This is case of Stone Quarry. The application was forwarded by SEIAA to SEAC for appraisal. The proposed site at (Khasra No. 128/2, 128/3, 129/2, 129/3), Village - Dungariya, Tehsil - Seoni, Dist. Seoni (MP) 3.850 Ha. The project requires prior EC before commencement of any activity at site.

PP has submitted a copy of approved Mining Plan, DSR report, information in the lease’s within 500 meters radius around the site and other requisite information in the prescribed format duly verified in the Collector Office letter no. 1039 dated: 24/11/2020 has reported that there are no more mines operating or proposed within 500 meters around the said mine.

The case was scheduled in 478th meeting dated 01/02/2021 for the presentation but neither the Project Proponent (PP) nor his representative was present to explain the query which might be raised or to make any commitment which may be desired by the committee during the deliberation.

The case was presented by the PP and their consultant wherein PP was asked to submit NPK analysis report from any government agency for further consideration of this case.

PP has submitted the response of above quarries on dated vide letter dated 15.03.2021. The EMP and other submissions made by the PP were found to be satisfactory and acceptable, hence committee decided to recommend the case for grant of prior EC subject to the following special conditions in addition to the standard conditions at annexure ‘A’:

1. Production of Stone as per mine plan with quantity not exceeding 1,02,178 cum/year. 2. A budgetary provision for Environmental management Plan of Rs. 24.20 Lakh as capital and Rs 02.92 Lakh/year as recurring has proposed by PP.

2. Case No 8138/2021 Smt. Jaikumar Bai Rajput W/o Shri Prem Singh Rajput, Ward No. 03, Udaipura, Dist. Raisen, MP – 464551 Prior Environment Clearance for Stone Quarry in an area of 3.286 ha. (32300 cum per annum) (Khasra No. 90), Village - Chhind, Tehsil - Udaipura, Dist. Raisen (MP)

This is case of Stone Quarry. The application was forwarded by SEIAA to SEAC for appraisal. The proposed site (Khasra No. 90), Village - Chhind, Tehsil - Udaipura, Dist. Raisen (MP) 3.286 ha. The project requires prior EC before commencement of any activity at site.

PP has submitted a copy of approved Mining Plan, DSR report, information in the lease’s within 500 meters radius around the site and other requisite information in the prescribed format duly verified in the Collector Office letter no. Q dated: 17/12/2020 has reported that there are 01 more mines operating or proposed within 500 meters around the said mine total area of 4.626 ha., including this mine.

The case was presented by the PP and their consultant wherein during presentation it was observed by the committee that as per Google image based on coordinates provided by PP the entire lease area is surrounded by agriculture land. Moreover, PP stated that this is a private land. Committee after deliberation decided that mining on agricultural field shall not be encouraged and thus asked PP to submit soil testing analysis report particularly w.r.t. Nitrogen (N), Phosphorous (P) and Potassium (K) values from their field from any Government approved Soil Testing Laboratory for further consideration of the case.

PP has submitted the response of above quarries same date vide letter dated 03.04.2021, which was placed before the committee and the same found satisfactory. The EMP and other submissions made by the PP were found to be satisfactory and acceptable, hence committee decided to recommend the case for grant of prior EC subject to the following special conditions in addition to the standard conditions at annexure ‘A’:

1. Production of Stone as per mine plan with quantity not exceeding 32,300 cum/year. 2. A budgetary provision for Environmental management Plan of Rs. 23.56 Lakh as capital and Rs 02.79 Lakh/year as recurring are proposed by PP.

3. Case No 8495/2021 M/s R.K.Gupta Contractors and Engineers Pvt. Ltd, Authorized Person, Shri Rajendra Kumar Gupta, B-72, Shahpura, Dist. Bhopal, MP - 451224 Prior Environment Clearance for Sand Quarry in an area of 4.0 ha. (10000 cum per annum) (Khasra No. 44), Village - Lalpura, Tehsil - Maheshwar, Dist. Khargone (MP)

This is case of Sand Quarry. The application was forwarded by SEIAA to SEAC for appraisal. The proposed site at (Khasra No. 44), Village - Lalpura, Tehsil - Maheshwar, Dist. Khargone (MP) 4.0 Ha. The project requires prior EC before commencement of any activity at site.

