7. Presentation – Inspector D. Bishop • Inspector Bishop provided a PowerPoint presentation which was the topic requested during the recent hiring process/interview. A copy of this presentation titled, “Community Oriented Policing in a cost-effective manner for the City of Owen Sound” will be kept on file should the Board wish to review.

A question and answer period followed this presentation. Chairman thanked Inspector Bishop for the information that was presented.

14. Financial Report • Chief informed the board that the budget as of August is tracking on target with a small surplus and there are no issues at the present time.

The court budget remains high due to the added supervision which has been implemented. A question was raised by Mayor Boddy on what percentage of appearances are from Owen Sound and from OPP, what percentage of family court versus civil court and what percentage of prisoner transport is Owen Sound versus OPP. Director K. Fluney agreed to try and get statistics on this.

15. Chief’s Report • Chief advised the public of a public information session being held at the Harmony Centre during the evening hours on October 22, 2019. This is an information session and presentation on Hate Crime. Those interested are invited to attend.

17. Other Business • Information item I-1 – Insp. J. Fluney provided additional information regarding the request for pedicab as well as another business type described as Driver for Hire (Ride Sharing). There was a discussion on this as neither one of these are covered under the current Board By-law. Another municipality covers Pedicab under a Business licence which also covers insurance and Ride Sharing has several items that are described. Some research has been done however a fulsome report can be provided to the Board if requested. It was suggested also to consider framework for Uber.

18. Moved by I. Boddy, seconded by M. Koepke “That the Board requests Staff to provide a report on updating the OSPSB Taxi By-law to include Pedicab, Driver for Hire and Uber as presented.” CARRIED

• The OSPSB By-law Proceedings of the Board included in today’s package was discussed.

During the summer months the Auxiliary Unit contributed a total of 464 volunteer hours through patrols and numerous Community Events.

In June 2019 the Auxiliary Unit contributed 214.5 hours. In addition to patrol hours, Auxiliary members assisted with: The Senior Fair, Keystone, Special Olympics, Ride Don’t Hide and the Pride Parade. This month the top two contributors each had 36 hours.

In July 2019 the Auxiliary Unit contributed 137.5 hours. In addition to patrol hours, Auxiliary members assisted with: Canada Day celebrations, Hottest Yard Sale, Harbourfest and Use of Force. This month the top two contributors had 26.5 hours and 26 hours respectively.

In August 2019 the Auxiliary Unit contributed 112 hours. In addition to patrol hours, Auxiliary members assisted with: Salmon Spectacular Kids Day, Sk8 Jam and the Bayshore Race. This month the top two contributors had 25 hours and 17 hours respectively.

In June, July and August 2019, members of the Criminal Investigations Branch conducted investigations regarding sexual assault, hate motivated crime, frauds, motor vehicle thefts, sudden deaths and missing persons.

1. Using DNA evidence processed at the Center of Forensic Science, a person was identified as being responsible for a residential break and enter that took place at a west side apartment in December of 2018. A DNA warrant is being sought for evidentiary purposes and a warrant is to be sought for the arrest of the accused. The accused has also been implicated in numerous break and enter incidents in Western Canada.

2. On June 11 members of the Criminal Investigations Branch were called to assist with the discovery of human remains in the area of a park on the west side of the city. The remains were believed to be from a historical indigenous burial ground. Investigators worked with a Forensic Anthropologist with the Ontario Forensic Pathology Service and confirmed that the remains were historical. The property owners were advised of the situation and the scene was released after several hours.

3. On July 04 Investigators arrested a wanted male and female suspect in Owen Sound for a shooting incident that occurred on July 03 in the Town of Whitby. Owen Sound Police CIB and Uniform members assisted various units of Durham Regional Police in the arrest of the wanted suspects at two Owen Sound locations. The male and female suspects, who are residents of Durham Region, were taken into custody without incident.

4. On July 12 and 13 over two consecutive nights, food items, including eggs were thrown at the Owen Sound Muslim Association Mosque. On one of those evenings similar mischief was done to the windows of Popeyes Restaurant. A 22-year-old Owen Sound man, was positively identified as being responsible for the offences, using numerous investigative techniques The Criminal Investigations Branch continued the investigation by conducting surveillance of the suspect and by obtaining search warrants for his residence and two motor vehicles. The man was arrested by CIB members on July15th and was charged with several offences including two counts of mischief to religious property.

