Laboratory Development

Computer Networks Laboratory at the COE department of KFUPM, Saudi Arabia I established the Computer Network Laboratory, which houses state of the art networking hardware and software. It has been since supporting undergraduate and graduate education as well as research in computer communication and networking. I initiated the Request for Proposal (RFP) for the acquisition of network hardware and software elements, as well as performed the quotation analysis, vendor selection, and reception of equipment.

VLSI Design Automation Laboratory at the COE department of KFUPM, Saudi Arabia Participated in the development of the Design Automation Laboratory. The laboratory supports undergraduate and graduate education as well as research in VLSI Design and Design Automation. Several Design Automation Tools were developed under my supervision by Research Assistants in partial fulfillment of their theses requirements.

Since 2013: Member of national consultative committee for the development of Information and Communication Technologies in Tunisia (Chaired by the Tunisian Minister of Communication Technologies and Digital Economy). The principal mission of this National Committee is to select for funding candidate ICT projects submitted by public or private organizations. Funds are collected from a 5% tax imposed on all telecommunication services in Tunisia.

2013 - 2016: Member of the national committee for the management of RNIA project. RNIA project consisted of establishing a secure fiber-based network connecting all government and public administrations and their datacenters through the IP/MPLS Telco operators networks.

2013 - 2016: Member of the national committee for the management of ''e-government & open-government'' project. This project consisted of performing a Strategic Plan of Smart Government for Tunisia 2020, as well as deploying e-government & open-government services.

Since 2018: Member of the national committee for the ''National Cloud'' project. This project consisted of conducting a feasibility study for establishing a National Cloud for Tunisia and the adequate architectural solution to best serve the needs of the country as well as the necessary deployment plan.

This program helped produce skilled human resources in e-learning technologies. Students of this MS program were selected among teaching and technical staff of several Tunisian universities.

2011– 2014: Scientific Coordinator of European TEMPUS-QUALYCERT project at University of Sousse. The project sought to prepare for the accreditation of course programs of several Tunisian Universities (Universities of Sousse, Gabes, , and ).

At KFUPM, Saudi Arabia, September 1990 - January 2001 During my tenure at King Fahd University of Petroleum & Minerals (KFUPM), I served as Chair or Member of the following scientific and academic committees.

Curriculum & Planning Committee This is a standing committee of the department of Computer Engineering (COE) whose activities consist of the following: a. Monitor the preparation/update of laboratory manuals. b. Oversees the implementation of the COE curriculum. c. Evaluation of course files. d. Address issues related to undergraduate curriculum such as new course proposals, updates to catalog descriptions, etc. e. Process student petitions/complaints/concerns. f. Publish a yearly updated version of the COE undergraduate students guide. g. Plan course offerings for each semester (in coordination with the Graduate and Research Committee). h. Assist the department chairman in making teaching assignment. i. Prepare publicity material of the COE undergraduate program.

9 Graduate and Research Committee This is a standing committee of COE department, tasked to perform the following: a. Address issues related to graduate curriculum such as new graduate course proposals, updates to catalog descriptions, etc. b. Process applications to the COE MS program on a timely basis. c. Monitor status and progress of graduate students in the COE program. d. Design guidelines for the consolidation of the department areas of research excellence. e. Plan and organize workshops in Computer Engineering (COE).

ABET Evaluation Committee This was an ad-hoc committee created to prepare a detailed report describing the COE department according to ABET requirements. The ABET team produced a very positive assessment of the COE department. They stated that the KFUPM COE department compares favorably with the better American Universities.

Committee to Re-engineer COE Curriculum This committee re-engineered the KFUPM BS program in computer engineering(COE). Major changes have been performed to the previous COE program, such as, udpdate of the catalog descriptions of the core and elective courses, the removal and introduction of new core courses, the reduction of the number of credit hours required for graduation, etc. The new program is a more consolidated and better focused on the needs of Saudi Arabia. Also, it is more in tune with the highly dynamic and rapidly evolving nature of computer engineering technologies.