PP has submitted a copy of approved Mining Plan, DSR report, information in the lease’s within 500 meters radius around the site and other requisite information in the prescribed format duly verified in the Collector Office (Ekal Praman-Patr) letter no. 2612 dated 17/9/2020 has reported that there are no more mines operating or proposed within 500 meters around the said mine.

The case was presented by the PP and their consultant. PP stated that this is a case of river sand mining on Narmada River. PP submitted that only manually method shall be carried out as per approved mine plan. The EMP and other submissions made by the PP were found to be satisfactory and acceptable, hence committee decided to recommend the case for grant of prior EC subject to the following special conditions in addition to the standard conditions at annexure ‘B’:

1. Production of Sand as per mine plan with quantity not exceeding 10,000 cum/year. 2. Being River is Narmada hence, only manually method shall be carried out. 3. A budgetary provision for Environmental management Plan of Rs. 28.80 Lakh as capital and Rs. 3.49 Lakh/year as recurring are proposed by PP. 4. Case No 8373/2021 M/s Longjiyan - Shri Jitendra Singh (JB), Shri Pramod Singh Kadam, Authority Person, 707, North Block, Bamori, Dist. Pune, Mah - 460001, - 6265697998 Prior Environment Clearance for Stone Quarry in an area of 1.570 ha. (49205 cum per annum) (Khasra No. 96/1), Village - Koyalbuddi, Tehsil - Shahpur, Dist. Betul (MP)

This is case of Stone Quarry. The application was forwarded by SEIAA to SEAC for appraisal. The proposed site at (Khasra No. 96/1), Village - Koyalbuddi, Tehsil - Shahpur, Dist. Betul (MP) 1.570 Ha. The project requires prior EC before commencement of any activity at site.

PP has submitted a copy of approved Mining Plan, DSR report, information in the lease’s within 500 meters radius around the site and other requisite information in the prescribed format duly verified in the Collector Office letter no. 423 dated: 19/02/2021 has reported that there are 01 more mines operating or proposed within 500 meters around the said mine with total area of 2.570 ha., including this mine.

The case was presented in 493 th meeting dated 23/03/2021 by the PP and their consultant wherein it was observed by the committee that a tree is in existing within the lease for which PP submitted that this will be uprooted and additionally 10 times plantation will be carried out by them. Committee further observed that a human settlement is in existence at a distance of 210 meters on the western side. After presentation the committee asked to submit following details: • Nitrogen (N), Phosphorous (P) and Potassium (K) analysis shall be carried out from their field from any Government approved Soil Testing Laboratory. • Bank NOC wherein bank has released the land. • Land agreement document.

PP has submitted the response of above quarries same date vide letter dated 31.03.2021, which was placed before the committee and the same found satisfactory. The EMP and other submissions made by the PP were found to be satisfactory and acceptable, hence committee decided to recommend the case for grant of prior EC subject to the following special conditions in addition to the standard conditions at annexure ‘A’:

3. Production of Stone as per mine plan with quantity not exceeding 49,205cum/year. 4. A budgetary provision for Environmental management Plan of Rs. 8.016 Lakh as capital and Rs 03.68 Lakh/year as recurring are proposed by PP. 5. Case No 8298/2021 Shri Bhojraj Komadiya S/o Shri Ramesh Chandra Komadiya, Village - Rajgarh, Tehsil - Sardarpur, Dist. Dhar, MP Prior Environment Clearance for Murrum Quarry in an area of 2.0 ha. (25000 cum per annum) (Khasra No. 1207), Village - Ringnod, Tehsil - Sardarpur, Dist. Dhar (MP)

This is case of Murrum Quarry. The application was forwarded by SEIAA to SEAC for appraisal. The proposed site at (Khasra No. 1207), Village - Ringnod, Tehsil - Sardarpur, Dist. Dhar (MP) 2.0 Ha. The project requires prior EC before commencement of any activity at site.