5. On July 24 at 4:20 p.m. the bay window of the downtown restaurant was suddenly damaged by projectiles. Patrol Officers and the Criminal Investigations Branch responded to the incident and initiated an investigation. Police quickly determined that the projectiles were glass marbles. A 25-year-old man and 20-year-old women, both of Owen Sound, were located and arrested by police in the downtown core approximately ten minutes after having caused the damage. The man was found in possession of a sling shot and a bag containing glass marbles. The women also had methamphetamine on her person. Mischief, weapons and drug charges were laid as a result of the incident.

6. The Criminal Investigations Branch are currently investigating a series of recent mischief occurrences that are seemingly hate-motivated in nature. The incidents involve stickers, believed to be associated to the neo Nazi movement being posted on street signs and other property at various locations throughout the city. Investigators are pursing forensic evidence as well as reviewing potential sources of video surveillance in an attempt to identify the person(s) responsible.

7. An investigation into a fraud over $5000 and possession of stolen property was continued when banking transaction history was obtained by a member of the Criminal Investigations Branch via a production order. The banking records revealed that a 17-year-old Owen Sound woman had been defrauded by her step father and mother of over $13,000. Attempts by police to locate the step father and mother have been unsuccessful and arrest warrants have been sought for their arrest.

8. On the 08 of August CIB became aware of a Fraud Over $5,000 investigation which began on a dating site. The male victim was approached by a female who was later found to be using a fictious name. The female began to request money from the male to assist her in a real estate deal. The male made money transfers to bank accounts totaling $25,500. Another money transfer was attempted for $23,000 but alert bank employees detected the possible fraud and OSPS was contacted. After interviewing the victim, who was still in contact with the female, arrangements were made to meet in Owen Sound where she expected to receive the $23,000 in cash. The female attended and was arrested for Fraud Over $5,000.

9. Detective Tremblay delivered a presentation on drugs and Hypodermic needle safety to city employees at City Hall.

The Drug Unit continues to investigate persons involved in the trafficking of various drugs in Owen Sound and Grey-Bruce. Highlights include the following:

1. On June 20 a joint forces investigation involving illegal marihuana/CBD oil store front businesses operating in Owen Sound, Hanover and Port Elgin was concluded with the execution of search warrants at each location. A license to sell is required from the government to sell Cannabis and CBD oil. At present, there have not been any licenses issued to sell in Grey and Bruce Counties. As part of the investigation, plain clothes officers made purchases of CBD oil from the business. Upon execution of the warrants, police collectively seized over $30,000 in CBD oil products, $7,500 in cash proceeds as well as documentary evidence. A total of four adults have been charged with various Cannabis Act offences including Unlawfully Selling Cannabis, Possession of Cannabis for the Purpose of Selling and Possession of Proceeds of Crime.

2. Three suspects responsible for the theft of a motor vehicle from an Owen Sound residence were identified in June. Each of the three suspects were arrested with the assistance of the Criminal Investigations branch. Two of the charged persons were found in possession of Crystal Methamphetamine at the time of their arrest. One of the suspects was involved in the theft of vehicles in other area jurisdictions and engaged police in vehicle pursuits to avoid apprehension. That male faces multiple charges in several jurisdictions including with Owen Sound Police. The stolen vehicle was found burned in Wellington County.

3. In July, a month-long joint force investigation involving the Owen Sound Police Service and the Grey Bruce OPP was commenced. A warrant was executed by police at a Walkerton motel room and two persons were arrested for Crystal Methamphetamine Trafficking. Police seized more than 1,800 grams (1.8 Kg’s) of Crystal Methamphetamine with an approximate street value of more than $180,000 as well as over $3,000 in cash proceeds. In August, 2019 the joint force investigation into the supplier of the Crystal Methamphetamine traffickers continued. On August 28 police executed a search warrant at the resident of a 33-year-old Palmerston, Ontario man and seized more than 2,000 grams (2.0 kg’s) of Crystal Methamphetamine with an approximate street value of more than $200,000 as well as 1,200 grams (1.2 kg’s) of Psilocybin (Magic Mushrooms) with a street value of more than $12,000. This drug seizures far exceeds the largest previously documented seizure of Crystal Methamphetamine in Grey-Bruce counties.

4. On July 23 members of the Drug Enforcement Unit concluded a Fentanyl trafficking investigation with the execution of a search warrant at a downtown apartment. Upon entry, police took five Owen Sound residents into custody and seized more than $3,000 worth of highly toxic purple Fentanyl. Police also found Crystal Methamphetamine and Oxycodone as well as more than $1,000 in cash proceeds from the sale of Fentanyl, stolen property and a prohibited weapon. The quantity of Fentanyl seized represented up to 77 individual sales. Further investigation revealed that three of the occupants of the residence were wanted on outstanding arrest warrants issued by Owen Sound Police and the O.P.P. The target of the investigation, a 33-year-old Owen Sound man who was already on house- arrest based on convictions for previous trafficking offences, has been charged with numerous additional offences including possession for the purpose of trafficking.