Laboratories & Search Committee This is a standing departmental committee whose duties consist of the following: a. Evaluate applications for faculty positions in COE department. b. Contact and attract prominent scholars to spend their sabbatical leave in the COE department. c. Identify/evaluate enhancements to the department laboratories. d. Review and prioritize lab equipment purchases. e. Monitor the departmental equipment inventory. f. Plan lab development in terms of equipment, space, and manpower requirements. g. Prepare periodic status reports with respect to pending purchase requisitions.

Industrial Relations Committee This is a standing departmental committee whose main tasks consist of the following: a. Establish links between the COE department and the local industries. b. Advertise the COE department to organizations and companies inside and outside the Kingdom. c. Promote KFUPM COE graduates to government and private organizations. d. Tune the Senior Design Projects to address problems of local industries and organizations.

Continuing Education Committee This a standing College committee whose activities consist of the following: a. Study new proposals of short courses targeted toward the local industry and companies. b. Ensure that a number of adequate short courses are scheduled and offered to the Business community, government agencies, and industrial community in the Kingdom. c. Elaborate guidelines for preparing material distributed to short courses attendees.

ICS-COE Joint Ph.D. Proposal Committee This committee was formed by the Dean of the College of Computer sciences and Engineering (CCSE), and consisted of five faculty members from the three departments of the College, two representing the Department of Computer Engineering (COE), two the Department of Information and Computer Science (ICS), and one the Department of Systems Engineering (SE). The committee held a weekly meeting over a period of about two years to design a Ph.D. Program in Computer Science and Engineering, to be jointly administered by the departments of COE and ICS. Prior to its approval by the Rector and Scientific Council of the University, the program was thoroughly reviewed internally by all academic departments as well as by several leading American Universities. The program received outstanding

10 reviews and was approved in 1996. Also, the committee prepared adequate text describing the program in the KFUPM Graduate Bulletin as well as a brochure advertising the program.

College Teaching Committee This committee was formed by the Dean of the College of Computer Sciences and Engineering (CCSE) to address issues relevant to teaching/training activities in CCSE The committee met on a weekly basis and performed the following: a. Elaborated guidelines to improve teaching. b. Drafted a report outlining guidelines to write Summer Training report. c. Drafted a report outlining guidelines to write Co-op report. d. Proposed guidelines to improve the instructional use of KFUPM Intranet services, namely Email and the Web. e. Discussed also a number of other issues.

College Research Committee This committee was formed by the Dean of CCSE to address issues relevant to research activities in the College, namely, a. Evaluate in general current research activities in CCSE and suggest directions for the future, based on capabilities in the college and strategic needs of the Kingdom. b. Assess the need for applied research and how it can be encouraged. c. Suggest ways to improve interactions with the private and public sectors, such as project implementations, consulting work, or endowment chairs. d. Suggest ways to help train Junior Faculty members to do research. e. Suggest ways for increasing interaction among the college departments and encouraging interdisciplinary research. f. Suggest ways of populating CCSE MS and Ph.D. programs to better support the college research activities. g. Serve as an advisory committee to the Dean of CCSE on all research matters.

College Planning Committee This committee was formed by the Dean of the College of Computer Sciences and Engineering (CCSE) to address the following issues: a. Review, based on requests from the Dean, the space in the college and suggest better utilization. b. Study the staff needed for medium and long ranges. c. Investigate the idea of consolidating some of the college labs, e.g. the Microprocessor lab, the Digital Logic Design Lab and the Robotics Lab. d. Study the resources in terms of software and hardware needed in the college. e. Serve as an advisory committee to the Dean in all matters regarding planning for CCSE in the year 2000 and beyond. f. Recommend actions to encourage interdisciplinary research. g. Suggest ways of populating the college MS and Ph.D. programs to better support the college research activities. h. Serve as an advisory body to the Dean of CCSE on all research matters.