PP has submitted a copy of approved Mining Plan, DSR report, information in the lease’s within 500 meters radius around the site and other requisite information in the prescribed format duly verified in the Collector Office (Ekal Praman-Patr) letter no. 404 dated: 17/02/2021 has reported that there are no more mines operating or proposed within 500 meters around the said mine.

The case was presented by the PP and their consultant in the 489 th SEAC meeting dated 12/3/21 wherein during presentation it was observed that the lease area is already excavated. PP submitted that this is a case of capacity expansion of Murrum quarry from 7750 cum per annum to 25,000 cum per annum. Committee asked PP to submit MoEF&CC compliance report then after case shall be appraised.

PP has submitted the response of above quarries same date vide letter dated 24.03.2021, which was placed before the committee wherein committee observed that as per the compliance report, the compliance of condition number 09,10,11 is not given in the report. PP has also not planted the trees in the desired numbers and expenses made for the CSR are also not submitted. After deliberations, PP was asked to submit response on above issues.

PP vide letter dated 05.04.2021 has submitted in the response of above quarry the same was placed before the committee and found satisfactory. The EMP and other submissions made by the PP were found to be satisfactory and acceptable, hence committee decided to recommend the case for grant of prior EC subject to the following special conditions in addition to the standard conditions at annexure ‘A’:

1. Production of Murrum as per mine plan with quantity not exceeding 25000 cum/year. 2. A budgetary provision for Environmental management Plan of Rs.16.67 Lakh as capital and Rs.3.23 Lakh/year are proposed by PP.

6. Case No 8362/2021 M/s Vindhyavasini Stone Crusher, Prop., Shri Vijay Kumar Gupta, H.No. 25/289, Chanakya Nagar, Dist. Rewa, MP - 486001 Prior Environment Clearance for Stone Quarry in an area of 1.201 ha. (12018 cum per annum) (Khasra No. 12), Village - Harraha Mal, Tehsil - Mauganj, Dist. Rewa (MP)

This is case of Stone Quarry. The application was forwarded by SEIAA to SEAC for appraisal. The proposed site at (Khasra No. 12), Village - Harraha Mal, Tehsil - Mauganj, Dist. Rewa (MP) 1.201 Ha. The project requires prior EC before commencement of any activity at site.

PP has submitted a copy of approved Mining Plan, DSR report, information in the lease’s within 500 meters radius around the site and other requisite information in the prescribed format duly verified in the Collector Office (Ekal Praman-Patr) letter no. 3412 dated: 06/03/2021 has reported that there are 03 more mines operating or proposed within 500 meters around the said mine with total area of 4.551 ha., including this mine.

The case was scheduled in 492 nd meeting dated 19/03/2021 for the presentation but neither the Project Proponent (PP) nor his representative was present to explain the query which might be raised or to make any commitment which may be desired by the committee during the deliberation.

The case was presented by the PP and their consultant wherein it was observed by the committee that it’s a case of Stone mining and a pucca road is crossing the lease area at 40 m thus 10 m set back to be left as no – mining area. PP submitted that felling of 02 trees are proposed and additionally 20 trees shall be planted. After presentation the committee asked to submit following details: • Felling of 02 trees is proposed hence, PP’s commitment that additionally 20 trees shall be planted as compensatory plantation after taking permission from the competent authority.

PP has submitted the response of above quarries same date vide letter dated 23.03.2021, which was placed before the committee and the same found satisfactory. The EMP and other submissions made by the PP were found to be satisfactory and acceptable, hence committee decided to recommend the case for grant of prior EC subject to the following special conditions in addition to the standard conditions at annexure ‘A’:

1. Production of Stone Quarry as per mine plan with quantity not exceeding 12,018 cum per annum cum/year. 2. A budgetary provision for Environmental management Plan of Rs. 15.25 Lakh as capital and Rs 01.37 Lakh/year as recurring are proposed by PP.

7. Case No 8355/2021 Shri Rasmeet Singh Malhotra, Near Alka Talkies, Nehru Ward, Pipariya, Dist. Hoshangabad, MP - 461775 Prior Environment Clearance for Sand Quarry in an area of 4.750 ha. (71250 cum per annum) (Khasra No. 686), Village - Nizampur, Tehsil - Ajaygarh, Dist. Panna (MP)

This is case of Sand Quarry. The application was forwarded by SEIAA to SEAC for appraisal. The proposed site at (Khasra No. 686), Village - Nizampur, Tehsil - Ajaygarh, Dist. Panna (MP) 4.750 Ha. The project requires prior EC before commencement of any activity at site.