5. In July, the Drug Enforcement Unit participated in a joint-forces investigation along with the Service, Hanover Police Service and the O.P.P. regarding area pick-up truck thefts. Two stolen trucks were recovered in the operation and charges were laid against two male residents of Bruce County.

6. In July the Drug Enforcement Unit also arrested two Owen Sound females who were known to be involved in the drug subculture based on outstanding arrest warrants. Both females were found in possession of small quantities of purple Fentanyl and were charged with simple possession.

There were a total of 60 on-duty R.I.D.E. checks in the months of June, July and August. Of the on-duty RIDE checks, Sgt. Sullivan’s platoon (# 1) conducted 10; A/Sgt. Holovaci’s platoon (# 2) conducted 19; Sgt. Baker’s platoon (# 3) conducted 8; and A/Sgt. Rawn’s platoon (# 4) conducted 23. There were two provincially funded RIDE programs. On August 31st the Owen Sound Police Service hosted a joint forces RIDE involving officers from the West Grey Police Service, the Hanover Police Service, Saugeen Shores Police Service, Grey County OPP and Bruce County OPP. 1150 drivers were checked with one person charged with Impaired.

Report to the Board: Crime Severity Index and Police Reported Crime Statistics in Canada

On July 22 2019, Statistics Canada released the 2018 Police-reported Crime Statistics in Canada report. This report provides numeric comparators that are calculated based on weighted reporting of criminal incidents within jurisdictions in Canada.

Since 1962, Statistics Canada has collected information on all criminal incidents reported by Canadian police services through its annual Uniform Crime Reporting (UCR) Survey. The UCR information provided allows for comparisons on police-reported crime across geographies and over time. Crime counts are based on the most serious violation in a criminal incident (primary UCR code). The report provides an analysis of the key statistical trends reported by police in 2018, focusing on increases in police-reported sexual assault, legislative and reporting changes regarding cannabis and other drug offences, stability in the rate of violent offences specific to firearms, and increases in the rates of shoplifting and fraud.

There were several significant events that occurred in Canada in 2018 that provide context to national statistics for that year. The discovery of serial homicide victims in Toronto, a van attack in North York that resulted in 10 homicide victims and 13 victims of attempted homicide, a shooting in Toronto leaving 2 homicide victims and 13 victims of attempted homicide as well as the Humboldt Broncos bus crash that left 16 people killed and 13 injured all impacted the crime statistics at the local, provincial and national levels.

Changes in reporting standards for the Uniform Crime Reporting (UCR) Survey in 2018 also need to be considered when examining trends for that year. In 2017, Statistics Canada, in collaboration with police services, amended the definition of “founded” criminal incidents in the UCR. The new definition, which represents a commitment to a victim-centred approach for crime, includes incidents where there is no credible evidence to confirm that an incident did not take place and those based on third- party reports. The changes also provided new scoring options for police to explain why an incident was not cleared (meaning solved) (Canadian Centre for Justice Statistics 2018). The new standards came into effect January 1, 2018. When they were developed, it was acknowledged—and Page 1 of 5 communicated to the policing community and the public—that the changes would have an impact on both clearance rates and on the number of criminal incidents reported to Statistics Canada.

In addition to changes in police reporting practices, there were two significant legislative changes in 2018, including the legalization of cannabis under Bill C-45, the Cannabis Act, which came into force in October 2018, and Bill C-46, “An Act to amend the Criminal Code (offences relating to conveyances) and to make consequential amendments to other Acts,” which came into force in two parts in June 2018 and December 2018.

Highlights from the report:

• Police-reported crime in Canada, as measured by the Crime Severity Index (CSI), increased for the fourth consecutive year in 2018. The CSI increased 2% from 73.6 in 2017 to 75.0 in 2018, but the index was 17% lower in 2018 than a decade earlier in 2008. The CSI measures the volume and severity of police-reported crime in Canada, and it has a base index value of 100 for 2006.

• The change in the CSI in 2018 was the result of increases in police-reported rates of numerous offences, most notably fraud (+13%), sexual assault (level 1) (+15%), as well as shoplifting of $5,000 or under (+14%), and theft over $5,000 (+15%). A 1% decline in the rate of breaking and entering, among other offences, mitigated the impact of these increases on the CSI.

• There were over 2 million police-reported Criminal Code incidents (excluding traffic) reported by police in 2018, almost 69,800 more incidents than in 2017. At 5,488 incidents per 100,000 population, the police-reported crime rate—which measures the volume of crime—increased 2% in 2018. This rate was 17% lower than a decade earlier in 2008.