Communication Engineering Committee This is a university Ad-Hoc Committee appointed by the Vice Rector of Graduate Studies and Scientific Research to study the possibility of introducing an undergraduate and/or graduate program in communication engineering at KFUPM. The charges of the committee were: a. Study the possibility and develop a proposal for introducing Undergraduate/Graduate Program in Communication Engineering at KFUPM. b. Study undergraduate/graduate programs in communication engineering at universities in North America, Europe, and Japan. c. Provide a comparative study of the proposed program with the existing programs offered at KFUPM. d. Study the relationship of the proposed program with the existing programs offered at KFUPM. e. Development degree plan and course description for the proposed program.

11 The committee drafted a proposal for an MS program in Telecommunications, which has been approved by the University scientific council. The MS program will be offered by the department of Electrical Engineering.

Committee to develop an MS program in Networking This is an Ad-Hoc Committee appointed by the Dean of the College of Computer Sciences and Engineering to develop an MS program in Computer Networking. The committee consisted of four members, two Faculty from the department of Computer Engineering (COE) and two from the department of Information and Computer Science (ICS). The committee drafted a proposal for an MS program in Networking to be jointly offered by the COE and ICS departments. The proposed program was approved by the College Council in February 2000, and forwarded for approval by the University Scientific Council.

Computer Utilization Committee This is a university standing committee whose members are elected yearly by all KFUPM Faculty. I have a regular member of this committee for the last two years, and served as ad-hoc member for the past three years. The committee main duties are: a. Evaluate all purchase requisitions for new laboratory/office equipment and software. b. Develop plans for the upgrade of the university computing and communication resources.

University sub-committee for computer networking This is a standing subcommittee of the Computer Utilization Committee. I have been chairing this committee for the last two years. The committee oversees all activities related to the upgrading of the University Intranet and Internet resources. The committee evaluates initial request for proposals (RFPs) drafted by various bodies of the University to implement and/or expand existing network segments. The committee ensures that the final RFPs do not contain any flaws before they are released to bidding companies.

Technical Committee on Electrical & Communications Technologies This is a committee jointly formed by Saudi Aramco and KFUPM, on the request of Saudi Aramco. The KFUPM committee members were appointed by the KFUPM Vice Rector for Applied Research. The committee was providing consulting services to Saudi Aramco in matters related to existing and emerging Electrical and telecommunication technologies.

Member of Technical Committee of the Symposium, Multimedia: Tools, Applications, and Trends (Symposium organized yearly by the local Chamber of Commerce, each year with a different theme) (1995). 6. Ad-hoc committee set-up to study deployment of a new Fax network within the University. 7. Telecommunications Engineering Committee. This is university ad-hoc committee which was tasked to develop a Request for Proposal for the upgrade of KFUPM telephone switching network, as well as the selection of equipment and vendor. 8. Served as member of several Ad-hoc promotion committees set-up to evaluate Faculty applications for promotion from Assistant to Associate Professor Rank. 9. Served for two consecutive years as a member of the ad-hoc committee for the Excellence in Research Award (1997-99). This is a University Committee appointed by the office of the Vice Rector of Graduate Studies and Scientific Research to evaluate the files of applicants for the KFUPM Excellence in Research Award. 10. Chaired the COE publicity committee, a departmental ad-hoc committee tasked to design a Web site for COE Department. 11. Senior Design Projects Committee. This is a departmental ad-hoc Committee created to develop guidelines for the fair and rigorous evaluation of Senior Design Projects. 12. Departmental ad-hoc committee to perform the annual evaluation of the department Lecturers, Graduate Assistants (GAs), and Research Assistants (RAs). 13. Best Teacher Award ad-hoc committee. This a departmental committee tasked to collect data from COE Faculty and Students and apply University guidelines to nominate a COE Faculty for KFUPM best Teacher Award.

12 14. Best Advisor Award ad-hoc committee. This a departmental committee tasked to collect data from COE Faculty and Students and apply University guidelines to nominate a COE Faculty for KFUPM best Advisor Award. 15. Served as member of the Academic Integrity Committee. This is a university committee formed by the Vice Rector of Academic Affairs to study unethical academic practices of some of KFUPM students such as, cheating in homeworks and exams, plagiarism activities, etc., and to make appropriate recommendations to minimize the occurrence of such cases.