PP has submitted a copy of approved Mining Plan, DSR report, information in the lease’s within 500 meters radius around the site and other requisite information in the prescribed format duly verified in the Collector Office (Ekal Praman-Patr) letter no. 453 dated: 05/03/2021 has reported that there are no more mines operating or proposed within 500 meters around the said mine.

The case was scheduled again for presentation but neither the Project Proponent (PP) nor his representative was present to explain the query which might be raised or to make any commitment which may be desired by the committee during the deliberation. PP was also absent in the 492nd meeting dated 19/03/2021. Committee decided to give last chance to PP for making presentation in the subsequent meetings of SEAC after which the case shall be returned to SEIAA assuming that PP is not interested to continue with the project. 8. Case No 8356/2021 Shri Rasmeet Singh Malhotra, Near Alka Talkies, Nehru Ward, Pipariya, Dist. Hoshangabad, MP - 461775 Prior Environment Clearance for Sand Quarry in an area of 4.750 ha. (71250 cum per annum) (Khasra No. 483), Village - Kharoni, Tehsil - Ajaygarh, Dist. Panna (MP)

This is case of Sand Quarry. The application was forwarded by SEIAA to SEAC for appraisal. The proposed site at (Khasra No. 483), Village - Kharoni, Tehsil - Ajaygarh, Dist. Panna (MP) 4.750 Ha. The project requires prior EC before commencement of any activity at site.

PP has submitted a copy of approved Mining Plan, DSR report, information in the lease’s within 500 meters radius around the site and other requisite information in the prescribed format duly verified in the Collector Office (Ekal Praman-Patr) letter no. 455 dated: 05/03/2021 has reported that there are no more mines operating or proposed within 500 meters around the said mine.

The case was scheduled again for presentation but neither the Project Proponent (PP) nor his representative was present to explain the query which might be raised or to make any commitment which may be desired by the committee during the deliberation. PP was also absent in the 493 rd meeting dated 23/3/2021 & 492 nd meeting dated 19/03/2021. Committee decided that since sufficient opportunities has been given to the PP for appraisal of their case but PP remains absent thus committee decided that case shall be returned to SEIAA for delisting assuming that PP is not interested to continue with the project.

9. Case No 8416/2021 M/s Shiv Shakti Infra, Raj Bhawan, Katni Road, PO - Maihar, Dist. Satna, MP - 485771 Prior Environment Clearance for Stone Quarry in an area of 3.483 ha. (71250 Tonne per annum) (Khasra No. 1042, 1043(P), 428, 429, 430, 431, 449/1, 453/1, 454/1), Village - Barahiya, Tehsil - Maihar, Dist. Satna (MP)

This is case of Stone Quarry. The application was forwarded by SEIAA to SEAC for appraisal. The proposed site at (Khasra No. 1042, 1043(P), 428, 429, 430, 431, 449/1, 453/1, 454/1), Village - Barahiya, Tehsil - Maihar, Dist. Satna (MP) 3.483 Ha. The project requires prior EC before commencement of any activity at site.

PP has submitted a copy of approved Mining Plan, DSR report, information in the lease’s within 500 meters radius around the site and other requisite information in the prescribed format duly verified in the Collector Office letter no. 182 dated: 12/01/2020 has reported that there are no more mines operating or proposed within 500 meters around the said mine.

The case was presented by the PP and their consultant in the SEAC 495 th meeting dated 01.04.2021. PP stated that this is a case of stone mining. During appraisal it was observed by the committee that mine pit is seen within 500 m for which PP submitted that these are very old mine pits in existence since 2008-10 and are not in operation. During presentation it was observed by the committee that some Khasra part of lease are mortgage in the bank. PP was asked to submit clarification on this issue for further consideration of this case.

