhire Moorlands District Council, application reference SMD/2017/0434. The submitted planning documents have been made available to Opus on the Council’s Public access system. The planning application has a Holding Objection with respect to minerals and safeguarding with regards to the site partially (around 40% of the eastern site area) falling within a Minerals Safeguarding Area (MSA) for superficial sand and gravle deposits. This study has been commissioned in order for Opus to provide advice on the necessary work to try to overcome the objection. Opus has spoken to Staffordshire County Council to understand what is required in order to try and overcome the objection and they have suggested that Opus firstly undertake a desk study to ascertain the existence, nature, quality and extent of the resource followed by a limited ground investigation at the site if required. To this end, this desk study advises on the anticipated ground conditions at the site in terms of geology and historical land use only. It is Opus’ understanding that if this desk study shows that a mineral resource is present on site an assessment is required in terms of a subsequent limited ground investigation to determine the nature, quality and extent of the resource.

Objectives The objectives of this study are to:

• Provide a preliminary assessment of the ground conditions underlying the site; • Assess the potential for a mineral resource to be present on site, and; • Provide anticipated further works, if deemed necessary.

Scope The following tasks have been completed in undertaking this study:

• A review of the historical maps, to determine previous land use that may have impacted the site and surrounding area especially with regards to mineral extraction; • A review of the geological/hydrogeological information for the site; • A site walkover, and; • Preparation of this report summarising the findings.

2. Sources of Information An area extending approximately 500m from the site boundary has been considered for the purposes of this assessment and Landmark Envirocheck Report (Ref: 142907475_1_1 dated 16th October 2017). 3. Site Details

Site Description The site is located to the south of Thorncliffe Road, Leek, approximately 1.3km north east of Leek, Staffordshire. The site is centred on approximate Ordnance Survey Grid Reference 400030mE, 357190mN. Access to the site can be gained directly from Thorncliffe Road. A Site Location Plan is presented as Drawing No. DO J-D2049.00_401_R0 (appended). Thorncliffe Road trends in a general south west to north east direction, sloping down towards the north east. The site extends for approximately 300m along Thorncliffe Road.

Site Walkover

3.2.1. Visual Inspection A site walkover was carried out by an Opus geotechnical engineer on 17th October 2017 during a period of dry weather. Access to the site can be obtained directly from Thorncliffe Road from the north western corner of the site and also from access gates along Stile House Lane running along the eastern boundary of the site. The land to the south of Thorncliffe Road is open grassy fields with fence and hedgerow boundaries. At the time of the walkover horse were grazing in the fields. Stockpiles of hay were noted within the fields. The fields themselves were not accessed and all the site observations were made from the roads bounding the site. Generally the surrounding land slopes down towards the north and east. There was no evidence to suggest that the land has been worked in the past. Overhead electricity and BT plant were observed during the walkover to cross the site and also run along the northern boundary of the site. Selected photographs are displayed in Appendix A.

4. Desk Study

Historical Map Review Opus has reviewed historical maps recorded over selected periods to identify key historical land uses and development of the site and surrounding area. The inspected historical maps were provided as part of the Landmark Envirocheck Report (Ref: 142907475_1_1, dated 16th October 2017) and are included within Appendix B. The reviewed historical maps date from 1888 to 2017. Table 4.1 and 4.2 below summarises the pertinent historical development of the site and surrounding area based upon the inspected maps up to a radius of approximately 500m from the site boundary. Topography Benchmarks on the historical mapping suggest that Thorncliffe Road slopes down slightly in an easterly direction from 237.06m in the west to 226.6m in the east.

