NOV 0 8 2001 i Dear Supervisor Horn: On September 14,2007, Carlsbad Energy Center, UC, submitted an Application for Certification (AFC) for the Carlsbad Energy Center Project (CECP) to the California Energy Commission (Energy Commission) to devefop a thermal power plant at the existing Encina Power Station in the city of Carlsbad, California. The proposed project wouM be a 55&megawatt (MVV), combinedqcle generating facilrty that wwM connect to the electrical transmissin system via 138Stilovolt (kV) and 230-kV lines that connect to the nearby San DiGas and Electric switchyards at the Encina Power Station. The CECP site is located in an area zoned PuMi Utility (PU) which specifically allows eledrical generation and transrr~issionfacili. The tdal land acreage of the existing Encina Power Station is approximately 95 acres, 'hduding a 65-acre parcel containing the existing generating equipment and a 30-acre parcel upon which the CECP would be constructed. On October 31,2007, the AFC for the CECP was deemed data adequate by the Energy Commission and our staff will now beginthe discovery and analysii phases of our permitting process. Over the coming months, the Energy Commission will condud a number of public workshops and hearings on the proposal to determine whether the CECP project should be approved for construction and operation and under what set of conditions.