PP vide letter dated 03.04.2021 has submitted in the response of above quarry wherein it was observed by the committee that SBI, branch Maihar, District Satna vdide dated 03.04.2021 has released the part Khasra no. (as 428, 429, 430 and 431) of lease , which are mortgage in the bank. The same was placed before the committee and found satisfactory. The EMP and other submissions made by the PP were found to be satisfactory and acceptable, hence committee decided to recommend the case for grant of prior EC subject to the following special conditions in addition to the standard conditions at annexure ‘A’:

3. Production of Stone as per mine plan with quantity not exceeding 2,550 cum/year. 4. A budgetary provision for Environmental management Plan of Rs.18.89 Lakh as capital and Rs.6.46 Lakh/year are proposed by PP. 10. Case No 8448/2021 Shri Banti Prajapati S/o Shri Hargovind Prajapati, Shitla Mata Mandir Ke Pass, Railway Line, Jagirpura, Tehsil - Dabra, Dist. Gwalior, MP Prior Environment Clearance for Soil Quarry in an area of 1.0 ha. (1000 cum per annum) (Khasra No. 727, 1491), Village - Magrora, Tehsil - Dabra, Dist. Gwalior (MP)

This is case of Soil Quarry. The application was forwarded by SEIAA to SEAC for appraisal. The proposed site at (Khasra No. 727, 1491), Village - Magrora, Tehsil - Dabra, Dist. Gwalior (MP) 1.0 Ha. The project requires prior EC before commencement of any activity at site.

PP has submitted a copy of approved Mining Plan, DSR report, information in the lease’s within 500 meters radius around the site and other requisite information in the prescribed format duly verified in the Collector Office letter no. 8184 dated: 04/03/2021 has reported that there are no more mines operating or proposed within 500 meters around the said mine.

The case was presented by the PP and their consultant wherein it was observed by the committee that it’s a case of Soil quarry, where no drilling and blasting is proposed. It was also observed that lease is in two parts to make 1.0 ha as per MP MMR, 1996 and subsequent amendments. PP’s submitted that depth restriction shall be upto 2 m. Klin is already installed, which is fixed klin. The ash generated from coal/wood should be re-reused in brick making in 1:10 ratio. The EMP and other submissions made by the PP were found to be satisfactory and acceptable, hence committee decided to recommend the case for grant of prior EC subject to the following special conditions in addition to the standard conditions at annexure ‘A’:

1. Production shall be as per mine plan with quantity not exceeding for Soil 1,000 cum/annum.

This is case of Stone Quarry. The application was forwarded by SEIAA to SEAC for appraisal. The proposed site at (Khasra No. 151, 152), Village - Rajeev Nagar, Tehsil - Huzur, Dist. Bhopal (MP) 4.0 Ha. The project requires prior EC before commencement of any activity at site.

This is case of Stone Quarry. The application was forwarded by SEIAA to SEAC for appraisal. The proposed site at (Khasra No. 375), Village - Lahadpur, Tehsil - Isagarh, Dist. Ashoknagar (MP) 1.905 Ha. The project requires prior EC before commencement of any activity at site.

PP has submitted a copy of approved Mining Plan, DSR report, information in the lease’s within 500 meters radius around the site and other requisite information in the prescribed format duly verified in the Collector Office letter no. 491 dated 16/3/2021 has reported that there are 01 more mines operating or proposed within 500 meters around the said mine with total area of 5.905 ha., including this mine.

The case was scheduled for the presentation but neither the Project Proponent (PP) nor his representative was present to explain the query which might be raised or to make any commitment which may be desired by the committee during the deliberation. Committee decided to call the PP in subsequent meetings. Since the tenure of SEAC will be over on 09 th April, 2021 and all such cases which are pending at SEAC will become category-I cases in the absence of SEAC. 14. Case No 7592/2020 M/s Power Mech Projects Limited, Executive Director, Shri Krishna Praveen Kota, Flat No. 248, Sector-2, Shakti Nagar, Habibganj, Dist. Bhopal, MP Prior Environment Clearance for Sand Quarry in an area of 3.19 ha. (10,800 cum per annum) (Khasra No. 665, 666, 668), Village - Sanduri, Tehsil - Mehgaon, Dist. Bhind (MP).

