Safety (RSA) Program

• Runway Incursion Prevention

5 Runway Safety Area Program

• On December 31, 2015, all Part 139 RSA’s were improved to the extent practicable

• 1,012 total RSA Improvements nationally involving 537 airports

• Big investment made to improve RSAs • Over $3B AIP grants • $350M PFC Funds • Successful collaborative effort

6 Runway Safety Area Program

• On March 8, 2017, a MD-83 aborted takeoff on Runway 23L at Airport in and overran the departure end of the runway. • Aircraft was carrying the men’s basketball team • The aircraft came to rest approximately 1,100 feet from the runway end, along the extended runway centerline. • 1 minor injury reported. • Aircraft significantly damaged.

14 Runway Incursion Mitigation (RIM) Program Commencement: June 2015 FAA’s Goal: To reduce runway incursions at airports and help protect the traveling public. Inventory Data: • Data from 2007-2013 • Locations where 3+ runway incursions occurred in a single year or • More than 6 runway incursions occurred during the 6 year period.

Regional Runway Safety Plan • Evaluated 3 years of data • Designated 12 Priority and 6 Monitored Airports based on the rates and severity of the incursions

• FY 18 Appropriations Bill - $1 Billion

• Gave Priority Consideration to: • Small and Non Hub Primary Airports • Nonprimary Regional, Local or Basic category airports not in a Metropolitan or Micropolitan Statistical Area. (100%)

• 3 years to obligate

18 Supplemental Funding

• Federal Register Notice with 2 deadlines

• August 8, 2018 for only Priority Consideration airport projects that were ready to go under grant by September 1, 2018

• October 31, 2018 for all other eligible airport projects that would be ready to take a grant in FY 2019 or 2020.

• 350 initiatives in the bill!

• Office of Airports has 45 initiatives that we’re specifically responsible for leading, and we’re supporting many others.

• 5 Years - $3.35 Billion per year

• Authorizes $1 Billion Additional per year ($500 Million added for 2019 in the Appropriations Bill)

• No Major structural Changes to AIP

• Requires FAA to engage a qualified, independent non-profit organization to conduct a study of future infrastructure funding needs of airports – Due Early 2020

24 Reauthorization

• Eliminated the cap on AIP funding for contract towers, and allowed Small Airport Funds to be used for the first time.

• AIP for remote towers

Section 163 - Nonaeronautical development

• Changes the FAA’s role in reviewing and approving nonaeronautical development.

• Airport must still keep current Airport Layout Plan and submit changes to the FAA, but…..

• The FAA has review and approval authority of ALP changes only if they • materially impact the safe and efficient operation of aircraft • adversely affects the safety of people or property on the ground • adversely affect the value of prior Federal investments to a significant extent

• The rules on revenue use and Fair Market Value still apply.

27 Reauthorization

• Expands the FAA Airports Privatization program

• “Airport Investment Partnership Program”

• Allows privatization of multiple airports under control by a single sponsor in a single state.

• Allows partial privatization – Lots to come on this

28 Reauthorization • Establishes a deadline for FAA to stop requiring airports to use fluorinated Aqueous Film-Forming Foam (AFFF) for ARFF protection

• Cert Alert No. 19-01 approves testing system which allows testing the flow of chemicals without actually dispensing AFFF