Geology According to a review of the geological plans contained within the Envirocheck Report and readily available BGS information the anticipated geology at the site is shown in Table 5.1 below. Table 5.1 Anticipated Geology Anticipated Strata Description Anticipated Thickness (m) Made Ground Thorncliffe Road is likely to consist of macadam overlying Up to 1m hardcore. Limited made ground may be expected due to agricultural activities in the farmland at the site. Superficial No superficial deposits within the western extent of the site have Unknown been recorded. The eastern part of the site is shown to be Boulder Clay/Till. There are no descriptions of this strata provided however it is likely to comprise sandy gravelly clay. Glacial Sand and Gravel are recorded at approximately 75m to the east of the site outside the site boundary. The BGS Memoir records that much of the area is drift-free though a substantial area of boulder clay is present near Leek. However, glacial sands and gravels are present to the east of Leek shown to be to the east of the site. The glacial sands and gravels in the Staffordshire area are recorded to be up to 30m thick and lie between the Boulder Clay/Till and bedrock. The BGS Sand and Gravel Resources plan suggests that there is no sand and gravel anticipated beneath the Boulder Clay/Till at the site. The maps suggest that bedrock is at or near to the surface in the western part of the site and also to the immediate east of the eastern boundary and therefore the Boulder Clay/Till in between is not expected to be thick. Bedrock The bedrock is recorded to be the Carboniferous (Namurian) Unknown Millstone Grit Series described as undivided, mainly mudstone. The Kniveden Sandstones are shown to outcrop to the west of the site.

There are no BGS exploratory holes recorded at the site or within the local area. A geological fault is shown in the general area at approximately 230m to the south of the site trending in west to east direction down throwing in a northerly direction. The dip of the strata on the geological map is shown to be in the region of 2 to 8 degrees towards the north.

Mining Activity & Quarrying The Mining Access Portal (MAP) hosted on the BGS website was reviewed for information pertaining to mining and (or) quarrying activities relating to the exploitation of coal and non-coal minerals. The MAP indicates that the site is located within the South Staffordshire Coalfield for limestone resources and the North Staffordshire Coalfield for ironstone resources. The Coal Authority Interactive Map indicates that the site is not within a Coal Mining Reporting area and therefore a Coal Authority Report was not obtained for the site. Several quarries/pits were noted to be located within 500m from the site as part of the historical development of the site and the surrounding area, the closest of which being located to the north west of Thorncliffe Road approximately 20m north west of the site.

There is one BGS recorded mineral sites located within 500m of the site, at approximately 110m north of the site at Leekedge Farm recorded to have been opencast for the Kniveden Sandstones Sand and Gravel. There are two potentially infilled land (non-water) areas within 500m of the site. The first is located at approximately 135m to the north west within the area identified as the old gravel pit in the historical maps section. The second is located approximately 330m north west of the site at the location of the quarry as identified on the historical maps. The use of both is recorded as unknown.

Ground Stability The following ground stability hazard information presented in Table 5.2 has been obtained from the Envirocheck Report. Table 5.2 Ground Stability Hazards Hazard Hazard Rating Collapsible Ground Very Low

Hydrogeology According to the Environment Agency (EA) the superficial deposits are designated as a Secondary Undifferentiated Aquifer. The EA states that this is assigned in cases where it has not been possible to attribute either category A or B. In most cases, this means that the layer in question has previously been designated as both minor and non-aquifer in different locations due to the variable characteristics. These are described as layers of drift deposits with low permeability that have negligible significance for water supply or river base flow. The bedrock is designated as a Secondary A Aquifer described as permeable layers capable of supporting water supplies at a local rather than strategic scale, and in some cases forming an important source of base flow to rivers. These are generally aquifers formerly classified as minor aquifers. The site is recorded to be at risk of groundwater flooding occurring.

Hydrology The nearest surface water feature as described within the Envirocheck Report is an unnamed drainage ditch running in a north to south direction to the north of Thorncliffe Road between the field boundaries at approximately 15m north of the site. There are no recorded water abstractions within 500m of the site. The site is not considered to be at risk from flooding of the rivers or the sea. However, this report should not be considered to cover a flood risk assessment for the site.

Utilities Utility plans have not been provided to Opus at the time of writing this study. BT plant and electricity overhead cables were observed during the site walkover. It is crucial that service plans are reviewed and a full service clearance is undertaken prior to any intrusive works are undertaken at the site.