Please refer the minutes of 488 th SEAC meeting wherein this case was recommended for grant of EC and minutes were sent to SEIAA.

The case was discussed in 667 th SEIAA meeting dtd. 18/3/2021 and it was recorded that…. “The case was recommended in 488 th SEAC meeting dated 10/3/2021 and it was recorded that….

The EIA/EMP and other submissions made by the PP were found to be satisfactory and acceptable, hence committee decided to recommend the case for grant of prior EC for Prior Environment Clearance for Sand Quarry in an area of 3.19 ha. (10800 cum per annum) (Khasra No.-665, 666, 668), Village –Sanduri, Tehsil - Mehgaon, Dist. Bhind (MP).subject to the following special conditions and as per Annexure-B:

PP/Consultant made a presentationon all aspects of the project and all concerned issues were discuseed in detail. After detailed discussions and perusal of recommendations of 488 th SEAC meeting dated 10/3/2021. Presentation made by the PP in SEIAA, it has been observed from Google earth that the major portion of mining lease is submerged in river water hence it was decided to send the technical file to SEAC for re-appraisal to ensure availability of sand in required production quantity” .

The case was presented by the PP and their consultant wherein PP submitted that google image available on web is old and of dated 23/06/2018 which is just of the onset of monsoon season and thus not refelecting the actual site conditions. As per site, plenty of sand is available and we are submitting the photographs of the lease for reference. PP further submitted that volume of sand is assessed by the Mining Department and reported in the District Survey Report (DSR) submitted by them and as per DSR of Bhind, the annual deposition of sand in sindh River is 1,97,76,120 cum. Further PP submitted that they have also get the replenishment study conducted and as per the study report on the basis of Dandy Bolton formula the Sediment Yield is 1,67,16,700.56 M. tonnes/Year. PP submitted that total volume of sand sanctioned for the Bhind District is 30,00,000 cum/year which is much below the sanctioned volume and thus this case may be approved for grant of EC. Committee deliberated on the above issue and observed that facts submitted by PP are part of minutes of 488 th SEAC meeting dated 10/03/21 sent by us. It was observed by the committee that as per MoEF&CC Notification dated 25/07/18 it is clearly mentioned that “The District Survey Report shall form the basis for environmental clearance, prepration of reports and appraisal of projects”. Committee further deliberated that appraisal of cases for EC is based on the information provided by the PP with case file, attached documents such as PFR, DSR, Approved volume of mineral in Mine Plan by competent authority & EIA report. Committee further discussed that by no means committee can ensure the availability of sand in required production quantity for recommendation of EC and has to relie on the facts & figures provided by PP in the submitted documents such as Mine Plan, DSR, Replanishment Study and EIA etc. Committee decided that this case was also appraised on the above basis and thus the case file may be sent to SEIAA for onward necessary action along with the reply submitted by PP.

15. Case No. – 6361/2019 Shri Ashok Vishwakarma, Jalpa Ward, Gautam Lane, Dist. Katni, MP Prior Environment Clearance for Soil Laterite and Fireclay Mine in an area of 5.360 ha. (Laterite - 16526 Tonne Per Annum and Fireclay - 2636 Tonne Per Annum) (Khasra No. 04), Village - Mohla, Tehsil - Jabalpur, Dist. Jabalpur

This is case of Soil Laterite and Fireclay Mine. The application was forwarded by SEIAA to SEAC for appraisal. The proposed site at (Khasra No. 04), Village - Mohla, Tehsil - Jabalpur, Dist. Jabalpur 5.360 Ha. The project requires prior EC before commencement of any activity at site.

PP has submitted a copy of approved Mining Plan, DSR report, information in the lease’s within 500 meters radius around the site and other requisite information in the prescribed format duly verified in the Collector Office letter No. 504 dated: 02/05/19 has reported that there is 02 more mine operating or proposed within 500 meters around the said mine with total area of 16.621 ha., including this mine.

Earlier this case was scheduled for presentation and discussion in 379 th SEAC dated 04/07/2019 wherein ToR was recommended.

PP has submitted the EIA report vide letter dated 02/2/2021 which was forwarded through SEIAA vide letter no. 7276 dated 15/3/2021, which was placed before the committee.