• In 2018, the overall volume and severity of violent crime, as measured by the Violent Crime Severity Index (VCSI), was 82.4, a 1% increase over 2017, but 13% lower than in 2008. The VCSI fell every year between 2007 and 2014, before increasing for four consecutive years. Most of the increase in the VCSI in 2018 was the result of increases in the rate of police-reported sexual assault (level 1) (+15%), followed by increases in extortion (+44%). The police reported violent crime rate, which measures the volume of violent police-reported crime, increased 3% to 1,143 incidents per 100,000 population.

• The overall volume and severity of non-violent crime—as measured by the Non-violent CSI (NVCSI)—increased 2% in 2018, but was 19% lower than in 2008. The primary offences contributing to the increase were fraud, shoplifting of $5,000 or under, and theft over $5,000. These were partially offset by a decline in breaking and entering.

• After notable increases in property offences in 2015, followed by relative stability in 2016, the rate of property crime has risen more slowly each of the following two years, including an increase of 2% between 2017 and 2018. Property offences with notable rate increases in 2018 were theft over $5,000 (+15%), shoplifting of $5,000 or under (+14%) and fraud (+13%). Their overall impact on the rate of property crime, however, was offset by a 3% decline in mischief and a 1% decline in breaking and entering.

• The rate of fraud (including identity theft and identity fraud) continued to increase for the seventh year in a row, with a 12% increase between 2017 and 2018, marking a 46% increase over the rate reported a decade earlier in 2008.

• Police reported just under 125,000 incidents of shoplifting of $5,000 or under, a rate of 337 incidents per 100,000 population, marking an increase of 14% over 2017. The rate of shoplifting of $5,000 or under increased 42% between 2008 and 2018, while other theft of $5,000 or under decreased 23% over that same period.

• The rate of police-reported impaired driving (alcohol- or drug-impaired) remained stable in 2018 at 190 incidents per 100,000 population. This overall stability, however, was the result of an increase in drug-impaired driving (+25%) and a decrease in alcohol-impaired driving (-1%).

As you can see from the information provided above, Owen Sound has experienced an annual increase in total violations year over year. Also the number of actual incidents and charges laid is well over double the provincial rate when compared by population. The number of people charged and the associated clearance rates continue to increase and are all well over double the provincial average, demonstrating the success Owen Sound officers have at identifying and charging suspects. Laying charges and clearing incidents requires more officer time to complete arrests and court documents.

The number of Violent Criminal Code Violations continues to rise year over year. The percentage rate of increase since 2016 is concerning. Also, the rate of incidents per 100,000 population is well over double the provincial average. Some of the increase can be associated to new reporting formats as outlined in the highlights at the beginning of this report. Many of these occurrences relate to assaults that continue to rise yearly. This continued increase is very concerning and will continue to be monitored. The number of charges and clearance rates for Violent Criminal Code Violations in Owen Sound continues to be double that of the Provincial average.

Owen Sound has a much higher CSI when compared t the Province of Ontario. Violent crime and non violent crime are also significantly higher. The weighted clearance rates for solving crimes also remain higher than the average. Page 4 of 5

Crime Severity Index can be affected by many factors. The weighting associated to violent crimes can negatively impact the values for a municipality with a smaller population. Many smaller municipalities have high CSI values compared to larger urban areas where the actual incidents of gun violence and homicide are significantly higher. This makes it difficult to accurately compare the associated values. The CSI does however provide a good barometer of crime in a community especially when comparing similar sized municipalities.

Often Owen Sound is compared to communities of a similar population but as highlighted by the CSI index numbers, the population often doesn’t capture the entire picture. Bedroom communities often have low CSI numbers because the majority of the population is absent for a good portion of the day and asleep another portion. Also some comparators have low violent crime indexes and higher nonviolent crime rates affecting their overall CSI.

In summary, the City of Owen Sound continues to be a safe community. Based on the population and the weighting of criminal charges it is difficult to compare the city to all other cities in Canada. The number of reported criminal incidents continues to rise. Many of these incidents relate to the social determinants of health and cannot be solved by police alone. Responding to calls for service and reported incidents, the Owen Sound Police Service continue to identify suspects, lay charges and clear crimes at a higher rate than the provincial average. This is evident from the charge rate per 100,000 population.

The majority of the reported incidents are call for service citizen generated incidents. Police respond after the incident has occurred and investigate and lay charges as appropriate. Laying charges will address the issues once completed but proactive measures and working with community partners to address the issues before an incident occurs is the long term solution to driving down crime in a community.