UXO The Zetica website has been reviewed for the UXO risk for the site. The site falls within a low bomb risk area.

5. Mineral Assessment

General A outline planning application currently has a Holding Objection on it due the site falling partially within a MSA, for superficial sand and gravel deposits and therefore an assessment was required to understand the nature, quality and extent of the mineral resource in order to protect the mineral resource from sterilisation by development. It states in the Holding Objection that “paragraph 144, of the National Planning Policy Framework (NPPF) and Policy 3 of the recently adopted Minerals Local Plan for Staffordshire (2015 – 2030), aim to protect mineral resources from sterilisation by other forms of development as well as safeguarding permitted mineral operations from undue restrictions. Policy 3.2 of the new Minerals Local Plan states that: “Within a Mineral Safeguarding Area, non-mineral development except for those types of development set out in appendix 6, should not be permitted until the prospective developer has produced evidence prior to determination of the planning application to demonstrate: a) The existence, the quantity, the quality and the value of the underlying or adjacent mineral resource; and b) That proposals for non-mineral development in the vicinity of permitted mineral sites or mineral site allocations would not unduly restrict the mineral operations.” In this case, the application is for housing development partially within a MSA which is not exempt from Policy 3 of the Minerals Local Plan. No information is apparent to address the requirements of Policy 3.2 as stated above. Prior to the determination of the planning application, the developer should produce evidence of the existence, the quantity, the quality and the value of the underlying or adjacent sand and gravel resource”.

Site Conditions & Minerals Information published by the BGS suggests that the site can be divided into two main components, the west being absent of superficial deposits with bedrock at or near the surface and the east underlain by superficial deposits of Boulder Clay/Till anticipated to be sandy gravelly clay. Superficial sand and gravel is not recorded to be present directly beneath the site. A small amount is shown to be present to the east. There are no available historical exploratory borehole records within the vicinity of the site to ascertain the thickness of the superficial deposits. The historical maps indicate that there has been little change to the site and the surrounding area over the mapped dates with Thorncliffe Road being present since the first edition map and the site being farmland. Pits and quarries are noted within the surrounding area in association with the Carboniferous bedrock, primarily the Knivesden Sandstone to the north west of the site (although described as a gravel pit on the maps). There is no evidence on the mapping that any excavation activities have taken part at the site. Furthermore, the geology directly underlying the site is not considered to fall into the category of ‘superficial sand and gravels’ that the Holding Objection refers to. Given the summary above of the available information for the site, it is considered that the Holding Objection should be removed from the planning application due to the resource not being recorded on site.

6. Proposals for Future Works The study has identified, that the site is highly unlikely to be underlain by a mineral resource of superficial sand and gravel as outlined by the Holding Objection for the planning application. The geological maps show that superficial sand and gravel is recorded at approximately 75m to the east of the site. As such it is understood that this study has demonstrated evidence that the resource does not exist at the site and therefore satisfies point a) within section 5.1. Given that the superficial sand and gravel mineral resources are not expected to be present at the site, no further works are proposed in relation to the Minerals Safeguarding Area and this study should be provided to Staffordshire County Council as evidence that the requirements of Policy 3.2 of the New Minerals Plan have been addressed.

Introduction

The Environment Act 1995 has made site sensitivity a key issue, as the legislation pays as much attention to the pathways by which contamination could spread, and to the vulnerable targets of contamination, as it does the potential sources of contamination. For this reason, Landmark's Site Sensitivity maps and Datasheet(s) place great emphasis on statutory data provided by the Environment Agency/Natural Resources Wales and the Scottish Environment Protection Agency; it also incorporates data from Natural England (and the Scottish and Welsh equivalents) and Local Authorities; and highlights hydrogeological features required by environmental and geotechnical consultants. It does not include any information concerning past uses of land. The datasheet is produced by querying the Landmark database to a distance defined by the client from a site boundary provided by the client.