The case was scheduled again for presentation but neither the Project Proponent (PP) nor his representative was present to explain the query which might be raised or to make any commitment which may be desired by the committee during the deliberation. PP was also absent in the 493 rd meeting dated 23/3/2021 & 491 st meeting dated 18/03/2021. Committee decided that since sufficient opportunities has been given to the PP for appraisal of their case but PP remains absent thus committee decided that case shall be returned to SEIAA for delisting assuming that PP is not interested to continue with the project.

16. Case No 8418/2021 M/s Vedika Stone Crusher & Construction, Shri Jai Singh S/o Shri Awadhraj Singh, Shivam Nagar, rewa Road, Dist. Satna, MP Prior Environment Clearance for Stone Quarry in an area of 2.508 ha. (20000 cum per annum) (Khasra No. 906, 907, 908, 909), Village - Bathiya, Tehsil - Maihar, Dist. Satna (MP)

This is case of Stone Quarry. The application was forwarded by SEIAA to SEAC for appraisal. The proposed site at (Khasra No. 906, 907, 908, 909), Village - Bathiya, Tehsil - Maihar, Dist. Satna (MP) 2.508 Ha. The project requires prior EC before commencement of any activity at site.

PP has submitted a copy of approved Mining Plan, DSR report, information in the lease’s within 500 meters radius around the site and other requisite information in the prescribed format duly verified in the Collector Office letter no. 531 dated: 01/02/2021 has reported that there are 05 more mines operating or proposed within 500 meters around the said mine with total area of 10.579 ha., including this mine.

The case was presented by the PP and their consultant, being it’s a case Stone Quarry with total area of 10.579 ha. including this mine and according to the latest O.M F.No. L-11011/175/2018/-IA-II (M) dated 12/12/2018 if a cluster or an individual lease exceeds 5 ha the EIA/EMP be made applicable in the process of grant of prior environmental clearance and thus committee decided to issue standard TOR prescribed by the MoEF&CC may be issued for conducting the EIA with following additional TORs and as per conditions mentioned in Annexure-D:- • Cumulative impact of air, noise & traffic shall be incorporated in final EIA Report. • Inventory of all existing trees with their girth and height details and if any tree is to be uprooted, then plan it should be clearly addressed in EIA. • Protection plan w.r.t. settlement which is >300 meters in the SE and kachha road :>30 meters and a pucca road : >150 meters . • The project proponent shall discuss the mitigation measures provided in MoEFCCs Office Memorandum No. Z-11013/57/2014-IA. II (M) dated 29th October 2014, titled “Impact of mining activities on Habitations- issues related to the mining Projects wherein Habitations and villages are the part of mine lease areas or Habitations and villages are surrounded by the mine lease area”, and shall be discussed in the EIA report. • Detailed evacuation plan with transport route, required infrastructure and man-power is to be discussed in the EIA report. • Transportation plan & traffic management plan should be discussed in the EIA report. • Inventory of all sensitive receptors in 2 Km & 5 Km around the mine. • Mine water discharge plan with details of garland drains and settling tanks should be detailed out on a map in the EIA report. 17. Case No 8321/2021 Smt. Bhawna Chauhan W/o Shri Santosh Gudwan Singh, Seoda, Tehsil - Ashta, Dist. Sehore, MP - 466001 Prior Environment Clearance for Stone Quarry in an area of 3.30 ha. (19950 cum per annum) (Khasra No. 119/1), Village - Seoda, Tehsil - Ashta, Dist. Sehore (MP)

This is case of Stone Quarry. The application was forwarded by SEIAA to SEAC for appraisal. The proposed site at (Khasra No. 119/1), Village - Seoda, Tehsil - Ashta, Dist. Sehore (MP) 3.30 Ha. The project requires prior EC before commencement of any activity at site.

PP has submitted a copy of approved Mining Plan, DSR report, information in the lease’s within 500 meters radius around the site and other requisite information in the prescribed format duly verified in the Collector Office (Ekal Pramanpatra) letter no. 508 dated: 05/02/2021 has reported that there are no more mines operating or proposed within 500 meters around the said mine.

The case was scheduled in 490 th meeting dated 16/03/2021 for the presentation but neither the Project Proponent (PP) nor his representative was present to explain the query which might be raised or to make any commitment which may be desired by the committee during the deliberation.

18. Case No 8416/2021 M/s Shiv Shakti Infra, Raj Bhawan, Katni Road, PO - Maihar, Dist. Satna, MP - 485771 Prior Environment Clearance for Stone Quarry in an area of 3.483 ha. (71250 Tonne per annum) (Khasra No. 1042, 1043(P), 428, 429, 430, 431, 449/1, 453/1, 454/1), Village - Barahiya, Tehsil - Maihar, Dist. Satna (MP)

PP has submitted a copy of approved Mining Plan, DSR report, information in the lease’s within 500 meters radius around the site and other requisite information in the prescribed format duly verified in the Collector Office letter no. 182 dated: 12/01/2020 has reported that there are no more mines operating or proposed within 500 meters around the said mine.

5. Production of Stone as per mine plan with quantity not exceeding 2,550 cum/year. 6. A budgetary provision for Environmental management Plan of Rs.18.89 Lakh as capital and Rs.6.46 Lakh/year are proposed by PP.

19. Case No 8528/ 21

Betul (MP) [207592] for EC Amnedment.

Absent in 496 “…. It is noted that the 20. Case No 7430/2020 Shri Pankaj Kumar SEAC Meeting Mining Officer, Singrauli has Sharma S/o Shri Manikamna Prasad Singh, dated 03/04/21 submitted vide letter no. Village - Pura, Post - Kachwa Road, Dist. 297/Khanij/Q.L./2021 dated Varanasi, UP Prior Environment Clearance 22/01/2021 regarding present for Stone Quarry in an area of 2.02 ha. status of other sanctioned (25148 cum per annum) (Khasra No. 234), mines located within the Village - Piparwan, Tehsil - Chitrangi, Dist. periphery of 500 m. radius of Singrauli (MP) proposed mines. It seems that

there are total 9 more mines exists and total area of 24.35 ha. included the proposed mine. It is clear that the total area becomes more than 5 ha. and this case will be considered in B1 category. It is decided to relist and send this case to SEAC for re- appraisal.

The case was scheduled for the presentation in 496 SEAC Meeting dated 03/04/21 but neither the Project Proponent (PP) nor his representative was present to explain the query which might be raised or to make any commitment which may be desired by the committee during the deliberation.

The case was discussed in the 500 th SEAC meeting dated 08/04/21 wherein committee observed that earlier PP ahs applied as B2 category project and now as per revised MO certificate, the case has become B1. SEIAA has relisted the case and send it case to SEAC for re- appraisal considering area >5.00 ha and now TOR is to be issued. Committee after deliberations recommend that since PP has applied for B2 category through PARIVESH portal on 22 nd July, 2020 (SIA/MP/MN/162993/2020) and now case has to be appraised as B1, hence this case file may be rejected and PP may be asked to apply a fresh though PARIVESH portal for grant of TOR and case file may be sent to SEIAA for onward necessary action.

Query 496 SEAC 21. Case No 7607/2020 Shri Ravi Pratap Singh The case was scheduled for Meeting dated S/o SHri Jang Bhadur SIngh, R/o Village - the presentation but neither 03/04/21 Heerapur, Tehsil - Shahgarh, Dist. the Project Proponent (PP) Chhatarpur, MP Prior Environment nor his representative was Clearance for Stone Quarry in an area of present to explain the query 2.255 ha. (69371 cum per annum) (Khasra which might be raised or to No. 196P), Village - Mandhpur, Tehsil - make any commitment Buxwaha, Dist. Chhatarpur (MP) which may be desired by the committee during the deliberation.

Since the tenure of SEAC will be over on 09 th April, 2021 and all such cases which are pending at SEAC will become category-I cases in the absence of SEAC.

Thus case file is being sent to SEIAA for onward necessary action please.

Since the tenure of SEAC will be over on 09 th April, 2021 and all such cases which are pending at SEAC will become category-I cases in the absence of SEAC.
